Position 1: ICT Application Expert
MAJOR RESPONSIBILITIES
- Offer efficient software support to properly utilize system infrastructure
- Deliver direct help to users in comprehending software tools and applications
- Analyze existing application standards and programming tools;
- Design and build new apps that help business processes of NEBE;
- Make recommendations for enhanced procedures and back them up with evidence;
- Provide apps that may help in resolving difficulties in handling organizational business;
- Interact with software manufacturers to deliver the best solutions to organizational problems;
- Assist engineers and developers in managing various projects by providing application access;
- Set up workstations with computers and necessary peripheral devices (routers, printers etc.);

Position 2: Procurement Expert
Major Responsibilities:
- Collect proforma invoice from qualified and eligible bidders for procurement using RFQ method.
- Assist in the preparation of bidding documents, specifications, Drafting Terms of reference (TORs), evaluating proposals and awarding of contracts;
- Handling of procurement related correspondence with pertinent offices to accomplish activities in relation with procurement, payment and delivery of goods to the concerned store;
- Maintenance of records of procurement documentation, deliveries and payments in a systematic matter to make them available for procurement audits and reviews;
- Maintain list of suppliers and procurement files for goods, works and services;
- Assume responsibility for being alert to any indication of unethical behaviour and report such behaviour to his/her immediate supervisor;
- Conduct Market survey to check and assess the market price information of the goods;
- Prepare periodic procurement activity reports and submit to procurement department head;
- Compile complete procurement packages and ensure they are filed appropriately

Position 4: Senior Procurement Expert
Major Responsibilities:
- Initiate procurement requirements by different sections of NEBE and prepare Annual Procurement Plans in consultation with the concerned bodies.
- Provide procurement related technical support.
- Based on Government Standard Bidding Documents, prepare bid documents.
- Float tender and collect bid documents and prepare relevant paper work for evaluation by evaluation Committee.
- Coordinate Evaluation Committee meetings, if necessary participate in tender evaluation and negotiation process and prepare evaluation reports and minutes.
- Prepare contract agreements for signature.
- Complete and forward purchase orders or contracts to suppliers or consultants; negotiate and follow-up as required.
- Receive bid bond, proforma invoice and performance bond and ensure their validity and timely release
- Follow-up all necessary process of the National /Commercial Bank of Ethiopia including applying for foreign exchange, Letter of Credit, shipping document etc.

Position 5: Election Operation Desk Expert
Major Responsibilities
- Assist the organization of Constituency level, and Polling station level data;
- Collect key operational information’s from constituency offices, and sharing it all the coordination team adding the necessary values;
- Assist in preparation operational plans for actual execution of voters registration, candidates registration, and e-day, and post-election activities,
- Provide logistics for events, such as conferences, workshops, seminars, and meetings organized by the department ;
- Support the preparation and assembly of briefing materials for events, as needed;
- Develop a good working relationship with relevant departments within the NEBE to better liaise on events or activities that bring departments together;
- Organize a user friendly and easily accessible filing systems for profiles constituencies;
- Monitor changes within NEBE’s work or operations plan and communicate them to the Constituency officers;
- Assist in procurement of equipment, supplies and services in a transparent way;

Position 6: Senior Communication Expert
MAJOR RESPONSIBILITIES
- Support the development and execution of an effective communications strategy targeting social media, web content and mainstream media (TV, Radio, Print);
- Assist with drafting communication materials, including talking points, briefs, speeches background/position papers, reports, correspondence, press releases and digital content; both in Amharic and English;
- Support resolution of communications inquiries directed to the NEBE;
- Conduct high level research and analysis on assigned topics to support internal and external presentations reports; and policy decisions of NEBE related with communications;
- Highly involve on planning of communications departments works, follow up its execution and reporting;

Position 7: Regional Field Operations Desk Coordinator
MAJOR RESPONSIBILITIES
- Serve as a key regional point of contact to coordinate NEBE election preparation activities, operational and equipment troubleshooting, and must report on the progress to NEBE’s operations department;
- Support the collection of information on a wide range of issues related to elections operation in regions;
- Ensure the regional preparations are in alignment with NEBE overall strategies and timelines;
- Provide regional support services for a wide variety of activities including distribution of election materials, transport management, implementation of security protocols, and ensuring the safe custody of NEBE assets;
- Provide technical and operational support to regional election staff as needed;

Position 8: Election Operations Expert
MAJOR RESPONSIBILITIES:
- Assist in the planning, organizing, and coordination of changes to the policies, procedures, or processes related to elections operations;
- Closely collaborate with other staff in the Operations and Logistics department to create strategic plans and achieve established goals of the operations team;
- Support the development of operational/logistics plans, flowcharts, calendar and deployment plan for NEBE equipment and goods;
- Assist with transportation and installation of the equipment, documents and supplies necessary for electoral operations;
- Support the collection of information on a wide range of issues related to elections operations;
- Assist in the effective distribution of election materials to constituencies and polling stations
- Support the effective utilization of warehouse areas and proper loading and unloading, stocking, safe keeping of items to prevent potential damages;
- Assist in the handover of printed election documents in line with the set standard and at highest confidentiality, monitor proper stocking;
- Assist in ensuring the organization and cleanliness of warehouse and stocked items, report any damage to the concerned department on a timely manner;
- Support in monitoring counted and dispatched documents and items and ensuring that they are not exposed to damage during loading and transporting; also ensure that addresses are written correctly;
- Assist in ensuring that received printed documents and other items are properly registered and then dispatched as per NEBE’s warehouse management procedure;
- Support the dispatching plan and submission to concerned authority for approval;
- Support the proper counting, coding, packing and readiness for distribution of relevant documents and items;
- Assist in ensuring that all items are transported from Addis Ababa to polling stations in a cost-effective manner and ensure safety arrivals;

Position 9: Graphic Designer/Expert
Major Responsibilities:
- Conceptualizing visuals based on requirements, testing graphics across various media, studying design briefs and determine requirements;
- Creating and editing images, develop illustrations, layouts and other designs using essential software’s, and use the appropriate colours and layouts for each graphics.
- Promote the established NEBE brand guidelines, best practices and standards.
- Liaising with printing and production companies regularly to ensure materials are printed to the highest quality and as per NEBE identity guideline
- Develop various types of creative content for digital communication, public outreach, civic and voter education, training and operational materials
- Produce visual concepts to communicate ideas that inspire, inform and educate the public.
- Brainstorming with communication experts and others to develop video contents such as motion graphics, animation and short GIF.
- Amend designs after feedback and ensuring final artworks are aligned with the printing process and preparing specifications accordingly.
- Ensure final design outputs are compatible to use in the digital platform.
- IEC Materials are printed in alignment with NEBE brand guideline and inclusive messaging.
- Documenting and uploading diversified hi-res images and videos with captions on the internal SharePoint data bank for use of information;
- Execute digital photography and video work with ethical manner: take hi-res photographs and short video segments, editing for publication, printing, short video and cataloguing for internal and external usage;
- Ensure consent is sought for all design works.

Position 10: Information Desk Assistant/ Receptionist
Major Responsibilities
- Cover the reception desk,
- Greet, direct and provide relevant information to NEBE visitors;
- Carry out administrative duties as such filing , typing ,copying ,binding and scanning
- Receive and handle requests or queries from representatives that come to the NEBE;
- Maintains calendars, schedules and coordinate appointments;
- Receives and transmit calls to dedicated departments;
- Provide logistics for events, such as conferences, workshops, seminars, luncheons and meetings organized by the NEBE;
- Support the preparation and assembly of briefing materials for events, as needed;
- Develop a good working relationship with relevant departments within the NEBE to better liaise on events or activities that bring departments together;
- Organize a user friendly and easily accessible filing systems;
- Monitor changes within NEBE’s work or operations plan and communicate them to departments accordingly;
- Provide secretarial services for immediate supervisors and information by answering questions and requests
- Develop and maintain computer and manual filling systems to make them more efficient
- Assist in making meeting room reservations, catering arrangements and travel bookings, and organize and schedule meetings and appointments;
- Maintain contact lists, and perform basic data entry when needed;
- Assist in issuing guest passes and employee ID cards, and handle multiple requests;
- Maintains the reception area clean and organized;
- Notify Security Officers about unescorted guests and emergency situations;
- Resolve administrative problems and any other duties as assigned.

Duty station NEBE Head Quarter, Addis Ababa
Expected Start Date: Immediately after concluding the contract
Requirements on academic qualification:
BA/Diploma Secretary Science, ICT, HRM, Communications or any related field.
Requirements on Professional Experiences:
For BA holders: at least 1-year relevant experience.
For Diploma holders: at least 3 years of relevant experience.
SKILLS AND COMPETENCIES
- Proficiency in Word, Power point, Outlook and Excel
- The ability to complete tasks with limited supervision;
- Must value operating in a collaborative and cooperative environment;
- Ability to establish, maintain and foster positive and harmonious working relationships.
- Ability to work effectively both independently and in a team environment.
- Ability to remain highly organized while handling multiple tasks under tight deadlines.
- Proven experience in guest handling and/ or front desk activities;
- Willingness to adhere to all principles of confidentiality.
- Ability to conduct the work with integrity and good ethics.
- Fluency in Amharic is required and good command in English.
- Ability to handle sensitive issues and address inclusion matters with integrity
- Not a member of any political party.
