The Federal Supreme Court of Ethiopia would like to invite qualified and interested job seekers to apply for the following different positions.

Position 1: Senior National Consultant

Summary of Responsibilities:

The consultant will be responsible to support the criminal justice reform works, especially tasks related to the reform of the sentencing legislations and systems, conducting assessment and research on the gaps in the current sentencing guideline, revising/amending the existing guideline, and organizing TOT for federal and regional judges.

In addition:

  • Conducting assessments and research on the impact and outcome of the current sentencing guideline, gaps in the existing guidelines, and put-forth practical recommendations;
  • Assessing and identifying gaps in the existing sentencing guideline to develop improved new sentencing guideline, with proposed revisions addressing the gaps identified;
  • Strongly justifying any revisions to be made to the existing sentencing guideline;
  • Conducting a consultation and validation workshop on the final output of the gap assessment of the sentencing guideline to gather feedback from the relevant stakeholders;
  • Incorporating feedback gathered from the relevant stakeholders as appropriate and finalizing the assessment report;
  • Support the recruitment/ setting up of a sentencing guidelines development and revision working group;
  • Amend and revise the existing guideline based on the identified gaps and develop a new guideline with the support of the established sentencing guidelines development and revision working group;
  • Develop a new guideline [developing and bringing new perspectives to the sentencing realm such as alternative to punishment, etc.] not covered under the previous guidelines;
  • Conduct a consultation workshops on the newly revised draft guidelines;
  • Train and roll out the revised and new sentencing guideline by organizing Training of Trainers (TOT);
  • Support the establishment of a sentencing guideline department that will consistently review the guidelines;
  • Undertaking other related tasks as directed by FSC.

Key Deliverables:

  • Inception report with detailed work plans, method and draft data collection tools to be used for the assessment;
  • Draft gap assessment report with recommendations;
  • Progress reports on the assignment;
  • Consultation and validation workshop on the assessment;
  • The final version of the assessment integrating comments of FSC;
  • A draft revised new sentencing guideline;
  • Consultation workshop on the draft revised new guideline;
  • A final, comprehensive new sentencing guideline in Amharic and English languages;

Organizing and providing TOT for Federal and Regional judges to roll out the revised and new sentencing guideline;

Job Requirement

  • Master’s Degree in Human Rights (LL.M, MA), Criminal Law, Criminal Justice, Criminology, and international law or any related field but LL.B. Degree in law is a requirement.
  • A PhD in any of the above fields or in a related area would be an advantage.

General Professional Experience

  • The consultant shall have at least ten years of relevant professional experience in law, preferably in criminal proceedings;
  • Previous experience working within or with the Ethiopian criminal justice environment would be a distinct asset;
  • Experience in performing similar  work with testimonials including recommendations, and letters of acknowledgement detailing participation in similar assignments;
  • Ability to render consulting services in the most professional, effective, and efficient manner;
  • Experience in establishing strong working relationships with a wide range of stakeholders;
  • The ability to work with minimal support and supervision;
  • Advanced computer literacy and full working knowledge of Microsoft Office and similar applications are required;
  • Fluency in English and Amharic is required;
  • Excellent writing and presentation skills (all required reports shall be written in English).

Specific Professional Experience

  • Excellent track record in conducting assessments and in writing and presenting assessment reports  is required;
  • At least 3 publication of peer reviewed research articles or book chapters on a reputable journal is required;
  • Experience in consultancy service would be an advantage;
  • Experience in assignments in or dealing with the Ethiopian criminal justice system as judge, lawyer, or public prosecutor would be an advantage;
  • Hands-on experience in the Ethiopian criminal justice system particularly with in-depth knowledge and skills on developing the Sentencing Guideline would be an advantage;
  • Experience in participation in reviewing or amending laws in the Ethiopian context, particularly, in the criminal justice sector would be an advantage
