The People in Need organization was established in 1992 by a group of Czech war correspondents who were no longer satisfied with merely relaying information about ongoing conflicts and began sending out aid. It gradually became established as a professional humanitarian organization striving to provide aid in troubled regions and support adherence to human rights around the world.

Throughout our over 25 years of its existence, People in Need has become one of the biggest non-profit organizations in Central Europe. In addition to humanitarian aid and human rights, it now also targets education and helps people living in social exclusion.

People In Need – PIN would like to invites competent and interested candidates for the following positions.

Position 1: Field Coordinator

Specific Duties and Responsibilities

PROJECT IMPLEMENTATION

  • Manage project cycle including planning, needs assessment/identification, proposal preparation, budgeting, monitoring, reporting, financial management, cash flow planning, management of local team etc.
  • Develop relevant methodology for project baseline and evaluation studies including questionnaires, checklists, terms of reference etc.
  • Design and participate on preparation of different training manuals and business plans for TVET-colleges, Wereda water offices, Technicians, Artesian/Care takers and for Water User Schemes and Water user Associations within the project.
  • Networking with other NGOs based and working in the project intervention areas.
  • Provide support for field officers including regular supervision and back up support
  • Collaborate with Project Manager in planning, needs assessment/identification, budgeting, monitoring, reporting
  • Suggestions on changes related to budget, timeframe or project results
  • Assure that all visibility material and events are in accordance with the PIN and Donor Visibility Guidelines
  • Maintaining smooth and professional relations with all project partners and stakeholders
  • Meeting all project related deadlines
  • Provide Project Manager with time sheets and weekly reports of activities achieved
  • Provide suggestions on improvements of project’s quality, relevance and efficiency
  • Assist the Project Manager when other relevant needs arise
  • Ensure quality, accuracy and timeliness of any surveys or data collection
  • Adhere to all donor’s and PIN’s guidelines and policies
  • Preparation and submission of internal reports to PM and external reports when necessary (following appropriate validation by PIN)
  • Responsibly use all equipment assigned, ensuring proper storage and maintenance where required
  • Permission must be sought from the Project Manager or logistics staff before assigning the equipment for people/organizations external to PIN.
  • Assist Project Manager in the planning logistics and financial needs and assurance of cost-effective utilization of budget
  • Management of project team following PIN HR manual
  • Ensure proper Archiving and documentation related to project activities

OPERATION and PROCUREMENT

  • Adhere to the security rules of PIN and enforcing the security rules with the project team
  • Support preparation of project procurement plan on time, submit purchase request and responsible in following up of the procurement status and ensure the delivery of materials in quality and timely manner
  • Involves the technical inspection of the procured materials are done by the respective stakeholders or technical staffs
  • Make sure procured materials are with quality as stated in the specification or as per PIN standards and beneficiary/stakeholder request
  • Assist Proper processing and documentation of all tenders both in ELO and hardcopy
  • Responsible for weekly car request every Thursday and make sure the vehicle is used properly and efficiently
  • Assist for preparation of stock sheet and provide to the Finance unit on time and follow the stock management procedure as per PIN policy.
  • Organizing projects logistics including transport, purchasing, stocking, etc.

TEAM MANAGEMENT

  • Supervision of the local project team performance, provide feedback to concerned staff and report performance to Project manager
  • Support of professional growth of the staff, ensuring minimum staff turnover
  • Ensuring the maintenance of good personal relations and team sprit
  • Managing and supervise the field staff attendance sheet and their per diem as per PIN Policy

SECTORAL DEVELOPMENT

  • Support of new assessments within or outside of the project area
  • Suggestions on improvements of project’s and program’s quality, relevance and efficiency
  • New proposals writing under a supervision with Project or Program Manager

OTHER

  • Substituting Field officers or Project Manager during their leave/absence as assigned by the Project /Program Manager respectively
  • Understand and adhere to all procurement procedures of PIN
  • Understand and adhere to all financial rules and regulations of PIN
  • Understand taxation system
  • Adhere to all security rules and regulations of PIN
  • Other assignments corresponding to actual needs of the mission

Job Requirements

  • BSC Degree in TVET Education, WASH, Construction technology & management, Hydraulic Engineer, Water supply Engineering, Electro mechanical engineering, Business administration or other related field of studies
  • At least four years’ Experience in Project planning, management, implementation, reporting, proposal writing, field monitoring, administrative & financial management, team building, coordination with government authorities (TVET, Water, Education, job creation bureaus, coordination with other stakeholders, etc.

Position 2: Field Officer (TVET Wash)

TECHNICAL WORK REQUIREMENTS

  • In collaboration with internal and external support, defines “improved maintenance” and develops checklist for monitoring implementation of maintenance plans.
  • Actively participate in Woreda Water Office Water Technician capacity assessment to identify technical gaps of Woreda technicians and scheme operators in regards to Operation and Maintenance
  • Ensure proper selection of training participants based on PIN training participant selection criteria.
  • Prepare and hold pre- and post- training tests for water scheme operators in consultation with PIN education team
  • Facilitate training delivery process in collaboration with the project stakeholder in the project operation areas.
  • Collect stakeholders contact lists, beneficiaries, GPS location and necessary data for water schemes found in project operation area
  • Participate in gap identification and analysis Facilitate field practices activities for Woreda water technicians and water scheme operators in collaboration with the project stakeholders 
  • Undertakes regular visits to PIN WASH project site and analyze the situation of water schemes in regards to O&M and the implementation of maintenance plans in the project operation areas using PIN standard monitoring checklist.
  • Communicates with WASHCO regularly and provide them with the required technical assistance for proper implementation of maintenance plans of water scheme in the project operation areas.
  • Attends WASH meetings at Woreda level and undertakes follow-up actions.
  • Actively collaborates with PIN’s other ongoing WASH project team members in the project operation areas.
  • Actively collaborates with TVET college activities /trainings implementation of woreda water office technician, water scheme operators and water unit association in the project area.
  • Regularly and actively work with project area woreda water office and water scheme to ensure the project quality work.

PROJECT REQUIREMENTS

  • Collaborate with field coordinator in planning, needs assessment/identification, proposal preparation, budgeting, monitoring, reporting
  • Actively participate in the procurement process such as preparation of specification for items to be procured under the project, inspection of material during delivery time
  • Attaining the adequate results in proper quality and in time and meeting all deadlines
  • Assure that all visibility material and events are in accordance with the donor and PIN Guidelines
  • Maintaining smooth and professional relations with all project stakeholders
  • Prepare weekly, monthly and   quarterly plan and report specific to the post and submit to field coordinator on time
  • Provide field coordinator with weekly plans and reports of activities achieved. The reports shall be submitted every Thursday morning and will contain a shortlist of activities achieved in the past week and activities planned for the next one
  • assist the field coordinator when a need arises
  • Collect all the necessary information and document from the TVET college relation to the project implementation and report to the field coordinator.
  • Actively participate and communicate with woreda water office, and TVET unit in relation with the specific project implementation.

Position 3: Project Manager (TVET WASH)

Project Manager specific tasks are:

 PROJECT MANAGEMENT

  • Successful implementation of all stages of the project’s cycle, including M&E, budget and procurement management.
  • Liaison with partner companies, subcontractors and fulfilling all contractual obligations,
  • Adhering to PIN, government and donors’ policies.
  • Internal and external reporting
  • Ensure an excellent working relationship with partners, local government and communities
  • Coordinate with engineers and construction supervisors for construction related activities of the project
  • Provide guidance and supervision to the field-based project staff, to ensure s/he has clear objectives, understanding of the project and receive regular supervision and reviews. Also provide overall project oversight and work plan for the rest of the project team.
  • Ensure the project’s financial and procurement status and progress is monitored monthly with the Finance and procurement Unit.
  • Conduct in regular field- based project review meetings, and monitoring visit and provide the necessary report to the respective person.
  • Facilitate PPRS (project planning and review sessions) regularly by involving project team, finance, logistics, procurement, HR units.
  • Accompany and facilitate donor and government visits and provide relevant background information and materials.
  • Ensure donor and PIN visibilities as per the requirements and guidelines 
  • Ensure the delivery of any donation or distribution of materials to beneficiaries and government in timely manner and as per PIN policy and project documents. Ensure all the necessary documentation is fulfilled
  • Responsible for preparation of contracts and start the work flow in ELO, follow the workflow status
  • Make sure relations with Partners are as per PIN Code of Conduct

Position 4: MEAL Officer

Duties and Responsibilities of MEAL Officer

  • Provide quality guidance to projects/programs in their planning, monitoring, and evaluation processes as per PIN QSC criteria and strongly follow the progress of goals and objectives.
  • Ensure PIN’s planning, monitoring, and evaluation processes meet the sector standards and comply with external accountability requirements.
  • Develop and review the project’s MEAL plan in collaboration with the program/project team. Agree on project performance indicators, methods of data collection and storage, monitoring timeframes and roles/ responsibilities, etc.
  • Assess promote and document ideas for technical improvement and further program development options and disseminate the learning outcomes to all concerned actors.
  • Capacity building of the project team in MEAL practices and processes.
  • Ensure that projects target beneficiaries verified and most in need are targeted for the assistance and explore and asses new and better ways to assist.
  • Engage in developing data collection methodology and tools and ensure the actual data collection is conducted with quality.
  • Prepare all relevant MEAL reports (assessment, baseline, midterm, and end line) timely and guide the program team to practice result-based management.
  • Prepare DM and PDM reports promptly and disseminate to the relevant stakeholders.
  • Ensure that monitoring data are reported promptly to relevant programs and managerial staff.
  • Ensure Community Feedback and Response Mechanisms are put emplaced and follow the functionality and respond to queries promptly

Job Requirements

Qualifications

BA degree in social sciences, development, statics, or any relevant field more than 2 years’ experience in International NGO’s (education sector is preferred).

Skills & experience

  • Experience in data collection and analysis, and handling of electronic data collection tools.
  • Experience in quantitative and qualitative data analysis.
  • Experience in online and offline data base managements.
  • Experience in Monitoring, Evaluation, Accountability and Learning in development, for marginalized girl’s education context.
  • High ethical standards and ability to endorse principals of confidentiality.

Position 5: Market System Development Expert (MSD Expert)

Main Duties and Responsibilities of Market System Development Expert

PIN Ethiopia projects/programs:

  • Based on request of individual Program/Projects manager provide:
  • Support with design, implementation, monitoring, evaluation and technical support on the livelihood components of PINs project
  • Training of project team/ beneficiaries on the areas of market systems development 
  • Provide advice in regards to markets and enterprises to increase project sustainability and scale, with regards to MSD approach
  • Support staff in conducting need assessments, baselines, end line and regular projects monitoring initiatives
  • Support PIN ETH country program in developing effective and relevant MSD and livelihood interventions and funding proposals whilst ensuring evidence-based project design
  • Review the quality of livelihood focused projects and programs, help to identify gaps and provide guidance to the programs team for improvement (evaluation of training programs, methods, materials, and choose those that best fit each situation for the project goal and indicators achievement;)
  • The MSD expert shall work and support Agri-TVET, LISEC, and any other PIN projects as required and collaborate with PIN partners and stakeholders including but not limited to MSMEs, TVETs, tanneries, leather and leather products sector, Agribusiness, beneficiaries (unemployed youth and women), and most importantly play a role in facilitating market linkage for the unemployed youth and women who are supposed to engage in wage & self-employment schemes.
  • The MSD expert will be responsible for identifying/selection of relevant and potential market systems for the unemployed youth and women, conduct a detailed analysis of the selected market systems to identify the root causes that affect the performance of the identified market systems and to design strategic interventions to address the identified market linkage related challenges
  • Identification, assessment and onboarding of relevant stakeholders/implementing partners/key market players for collaboration with LISEC, Agri-TVET and other relevant PIN Project implementation partners
  • Develop detailed market system framework through the entire value chain process including already identified agricultural commodities, raw hides and skins supplier, abattoirs, tanning, shaving, changing leather wastes in to useful products, linking markets with potential public/private partners,
  • The MSD Expert shall ensure all the facilitation related to the development of the MSMEs market systems (both the start-up and growing/expanding enterprise are in line with the approach of Making Market Works for the unemployed youth and women in the leather & agribusiness sector
  • Assist MSMEs in the incubation program (preparing winning business plan), coaching and mentoring jointly with project Managers
  • Proactively maintains regular communication with PMs, participate in regular program/project reviews 
  • Step in as acting PM if needed e.g. Project Manager is not hired yet for a new project with livelihood focus (on request of HoP, CD or Deputy CD)
  • Properly plan the field trips in collaboration with the relevant project managers and provide back to office report and or update for the task accomplished 
  • Knowledge management, support positioning and networking:
  • Knowledge and use of tools, guidance documents and quality standards required for the improvement of PIN´s work relevant to MSD, Markets or Enterprises
  • Proactively follow and investigate the new Government trends and policies relevant for business sector and labor market
  • Collaborate with HOP in mapping of all actors (partners, donors etc.) working/supporting MSD and livelihood programming in Ethiopia
  • Contributing in the drafting of capacity statements focusing on PIN livelihood programs
  • Archiving of all relevant MSD and markets related policies, materials, project outputs (materials, experience, etc.) to ELO and/or SharePoint
  • Self-education in relevant areas for capacity and knowledge enhancement
  • Support development of sectorial/program strategies (on country program level) and provide the necessary inputs (best practices, lessons learned, recommendations as input for visibility materials
  • Jointly with MEAL unit, participates in project baselines, midterm and/or final evaluations including through support to the development of tools and analysis of data, highlighting good practices and lessons learned and identifying future opportunities for programming 
  • Collaborate with other PIN technical experts (like Education Expert, NRM/ELAP experts and others) to discuss and share technical expertise that would serve as technical working group of the CP
  • Allocate ample time in planning to support the LISEC project (at least 50%), Agri-TVET (25%) and any other projects as deemed necessary by closely communicating with relevant PMs and as agreed with HOP and DHOP
  • Searches for innovative solutions in the market systems of PIN projects
  • Identify the most effective approaches, key lessons learnt and most useful resources related to MSD and ensure that relevant PIN staff are aware of them and use them
  • Ensure networking with organizations working in livelihood field and pursue partnership opportunities on regional and federal level upon approval of HOP, DCD
  • Participates in country and regional-level Livelihood Clusters, Working Groups and/or Strategic Advisory Groups and engages in sector-wide coordination, standardization and capacity building efforts
  • Contribute to development of SOPs and country specific standard to be used or customized while implementing our interventions and tracking the progresses made (e.g. SOP for using MSD, small grants competitions, business training, etc.)
  • Facilitate know-how sharing (incl. documentation) among project team working in livelihood sector as well as participate on know-how and experience sharing with other PIN´s CPs
  • Developing strategies on how to integrate the MSD approach in the PIN project designing, planning, implementation, monitoring, and evaluation
  • Cooperate with relevant PIN Advisors at HQ on project and programs design, implementation and evaluation

  • Ensure the correctness and completeness of information acquired
  • ensuring timely and effective implementation of project activities and meeting set results
  • cost effective utilization of the project budget and follow up on the expenditures
  • prompt provision of all relevant information to Project managers and other relevant/key project staff
  • proper archiving of all entrusted and acquired documents in
  • lead training programs for MSMEs
  • Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)
  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.  
  • Create and maintain a fulfilling and protective environment. 
  • Other assignments corresponding to actual needs of the project, program or mission up on the request of line manager/CMT member

Job Requirements

  • BA Degree in the field of Education & TVETs development, Sociology, Social work, Partnership Development, Psychology, Rural Development, MSD, Business Administration/Developmental economics, Economics or other related field of studies
  • At least five years Experience in MSD, Stakeholders management, Strategic planning, management, reporting, communication with government authorities & partner NGOs, partnership development, trai9ning provision for MSEs, coordination with various stakeholders, forums, clusters, MFIs, etc.

Salary: Birr 38,300.00
