SOS Sahel Ethiopia (SOSSE), along with IIRR & MELCA-Ethiopia, has received funding from the MasterCard Foundation to implement the “Mass Youth Employment in Apiculture (MaYEA) Program”. This program will be implemented nationwide, focusing on 135 districts organized into three hubs: the National Hub, North and Northwest Hub (Amhara, Afar, Tigray, and Benishangul Gumuz regions), and Central, South and Southwest Hub (Oromia, Sidama, South, Central, Southwest, and Gambella regions). The goal of the program is to transform the apiculture sector and its related value chains, aiming to triple the current annual honey production by 2028. This will be achieved by recruiting 300,000 new beekeepers, increasing the productivity of 350,000 existing young beekeeping farmers, and involving an additional 350,000 young people in integrated value chain activities in the apiculture sector.

Position 1: Program Officer

Job Purpose / Summary

The Programme Officer (PO) provides overall support to the Program Manager, Cluster Coordinators and technical staffs of MaYEA Progam in the regular management of the project. He / She will work within the wider MaYEA program team and other SOSSE staff. The post holder will ensure that the program and projects are delivered in high standards, efficient,effective and quality manner as per the agreed plan and proposal. He/she will ensure that the donor, government and SOSSE compliances are met in the planning, implementation and reporting process of the program/projects. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures.

Qualification and Competence

Educational Background:

MA/MSc in Agricultural Economics, Project Management, Sociology, Economics, Statistics, Monitoring and Evaluation, Development Studies, Project Management, and related fields

Work Experience

  • A minimum of 10 years’ experience for MA/MSc from among which 4 years are direct experience related to the position. Direct experience on Monitoring, Evaluation and Learning is desirable
  • Experience on monitoring and evaluation of complex programs related to livelihood development, rural finance, agribusiness development, marketing and value chain, youth employment and inclusive development are essential
  • Experience of project cycle management particularly project planning, implementation and monitoring and evaluation;
  • Experience as a technical adviser for project/program management in governmental or non-governmental organizations;

Skills and Competencies Required

Position 2: – Cluster Coordinator

Job Purpose

The Cluster Coordinator is responsible for implementing their respective Cluster MaYEA program in selected Woredas of each zone in each region. He / She will work within the wider MaYEA program team and other SOSSE staff. He / She is accountable to the Program Manager and coordinates with the other SOSSE cluster offices. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s MaYEA program to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures.

Qualification and Competence

Educational Background:

BA/MA/BSC/MSC and above in Agriculture, Animal Production, Apiculture, Business Management, Economics, Agricultural economics, Business Administration, Development studies and closely related fields .

Work Experience

  • A minimum of 12 years’ experience for BA/BSc and eight years for MA/MSc, with a minimum of 6 years in managerial position of development programs and projects

Position 4: – Enterprise Development Officer

Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s enterprise development component to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures.

Qualification and Competence

Educational Background:

BA/MBA in Agri-business, Agro-economics, Business Management, Economics or closely related fields.

Work Experience:

  • A minimum of 10 years’ experience for BA/BSC and six years for MA/MSC, with a minimum of 4 years direct experience related to the position.
  • Experience in executing complex programs related to livelihood development, rural finance, agribusiness development, marketing and value chain, youth employment, and inclusive development is essential.

Skills and competencies required:

Position 5: Cashier

Job Purpose / Summary

The Cashier is responsible for cheque writing, petty cash handling, collecting payments, issuing receipts, and ensuring accuracy in her/ his respective cluster. He / She will work within the wider MaYEA program team and other SOSSE staff. He / She is accountable to her/ his respective cluster Accountant.

Duties and Responsibilities:

  • Coordinate with the Cluster Accountant to ensure that the safe has enough cash for each payment,
  • Prepare payment sheets, pre-count, schedule, set up, and execute each payment,
  • Prepare all payments and ensure payments and expenses matching with the budget lines (including payment request, voucher advance form and payment sheet),
  • Cross check all documentation and ensure that all follow compliance procedures before preparing payment vouchers and keeping the cash book up to date,
  • Ensure all advances are cleared for the staff, before paying the salary,
  • Check vouchers quality on a regular basis,
  • Keep track of payments and update the physical and excel cash book,
  • Check the Safe & Cashbook at the end of each day and ensure that the balance matches with the Cash Books
  • Weekly/ fortnightly coordinate with the cluster Accountant, to ensure that the balance in the safe and the bank accounts are in line with the cash and bank books, release the cash checking statement and report the same to the Accountant.
  • Read and be fully familiar with the safeguarding policy and code of conduct.
  • Demonstrate behaviors that promote a safe culture.
  • Raise concerns immediately,

Qualification and Competence:

  • BA/Advanced Diploma in Accounting, Accounting and Finance, Business Management and related fields
  • Minimum 2-year experience for BA and 3-year for Advanced Diploma in a similar position
  • Good command of English Language
  • Good knowledge of the MS office software including Word, Outlook and advanced skill in Excel.
  • Capacity to work under pressure and meet reporting deadlines.

Position 6: Monitoring, Evaluation And Learning (MEAL) Officer

Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s monitoring and evaluation component to adhere to all universal and MasterCard Foundation, SOSSE Federal and Regional Governments, and program-specific standards and procedures.

Number of Position: Three (One in each town)

Position 7: Project Accountant / Finance & Admin Officer

Job Purpose / Summary

The Admin & Finance Officer is responsible for the overall Financial & Administrative task of the program under its respective cluster. This includes documenting financial transactions, compiling and analyzing accounting data, preparing reports, and provision of financial information to management, handling the overall human resource, logistical, and other administrative tasks. He / She will work within the wider MaYEA program team and other SOSSE staff. He/She is accountable to his/her cluster coordinator and coordinates with the cluster officers. Moreover, he/she is responsible for the follow-up and documentation of all financial transactions, administrative tasks and related communications of it respective cluster MaYEA program to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures. 

 Duties and Responsibilities:

  • Supports program staff with budget administration and financial analysis, manage expenditures (including procurement), accruals, cost projections, and allocations, to ensure fulfillment of the program objectives within the cluster and compliance with MasterCard’s and SOSSE’s financial policies and procedures.
  • Prepare monthly budget tracking and reports for the Cluster Coordinator by combining project office and Addis expenditure costs;
  • Prepare financial report to address the implementer, the donor, the program lead, regional governments and federal requirements.
  • Assists the Coordinator in preparation of monthly expenditure forecast and submit transfer requests to Head  Office one week before the end of each month;
  • Reviews and processes expenses reconciliations and processes appropriate payments,
  • Timely trace and solve accounting problems with cluster and Woreda level staff,
  • Facilitate/handle periodical/surprise audits by SOSSE, IIRR, and donor and/or external auditor.
  • Perform financial reviews; ensure internal controls for the safe handling of the program resources,
  • Handle issues related to staff administration, logistic management, and overall administration activities,
  • Performs other relevant tasks as assigned or deemed necessary.
  • Read and be fully familiar with the safeguarding policy and code of conduct.
  • Demonstrate behaviors that promote a safe culture.
  • Raise concerns immediately

Number of Position: Three (One in each town)

Qualification and Competence

Educational Background:

At least BA Degree in Accounting, Accounting and Finance and related field

Work Experience:

  • A minimum of three years of experience working for an NGO.

Skills and competencies required:

  • A strong financial and accounting skill, experience using IPSAS reporting is desired.
  • Advanced Computer skills.
  • Project Budget mapping and implementation, strong technical skills in accounting, and experience in proper documentation and organization of financial documents
  • Excellent organizational and communication skills, with close attention to detail
  • Fluency in written and spoken English.
  • Awareness on procurement laws and local rules and donor’s requirement.
  • Ability to work independently and under tight deadlines.

Position 8: Woreda Community Development Officer

Job Purpose / Summary

The Woreda Community Development Officer is responsible for implementing the MaYEA program in their respective Woredas of each zone in each region. He / She will work within the wider MaYEA program team and other SOSSE staff. He / She is accountable to his/her respective cluster coordinator and coordinates with other SOSSE teams. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of his/her Woreda MaYEA program to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures. 

Number of Position: one in each woreda of each zone

Qualification and Competence

Educational Background

Minimum of BSc Degree in Agriculture and above in Animal Science, Agriculture, Agricultural Economics, Agri-business, and related fields.

Work Experience

  • Direct experience on agricultural enterprise development especially on apiculture at grass root level is required. A minimum of five years practical work experience is mandatory.
  • Experience in the NGO sector has advantage.

Skills and competencies

  • Ability to work and leave with communities (both pastoral and farming communities)
  • Knowledge and competence of participatory approach and multi-stakeholder engagement facilitation,
  • Gender sensitiveness, inclusiveness, sense of equity and ability to engage and work with young people,
  • Fluency in written and spoken English and Amharic and the local language,
  • Ability to work independently and under tight deadlines,
  • Motorbike riding license & experience,

Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of the Cluster’s Gender, Youth, and Safeguarding component to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures.

Qualification and Competence

Educational Background:

BA/MBA in Sociology, Gender, Social Works, Law, psychology and other related fields.

Work Experience:

  • A minimum of 10 years’ experience for BA and 6 years for MA, with a minimum of 6 years direct experience related to the position. Direct experience on gender, youth engagement and safeguarding are desirable
  • Experience on executing and managing complex programs related to livelihood development, rural finance, agribusiness development, marketing and value chain, youth employment and inclusive development are advantageous

Skills and competencies required:
