Position 1: Engineering Technical Advisor
JOB SUMMARY:
The Technical Advisor, reporting to the Commissioner, is responsible to support the Commission on a broad range of issues, including but not limited to; providing leadership in the delivery of reliable, accurate, timely and well informed investment administration. He/she is also overseeing the managements of contracts under the EIC Project in planning, implementation and monitoring of contracts and evaluation.
The Investment Technical Advisor will work in close coordination with Supervision Consultant (Engineer), Contractor, procurement specialists, Project coordinator and other actors defined in contract agreement for quality, timely and cost-effective implementation of contractors in course of execution of various civil works contracts and consultancy assignments for effective and efficient completion of contracts.
QUALIFICATIONS, Experience & Skills
Education/Training
Bachelor of Science degree in Civil Engineering/Hydraulic Engineer/ Construction of Management
Experience
At least ten years in managing complex and large value works and contracts and combined professional work experience in either one or more of the following:
At least five years of experience with demonstrative effectiveness, in providing technical support on contract administration issues on large and complex projects.
Providing policy advice on economic development, industrial policy and/or investment related subjects in different developmental contexts
Have demonstrated professional experience in the interpretation of contractual documents.
Have extensive knowledge of national rules and regulation.
Team leadership, program/project coordination/support type roles,
Institutional capacity building roles business and/or public administration roles
Experience in prioritizing and sequencing programmatic and operational activities.
Experience creating partnerships at the national and (preferably) at the international level.
Values, Technical and Other Skills
Fluency in the English language.
Strong analytical skills in economic, and social dimensions of development and investment.
Proven analytical and opinion writing ability.
Basic understanding of Ethiopia’s economic policies and investment system, with a broad perspective on how the entire system operates and how public, private, and informal actors operate within the system
Highly facilitative and collaborative leadership style.
Excellent computer (ICT) skills, analytical and data gathering skills.
Excellent oral and written communication skills.
Strong set of personal values including integrity, honesty, and desire to be of service.

Position 2: Director of the Labour Market Analytics Team
Education/Training
Master’s in economics, or Development Studies, or Business Administration or related fields, or Bachelor of in Economics or related fields.
Experience
At least ten years (for Master) and 12 years (for Bachelor) of combined professional work experience in either one or more of the following:
At least five years of managerial experience with demonstrative effectiveness, in leading and coordinating, research and analysis of large data sets including from multiple sources.
Experiences in leading and coordinating research and survey.
Experience of working with development partners and development projects.
Experience in labor market study, in an academic or think tank setting and policy brief drafting.
Experience in prioritizing and sequencing programmatic and operational activities.
Experience creating partnerships at the national and (preferably) at the international level.
Values, Technical and Other Skills
Understanding of investment policy and legal regime, private sector development policy and national economic development policies.
Consulting, and research publications experience
Providing policy advice on economic development, industrial policy and/or investment-related subjects,
Team leadership, program/project coordination/support type roles,
Investment promotion and facilitation,
Institutional capacity-building roles, business and/or public administration roles,
Excellent communication skill in the English language.
Strong analytical skills in legal, economic, and social dimensions of development and investment.
