Project Summary

ODA has partnered with the Ethiopian Agricultural Transformation Institute (ATI) to be one of the local implementing partner on the project entitled “Agriculture-focused Dignified Employment for Youth in Ethiopia (ADEY) to address the aforementioned constraints and increase the participation of young people through promotion of agricultural value chain commodities and small business activities. The ultimate objective of the project will be to increased access to dignified and fulfilling job opportunities for young women, inclusivity, and the sustainable use of natural resources while building resilience capacities to shocks at all levels.

Oromia Development Association (ODA) would like to invites competent and interested candidates for the following position.

Position 1: Regional Program Monitoring and Evaluation Specialist

Number of Position: 01(One)

Mode & Term s of  Employment :  Full time  fixed term employment contract  for one year with possibility of extension

Place of Work at:  ODA HEAD office,   Finfine, 

Duties and Responsibilities:

  • Develop and implement a Results-Based Monitoring and Evaluation Plan;
  • Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the community Development Program Division, Project manager and Technical Specialists, Managers; and Research Development and Resource mobilization,
  • Develop Memorandum of Understanding with and Negotiating contracts with target relevant Government Bureau, communities and local partners;
  • Preparation of Program plan, scope, schedule, and management of creative resource allocation;
  • Manage all projects from inception through to examination, working with all partner disciplines, Planning, Creative, Account, and Production, to ensure that projects are delivered in a timely, cost-effective, and efficient manner
  • Develop quarter, bi-annual and annual program and project planning and reports;
  • Facilitate and organize annual/bi-annual program performance review and learning meeting;
  • Schedule and manage all project meetings and supportive supervision and monitoring in collaborating with Project managers;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • The development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance;
  • The M & E Specialist will work within an integrated, coordinated, and systems strengthening approach;
  • Develop project results framework implementation Capacity development Evidence and knowledge development and dissemination Quality assurance on monitoring and evaluation;
  • Strengthen partner relationships with all major donors, mid-level donors, and support Donor Liaison Coordinator in building strong relationships with support offices;
  • Develop indicators and a monitoring strategy for the project;
  • Conduct capacity assessment on existing monitoring and evaluation system,
  • Monitoring and evaluation work including experience in conducting performance and impact evaluations formatting logical frameworks overseeing project monitoring systems and/or evaluating projects;
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team;
  • Conduct progress and impact assessment logical frameworks and program/project evaluation.
  • Conduct data validations; planning; quality controls; qualitative and quantitative statistical sampling; information analysis; Evidence and knowledge development and dissemination;
  • Plan and design implementation of assessments; developing analytical reports; and conducting survey/field research;
  • Upload manual. Plan. annual report and knowledge development and dissemination, IEC/SBC, success and learning of each projects and overall program on website, telegram and other media outlet in collaborating with PME specialist and ICT team and by approval of Program manager;
  • Developing and maintaining updating all required project documentation, including schedule, risk issues , data base system and others;
  • Develop and share project results framework implementation in align with of Theory of Change;
  • Develop and strengthen monitoring, inspection and evaluation procedures;
  • Monitor all project activities, expenditures and progress towards achieving the project output;
  • Enhance data base system and utilization for programmatic planning, reporting and drawing learning and success;
  • Conduct routine monitoring, supportive supervision and evaluation in collaborating with Project Managers  and other project technical team;
  • Monitor and evaluate overall progress on achievement of results and the sustainability of the project’s results;
  • Recommend further improvement of the logical framework;
  • Develop monitoring and impact indicator for the project success;
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  • Support monitoring and evaluation of the effects and impact of the project;
  • Provide feedback to the Project Manager on project strategies and activities;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities.
  • Measurable Outputs and Performance Indicators;

Job Requirements

  Educational Qualification, Experience & Skills requirements

Qualification: MA/MSC, BA/BSC in Agricultural economics, economics, Management, Project management, agriculture, agribusiness, natural resource management, Rural devn’t, livelihood, environmental conservation, community development, Cooperative management,and related fields

Work Experience: Year of Experience 8,10 in  MA/MSC, BA/BSC respectively;

Skill

  • Excellent knowledge of Afaan Oromo, Amaharic and English, in spoken and written
  • Thorough knowledge of Microsoft Office suite applications. Working knowledge of the Microsoft Office suite to include Word Excel and PowerPoint.
  • Experience analyzing and manipulating data contained in database(s). Strong analytical written communication public speaking and inter-personal skills.
  • Demonstrated experience in drafting and authoring weekly monthly and quarterly reports, bi-annual and annual;
  • Work requires great flexibility and ability to adapt to a changing environment and the capacity to provide sound analyses and work under time pressure.
  • Proven experience in monitoring and evaluation or social science research using techniques such as needs assessments surveys interviews and focus groups.
  • Progress and impact assessment logical frameworks and program/project evaluation. Experience with data validations; planning; quality controls; qualitative and quantitative statistical sampling; information analysis; the design and implementation of assessments; developing analytical reports; and conducting survey/field research

Position 2: Regional Project Financial Inclusion and Youth Enterprise Expert

Number of Position: 01(One)

Mode & Term s of Employment:  Full time fixed term employment contract  for one year with possibility of extension

Place of Work at:  ODA HEAD office,   Finfine, 

Key Measures of Performance:

  • Number and quality (leverage and catalytic nature) of inclusive and innovative finance initiatives supported and advised upon through organizational  programming that will lead to enhanced access to finance for (young and female) actors in the food system.
  • Inclusion of youth relevant interventions and partnerships in the agricultural value chain and Agri small and medium enterprise (SME) strategy that will lead to creation of work opportunities for youth especially young women.
  • Impact (work opportunities for youth, and improved performance of youth led enterprises) of initiatives designed and implemented through ODA ADEY program.
  • Level of support (quantity and quality) provided to country and technical teams around access to financial services for young entrepreneurs and employees and youth groups.
  • Accurate reporting on relevant indicators and knowledge sharing around improving financial skills and access to financial services for youth (groups, entrepreneurs, and employees) in agricultural value chain and small scale business activities.

 Duties and Responsibilities:

  • Program Design: Facilitate the design of innovative financial products and services that cater to the unique financial requirements of young people, including accounts, credit, financial education programs, and digital payment solutions.
  • Market Research: Conduct in-depth market research and analysis to identify opportunities for expanding financial inclusion among youth and understand the financial behaviors, needs, and preferences of the target audience.
  • Analyze cost-benefit of existing financial and non-financial services delivery mechanisms including leveraging of technology that could reduce the cost and risks of agricultural finance delivery (to youth and young women).
  • Innovation and Adaptation: Stay abreast of emerging trends, technologies, and best practices in the field of inclusive finance and youth development, integrating new ideas into existing programs.
  • Strategy Development: Collaborate with sector actors to formulate inclusive finance strategies tailored to the specific needs and challenges faced by youth populations.
  • Share knowledge on proven youth finance solutions and models with country teams and relevant partners for adaptation, adoption, and scaling.
  • Proactively support country teams and Centre of expertise staff in their strategy delivery and pipeline development to ensure inclusion of youth and finance in the programs.

Engagement – Persuade

  • Financial Education: Develop and implement cost effective financial literacy programs and workshops to educate young people on managing personal finances, budgeting, saving, and in making informed financial decisions.
  • Policy Advocacy: Advocate for policies and regulatory frameworks that promote youth financial inclusion, working with policymakers and contributing to policy discussions on public investments in financing youth (groups).
  • Capacity Building: Train and mentor staff, field agents, and partners on inclusive finance practices and youth engagement strategies and develop knowledge-sharing products and events to position ODA as a thought leader and catalyst in reducing the cost and risk of finance for young people in agriculture.
  • Collaboration with Business Development Service Providers: collaborating with Business Development Service (BDS) providers to enhance the effectiveness and reach of financial inclusion programs for young entrepreneurs and aspiring youth in the target areas. Work closely with BDS organizations to identify, design, and deliver appropriate capacity-building services that complement financial products and contribute to the overall economic empowerment of youth.
  • Monitoring and Evaluation: Create performance metrics and track the impact of inclusive finance initiatives on youth beneficiaries, regularly reporting progress to management and relevant stakeholders.
  • Partnership Management: Establish and maintain productive partnerships with governmental bodies, financial institutions, youth organizations, and other stakeholders to drive the implementation of inclusive finance initiatives while contributing to resource mobilization efforts in Agri SME development and financing for youth.
  • Risk Assessment: Evaluate potential risks and challenges associated with inclusive finance programs for youth and propose risk mitigation strategies to ensure sustainable and responsible financial services.
  • Integrity: Uphold moral convictions and always doing the right thing.

  Educational Qualification, Experience & Skills requirements:

  • MA/BA in Accounting, Cooperative finance, Economics, Agricultural economics, Financial management, Business , Economics management/Administration, and related field and 8/10 years of services in grants or contract management role in related to youth development   and working in NGOs as a senior level
  • Strong knowledge and training in any donor regulations and policies.
  • Strong knowledge in cooperative development.
  • Strong Knowledge in Village Saving Lone Association (VSLA)
  • Proven experience with budget development, monitoring and reporting and strategic development
  • Experience relationships with international partners
  • Familiarity with accounting soft wares
  • Fluency in English required; ability to communicate in Afaan   Oromo   language is an advantage.
  • Familiarity with current agricultural and digital finance industry challenges and constraints for youth and young women to make use of financial services.
  • Experience in an advisory role involving engagement of financial ecosystem stakeholders, and youth (support) organizations.
  • A good understanding of challenges and opportunities in engaging youth in the agricultural sector, youth entrepreneurship development and (informal) job markets in rural and semi urban context.
  • Capacity to develop a network of relevant youth organizations, youth support programs, financial and non-financial services providers is essential.
  • Good writing (ToRs, grant proposals and knowledge documents) and communication (conducting webinars, chairing meetings, panel, and moderation roles) skills.

Relevant Experience:

  • Professional experience in youth entrepreneurship and agricultural finance.
  • Relevant experience in development and design of interventions targeting creation of work opportunities for young people in food systems.
  • Candidate should have worked in an advisory capacity in a financial institution, enterprise support organization or development program with a strong focus on youth and agriculture.
  • Relevant experience in different countries and contexts in Africa is desirable.

Position 3: Regional Livelihood project Manager

Number of Position: 01(One)

Duties and Responsibilities

Job Description

  • To provide an overall leadership, supervision and quality assurance for ODA-ADEY funded Integrated Multi-Sector Response for unemployed youth in Oromia. The manager is further expected to initiate, lead, control and report all ADEY project activities. The core purpose is therefore to ensure the implementation of all project activities in accordance with sector design, planned activities and budget ensuring the project’s alignment with youth related policies, country and donor contexts, ODA rules & regulations.
  • Oversee, ensure and coordinate the execution of the entire project in accordance with ADEY project proposal document, ODA policies, donor guidelines and government regulations
  • Ensure the proper physical & financial implementation of the project as planned during the desired timeframe, while ensuring efficient and effective utilization of project resources
  • Oversee and supervise the project implementation of in operational areas, including thematic leading NGOs; proactively request partners’ feedback on the progress of the project, challenges and concerns encountered and take appropriate actions, ensuring a capacity building and coaching approach.
  • Ensure the compilation and submission of consolidated financial and narrative reports to the donor alignment to the Contract and the MoU.
  • Ensure active donor engagement as required during donor monitoring visits and delegation meetings
  • Oversee and ensure the development and execution of a result oriented participatory M&E and knowledge management system, to enhance accountability and impact demonstration
  • Submit operation plans and regular progress reports to respective government offices on time.
  • Provide internal situation updates and progress reports.
  • In consultation with ODA and ATI Response team and partners, ensure the preparation of detail implementation plans (DIP) and budget breakdowns including cash flow for the project based on the project design

Job Requirements

  Educational Qualification, Experience & Skills requirements

  • MSc Degree in Agriculture, agricultural economics, Economics, Development studies, related or other related fields
  • Experience:  6-8 yrs from this 3 yrs in Management level
  • Program management skill, Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & Action
  • Experience in Youth related funded projects is an advantage
  • NGO experience is preferred.
  • Experience with complex M&E systems is preferred (Excellent experience in budget preparation and report writing)
  • Fluent in oral and written afan-oromo and English.
  • Frequent domestic travel within the program area and on call
