The Economic Commission for Africa’s (ECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

United Nations Economic Commission for Africa (UNECA) would like to invites competent and interested candidates for the following positions.

Position 1: Property Management Assistant, G6

Responsibilities

Within delegated authority, the Property Management Assistant is responsible for the following duties:

  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Assist in receiving all deliveries of mission supplies.
  • Conduct physical inspections and quality control of United Nations Property to ensure that all items are accounted for and in serviceable condition.
  • Interacts with other property management stakeholders and providers of services, in particular Technical Units , Procurement Unit & Shipping Unit , as appropriate.
  • Prepares and submits Receiving and Inspection (R&I) reports, discrepancy reports, and disposal reports for the unit chief’s approval.
  • Identifies anomalies and/or discrepancies and the details thereof, or any other reason for rejection and record in Damage Discrepancy Reports (DDR), posted on the system and presented to R&I supervisor and
  • Procurement for immediate action.
  • Processes Goods Receipt reports and R&I Reports in Umoja Inventory Management System.
  • Maintains on daily basis accurate and auditable property records in electronic inventory management system for property control and accountability in conformance with administrative instructions, guidelines, manuals, and SOPs.
  • Updates all physical verification records and data entry in the Umoja Inventory Management system.
  • Assists stakeholders in application of property management policies and procedures to meet organizational
  • standards and goals set up in GAMPS directives/ guidelines and ECA and relevant SOPS
  • Produces reports monthly and when requested by supervisor.
  • Prepares statistical analysis and trend analysis on United Nations property.
  • Supervises, trains, and provides guidance to the team members.
  • Performs other duties, as required

Job Requirements

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Certification in Property Management is desirable.

Work Experience

  • A minimum of seven (7) years of progressively responsible experience in the field of property management and inventory control is required
  • Experience in application on the Financial Rules and Inventory Management Systems in the United Nations Common System or a comparable international organization, National or International NGO is desirable.
  • Experience in application/use of electronic inventory applications and accountability practices in the United Nations Common System or a comparable international organization, National or International NGO is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Position 2: Senior Budget Assistant, G7

Responsibilities

Within delegated authority, the Senior Finance & Budget Assistant will be responsible for the following duties:

Budget:

  • The Financial Statements Section is responsible for the preparation of IPSAS-compliant financial statements, providing support to the Board of Auditors in its annual audits of UN financial statements and guidance on the application of accounting policies.
  • Acts as Certifying Officers on behalf of and in the absence of programme managers at offices outside headquarters.
  • Undertakes reviews, analyses and preparation of the programme plan and its revisions.
  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the programme plan and other legislative mandates.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Provides input into the preparation of allotments/appropriations, including redeployment of funds when necessary, ensuring appropriate expenditures.
  • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
  • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assists in the preparation of budget performance submissions.
  • Assists in finalization of budget performance reports, analyse variances between approved budgets and actual expenditures.
  • Monitors integrity of various financial databases.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments/appropriations to new allotments/appropriations issued.
  • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

Finance:

  • Analyses complex and/or unusual accounting transactions and difficult claims. Makes recommendations to Chief of Section on appropriate follow-up procedures.
  • Reviews and reconciles various clearing accounts to ensure appropriate balances. Investigates erroneous/invalid entries and takes appropriate corrective accounting action.
  • Audits various accounting transactions, e.g., payroll, education grants, final payments, income tax returns, travel claims, etc., to ensure correctness of disbursement computations and adherence to relevant staff rules, financial regulations, ST/AI issuances or practices.
  • Reviews completeness of reports and consolidates the accounts of overseas offices on a periodic basis.
  • Prepares worksheets and analyses accounts. Assists in the preparation of financial statements for various funds, e.g., general, peacekeeping, technical co-operation, trust fund, revenue and other special accounts.
  • Approves payment and journal vouchers for various claims/payments, e.g., travel reimbursement, education grants, salary advances, etc., ensuring compliance with relevant rules and control procedures.
  • Provides guidance and training (including the preparation of training materials) to staff at Headquarters and in the field with respect to transaction processing and the use of various systems
  • Supervises other general service staff when required.
  • Drafts/prepares memoranda and responds to queries by staff members, internal and external auditors and from their counterparts in offices away from Headquarters.

General:

  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other related duties, as assigned.
  • Keeps up-to-date on current financial regulations/professional publications and accepted principles;
  • Has in depth understanding of generally accepted accounting principles;

Education:

High school diploma or equivalent is required.

A first-level degree (Bachelor’s degree or equivalent) in Administration or related fields with reduced years of relevant work experience may be accepted. The required minimum years of experience is reduced to eight for candidates with a first-level degree (Bachelor’s degree or equivalent).

Work Experience

  • A minimum of ten years of progressively responsible experience in finance, accounting, administrative services or related area and experience in the use of enterprise resource planning systems such SAP and experience in the use of information technology program related to spreadsheets, data bases and word processing is required.
  • Experience with budget formulation, implementation, monitoring and reporting in line with the principles of results-based budgeting is desirable
  • Experience with performing qualitative and quantitative analysis and reporting on the basis of large data sets and deriving recommendations is desirable

Languages:

Position 3: Senior Laboratory Technician, G7, Temporary

Responsibilities

This position is located in the Division of Administration, United Nations Health Care Centre (UNHCC). The Senior Laboratory Assistant reports to the Chief Medical Officer (CMO). Within delegated authority, the Senior Laboratory Assistant will be responsible for the following duties:

Laboratory Quality Improvement

  • Ensures the security and proper maintenance of the laboratory and the equipment.
  • Sets up, calibrates, cleans and tests the functionality of the medical laboratory equipment.
  • Ensures the maintenance of cold chain/refrigerator and performs necessary measures to maintain an optimal temperature for all reagents, specimens, and materials requiring cold chain in the laboratory.
  • Ensures the application of appropriate infection prevention and control standards in collecting specimens for all laboratory tests.
  • Performs internal and external quality control tests to ensure accuracy of all laboratory results.
  • Ensures safe handling of bio-hazardous materials in compliance with international standards and practices.
  • The incumbent would ensure disposals of biohazards.
  • Monitors the availability/expiry dates of reagents and proper functioning of laboratory equipment.

Laboratory technical duties

  • Performs all laboratory examinations including chemistry, hematology, urinalysis, stool examination, cultures, immuno and molecular assay needed for the diagnosis of patients’ medical condition as defined in the laboratory standards.
  • Performs lab examinations during field mobile clinics and/or emergency situations and extra working hours if designated by the supervisor.
  • Reports urgent test results following clinic protocols and alerts physicians and/or nurses about abnormal results.
  • Ensures accurate record keeping of results by entering all results into the Earth Med system.
  • Complies with all laboratory policies and regulations and international standards related to safety, cleanliness, and infection control.
  • In close coordination with the medical doctors and nursing staff, assists with HIV testing program following up to date international standards and guidelines.
  • Provides technical support for lab diagnosis referrals as requested by the Medical Officer/Clinician.
  • Assists the organization in the implementation of health promotion/monitoring programs.

Administrative duties

  • Prepares job aids, Standard Operating Protocols, Formats, Guidelines and Manuals for the different laboratory procedures following international guidelines.
  • Plan procurements, takes Umoja and other relevant actions on time, including preparing annual procurement plans for the unit.
  • Prepares timetable of work including night duty coverage when designated by the supervisor, ready to take additional duties to bridge the man-power gaps that may occur.
  • Manages performance of junior laboratory technicians, provides feedbacks, develops performance improvement plans, train the team and share knowledge related to laboratory functions with the team members.
  • Prepares the necessary terms of reference for recruitment purpose with the supervisor when required.
  • Prepares monthly data report of laboratory activities according to the UNHCC reporting format.
  • Identifies training programs and prepares a training plan for the laboratory personnel geared towards maintaining continuous professional development in order to improve quality of services at the UNHCC laboratory and perform other tasks as deemed necessary and assigned by the supervisor.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

  • Performs other tasks as deemed necessary and assigned by the supervisor.

Education

High school diploma or equivalent is required. College diploma in laboratory studies/ techniques and/or medical laboratory technology is required. An advanced degree in laboratory studies is an advantage.

Work Experience

A minimum of ten (10) years of progressive working experience in a full-service laboratory or related area is required.

Hands-on experience in laboratory service including molecular biology techniques is required.
