Resolve to Save Lives (RTSL) is a US nonprofit organization that works with countries, communities, and organizations to prevent 100 million deaths from cardiovascular disease and make the world safer from epidemics. RTSL focuses on partnering with government, national, and local organizations in low- and middle-income countries to co-create, advocate for, and scale up activities in heart disease prevention and epidemic preparedness.

Resolve to Save Lives, Inc would like to invites competent and interested candidates for the following Positions.

Position 1: Finance and Administration Associate – Resolve to Save Lives, Ethiopia

Position Summary:

The Finance and Administration Associate will support the finance and general operations of RTSL’s Ethiopia Office. The Finance and Administration Associate will report to the Senior Finance Manager and assist with processing financial transactions, maintaining accurate and timely accounting records, and upholding internal controls.  They will also take direction from the Operations Manager in assisting with overall office administration, and facilitation of travel and logistics for programs and events. The role has a greater emphasis on supporting the finance function than general operations. The Finance and Administration Associate will be required to work and collaborate with program staff, government entities, non-governmental partners, and stakeholders.

Core Duties and Responsibilities:

The responsibilities include but are not limited to:

Finance and Accounting

  • Serve as petty cash and check custodian.
  • Ensure adequate amount of petty cash float and disburse in accordance with applicable policies and procedures.
  • Prepare and arrange for payments and bank withdrawals when needed following prescribed approval procedures.
  • Prepare physical and electronic payment, receipt, and journal entry vouchers for approval, and maintain in efficient filing systems with related support and processing confirmation documentation and stamp “PAID” when applicable.
  • Take an interest in the purpose and reasonableness of cash advances and make inquiries when warranted.
  • Facilitate settlement of tax remittance to government and deduct WHT when required.
  • Assist in processing advances to staff and follow up on retirement of the same upon conclusion of activities and/or travel.
  • Assist in banking activities for the organization, including delivering bank transfer letters.
  • Facilitate payments to relevant parties during trainings and workshops.
  • Input entries in accounting and payroll applications for review and approval.
  • Assist with the annual audit and other finance related duties as required.

Operations:

  • Procure and maintain office equipment and supplies; ensuring items are functioning and available when needed.
  • Assist in property management and maintenance of facilities, including remittance of purchase orders and vouchers for utilities.
  • Update internal directories (e.g., staff names, phone numbers).
  • Support the production and distribution of workshop and event amenities and materials.
  • Assess and organize logistics requirements and ensure appropriate programming of assets and administrative support to enable efficient delivery of program activities.
  • Manage and coordinate travel and transport services including hotel and flight bookings for visitors in and outside of Ethiopia.
  • Support the process of vendor setup, and purchase orders in accordance with applicable procedures.
  • Maintain accurate logistics records and provide regular reports to relevant team members.
  • Collection and collation of monthly, quarterly, and annual data from a variety of sources as directed by the Operations Manager.
  • Support day-to-day administration activities and record keeping and filing.
  • Provide additional administrative support to staff as directed by the Operations Manager.

Required Qualifications:

Minimum of a bachelor’s degree in accounting, finance, or business administration.

Work Experience:

 Minimum three (3) years of overall experience in accounting and finance.

 Prior experience working in non-profit global development sector preferred.

Skills & abilities:

  • Knowledge of accounting standards and practices.
  • Knowledge of applicable Ethiopian government tax regulations.
  • Intermediate or higher level of English.
  • Strong attention to detail and observance of procedures.
  • Personal qualities of integrity, credibility, and dedication to the mission of Resolve to Save Lives.
  • Collaborative, dedicated team player with excellent communication, organizational and coordination skills.
  • Computer skills: Experienced in Excel, Word, Outlook, and accounting software.

Position 2: Epidemic Ready Primary Health Care, Regional Technical Officer – Ethiopia

Core Duties and Responsibilities:

  • Responsible for overall project oversight, and direction at the regional, zonal and woreda levels in coordination with the RTSL country office and EPHI
  • Provide technical assistance for the project implementation at the subnational level
  • Coordinate need-based training on IPC and IDSR
  • Provide mentorship and ongoing capacity building for health facility-level IPC and IDSR focal points and ERPHC mentors to ensure appropriate facility monitoring visits are effective and IPC gaps are identified and addressed
  • In alignment with RTSL, EPHI, and ERPHC mentors, conduct periodic quality assurance visits to health facilities
  • Strengthen capacity of ERPHC mentors
  • Synthesize health facility data on IPC and IDSR and identify existing gaps; work with Regional Health Bureaus, zonal and woreda health offices on addressing existing gaps through capacity building, mentorship, and supportive supervision.
  • Support data use for evidence-based policy and decision-making

Educational Requirements:

 MD or RN or Master’s degree in MA/MSc in Environmental Health, Infectious Diseases, MPH in Health Service Management or related fields; Field Epidemiology Training Program

Required Experience and Skills:

  • Minimum of 5 years of relevant experience in infection prevention and control and surveillance of large-scale health and health service delivery and systems strengthening programs
  • Must possess proven knowledge and skills in IPC, IDSR, including management and implementation of IPC and surveillance programs at health facilities
  • Ability to provide technical assistance in applying IPC and IDSR principles to unique and different settings
  • Solid knowledge of monitoring and evaluation of infectious disease programs
  • Strong organizational, management and communication skills, including demonstrated ability to work effectively with persons at all levels of the public health system
  • Experience with data collection, data analytics for decision making, program management and performance improvement, data interpretation, and risk communication
  • Support capacity building efforts at health bureau level and represent RTSL at regional level
  • Proven ability to multi-task across various planning and implementation processes within a highly demanding environment
  • Excellent oral and written communication skills
  • Demonstrated experience in collaborating with various types of partners including governmental agencies such as Regional Health Bureaus
  • Proficiency in MS Office applications

Position 3: Technical Advisor, Epidemic Ready Primary Health Care – Ethiopia

Core duties and responsibilities:

  • Support a well-organized, prepared, and resilient system at the primary care level to respond to emergencies and critical care
  • Review the current role of PHCUs in emergency preparedness and response to identify gaps
  • Develop SOPs and guidelines to define the role of PHCUs in emergency preparedness and response
  • Review of patient referral systems and ambulance services
  • Develop an investment plan to build an integrated system to respond to clinical and public health emergencies
  • Responsible for overall project oversight, and direction, in coordination with EPHI and RTSL Ethiopia country office
  • Provide technical assistance to EPHI, regions, zones, and woredas for project implementation and ensure alignment between the PHEM in Health Facilities Initiative and ERPHC
  • Coordinate high-quality, current, evidence-based training on IPC and PHEM
  • Provide oversight of health facility mentorship/supportive supervision and conduct joint supportive supervision visits as needed with, national and subnational EPHI staff and RTSL
  • Provide mentorship and ongoing capacity building for PHEM and ERPHC mentors and health facility-level IPC and PHEM focal points to ensure appropriate facility monitoring visits are effective and IPC gaps are identified and addressed
  • Provide oversight and coordinate activities with implementing partners including NGOs, and Regional Health Bureaus
  • Synthesize health facility data on IPC and PHEM and identify existing gaps; work with implementing partners on addressing existing gaps through capacity building, mentorship, and supportive supervision
  • Support the data use for evidence-based policy and decision-making
  • Lead coordination meetings between MoH, EPHI and RTSL teams to ensure effective coordination of activities
  • Share a monthly program report and additional reports, as needed, with the RTSL and EPHI teams to document progress, bottlenecks, and priorities

Educational Requirements:

 Master’s degree in Environmental Health, Infectious Diseases; MPH in Health Service Management or related field

Required Experience and skills:

  • Minimum of 7 years of relevant experience in infection prevention and control and surveillance of large-scale health and health service delivery and systems strengthening programs
  • Must possess proven knowledge and skills in PHEM, Primary Health Care IPC, including management, quality improvement, and surveillance programs at health facilities
  • Ability to provide technical assistance in applying IPC and PHEM principles to unique and different settings
  • Knowledge of monitoring and evaluation of infectious disease programs
  • Strong organizational and management and communication skills, including demonstrated ability to work effectively with persons at all levels of the public health system
  • Experience with data collection, data analytics for decision-making, program management, and performance improvement, data interpretation, and risk communication
  • Proven ability to multi-task across various planning and implementation processes within a highly demanding environment
  • Excellent oral and written communication skills
  • Demonstrated experience in collaborating with various types of partners including Ministries of Health and National Public Health Institutes is an advantage

Position 4: Monitoring and Evaluation Advisor, Epidemic Ready Primary Health Care Program – Ethiopia

Core Duties and Responsibilities:

  • Develop an annual work plan for monitoring and evaluation of ERPCH activities
  • Monitor implementation of the project plan (including training, mentorship and supportive supervision)
  • Support the development and design of ERPHC data management system, including the ERPHC database
  • Design digital data collection tool(s) for all research/assessments using appropriate applications
  • Lead and coordinate qualitative and quantitative assessments/surveys, data collection, analysis, and report writing
  • Assess data quality and support ERPHC monitors to ensure regular, timely, valid, and complete data collection and reporting
  • Conduct data analyses and generate reports and dashboards to support data use by EPHI, the FMOH, Regional Health Bureaus and woreda health offices
  • Provide feedback to ERPHC mentors, health facilities and Regional Health Bureaus to improve IPC activities and detection and reporting of public health events
  • Participate in bi-weekly meetings with the FMOH and RTSL to ensure coordination of activities

Educational Requirements:

MA/MSc/MPH in Monitoring and Evaluation, Health Informatics, Biostatistics, Epidemiology, or related field

Required Experience and Skills:

  • Minimum of 7 years of relevant experience in Monitoring and Evaluation of large-scale health and health service delivery and systems strengthening programs
  • Knowledge of monitoring and evaluation of Infection Prevention and Control programs and/or surveillance systems
  • Must have excellent report writing, presentation, and communication skills
  • Experience in the design, development and implementation of Monitoring and Evaluation systems and plans, preferably in the health sector
  • Experience in survey design
  • Experience with data management systems (MS Access, MS Excel, and/or online data collection tools, e.g., ODK)
  • Excellent data analysis skills and proficiency in data analysis tools (e.g., MS Excel, SPSS, Stata, R, or SAS)
  • Proficiency in the use of data visualization tools (e.g., Datawrapper, R, MS Power BI, or Tableau)
  • Demonstrated experience in collaborating with various types of partners
