Position 1: – Monitoring & Evaluation Officer
Job Summary:
The purpose of the Monitoring and Evaluation (M&E) Officer position is to assist the M&E Manager in overall management and output of the unit. The job holder renders technical M&E support to member networks and assists in demonstrating progress against strategic objectives of NEP+. The post holder is also responsible for assisting the generation of regular and ad hoc reports for external purposes.
Responsibilities and Tasks:
- Assists the development and/or updating of monitoring and evaluation plans, guidelines, tools and systems for use by NEP+ and its members;
- Supports the identification of higher level indicators to assess progress and overall in NEP+ against NEP+’s strategic plan;
- Assists the development of effective results frameworks and subsequent indicators at project and members level(s);
- Participates in project proposal writing;
- Assists in designing baseline, midterm and final evaluation studies of different projects;
- Assists in organizing periodic valuation and progress monitoring events;
- In collaboration with different units, periodically monitors the quality of data collected and reports produced, and agree on actions required;
- Undertakes compilation of data for analysis and reporting requirements;
- Generates quarterly, biannual and annual tabular reports for reporting purposes;
- Assists the generation of data and compilation of quarterly reports for regular donor reporting purposes;
- Assists the production of quarterly and annual reports against Government annual plans;
- Assist compilation of regular monitoring reports prepared by different Projects along with evaluation recommendations;
- Provides data deemed important for concept paper or proposal development;
- Assists that the database of NEP+ is well designed, electronically maintained and made accessible to relevant staff;
- Assists program database on a quarterly basis and ensures the backup filing is maintained;
- Provides statistical information for users within and outside NEP+;
- Participates in the documentation and dissemination of lessons learned and best practice;
- Performs other duties as assigned by the Supervisor.
JOB REQUIREMENT
Education/Training:
BSc in Economics, Statistics or other related field.
Work Experience:
Four (4) years of work experience in extension work, Health related activities.
Technical and Other Skills:
- Application of software and data management and analysis;
- Report writing and analytical skill;
- Proficiency in computer application;
- Application of SPSS or other statistical software.
- Interpersonal communication
Position 2: – Finance Manager
Job Summary:
Under the supervision of the ED, the Finance Manager is responsible for the overall management and provision of key support services within the area of finance and report. The post holder provides direct management support to finance, budget and program compliance, and staff under her/his management and will ensure that all projects managed by NEP+ are implemented as per finance manual and highest standards of donor requirements. She/he ensures that NEP+’s financial policies, procedures and guidelines are implemented and regularly updated and also sees to it that standard Ethiopian laws are complied with.
RESPONSIBILITIES AND TASKS:
Job Responsibility 1: Planning and Implementation
Plans, organizes, directs, coordinates and controls the activities of the Department; Formulates policies, guidelines, strategies, methodologies and action plans related to finance administration activities;
In collaboration with the Program Department prepares annual and quarterly budgets;
Reviews the annual budget of the Organization, exercises budgetary control, and analyzes variance in the budget;
Participates in all grant agreement negotiations and all budgets of new grant proposals.
Supervise the documentation of the company’s financial status and forecasts.
Job Responsibility 2: Financial Management:
Ensures Accounts Policies & Procedures of NEP+ are implemented and regularly updated;
Ensures that financial systems and documents are in compliance with laws, policies, standards and regulations and with generally accepted accounting principles and practices;
Designs and uses sound internal control system to safe guard assets, records and documents of the Organization;
Ensures that transactions are coded, analyzed and recorded in appropriate books of accounts;
Ensures that all staff are informed of financial policies and systems in place;
Provides advice and information to the Executive Director on financial, administrative and management issue, labour laws and regulations;
Ensures proper and timely supply of finance, human and material resource and other utilities to all work units of NEP+, and monitors proper utilization of same;
Ensures timely transfer of funds to members and controls the proper utilization of the same;
Develops mechanisms to ensure that operations of the programs are implemented in cost effective manner;
Follows up the preparation of vouchers for all payments, authorizes payments as per limit of authority;
Ensures collections are properly recorded and deposited to NEP+’s account;
Ensures that accounts are closed, financial reports are prepared and audited on time;
Prepares checklist for follow-up of members financial report status and chases members to submit their reports in order to meet the deadlines set;
Makes periodic visit to member networks to monitor partner’s ability to properly account for the use of NEP+ funds and where necessary provides support for partner organizations to develop accounting procedures and financial controls.
Job Responsibility 3: Staff Management:
Co-ordinates capacity and training need assessment of staff working under his/her supervisee & ensures that such needs are incorporated as per human resource development plan of NEP+;
Supervises, leads, guides and supports staff responsible to her/him;
Ensures that gender responsiveness is adequately treated in recruitment, promotion, transfer and other human resource developments;
Handles employee grievances, disciplinary issues and other administrative problems according to NEP+’s policies and procedures;
Ensures the realization of team spirit, participatory decision-making process, gender sensitivity, cost effectiveness staff motivation and spirit of dedication at all levels.
Monitors that staff performance appraisal is conducted on time for as HR manual.
Job Responsibility 4: Reporting:
Prepares quarterly, bi-annual and annual financial report to be submitted to the Executive Director and donors for monitoring, follow up and decision making purposes;
Produces monthly, quarterly, bi-annual and annual performance report and submits to the Executive Director.
Job Responsibility 5: Other
Undertakes any other activities as assigned by the Executive Director.
JOB REQUIREMENT
EDUCATION/TRAINING
MBA/BA Degree in Accounting, Business Administration Management or related field.
WORK EXPERIENCE:
8/10 years of relevant work experience out of which 4 years in a senior position. NGO experience with a similar position is desired.
TECHNICAL AND OTHER SKILLS:
- Integrated knowledge and understanding of human resources concepts, practices, systems, and procedures;
- Ability to interact and deal with people;
- Excellent planning, organizational, analytical and decision making skills;
- Computer proficiency (knowledge accounting software is advantageous);
- Good knowledge of written and spoken English.
Position 3: – Program Coordinator
JOB SUMMARY:
Under the supervision of the NEP+ Program Manager, the Program Coordinator will assist in coordinating planning and implementation of activities by project teams at the NEP+ headquarters and regions as well as those implemented by sub-recipients. The project coordinator will provide ongoing technical support to country level teams and the regional associations. The project coordinator assist in overseeing that project activities implemented integrated with the overall NEP+ program and harmonized with national and regional health plans.
RESPONSIBILITIES AND TASKS:
- Assist in assessing the programmatic requirements and capacity building needs for the implementation of case management project;
- Assist NEP+ country program and network associations in developing support plans for integrated case management project;
- Coordinate and support initiatives targeting infrastructural, systems and human resource capacity building;
- Participates in project proposal writing;
- Provide general programmatic support to NEP+ and regional teams to ensure timely initiation and implementation of case management project activities and their integration with other program components;
- Facilitate communication, collaboration and sharing of implementation expertise and other resources among NEP+ country teams and regional associations;
- Advice and support NEP+ programs to attain and maintain high level of patient adherence to care and treatment, primarily by fostering greater involvement of PLWHA and linking monitoring and evaluation with clinical services;
- Assist regional and site support teams to establish mechanisms for adequate interaction between case management program and the overall HIV related services
- Liaise with and support monitoring and evaluation teams to ensure good documentation and use of data to improve program performance;
- Support and coordinate country regional level initiative to assess and identify gaps in case management program quality and develop innovative solutions to overcome underlying problems;
- Assist in identifying bottlenecks to program implementation and, in consultation with country program and sub-recipients, develop innovative solutions to challenges and facilitate their implementation;
- Assist in ensuring consistency of case management program implementation across regional and implementation sites;
- Work with country programs and site support teams to ensure transfer of expertise to adherence case mangers and supporters on-site, and ensure their active involvement in multidisciplinary team activities.
- Assists country level and regional and site support teams case management initiatives in establishing referral linkages and functional health networks for HIV care and treatment services that will also contribute to district health systems strengthening;
- Assist country programs in building national and site level leadership capacity and ownership to institutionalize case management program;
- Participate in development and writing of NEP+ experience and best practices related to implementation of the case management project.
- Carry out other duties and responsibilities as assigned by the Program Manager.
JOB REQUIREMENT
EDUCATION/TRAINING:
MPH//MSc /MBA/ BSc in Social Science, Development or related fields.
WORK EXPERIENCE:
6/8 years work experience in the area of her/his expertise work and health/HIV related activities.
TECHNICAL AND OTHER SKILLS:
- Knowledge in basic computer and other project management software
- Skills in strategic planning and work plan development
- Oral/written communication, interpersonal, organizational, supervisory, and presentational skills;
- Expert knowledge of program development, coordination, and project evaluation;
- Ability to contact and negotiate with representatives of governments and funding agencies;
- Ability to refine existing work plans, develop new plans and establish new program staff support;
- Ability to independently develop and implement the responsibilities stated in the job description;
- Skills in report writing.
