Samaritan’s Purse would like to invites competent and interested candidates for the following Positions.

Position 1: WFP GFD Coordinator

KEY RESPONSIBILITIES:

  • Coordinate / oversee the reception of food commodities in at least three warehouses in their woreda of responsibility
  • Coordinate with distribution supervisors ahead of distributions to ensure staff are ready for receiving food or distributing food
  • Assist Program Manager in overseeing monthly schedule including distribution, beneficiary and warehouse reporting and administrative / HR related deadlines
  • Oversee and ensure the commodity tracking mechanisms are in place and correctly being implemented by the staff in their woreda of responsibility
  • Timely coordination with SP’s Operation focal points to ensure vehicle requests are submitted at least two days ahead of planned distributions
  • Timely coordination with SP Government Liaison to ensure government stakeholders are informed of intervention areas and intervention timelines
  • Coordinate with Distribution Officers to ensure registration lists have been gathered from communities ahead of planned distributions
  • Coordinate with WFP Logistics department to arrange for the reception of food commodity trucks at the appropriate warehouse / food distribution point
  • Ensure Distribution Officer is tracking volunteer and salaried staff working hours/days on a daily basis
  • Submit daily and monthly quantitative reports to Program Manager
  • Act as official SP representative to stakeholders for all matters concerning Food Assistance in districts of operation, including WFP, Food Security Cluster and government stakeholders as needed
  • Ensure sufficient distribution materials are available and/or procured in a timely fashion
  • Ensure all project activities are conducted in accordance with the Field Level Agreement (FLA) and proposal between Samaritan’s Purse and WFP
  • With a generous and serving spirit perform all other tasks and responsibilities assigned for the benefit of Samaritan’s Purse International Relief.
  • Any other duties assigned

EDUCATION / EXPERIENCE NEEDED

  • Bachelor’s degree (B. A.) from four-year college or university in Business Administration, Social Services or Economics,
  • Three to five years related experience in Project Management, Project Coordination, Food Assistance Programming; or equivalent combination of education and experience.
  • Experience in Humanitarian Aid preferred

Position 2: WFP GFD Protection Officer

KEY RESPONSIBILITIES:

  • Provide Protection leadership to the implementation of the program’s protection mainstreaming activities by working closely with the Protection/MHPSS Technical Advisors (TAs) to implement Protection activities
  • Develop and maintain a strong network and key contacts of local leaders and partner agencies
  • Ensure mainstreaming of gender and protection into all Protection activities, in particular while working around culturally sensitive and difficult topics
  • Plan and coordinate with the Monitoring, Evaluation, Analysis, and Learning team to conduct various assessments as needed
  • Prepare detailed work plans and budget breakdowns for the different phases of the project to guide the team and related departments on the project implementation plan and requirements per phase
  • Ensure that the project is delivered on time, within the scope and within budget
  • Conduct field assessments & surveys to collect data and analyze them for project design and implementation
  • Coordinate between various project teams and other departments and offices and guide them through the different phases to make sure that the project is implemented as per the set objectives and targeted activities
  • Follow up on the project progress, monitor and assess project implementation, and prepare regular reports such as weekly, monthly, quarterly and final reports
  • Facilitate coordination with the donors, local authorities and other relevant stakeholders Manage and organize the documentation of the project as per the different phases and ensure that all documents are archived in hard and soft copies
  • Work closely with the Technical Advisors and field teams on objectives, indicators, activities and monitor the project in collaboration with other M & E  officers and Coordinators.
  • All other duties as assigned

EDUCATION / EXPERIENCE NEEDED

  • Bachelor’s Degree in Psychology, Psychiatry or related field.
  • Minimum of 5 years of work experience in relevant fields, preferably within similar projects.
  • Experienced with identifiable good counseling skills
  • Experience working on curricula such as Healing Wounds of Trauma
  • Experience implementing projects with trauma affected community

Position 3: WFP GFD M&E Officer

KEY RESPONSIBILITIES:

  • Report to the M&E Coordinator
  • Oversee data entry in Microsoft Excel for nutrition, shelter, and food programming and work directly with Data and Registration Assistants.
  • Assist program managers in implementation of survey methods and collection of data when necessary.
  • Coordinate with program managers where data quality may be lacking.
  • Develop survey methods and improve routes of data collection.
  • Analyze data for accuracy and quality, as well as help to improve overall data entry methods.
  • Keep organized and accurate records of programmatic paperwork in tandem with programs staff.
  • Register beneficiaries at program sites when necessary.
  • Facilitate surveys, key informant interviews, and focus group discussions, as well as post distribution monitoring.
  • Frequent use of Microsoft Excel and other data entry tools, as well as Samaritan’s Purse Reporting System and Platform Reporting System.
  • Other duties as assigned.

EDUCATION / EXPERIENCE NEEDED:

  • Bachelor’s degree in Statistics, Economics or related filed and two years relevant work experience
  • Data entry experience with an INGO preferred

Position 4: WFP Distribution Officer

KEY RESPONSIBILITIES:

  • Perform a monthly inventory of distribution materials to ensure all materials are available and ready to use before the monthly cycle
  • Coordinate with community leaders to hire manual labor for off-loading trucks and/or preparing rations at distribution site
  • Train hired camp staff on using the WFP registration requirements and forms
  • Assist Commodity Line Assistant in training hired laborers on proper unloading of commodity at the distribution
  • Organize and assist in conducting post-distribution discussions with beneficiaries and community leaders after each distribution cycle
  • Support the Data Quality Assurance Officers in overseeing the beneficiary’s registration database, ensuring that each registration record is comprehensive through the development of cross-checking mechanisms
  • Assist GFD Coordinator in coordinating the reception of commodity from WFP and monthly physical inventory
  • Oversee the reception of food commodity, accounting for the number of units received from WFP against the dispatch waybill
  • Ensure the commodities are neatly stored in the warehouse
  • Ensure the commodity tracking paperwork is being completed by the General Food Distribution Assistants, including stack cards, warehouse ledgers
  • Support GFD Coordinator in post-distribution physical inventories
  • Complete other activities as directed by the Program Manager

Position 5: WFP GFD Reporting Officer

Key Responsibilities:

  • Operate UNHCR’s GDT beneficiary list system to verify eligible households to receive food assistance on a monthly basis during food distributions to up to three camps
  • Interface with beneficiary households to delivery quality assistance with a good attitude
  • Anticipate problems to share with line manager and troubleshoot solutions
  • Assess beneficiary household identification to verify eligibility to receive assistance
  • Verify households through UNHCR’s biometric information system
  • Performing all other tasks and responsibilities as requested by the GFD Program Manager with a generous and serving spirit

Education / Experience Needed

  • Degree from university preferred in Business Administration, Management, Information Technology.  Previous experience working with NGOs and the UN in information technology or administration strongly desired.

Position 6: WFP GFD Warehouse Coordinator

Key Responsibilities:

  • Ensure all warehouse operations are utilizing warehousing best practices according to WFP guidelines.
  • Ensure timely reporting on the quality, quantity of the received commodities and ensure that quantities dispatched as per consignor’s documents match with quantities received and endorse documents.
  • Develop a system for repackaging damaged food items, quantifying what was lost and reporting to the Program Manager when required.
  • Provide supervision over Warehouse Officer to ensure deliverables are accomplished on time (such as daily completion of stack cards, warehouse ledgers, physical inventories).
  • Organize a filing system for essential commodity documents including: reception waybills, dispatched waybills, stack cards, stock reports, warehouse ledgers
  • Oversee the maintenance of clean and pest-free storing conditions and arranging fumigation services as necessary.
  • Supervise the offloading and stacking of the commodities
  • Ensure good control mechanisms are in place for incoming food trucks such as physical counts, random weight checks, separating any spoiled commodity, reconditioning of underweight bags, etc.
  • Train Warehouse Officers and Warehouse Assistants on warehousing best practices
  • Keep updated records of stock balance on stack cards, warehouse ledgers and computer inventory lists
  • Make bi-monthly physical inventory checks
  • Advise Program Manager in issuing Food Request Notes
  • Liaise with WFP truck convoy leaders ahead of transport to ensure the amounts of food commodities dispatched are proportionally balanced to allow for full basket distributions
  • Report on and, in consultation with WFP, take appropriate action for the disposal of spoilt commodities
  • Prepare monthly waybill summaries of food received in all warehouses, specifying the amount received, damaged or lost.
  • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers
  • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public
  • Any other duties as assigned by the Program Manager

Education / Experience Needed:

  • Should possess at least 3 years’ experience in inventory keeping, warehousing, food distribution or logistic/transport operations.
  • S/he should possess a degree in administration, logistics, accounting and/or any other related field.
  • She/he should possess at least 3 years’ experience with Excel and demonstrate excellent command of spreadsheets / a variety of formulas

Position 7: WFP Logistics Coordinator

KEY RESPONSIBILITIES:

  • Provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to SP Logistics policies and procedures.
  • Actively engage with freight forwarding agencies, freight handling/clearance agents, and local Customs, to ensure that cargo is managed at all points of the supply chain, and that all tracking and reporting deadlines are met.
  • Proactively coordinate and direct the management and tracking of all medical supplies, equipment, materiel and food in transit, through its receipt, storage, and onward distribution to include the locating and negotiating contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements.
  • Capture pipeline information, and coordinate the management of the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to end-user has occurred. And/or advise and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors, SP, and project partners
  • Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc.) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, sitcoms, radios etc.
  • Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to the in-country management team, and SP’s global logistics pursuant with SP policies and procedures.

Compliance:

  • Ensure compliance with SP Policies and procedures, donor regulations and local laws.
  • Ensure that vendor eligibility screening is carried out in a timely fashion, updated regularly, and, recorded appropriately
  • Manage all staff within your department with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
  • If security situation allows, make frequent site visits to where staff supervised by you are working, to ensure that the appropriate care and support is being offered. Ensure that staff under your supervision are evaluated regularly, trained and/or mentored in a structured accountable manner, and written records of such are retained.

QUALIFICATIONS AND EXPREINCE

  • BA degree in related field and more than five years’ experience in logistics, fleet and warehouse.  “To perform this job successfully, an individual must be able to perform each essential function.” Proven record of experience of the management of logistics at a coordination level.
  • Evidence of 5 to 6 field deployments; or equivalent combination of education and experience.
  • Evidence of practical experience in logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management, distribution support. Experience with donor specific procedures.
