Position 1: – Chief Operating Officer (COO)

Job Summery

Overview

Chief Operating Officer (COO) is a key member of the senior management team, responsible for overseeing and implementing the daily operations of BDSEC and its various departments. The COO work closely with the CEO to plan and carry out improvement initiatives, and can have a significant influence on the culture of your workplace.The COO will supervise and oversee Human Resource, Procurement and Logistics, IT Services, General Services, Oversight the Security and Biomedical Engineering unit with the Center.

The COO will play a key role in driving the center’s strategic vision, ensuring operational excellence, and fostering a patient-centered culture.

Key Responsibilities:

Strategic Leadership

Develop and implement operational strategies that align with the center’s overall mission and goals.

Collaborate with the Chief Executive Officer (CEO) and other leadership team members to develop and implement long-term strategic plans and set operational priorities and objectives.

Oversee the development and implementation of strategic plans and budgets.

Team Building and Development

Recruit and develop talented individuals to support the establishment, growth and success of the organization.

Build and lead operational team in the manner that could achieve their best talent.

Build and lead a high-performing team, fostering a collaborative and supportive work environment.

Operational Leadership

Develop and implement operational policies and procedures to ensure efficiency, effectiveness and compliance with regulatory requirements.

Oversee day-to-day operations of various units including human resource, administration, general service, procurement and logistics and IT service.

 Prepare annual budget for the operation unit

Human Resources Management

Develop/ review human resources policies and procedures of the Center

Lead the recruitment, training, and retention of key staff members.

Foster a positive work environment that promotes teamwork, professional growth, and high levels of employee engagement.

Implement performance management systems and ensure all staff are adhered to policies and procedures of the Center.

Manage workforce decisions and resource allocation for the Center.

Procurement and Logistics

Develop /review  procurement and logistics policies and procedures of the Center

Responsible for identifying and selecting suppliers, negotiating contracts, and managing supplier relationships.

Coordinates the movement of medical supplies and office goods, including selecting carriers, scheduling shipments, and tracking deliveries.

Oversees the management of inventory levels, ensuring adequate stock levels while minimizing costs.

Manage logistics to ensure efficient delivery and storage of supplies and equipment.

General Services

Manage general services, including facility maintenance, safety, cafeteria, information desk cleaning and security.

Responsible to manage and supervise outsource services (security and catering).

Ensure that all services are delivered effectively and efficiently and in line with the Center’s standards.

IT Services

Oversee the management and maintenance of IT infrastructure and systems.

Ensure the availability and functionality of technological resources to support clinical and administrative operations.

Oversight all IT and related technology are well functioning and ensure that all the new systems are working to the extent of the Center standards.

Biomedical Engineering

Oversee the maintenance and operation of medical equipment.

Ensure compliance with regulatory standards and perform regular checks and maintenance.

Provide technical support in relation to medical equipment controlled by the Center.

Safety and Security Management

Perform routine evaluations to detect potential security risks and weaknesses.

Conduct regular safety assessments and provide updates to staff to ensure ongoing environmental awareness and compliance.

Create and enforce comprehensive security measures to safeguard patients, staff, and property.

Work out with insurance companies to protect the Center’s property from any damages, which could require insurance.

Guarantee the facility’s readiness to handle emergencies and disasters efficiently.

Reporting and Compliance

Prepare and submit regular reports to the CEO on operational performance and key metrics.

Other

Perform other duties as required.

Job Requirement

Education and Qualifications

Master’s degree in Business Administration/ Management or related fields.

Additional Skills Required

Strong leadership and management skills.

Strong understanding of healthcare operations, regulations, and quality standards.

Excellent communication and interpersonal abilities.

Strategic thinking and problem-solving skills.

Proficiency in financial management and budgeting.

IT and system integration experience.

Position 2: – Chief Finance Officer (CFO)

Job Summery

Overview

The Chief Finance Officer (CFO) is responsible for the financial management and oversight of the Bahir Dar Specialty Eye Center (BDSEC). The CFO will develop and implement financial strategies to support the center’s goals and ensure its financial sustainability. This role includes overseeing all financial operations, ensuring compliance with regulatory requirements, and providing strategic financial advice to the CEO and the executive team. The CFO will also play a critical role in the center’s launch and operational phases, ensuring that financial resources are effectively managed to support the center’s mission.

Key Responsibilities:

Financial Strategy and Planning

Develop and implement financial strategies to support the Center’s mission and goals.

Perform budget forecast for strategic plan in collaboration with other units.

 Advise the CEO and executive team regarding strategic financial matters.

Financial Management and Financial System Development

Prepare/review financial policies and procedures manual.

Oversee and perform all financial operations, including accounting, budgeting, and financial reporting.

Ensure timely and accurate financial reporting to the CEO, Board of Directors, government, donors and others.

Manage cash flow, investments, and financial reserves.

Compliance and Risk Management

Ensure compliance with all financial regulations and standards, including those specific to healthcare organizations.

Identify potential non-compliance risks and set up safeguarding mechanism as part of risk mitigation.

Implement and maintain internal control system to safeguard financial assets.

Identify and mitigate financial risks.

Perform daily compliance checking.

Operational Oversight

Prepare annual budget for the Center.

Organize and perform daily financial transactions.

Ensure financial resources are allocated appropriately in collaboration with other units.

Review financial documents, transactions and contracts.

Staff Management and Development

Plan, organize, training and build finance team.

Recruit finance staff as appropriate.

Foster a positive and collaborative working environment.

Provide ongoing professional development opportunities for finance team members.

Supervise and support finance team.

Reporting

Prepare/ review financial report to internal and external users.

Job Requirement

Education and Qualification

Master’s degree in Accounting, Finance or a related fields.

ACCA, CPA or equivalent professional qualification is preferred.

Strong understanding of financial regulations and standards applicable to health sector.

Strong analytical and problem-solving abilities.

Excellent in advanced Excel skills including Power BI.

Position 3: – Biomedical Engineer

Job Summery

Over view

The Biomedical Engineer is responsible for installing, adjusting, maintaining, repairing, and providing technical support for biomedical equipment used in an ophthalmic setting. This role involves designing systems to evaluate the safety, efficiency, and effectiveness of biomedical equipment. The Biomedical Engineer will analyze and interpret findings to contribute to the design and iteration of novel biomedical equipment and provide technical training for equipment operators.

Duties and Responsibilities:

Equipment Management

Install and maintain biomedical equipment used in the ophthalmic setting.

Provide technical support and troubleshooting for biomedical equipment.

Test and assess the functionality of equipment, measuring for accuracy, sensitivity, and selectivity.

Safety and Compliance

Evaluate and ensure the safety, efficiency, and effectiveness of biomedical equipment.

Monitor equipment to ensure compliance with regulatory requirements.

Design and Analysis

Analyze and interpret findings to support the design and iteration of novel biomedical equipment, devices, and supporting instrumentation.

Technical Support and Training

Position 4: – IT Specialist

Job Summery

Overview

The IT Specialist will play a critical role in organizing the startup IT infrastructure and ensuring the smooth operation of the center’s information and communication technology systems. This position involves managing the installation, configuration, and maintenance of IT systems, leading the implementation of the Health Management Information System (HMIS), and providing ongoing technical support to staff. The IT Specialist will ensure that technology aligns with the center’s operational needs and strategic goals, ensuring data security, system reliability, and efficient IT operations.

Key Responsibilities:

Startup IT Infrastructure Arrangement

Lead the planning, setup, and configuration of the initial IT infrastructure for BDSEC, including hardware, software, and network systems.

Coordinate with external vendors to procure, install, and test IT equipment and systems.

IT Infrastructure Management

Oversee the ongoing maintenance and management of IT systems, ensuring they are optimized for the center’s needs.

Monitor and manage network infrastructure, servers, and workstations to ensure optimal performance.

Data Security and Backup

Develop and enforce data security protocols to protect sensitive information from unauthorized access or breaches.

Implement and manage regular data backup and disaster recovery plans to safeguard critical data.

Health Management Information System (HMIS) Leadership

Lead the deployment, management, and continuous improvement of the HMIS to support clinical, administrative, and reporting needs.

Ensure the HMIS is effectively integrated into the center’s operations, providing training and support to staff as needed.

Data Analysis and Reporting

Position 5: – Optician

Job Summery

Overview

The Optician or Dispensing Optician is responsible for assisting customers in achieving the correct eyeglasses and lens shape based on their eyesight or eye conditions. This role includes communicating with eye care professionals to receive and fulfill prescriptions, providing sample frames for fitting, and maintaining accurate customer data regarding prescriptions. The Optician ensures that all spectacles are properly glazed, fitted, and meet the prescribed requirements.Duties and Responsibilities:

Prescription Fulfillment:

Glaze and fit spectacles as prescribed by the optometrist.

Confirm that the spectacles provided are accurate according to the prescription.

Optical Workshop Management:

Properly handle and maintain optical workshop instruments.

Keep the optical workshop clean and organized.

Request and manage consumables and materials needed for the optical workshop.

Oversee and request maintenance for optical instruments as required.

Customer Service:

Communicate effectively with customers to understand their eyewear needs and provide suitable options.

Maintain professional integrity and build trust with patients.

Collaboration and Communication:

Work closely with other eye care professionals to receive and send prescriptions.

Professional Experience

Previous working experience in an eye care service organization, health background organization, or NGO is mandatory.

Experience running or leading an ophthalmic workshop is preferred.
