Position 1: Communications Officer
Specific Duties and Responsibilities:
- In consultation with USAID, develop and deliver a program-wide communications strategy that will encompass branding and marking guidelines in line with the projects branding and marking plan, maintain and expand contact databases for USAID and external audiences (e.g., MoP, regional governments, civil society actors, other projects/ international development organizations/ donors).
- Develop and manage communication tools to capture and share the activity results. Proposed deliverables include:
- Weekly reports to USAID that capture success stories and featured projects that provide a summary of events that week, upcoming events for the coming week(s) and one featured activity from the recent past that has been completed
- The projects publications and visual outputs, such as Fact Sheets, and presentations including for Strategy Review Sessions (SRSs) and other similar events and ensure that they are of high quality and are disseminated appropriately.
- Monthly reports for external stakeholders (e.g., USAID, GOE Ministries, regional governments, civil society actors other projects/ international development organizations/ donors) that focuses on key themes, insights and lessons learned, shared with program-specific and external stakeholders (e.g. USAID, GOE Ministries, regional governments, civil society actors, other projects/ international development organizations/donors)
- Quarterly reports for USAID.
- Provide technical support to staff and grantees on communication approaches
- Provide support to program stakeholders in documentation and other communications needs as may be required including arranging field visits
- Take high-quality photographs of the project’s activities, graphics, and visuals with accurate credits, permissions, captions, as well as in compliance with USG branding and marking requirements, to accompany proposed tangible deliverables.
- Participate in relevant workshops, seminars, and discussion forums (inclusive of key strategic planning meetings) as agreed with the COP to learn and share best practices and experiences in communications

Job Requirements
Education and Experience Requirements:
MA/MSc/BA/BSc degree in communications, public relations, journalism, International relations, media relations or equivalent and 6/8 years of work experience out of which 4 years in Communication and/or business development.
Qualifications:
- Good knowledge of participatory methodologies and skills in communications
- Fluency in written and spoken English.
- Excellent written and oral communication.
- Expertise in PowerPoint and Excel for presentations and analyses
- Proficiency and prior use of Photoshop and Adobe Creative Suite, specifically InDesign

Position 2: MERL Officer (2)
Job Requirements
Education/Training
Required:
BA/MA degree in Economics, Statistics or other Social Sciences.
Experience:
5/3 years of relevant work experience in monitoring, evaluation and planning activity
Desired:
NGO experience desired
TEACH project implementation/ follow up experience desired
Technical and Other Skills
- Demonstrated effective organizing and planning skills;
- Skills in developing MER, data collection tools, indicators and plans;
- Ability to analyze M&E technical issues, to write clear and concise reports and to make effective oral presentations;
- Computer literacy in basic database and statistical software and Microsoft applications;
- Proficiency in English;
- Effective interpersonal skills;
Contacts/Key Relationships:
- The incumbent is expected to collaborate with government counterparts, donors, and partners and with Program and all Pact Staff.

Position 3: Program Manager (2)
Job Requirements
Education/Training
First Degree or Masters in Project Management, economics, development studies or related social science fields.
Experience
At least 8/6 years of relevant experience:
Experience in the area of economics, development studies or related social science fields.
Technical Skills:
- Proven human management experience
- Experience in managing and administering projects
- Ability to develop and maintain strong relationships with partners
- Good interpersonal communication skill and ability to effectively liaise with staff, government and other stakeholders
- Fluency in written and spoken English, Amharic and Afaan Oromo
- Demonstrated analytical and report writing skills
- Excellent written and oral communication
- Ability to perform and prioritize multiple tasks
- Proficiency in word processing, spread sheet and DBase skills.
Contacts/Key Relationships
The incumbent is expected to establish and maintain open and cordial relationship with other stakeholders at all levels in order to obtain the required support and collaboration for the smooth coordination and implementation of Pact’s capacity building projects. S/he is also required to work in collaboration with other departments and units of Pact.
Working Conditions And Level Of Travel Required.
- The post holder will be stationed in Addis Ababa with possibilities of frequent field travel.

Position 4: Program Officer (2)
Specific Functions and Responsibilities:
- Undertake/participate/facilitate rapid assessments that set to describe the situation on the ground, the challenges and problems, analyze and come up with potential project ideas
- Prepare draft proposals for selected activities. In close collaboration with the Response Program Manager and Sr. Grants officer, prepare activity proposals to respond to identified problem/s, addressing needs of groups in different geographic locations, using activities/strategies/tools/methodologies and prepare required budgets
- Continuously scan the operating environment and ensure response initiatives are implemented taking into considerations the realities on the ground
- Once an activity has been cleared by USAID, implement the activity either directly or through a subcontractor/grantee ensuring effective implementation
- Prepare draft partnering agreements) with potential implementation organizations, where needed
- Manage and coordinate program implementation
- Manage relationships and networking
- Coordinate with program teams to ensure the procurement and delivery of materials to program-supported beneficiaries
- In conjunction with the Communications and MERL team, assist in documenting of key successes, lessons, capturing case studies etc.

Position 5: Research Manager
Responsibilities:
- Design and implement the SPA research and learning agenda including enrollment assessments, baseline assessment, project evaluation and other research and learning priorities
- Ensure ethical conduct of research activities, including management and implementation of IRB processes, ensuring adherence to country level IRB policies and procedures
- Develop and oversee implementation of standard operating procedures for learning activities
- Collaborate with SPA partners engaged in research and learning efforts to ensure timely implementation, adherence to research ethics and sound design and data quality
- Lead design and implementation of activities to respond to the SPA program learning agenda, such as assessments, program surveys, case studies, learning reviews, and operations research protocols
- Lead the development of case studies, conference abstracts, and other materials that communicate program achievements and successes
- Work closely with the M&E Director to engage partners, government officials and policymakers to develop and carry out research and learning activities and disseminate findings
- Represent SPA’s research and learning activities in public and professional circles through meetings, conferences, and presentations
- Work with finance staff to prepare and track research and learning activity budgets
- Champion and proactively promote both formal and informal learning, as well as knowledge exchange, among SPA and its partners
- Share research and learning findings with SPA leadership, staff, partners, and sub-grantees

Job Requirements
Education:
PhD/MSC in social sciences, political science, public relations, statistics or related field
Work Experience:
- Minimum eight years of work experience in designing, implementing and managing research, monitoring and evaluating health and/or development projects in developing countries
- Proven experience designing formative assessment, evaluation, quantitative and qualitative research, reporting, data quality assessments, data analysis and presentation
- MER experience in Conflict Prevention and Peacebuilding
- Experience and understanding of the US government-funded programs framework and reporting system
- Experience working with international donors, senior government officials and policymakers
- Experience in publication in peer-reviewed journals preferred
- Experience presenting research findings at national and international conferences preferred
Skills:
- Proven expertise in research and maintaining research ethics, managing IRB processes
- Demonstrated skills in management, coordination, teamwork and planning with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
- Demonstrated skills in data quality assurance, data analysis, report writing, and dissemination of findings

Position 6: Gender Equality & Social Inclusion Advisor
Main duties and responsibilities:
- You will work on the following areas, though these are indicative, rather than exhaustive. A certain amount of flexibility will be required in terms of supporting different aspects of the programme roll out (for example, gap filling or back-stopping for colleagues).
- GESI and HTR integration into grant making machinery and protocols, processes, working closely with the lead/ staff responsible. This will include both design of the overall grants strategy, as well as review of grant proposals, and follow up support to provide inputs and coaching to grantees. In particular, you will be working on Gender Based Violence, women’s political participation and women’s land rights issues, within the Gender Transformation portfolio.
- GESI and HTR integration into capacity development strategy, materials and roll out (likely training of trainers), working closely with the lead/ staff responsible. This will include both cross-cutting / integration of GESI and HTR into organisational development elements, as well as GESI specific CD materials and potentially support to some areas of thematic CD (to be discussed with CD lead in due course).
- As above, a cross-cutting role providing support to the engagement lead around GESI and HTR. This might involve identifying key opportunities to support two-way engagement between CSOs and government on GESI issues, identifying and supporting organisations that might be able to play a key role in advocating for transformative agendas in GESI related areas, etc
- GESI and HTR inputs into the MEL strategy – for example, advising the MEL lead on appropriate indicators, targets and results to ensure GESI is embedded into the results framework/ logframe. This would also include advising on participatory approaches to ensure that M&E includes perspectives and engagement with HTR groups. With regards to learning, as part of the GESI and HTR strategy, design of particular learning products and opportunities that ensure GESI has both a stand-alone and integrated focus.
- Feeding into the design of the contextual analysis (which may combine conflict, PEA and social analysis), as well as advising on content for this analysis. Potentially some stand- alone pieces of work providing analysis that can inform program.
- Support to the safeguarding agenda and lead safeguarding advisor to ensure safeguarding principles and understanding is well-embedded both within the program staff, as well as in the capacity development.
- Support to the regional hubs (either directly through field visits etc, or indirectly, through inputs to other SMT members that are cascaded onwards) to ensure that GESI and HTR understanding are front and centre of their approach.

Person Specification
- At least ten years of experience providing social development expertise to development programmes, research and/ or policy
- Ability to bring a gender and inclusion lens to assess, design, monitor and deliver development programmes that Leave No one Behind
- Strong understanding of gender norms, drivers of gender inequality and gender transformational approaches to programming in the Ethiopian context
- Experience of working in the civil society sector in Ethiopia, and deep understanding of the challenges affecting the sector.
- A university degree in a relevant subject (e.g. law, human rights, social policy, gender studies, conflict studies, political science)
- Excellent presentational and written skills to communicate complex ideas to a range of audiences, including extensive experience in training and facilitation.
- Excellent interpersonal and communication skills
- Strong organizational skills and ability to meet deadlines
- Demonstrated strategic thinking and rigorous analytical skills
