Position 1: WASH Business Development Officer
We are looking for a WASH Business Development Officer to support USAID TRANSFORM WASH Market development activities at woreda level. The incumbent is expected to engage in supporting WASH Businesses to improve their performance by facilitating supply of improved WASH products and services and ensure sustained demand by coaching and mentoring demand creators and community health workers. The role is also expected to boost enabling environment for WASH market to sustain and thrive.
Qualification and Experience:
- B.A in Management, business administration, Economics, Marketing Management, public health/ environmental health
- Four years’ relevant experience in market development and health programs
- Sound skills of motorcycle driving and license.
- Knowledge of local language

Position 2: Quality Assurance and Training Coordinator
We are looking for an innovative Quality Assurance and training Coordinator with strong communication, partnership and facilitation skill for Smart Start Scale-up Program called RISE (Roadmap to Integrate Smart Start in Ethiopia) to oversee the day-to-day operation of RISE which is a scale-up and institutionalization program that involves geographic expansion as well as system influence to embed the innovation (Smart Start/Family Circle) as part of the Ethiopian Public Health System.
Under the supervision of the Integration Advisor, the Quality Assurance and Training Coordinator will be primarily responsible for, overall coordination of regional Quality Assurance and Training activities to ensure efficient delivery of FP/SRH quality services.
Main Duties and Responsibilities:
Working Under the direct supervision of Integration Advisor you are responsible to quality and training aspects of the SRH activities. More specifically, you will:
- Lead in the overall coordination of regional Quality Assurance and training activities to ensure efficient delivery of FP/SRH quality services and achievement of PSI Ethiopia’s mission
- Implement the quality of care and training of PSI/E’s RISE project jointly with the regional and district level health bureaus.
- Supporting regional and district health offices in setting up a system to ensure client-provider safety at service delivery points
- Work with the Senior Technical Advisor cascade the QA/QI tools, SOPs, Quality Standards, and tracking systems at the regional and district level.
- Ensure best quality of FP clinical care by regular monitoring and competency assessment of service providers with support from the Senior Technical Advisor, QoC and Training.
- Support Quality of care evaluation/audit activities at the regional and district level jointly with the health providers.
- Ensure action plans related to internal/external QoC evaluations/audits and supportive supervision findings are timely completed.
- Ensure equitable and quality service delivery on adolescent’s access to modern contraception per the designed SMART START/FAMILY CIRCLE tools; in compliance with MOH rules and regulations and national guidelines and work closely with government stakeholders to create quality agreements, ensure quality standards are met, and resolve issues related to quality service delivered promptly and effectively.
- Develop and ensure timely execution of the quality-of-care evaluation/audit Plan, coordinate regulatory inspections, and report significant SMART START/FAMILY CIRCLE design fidelity issues and standard clinical quality deficiencies to responsible bodies.
- Prepare quality assurance operational plan and report periodically the implemented activities to Senior Technical Advisor QoC and Training.
- Generate insight into the experience of married adolescent girls to track whether they are getting quality service or not.
- Support standardization of approaches married adolescent girls tailored clinical service delivery particularly national-level manuals/guides and site visit program checklists.
- Ensure on-time report for the AEs happened in the RISE operating sites as per the PSIE guideline.
- Build up strong relations with the Regional Health Bureau and non-governmental agencies to promote quality of care and partnership at the local level and provide technical support at regional levels including TWGs.
- In close consultation with the regional health bureaus and with a reference to different training materials and standards; the training road map within RISE, develop a training plan and contribute to train HEWs and WDAs.
- Follow and support the Master TOT trainees at the respective regions so that they will effectively cascade the training to the HEWs as well as the Design and deliver the Master TOT so that the training will be cascaded effectively and efficiently.
- Document and communicate the data base of the trainees to the RHB and PSI/E central team so that it will be used to closely track the costing of trainings so that the data will be regularly analyzed to work towards cost optimization.
- Support the RHB to design and run a functional dashboard to document and track the data on trained HEWs and WDAs on Smart Start/Family Circle-RISE.
- Ensure the quality of the trainings delivered at different levels in the region by fostering regular program quality audit in close collaboration with the RHB staff at different level.
- Support and strengthen the relevant region specific TWGs that will support the revision and enrichment of the training materials and assess quality of smart start training provide technical assistance.
- Ensure that the PHCUs and woreda health offices own and integrate smart start training into their plan.
Qualification and Experience:
Master’s degree in public health, SRH or related fields with three (3) years of demonstrated experience
OR
Bachelor’s degree in public health, SRH or related fields with five (5) years of demonstrated experience

Position 3: Market Facilitation Specialist (Re-advertise)
We are looking for a Market Facilitation Specialist responsible for routine activities in business capacity building, business model rollout, and demand activation activities to generate sales, work under the supervision of the Regional WASH Service Leads and in coordination with key local stakeholders.
Key Result Areas:
- Market development and enhancement (e.g., create new market, make existing markets work better, product and service accessibility)
- Facilitated sales (e.g., meet sales targets through business partners)
- Entrepreneur development and sustainability (e.g., new entrepreneurs recruited and started operation, operator profitability)
- Business development support (e.g., best practice sharing, training, coaching)
- Stakeholder engagement (e.g., additional funds raised, support gained from partners, by leveraging the initiative)
Qualification and Experience:
- Bachelor of Arts degree in Management, business administration, Economics, Marketing Management, public health/ environmental health
- Four years’ relevant experience in market development and health programs
Key Competencies
- Demonstrated experience in program management and business development,
- Preferable to have experience in design and implementation of sales and marketing training programs, community mobilization, micro enterprise development, working with government and non-governmental partners.
- Excellent communication, strong leadership/management skills,
- Proficient in English and Amharic languages/ both in oral and written communication
- Knowledge of regional languages is preferred.
- Comfortable using Microsoft Office and mobile applications.
- Willingness to be based in a regional office and travel extensively.
