The Lutheran World Federation World Service – Ethiopia would like to invites competent and interested candidates for the following positions.

Position 1: Food Security and Livelihoods Officer

Main duties and responsibilities:

  • Lead the Food Security and Livelihoods interventions planning, implementation, monitoring and reporting as  per nature based solution approaches and principles;
  • Contribute in the strategic planning, scheduling, assessments, monitoring and evaluation of the NBS+ projects;
  • Continuously strive to improve the quality of the Food Security and Livelihoods projects in line with nature based solution approaches and principles;
  • Promote partnership and collaboration with people of concern and primary focus groups throughout the project cycle;
  • Provide inputs to the design & utilization of project information gathering tools & project activity manuals;
  • Represent LWF in community meetings, food security or emergency response meetings in coordination with Project Coordinator;
  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the Project Coordinator;
  • Prepare timely Verification/Completion Certificates for all properly completed works to facilitate proper and prompt payment to Partners/contractors
  • Keep track of the stock levels of Food Security related materials and items and follow up on project supplies;
  • Maintain a proper Food Security Project documents filing, retrieval and archiving system
  • Collect, analyze, document and share learning and best practices in the areas of Food security and livelihoods
  • Prepare quarterly, semiannual and annual performance reports for the activities under his/her responsibility,
  • Ensure mainstreaming of LWF Ethiopia’s cross-cutting issues of gender equity, HIV&AIDS and environmental protection, Child Protection throughout the emergency response and strengthen gender sensitivity in all activities;
  • Ensure compliance with LWF’s policies in child rights and inclusion of persons with disabilities;
  • Perform any other duties as assigned to him by the project coordinator or his designate.

Job Requirements:

  • Msc/MA/BA/Bsc degree in any one of the following disciplines; Agricultural Engineering, Rural development and agricultural extension, Economics or other field of study;
  • At least six years’ experience in an international NGO preferably in an emergency or post-conflict setting;
  • Thorough experience with and knowledge of principles and current approaches to humanitarian work, in particular food security and agriculture production;
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;

Additional requirement:

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access, design packages;
  • Experience with digital data gathering will be an added advantage and
  • Significant work experience in directly related field will be considered in lieu of specific agriculture and livelihood projects in nature based approaches.
  • Experience working with food security and livelihood in a complex and volatile contexts;
  • Good knowledge of English and local language and
  • Context related skills in East Bale Zone, Oromia region,

Workplace: East Bale-Ginnir, Oromia

Position 2: Team Leader for NBS project

Specific duties and responsibilities:

  • Lead the planning, implementation, monitoring, evaluation and reporting of nature based solution project quality and budget management;
  • Lead the development of the project procurement, activity and budget plans;
  • Coordinate and lead the project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;
  • Lead and engage in the landscape and market assessment, gender analysis, baseline and end-line survey and compilation of reports
  • Manage the development of carbon credit opportunities in the project and maintain an overview of credits under development, developed and sold to prospective credits;
  • Scan the external market for commercial and technical developments with respect to carbon credits and other nature-based solution credits in the project;
  • Link the project with concerned government offices and collaborate with them for the smooth implementation of the project;
  • Select vulnerable communities and project priority groups jointly with the project coordinator, project staff, local government and communities representatives for the project and lead the beneficiary verification process;
  • Facilitate the opening of bank accounts for the target beneficiaries together with the project team members;
  • Up on completion of the any distribution, coordinate and lead the data collection for the post distribution monitoring (PDM) report;
  • Conduct training, orientations and handle awareness creation sessions to staff on nature based solution approaches and principles and  various issues including beneficiary selection process, core humanitarian standards (CHS), visibility, safety and security, code of conduct, etc.;
  • Ensures successful integration and mainstreaming of vulnerability, accountability, sustainability and feedback mechanisms in the planning and implementation processes;
  • Represent LWF and participate in the appropriate cluster and networks at local, zonal and regional levels to ensure effective synergy and complementarity;
  • Primarily responsible for planning, implementation, monitoring and evaluating the overall interventions of the nature based solution project in close coordination and consultation with the project staff and the East Bale Regional Coordinator;
  • Carry out surveys and identification of needs and constraints and suggest recommendations to the area projects coordinator;
  • Prepare periodic reports and submit in time to the area Projects Coordinator and the LWF country office;
  • Follow procedure as outlined in LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operation Manuals;
  • Perform any other duties as assigned to him/her by the immediate supervisor or his designate.

Qualification and Experience

  • Bachelor or Master’s Degree in Project Management, Nature Based Solutions, Environment, Climate Change, Natural Resource Management, Rural development, Sustainability related filed of study or other relevant disciplines from a recognized universality.
  • Minimum of 8 years relevant experience for Bachelor degree and 6 years for Masters Degree. Experience in leading a project in a complex context is highly advantageous.
  • Good analytical and problem-solving skills, results orientated and highly resilient
  • Strong interpersonal skills and strong team player
  • Excellent communication and reporting skills
  • Affinity for relevant technologies and excellent computer skills (i.e., ability to build advanced quantitative models and basics of coding)
  • Strong affinity with Conservation and / or Sustainability
  • proficient in English spoken and written and preferably fluency local language would be a plus

Key competencies:

  • Strong communication skill in English (written and oral)
  • Ability to interact with people
  • Knowledge in areas of Nature Based Solutions approach and principles;
  • Previous related experience in international NGO setup is an advantage

Workplace: East Bale-Ginnir, Oromia

Position 3: Water Resource Management Officer

Specific duties and responsibilities:

  • Responsible with others for the study and design of water development schemes and sanitation inline with nature based solution approaches and principles;
  • Produce study and design documents construction specifications, bill of quantities & construction schedule for small-scale irrigation, and water supply schemes and sanitation works to be carried out in the project.;
  • Facilitate the water infrastructures, sanitation and hygiene provision to the community on time with the needed quantity and quality;
  • Facilitate the work to make the water systems to properly function;
  • Facilitate service and maintenance of irrigation and water supply schemes and other equipment are being carried out on time;
  • Conduct water resource assessment, baseline and end-line survey and compile reports;
  • Supervise water and sanitation works;
  • Establish and strengthen water water users associations to create fair water use by the target beneficiaries;
  • Prepare annual, quarterly and monthly work plans for water supply, sanitation scheme and related works based on the project document;
  • Prepare monthly work plan on water work and sanitation and check if all activities are implemented according to the plan. Inform the project coordinator any deviation for timely decision;
  • Supervise the up-keeping and check monthly progress records of the work carried out by the laborers;
  • Ensure an efficient utilization of water works and sanitation materials and manpower during water supply and sanitation work;
  • Supervise the quality and quantity of work of the water supply and sanitation schemes and related construction activities;
  • Supervise rehabilitation work of different water supply schemes;
  • Prepare necessary monthly, quarterly, and annual progress reports of each scheme and submit to the project coordinator on time;
  • Responsible for materials & properties allocated for water supply and sanitation scheme;
  • Ensure the establishment and strengthening of community water users committee and also make sure that the water and sanitation works are sustainable;
  • Follow procedure as outlined in LWF’s policies, staff rules, and other operation manuals and
  • Perform any other duties as assigned to him by the project coordinator or his designate.

Requirements:

  • MSc. or Bachelor Degree in Water Supply Engineering or Water Resource Engineering or Hydraulic Engineering or any other related discipline
  • Minimum of 2 years’ relevant experience for MSc and 4 years for BSc degree.

Key competencies:

  • Excellent written and oral English Language skills required
  • Ability of planning for better future and crisis management
  • Interested to work under pressure and in harsh environment
  • Knowledge of the Oromifa language is advantageous
  • Previous related experience in NGO setup is an advantage

Position 4: Gender Officer

Duties and Responsibilities of the Position Holder

The position is responsible to oversee implementation of livelihoods and capacity building activities. Facilitate exchange of information compilation data and reports, provision of technical training to beneficiaries and local government staffs. In consultation with the project coordinator and other officer’s review project work plans and activity budget for better response for the need of the project.

  • He/she Is responsible for gender mainstreaming and proactive technical support to the projects operation of the area in nature based solution lens;
  • Ensure gender integration in the day-to-day activities of the project;
  • Participate in gender-related events (meeting, workshops, conferences) and network within the Bale Regional Coordination in-order to stay updated about gender related development;
  • Organize and mobilize women to involve with self-help group system and follow-up gender activities;
  • Organize and deliver Gender based training in the project;
  • Assist and capacitated women to participate and get use of fuel saving system;
  • plan, implement and follow up on gender-related activities and provide support to beneficiaries and grantees on mainstreaming gender in project activities;
  • Conduct GBA+, baseline survey and data collection on gender issues for gender strategy development of the project;
  • Work with all officers and partners to ensure that gender equity principles are incorporated into all policies and activities in the project;
  • Follow, observe  and collaborate on work of training on gender specific activities;
  • Follow, observe  and collaborate on work of training on back yard gardening and multistory gardening with gender aspects;
  • Attend inter agency meeting each month and participate in other meeting representing the Projects operation;
  • Prepare and submit reports directly to the Team Leader/Regional Projects Coordinator regularly;
  • Survey and identify livelihood development constraints and suggest the possible recommendations to the project office;
  • Develop bi-weekly, monthly and quarterly reports on gender activities.
  • Follow procedure as outlined in LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operation Manuals.
  • Perform any other duties as assigned to him by the Regional Projects Coordinator or his designate.

Qualification

  • A relevant undergraduate qualification is essential. A post graduate degree in gender, women economic empowerment rural livelihoods or other related field of study is highly desirable;
  • Relevant experience of at least 2 years preferably in an international NGO
  • A minimum of 6 years relevant work experience managing a gender portfolio;
  • Knowledge and understanding of the institutional, legal and policy frameworks at national and local level that impacts on the status of women;
  • Experience in project cycle appraisal, management and monitoring

Position 5: Climate Change Adaptation and Mitigation Officer

Main duties and responsibilities of the Position Holder:

He/She shall:

  • Lead the planning, implementation and monitoring of the climate change and resilience building interventions through nature based solutions,
  • Support implementing partner in the implementation of the nature based solution for climate change adaptation and mitigation activities,
  • Facilitate landscape assessment, baseline study and mapping of stakeholders in climate change and resilience building in nature based solution lens,
  • Identify/design IEC/BCC materials and facilitate their use with the community and other stakeholders for awareness raising and mobilization activities on the issues of climate change,
  • Support local level partners such as CBOs to engage men, women and children to promote the issue of climate change and climate justice,
  • Initiate and work with networks on climate change and resilience building issues to advance the issue of climate change,
  • Facilitate capacity building initiatives to improve understanding among the target community and local level actors on climate change and disaster risk reduction for collective positive actions,
  • Work closely with local level government bodies, CBOs, NGOs and other stakeholders for common goal of resilience building among the target community,
  • Plan that follows an action cycle of completing inventories, establishing emission reduction targets, formulating a plan to achieve those targets, implementing abatement actions and measuring the success of mitigation initiatives by completing inventories;
  • Developing grant and funding applications on carbon finance schemes, managing and implementing consistent with project emissions reductions and adaptation plans;
  • Adaptation Policy and plans; responding to emerging climate change risks across the project areas; assisting community to establish and implement Greenhouse Emissions Reductions and Climate Change Adaptation programs;
  • Promoting relevant community climate change programs and events in consultation with stakeholders, undertaking reviews of existing action plans and strategies;
  • Collect, analyze, document and share learning and best practices in the areas of climate change, disaster risk reduction (DRR) and resilience building,
  • Prepare quarterly, semiannual and annual performance reports for the activities under his/her responsibility,
  • Follow procedure as outlined in LWF’s policies, staff rules, and other operation manuals,
  • Perform any other duties as assigned to him by the project coordinator or his designate.

Qualification

  • Msc/Bsc  in Climate Change, Environment and development, Natural Resource Management, Agro-forestry, Forestry or related filed of study and relevant experience of at least 2 years preferably in an international NGO,
  • Demonstrated work experience minimum of 6 years in the area of climate change adaptation, natural resource management, etc…
  • Demonstrated ability to understand developments in climate change science, climate change strategy/policy.
  • Demonstrated project management experience, including budget management skills.
  • Excellent organizational skills with demonstrated capacity to manage multiple and competing tasks and set priorities.
  • Well-developed group facilitation and negotiation skills, with the ability to build and maintain working partnerships.
