NRC (Norwegian Refugee Council) would like to invites competent and interested candidates for the following Positions.

Position 1: Head of Programme Ethiopia

Roles and Responsibilities:

  • Overseeing specific advances in NRC’s Innovation, Protection, Markets and Digital programming, through an increasingly localised and networked approach
  • Contribute to strengthening accountability to beneficiaries through improving M&E systems, the establishment of beneficiary feedback and complaints mechanisms and improved needs assessments for evidence based programming.
  • Facilitate initiatives for integrated programme analysis and response analysis, including the integration of relevant cross-cutting issues such as protection, safe programming and access
  • Oversee Project Cycle Management (PCM), including through field support missions
  • Liaise with Area managers to explore and create synergies, and ensure effective and constructive communication between the CO and AOs.
  • Provide contextual programme analysis as input to the county strategy, annual and trimestral reports.
  • Manage performance and staff development of the Programme department.
  • Ensure current donor relations are well managed and explore potential new donor opportunities
  • Ensure programme relevant advocacy priorities are identified and taken forward.
  • Line management of the Country Programme Unit.
  • Technical supervision of Core Competency Programme Development Managers
  • Member of the Country Management Group (CMG)

Professional Competencies

  • Minimum 8 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience of working in complex and volatile contexts

  • High level of communication, interpersonal, representation and negotiation skills

Position 2: Logistics Technical Assistant-Fleet

Generic responsibilities:

  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
  • Periodically report on fleet status.
  • Manage the drivers, coach and guide.
  • Plan, schedule and monitor transport of material/equipment according to demands and procedures
  • Implement and maintain a filing system for all assets, stock and inventory documents according to procedures.
  • Work closely with program staff, finance staff, and procurement.

Specific responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines

  • Ensure proper filing of documents both in hard copy and in the cloud.

  • Follow up on vehicle conditions and report on required actions.
  • Follow up on vehicle maintenance schedules and take required action.

  • Provide dashboard reports on the current fleet locations.

Position 3: Logistics Technical Assistant-Warehouse

Generic responsibilities:

  • Effectively receive/dispatch commodities including transshipment (truck to truck) against official approved documentation (e.g. waybills and/or delivery notes) ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.
  • Prepare, verify, and sign off warehouse and transport documents, and maintain confidential files and accurate warehouse transaction records to ensure immediate reporting on commodity movements in line with the corporate requirements.
  • Conduct daily warehouse closing reconciliation and accurate inventory checks supporting internal control systems in compliance with the warehouse management requirements.
  • Perform daily inspections and prepare reports on the quantity and quality of the commodities received/dispatched and handled, detect promptly, and analyze reasons for stock discrepancies/damages, investigate missing quantity and prepare warehouse loss reports recommending appropriate solutions, to enable informed decision-making.
  • Implement appropriate measures to safeguard food and non-food commodities, to ensure quality control using standard preventive measures in line with NRC established procedures and authorization received from the supervisor.
  • Monitor condition of the warehouse and commodities and take appropriate actions, to support efficient warehouse space-planning and well-organized commodity storage following NRC warehouse standards.
  • Provide guidance and on-the-job training to warehouse staff to contribute to their development and high performance.

Specific responsibilities

Requesting, Receiving and Stocking:

  • Establish the maximum and minimum stock level for each stock item as required
  • Request the delivery of commodity when they are below the minimum stock level
  • Undertake appropriate inspection, counting, weighing of materials, supplies, commodities, etc. received through purchase or donation.
  • Receive Commodities/goods against official Goods Receiving Note (GRN)
  • Check goods against orders, and/or waybill, and ensure Commodities/goods are in good condition before receiving them.
  • Whenever there are shortage/overage, missing, damaged, broken, or spoiled items, report, record the condition on the relevant documents/GRN and notify supervisor.
  • Maintain under his/her custody all Commodities, materials, supplies, fixed assets, etc… of the organization.
  • Before receiving commodity ensure that the warehouse capacity is enough to accommodate the allocated food
  • Responsible for ensuring maintenance of the warehouse premises including availability of pallet or plastic sheets, fumigations and cleaning of the internal and external warehouse.
  • At the time of receipt check and inspect the quality and quantity of the commodity through a sampling method

Issuing

  • Issue Commodities, and materials, to the required need people /units upon receipt of duly signed authorization documents.
  • Dispatch all commodities/items against official payment authorization sheet.
  • Check and ensure that the approved payment authorization sheet is accompanied with a with payroll sheet.
  • Communicate with appropriate staff and plan distribution dates.
  • Inform the needy people the amount, type, and source of the food they are going to receive.
  • Issue the Food commodities as per the authorized PAS[CC1]  & PL to distributer with the standard documents.
  • Check the storekeeper’s copy of documents returned to store after distribution from distributor.
  • Check all documents signed by the needy people and representatives in coordination with the distributor.

Store Management

  • Design appropriate storage arrangements in the stores for efficient utilization of the available space, and to allow easy movement of people in the store
  • Record all incoming and outgoing Commodities in bin cards and the daily inventory register.  Bin cards are to be stuck or hung on the shelves/stack to facilitate identification and inventory counting.
  • Organize all Commodities received by types and according to their classifications, and store them, allocating available space of the store economically and diligently to minimize commodity damages.
  • Ensure the security of Commodities in the store against damage, theft, deterioration, pilferage, hazards, such as dirt, fire, rainwater, etc. and makes sure that necessary protective equipment and chemicals are utilized, and the store is kept neat and clean.
  • Identify and report slow moving, dead or obsolete inventory items.
  • Conduct physical Commodity count on a daily, monthly, annually basis and during the year at regular intervals to ensure that physical inventory and bin card balances always tally.
  • Supervise loading, unloading of commodities and performance of laborer.
  • Inspect the warehouse on daily bases to see visible signs of infestation or damage.
  • Follow up and supervise the porters in unloading and stacking, ensuring the stack is away from walls and that there is enough space between stacks.
  • Segregate damaged and leaking bags for reconstitution and stack infested commodity in a separate warehouse.
  • Inform the supervisor of any storage problems.

Documentation and Reporting (5%)

  • File all documents such as suppliers packing lists or delivery order, CRN, bin cards, etc.
  • Regularly check records against stock held and submit reports.
  • Maintain an accurate record of Commodity-stock movement and current balances.
  • Record all receipt and distribution transaction to the daily inventory registrar on daily bases and send to the office with supporting document CRN, waybill, payroll sheet etc.
  • Prepare weekly commodity status report and send to the office weekly.
  • Prepare monthly and quarterly commodity status report in a timely manner.
  • Maintain records for receipt and dispatch of empty containers.

Professional competencies:

  • Batchelor Degree in Warehouse Management, Supply Chain management and other related fields
  • 2 years of relevant work experiences
  • NGO experience is a plus
  • Fluency in Somali and English, both written and verbal.

Context related skills, knowledge and experience

  • Knowledge of the operating context in Somali Region.
  • Knowledge of the local languages is an advantage;
  • Excellent teamwork and interpersonal skills.

Position 4: Education Officer

Generic responsibilities:

1. The Education Officer will report to the Education Coordinator on all activities related to the education projects and other duties assigned by the Coordinator.

2. He/She would be working with local education actors in all our NRC intervention Zones and work the entire education in emergency planned Activities.

3. She/He would work closely with other partners of the projects in ensuring effective and timely Implementation of the project in directly implemented project activities.

4. The officer is expected to travel to the project sites and follow up on project activities provide support and assess needs as per the project document.

5. The officer will establish a smooth relationship with stakeholders including government and community structures to ensure effective coordination and support is directed to the service delivery of the project.

6. The officer is expected to continuously provide project reports and reviews.

7. She/He is expected to adhere to and reflect on NRC’s core values throughout the project cycle implementation process.

Specific responsibilities:

  • Support school directors, cluster supervisors, develop and implement a mentoring and support tools and systems for the better project implementations.
  • Ensure the implementation of the projects/activities and build the capacity of teachers to apply play-based learning methodologies in targeted schools.
  • Undertake & Implement Assessment for Learning, capacity development activities engaging key sector stakeholders at school level (teachers, school principals, PTSAs) in the projects target Woredas, Schools and communities.
  • Deliver and provide school-based mentoring and coaching for outcome based Assessment for Learning in targeted schools.
  • Conduct a Survey about community view on the standard and quality of schools as well as community participation in the relevant planning and service delivery process of the education projects.
  • Workout on the improvement of children’s literacy of the IDP and host community Children
  • Strengthened between IDPs, host communities, and government structures through oversight of the educational systems and coordination mechanisms.
  • Work with the education project Coordinator to develop innovative approaches and develop research products on key areas of host and IDP education to support advocacy.
  • Ensure integration of other NRC CCs programs with the education programs/projects.
  • Prepare timely project weekly, monthly and quarterly reports in compliance with internal NRC requirements and any relevant external donor requirements.
  • Close cooperation with the other Education projects staff, ensuring staff is clear on the work plan, priorities, and weekly schedules.
  • Working closely with the Monitoring & Evaluation team and accordingly implement the already agreed M & E Tasks.
  • Prepare regular progress reports of the project as required by the Education Project Coordinator, Education Specialist at Addis, and Area Program manager.
  • Provide feedback and share lessons learned from project implementations and financial reports.
  • In consultation and coordination with the education projects coordinator and communications and campaigns team, support the development of child protection related communication materials and briefs as necessary.

Monitoring, evaluation and quality assurance:

  • Monitor and systematically document project results jointly with partners and stakeholders.
  • Measure progress against log frame indicators at key points as well as to conduct quality assurance of key interventions and MEAL plan.

Other

  • Represents the education sector as necessary at Zonal and Woreda level education cluster/forums/meetings on areas related to the project, and upon delegation
  • In cooperation with the education Project Coordinator, ensure proper documentation of project experiences and lessons learned, best practices and achievements
  • In cooperation with the education team, provide information and inputs to be used for NRC Education information and communication materials
  • Help build documentation for evidence (case stories, best practices, studies, progress reports)-
  • Undertake advocacy interventions (meetings, briefings) with woreda, and local stakeholders to increase investments in reading to improve literacy.
  • Conduct any other tasks assigned by your line manager.

Generic professional competencies:

  • Bachelor Degree in Education (Educational Leadership and Management, Plaining, Curriculum Development, and Teaching) or Other Related social science with minimum three year of education related experience.
  • Minimum 3 years of Experience working as Education Officer or any other education related positions in a humanitarian context
  • Previous experience from working in complex contexts and far to reach areas.
  • Documented results related to the position’s responsibilities.
  • Documented Work Experience not less than 3 years as Education staff.
