NRC (Norwegian Refugee Council) would like to invites competent and interested candidates for the following positions.

Position 1: Food Security and Livelihood Officer

Job Description:

The LFS Officer will be responsible in conducting need assessment, household food security assessment for agriculture interventions, conduct the capacity assessment of smallholder farmers and facilitate private sector engagement, mentoring and coaching in the household level. 

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Adhere to NRC‘s Code of Conduct, Standard Operating Procedures, and Guiding Principles to uphold the highest professional ethical obligations.
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare status reports as required by management
  • Share ideas for improvement and necessary changes in the activities.
  • Promote the rights of refugees, IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

  • Support the implementation of Food Security & Livelihood projects in Assosa AO, including:
  • Conducting need and village assessment, household food security assessment for agriculture interventions, overseeing the beneficiary selection process, conduct the capacity assessment of smallholder’s farmers and facilitate private sector engagement, mentoring and coaching in the household level.
  • Working closely with Agriculture Bureaus, DRMC and other stakeholders to implement NRC’s Agribusiness livelihoods activities.
  • Ensuring that baseline assessments are carried out on time, including participating in data collection and data analysis as needed.
  • Support the LFS team on technical as well as extension methodology and the introduction of staple food crops, off-season production as well as exploring opportunities and models for contract farming.
  • Support the LFS team on Agriculture technologies and value chain.
  • Promotion of nutrition sensitive agriculture.
  • Ensuring that LFS plans are implemented on time, working closely with the M&E team in Assosa Area Office.
  • Provide regular report and immediately report any challenges or implementation delays to the LFS coordinator.
  • Assess existing situation for market-based programming and cash based intervention, highlight the challenges and risks and report to the management.
  • Prepare training materials and provide relevant training to the staff and project BNFs as required.
  • Work closely with WASH, Shelter, Education and ICLA CCs in terms of integration, to ensure same beneficiaries received a full package support.
  • Maintain clear and up to date records of beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress)
  • Supervise and manage the work of LFS Assistants if asked to do.
  • Attend coordination meetings in governmental sectors whenever asked to do.
  • Ensure market assessment is carried out whenever required.

  • Minimum 3 years of experience from working as in managing agriculture-based livelihood projects, income generation activities, business development or similar role in a humanitarian/recovery context with i-NGOs
  • Excellent written & spoken English.
  • Good knowledge of Microsoft Excel and Word.
  • Experience of establishing and managing agriculture-based livelihood projects and a small business
  • Good knowledge on home based livelihood intervention and good knowledge about local market.

Position 2: ICT Assistant – Temporary

Role and responsibilities:

The ICT Assistant is responsible for providing technical ICT support to the area offices.

Generic responsibilities:

  • Implement NRC’s ICT policies and guidelines at Area Level.
  • Schedule computer related services, maintenance and Manage GFD IT equipment.
  • Ensure information security for all NRC systems in line with regulations.
  • Provide ICT support and trainings to Data Collectors and Enumerators.
  • Implement and update a data disaster recovery plan (Cloud)

 Specific responsibilities:

  • Assist the ICT Coordinator in installing and configuring computer hardware, software, systems, networks, printers and scanners.
  • Direct all support queries via the ticketing system and monitor the performance of the support provided.
  • Travel frequently to the Food Distribution Points to support data work.
  • Give basic computer trainings and office 365 training to all Data Collectors.
  • Support in Setting up new users’ accounts and emails and dealing with Multi-factor authentication.
  • Partake in provision of specification for any ICT equipment to purchased and provide technical bids analysis to ensure the purchase will conform to standards and software in place. And receive all computers and equivalent assets purchased or received by NRC ensuring they match specification and requirement
  • Liaise with Ethio-telecom (ISP) and other clients to solve ICT problems.
  • Perform any task assigned by the line manager

Position 3: Monitoring and Evaluation Coordinator

Role and responsibilities:

As a humanitarian organization, NRC must remain accountable to the affected population it serves. In particular, NRC seeks regularly engage with the affected communities and ensure all feedback and complaints received are addressed, followed up, and utilized to enhance the office’s understanding of the consequences of its programming.

Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures
  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Capacity building and training of programme staff on M&E technical and conceptual areas.
  • Design and support dissemination of relevant information to beneficiaries, host communities, and relevant partners
  • Supervise and mentor M&E support staff in executing M&E plans.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC

Specific responsibilities:

  • Take lead in Monitoring and Evaluation of the GFD, Livelihood and Cash and Market programs in AFAR.
  • Implement and contextualize NRC East Africa and Yemen M&E framework and SOPs.
  • Ensure consistency of approach at all levels in the M&E in collaboration with program staff using M&E tools developed
  • Oversee and take lead the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality and accuracy in line with the logical framework approaches(LFAs), best practice and project management
  • Involve in project development and ensure a very good proposal is designed
  • Support partners and/or consultants in conducting baseline surveys, mid-term review and final evaluation.
  • Designing tools, checklists and schedules for collecting data at the input, output and outcome levels in association with the relevant programme staff and based on the changing needs and requirements of NRC Ethiopia
  • Undertaking data collection directly or in conjunction with programme staff as required
  • Provide capacity building training on Project Cycle Management, data collection and analysis
  • Share learning from M&E process and document case/success stories overall programing share with the wider team
  • Coordinate the operationalization of the NRC Ethiopia CFM system and develop/build upon existing Standard Operating Procedures (SOPs) for CFM within the area office
  • Serve as primary contact for all CFM related issues
  • Communicate and disseminate NRC CFM standards and guidelines within NRC and conduct training, capacity building, and mentoring of all staff involved.
  • Coordinate processing and provision of response, specifically in relation to confidential complaints mechanisms

  • At least 3 years of experience in an international NGO preferably in an emergency or post-conflict setting, beneficiary reception and/or counselling, CFM, or related field.
  • Have profound skill on Analytical and research.
  • Experience in handling sensitive feedback
  • Excellent computer knowledge with command on MS Excel among other packages of MS Office.
  • Experience on working with Data analysis software/programs
  • Ability to present data and convey information clearly and concisely and identify trends
  • Experience in facilitating the capacity-building efforts of diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Fluency in English (speaking, reading, writing), other languages is an asset
  • Computer skills, including MS Office (Word, Excel, PowerPoint)
