The Development Fund would like to invites competent and interested candidates for the following position.

Position 1: Monitoring, Evaluation, Accountability and Learning (MEAL) Senior Advisor

Position Purpose:

The MEAL Senior Advisor will be the link between DF and partner organizations on programme and MEAL matters. The MEAL Senior Advisor will ensure that all DF programs have appropriate M&E systems, that accountability is integral element of all aspects of partners’ implementation of DF programs/projects and that learning, and knowledge sharing is taking place among partners and programs. The MEAL Senior Advisor will take the lead in developing an appropriate Monitoring system for DF programs and ensure that all programs are using M&E tools that will allow data collection to be done accurately and on time. The MEAL Senior Advisor will facilitate the development of log frames/Result frameworks, including creating baselines, for all DF supported programs. The MEAL Senior Advisor will participate in program development, partner monitoring, and follow up, annual planning, reporting, and capacity building of partners.

Detail Duties and Responsibilities

Program development and Regular Follow-up

  • Participate in developing new program ideas together with the rest of the program team.
  • Pro-actively seek funding opportunities for possible DF programs.
  • Actively take part in developing new programs and program proposals to various donors
  • Provide close technical support to partners in the preparation/design of new projects.
  • Join the program focal persons in monitoring visits to cover MEAL related assessments and follow up.
  • Present quality monitoring reports for the MEAL as well as project implementation section after visits to partner project areas.
  • Closely follow up that regular reports on log frames from partners are received on time and with the expected quality. Review result reports (report on log frames) and provide feedback to the partners.
  • Review and consolidate log frames received form the partners to be sent to donors and other relevant stakeholders in consultation and working together with the program team, CPC, CD and FAM (annual reports):
  • Serve as focal person to follow up some implementing partners including travels to partners implementing areas. Coordinate with global MEAL team led by DF Oslo and participate in the regular meetings.

Monitoring & Evaluation system Development and Management

  • Design & ensure implementation of standardised monitoring tools and methodologies.
  • Lead in project/programme baseline, evaluations, assessments, real time review, post distribution monitoring (PDM), quality standardization, etc.
  • Ensure project MEAL system designing & components (monitoring, evaluation, assessment/baseline, accountability, and learning) are appropriately planned for and adequately budgeted throughout the project cycle.
  • Follow up the utilization of budget by implementing partners.
  • Take lead in the development and management of project/programme database system.
  • Ensuring that adequate attention is paid to gender, youth, and people with disability in the collection and analysis of data.
  • Developing and designing an appropriate system that will support the implementation of project activities that are gender sensitive.

Accountability and Learning

  • Design a systematic approach to accountability including social accountability which can be mainstreamed in partner implemented projects/programmes.
  • Develop capacity building plans and provide trainings and capacity buildings for partners on accountability to beneficiary’s standards.
  • Undertake technical support visit and offer remote technical support to partners on accountability to beneficiaries.
  • In close collaboration with program team facilitate in generating, storing, and sharing knowledge among and within partner organizations and projects/programs.
  • Together with the programme team facilitate the application and reapplication of generated knowledge into projects/programs.

Communications and Networking

  • Crate good interaction and communication with partners and other relevant stakeholders.
  • Develop good working relationship with other stakeholders in the sectors where DF is working.
  • Be the DF Ethiopia contact person towards the DF Oslo MEAL focal person.
  • Represent DF in relevant forums related to MEAL.
  • Performs other related tasks as required and assigned by the CPC.

Reports To: Country Program Coordinator

Place of Assignment: Addis Ababa (With extensive travel to the project sites)

Valid from: 1st September 2023

Qualifications

The candidate should have a minimum of:

  • Master’s degree in social science, statistics, or other relevant training fields.
  • Minimum 5 years working with an NGO in program related activities/coordination.
  • Minimum 5 years working experience on M&E.
  • General knowledge of Project management, statistics and data management, English proficiency.
  • Understanding of gender equality and actions to contribute to elimination of inequality, injustice, and discrimination due to gender.
  • Understanding of inclusion of youth and people with disability in development projects.

Skills

  • The incumbent must demonstrate the following skills:
  • Program management
  • Program development
  • Ability to design M&E tools, surveys, surveillance systems, and evaluations.
  • Facilitation skills
  • Analytical skills
  • Communication and report writing skills.
  • Digital data collection and management skill (kobo toolbox)
  • Computer skills including experience with Microsoft Office (Word, Excel, Power point, Outlook). High knowledge of Excel (PivotTable, Power Query) will be an advantage.

Research skills

  • Experience in SPSS, STATA, R (or another statistical program)
  • Knowledge of Geographical Information Systems (GIS) will be an advantage.
