Position 1: Staff Assistant
Organization Setting and Reporting
ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Sustainable Development Goals and Agenda 2063.

This position is located in the Office of the Director, Division of Administration (DoA), Economic Commission for Africa, in Addis Ababa, Ethiopia. The Staff Assistant works under the direct supervision of the Director, the Division of Administration.
Responsibilities
Within the limits of delegated authority, Staff Assistant will be responsible for:
- Assisting in the administration of the front office;
- Assists with visualizations and updating information material such as web pages or brochures.
- Undertakes research on a range of HR-related issues and assists in the preparation of notes/reports.
- Managing and maintaining the Director’s calendar and schedule, including Arranging appointments; receiving and directing visitors; placing and screening calls and answering queries; ensuring meeting and review documents are available and printed for review; contacting embassies, UN agencies, international institutions, government offices, ECA Sub Regional Offices (SROs), etc.; and ensuring efficient coordination of the Director’s calendar, with appropriate consultation to prioritize and resolve conflicts and competing demands;
- Conveying directives, reports, status updates and other relevant information to necessary parties brings sensitive and urgent matters to the Director’s attention;
- Screening and prioritizing all incoming emails and correspondence;
- Compiling relevant background documents;
- Identifying issues requiring the Director’s attention and referring others to relevant officers for appropriate action and following up on actions to be taken;
- Handling a wide range of complex and confidential information in terms of incoming emails and responses, research, and other communications;
- Compiling and analyzing data. Producing summaries and conclusions for review by the Administrative Assistant and Administrative Officer;
- Implementing and supporting improvements to administrative procedures and systems to ensure the smooth functioning of the Division, including filing paper and electronic records;
- Preparing, processing and classifying confidential information;
- Handles a wide range of administrative duties/processes (e.g. leave and attendance, timesheets, travel arrangements, visa applications, expense statements, charges, equipment purchase, service and supply requisitions, conference room bookings, etc.);

Position 2: Humanitarian Affairs Officer
Organization Setting and Reporting
The position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This position-specific job opening is being advertised for the position of Humanitarian Affairs Officer/ Deputy Head of Office in the OCHA Liaison Office to the African Union (AU), Addis Ababa, Ethiopia. The incumbent reports to the Head of OCHA Liaison Office to the AU.
Responsibilities:
Within delegated authority, the Humanitarian Affairs Officer/Deputy Head of Office will be responsible for the following duties:
- Supports the Head of Office in outreach, liaison and partnership-building with stakeholders and serves as a senior policy officer; advises on overall policy direction on specific issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas.
- Prepares policy position papers for review.
- Monitors analyze and reports on humanitarian developments, disaster relief/management programmes or emergency situations in assigned country/area; develops and maintains a “watch list” of countries with potential for the humanitarian crisis.
- Supports improved dialogue between the United Nations and governments, regional/national organizations, in particular the African Union and Regional Economic Communities, as well as Non-Governmental Organizations (NGOs) and other institutions.
- Contributes to better communication of humanitarian priorities and policies in support of principle humanitarian action to the African Union. Support advocacy efforts to mobilize resources including for UN-wide Humanitarian Response Plans.

- Provides senior-level technical and policy advice and support to the African Union and its member states officials, international and regional organizations on programmes and on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring effective humanitarian action in Africa and the linkages with other related areas (e.g. peace and security).
- Serves as the designated OCHA Representative to the African Union Commission and at all AU-convened meetings, functions and sessions. Relates to appropriate AU structures in the performance of designated functions and responsibilities.
- Prepares policy position papers for review.
- Supports the performance of the African Union’s humanitarian mandate including the operationalization of the African Humanitarian Agency and associated structures.
- Engages, advises and supports AU processes and initiatives aimed at strengthening its engagement in principled humanitarian action, including engagement with all humanitarian actors, on humanitarian policy dialogue as well as engagement with AU Member States on humanitarian issues.

Position 4:- Programmer Management Officer

The position is located in the Strategic Planning, Oversight and Results Division (SPORD) of the ECA. The National Programme Management Officer (NOC) will report to the Chief of Section, Corporate Policy and Planning Section (CPPS) under the overall direction and guidance of the Director of the Division. The Programme Management Officer will undertake corporate policy and strategic planning, programme and project management-related activities as well as research and analytical work.
Responsibilities
- Within delegated authority, the Programme Officer will be responsible for the following duties:
- Supports the work on corporate policy and programme planning including strategic policy formulation, analysis and implementation.
- Contributes to the development, planning, and implementation of assigned programmes/projects, etc.; follows up and analyzes programme/project development and implementation; reviews relevant documents; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Contribute to the preparation of the annual ECA Programme Plan and Performance Information and the development of the Annual Business Plan to guide the work of the Commission, including developing templates, tools, etc., organizing hands-on workshops and servicing individual and joint planning sessions.
- Assists in policy analysis and development, including the review and analysis of issues and trends, and preparation of research activities and studies.
- Provides thorough, well-reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc.
