VisionFund Micro-Finance Institution S.C would like to invites competent and interested candidates for the following positions.

Position 1: IT and System Audit Division Manager

Duties and Responsibilities:

  • Leading, managing and developing an effective IT audit team plan.
  • Provide overall  direction
  • Establish and assign IT Audit  teams to specific engagements
  • Review and approve the audit program
  • Review Internal assessment of compliance for standards like PCI DSS & ISO series
  • Review audit reports produced by the audit teams and provide comment for further improvement.
  • Manages the audit staff in conducting interviews, reviewing documents developing and administrating surveys ,preparing audit program and working papers
  • Prepare quarterly progress report that discuss on significant audit findings, rectification status and other issues and submit to Chief Internal Auditor
  • Assists in communicating the results of audit and consulting engagement via written reports and oral presentations on a timely bases of to the bear of management/audit committee and president/process council
  • Develop and maintains productive team oriented auditee, staff, management and board relationships through individual contact and group meeting
  • Peruses professional development opportunities, including internal and external training and professional association membership and shares information’s gained with co-workers
  • • Represent IT auditing   on organizational project teams, at management and board meetings and with external organizations
  • Forward proposal to Chief Internal Auditor with regard to the recruitment, selection, training and evaluating of audit staff
  • Manage the identification and evaluation of the organization’s audit risk and provide significant input to the development of risk based strategic and annual IT Audit  plan
  • Assist the Chief Internal Auditor in managing IT Audit staffs and in planning, organizing, directing and monitoring of IT Audit operations including assisting in hiring, training and evaluating staffs and taking effective action to address performance matters.
  • Manage the performance of IT Audit procedures including identifying and defining and analyzing evidence and documenting IT Audit process and procedures.
  • Motivates, develops and manages performance of IT auditors and team leaders
  • Managing and monitoring programmed audit assignments effectively and efficiently
  • Producing audit reports to meet the required standard for reporting to senior management
  • Developing expertise in, and advice on, specific aspects of the business coordinates communication & interaction with regulatory agencies, external consultants, & other interested parties.
  • Development, implementation and communication of Chief Internal Audit’s mission, goals and strategies.
  • Build and maintain effective relationships with Internal Audit, IS and business personnel.
  • Oversees a staff of IT auditors responsible for auditing information systems, platforms, and operating procedures in accordance with established corporate standards for efficiency, accuracy and security.
  • Evaluates Core Banking, IT infrastructure and processes in terms of risk to the organization and establishes controls to mitigate loss
  • Determines and recommends improvements in current risk management controls and the implementation of system changes or upgrades  
  • Planning and scoping audit assignments effectively, allocating audit resources, defining deadlines and ensuring a comprehensive and appropriate term of reference is set for each review.

Job Requirements

  • BSc. Degree in Computer Science, Information Science, Management Information Systems, Electrical and Computer Engineering or Information Technology related fields.
  • CISA (Certified Information System Auditor) or CCNP Security is advantageous. Preferred additional qualifications are CISSP (Certified Information System Security Professional), Cisco Certified Internetwork Expert (CCIE) Security, or Certified Ethical Hacking (CEH).
  • A minimum of 7/9 years of work experience for BSc/MSc, out of which 2 years as IT and System Auditor.
  • Extensive knowledge and skill in applying internal auditing and ICT principles and practices, and management principles & preferred business practices;
  • Knowledge of information systems audit or investigation;
  • Considerable knowledge of internal audit standards, IT Audit practices and code of Ethics.
  • Knowledge on international best practices in IS security and  IS Auditing;
  • Knowledge of contemporary risk management and control techniques and working knowledge of  contemporary control frameworks
  • Ability to develop and implement audit strategies and programs
  • Knowledge of management , ICT concepts and practices
  • Familiarity with common indicators of fraud, attack, hacking and any security breach indicators
  • Ability to deal with a dynamic operational environment and work within timelines.
  • Ability to work and effectively prioritize in a highly dynamic decentralized work environment;
  • Ability to promote the ICT audit activity within the institution
  • Keeping up-to-date  with professional changes in opinions, standards and regulations
  • Experience of IT auditing    techniques, disaster recovery planning and testing, IT risk analysis, business resumption and contingency planning

Position 2: Legal Advisory and Litigation Division Manager

Job Summary

Under the direct supervision of Legal Services Department Director, Legal Advisory and Litigation Division Manager will be responsible to safeguard the institution from emerging legal issues by directing the handling of non-loan litigation cases and appearing in courts and arbitration tribunal;

Duties and Responsibilities :

  • Provide legal advice to facilitate decision making to minimize liabilities;
  • Plans and controls the activity of attorney in the institution in their assignment in litigation processes,
  • Accredit legal officers to provide independent legal advice (within the institution)
  • Prepare and review the statements of claim, defense, other pleadings and memorandum the institution of appeal with respect to non-loan litigation.
  • Represent Vision Fund MFI in court and tribunal arbitrations for issues related to non-loan litigation;
  • Lead and seek injunction on non-loan properties before judgment when circumstance justify securing the execution of court decision;
  • Respond to courts’ and arbitration tribunal’s order so as to be free from responsibility and sanction;
  • Lead and follow up criminal cases entertained at court with respect to non-loan issues.
  • Lead, review and conduct research on different legal issues to establish firm legal solution;
  • Examine judgments, court and arbitration tribunal’s orders on non-loan litigation and propose the remedy to make branches comply with court decision;
  • Recommend out of court settlements for some disputes with non-litigation issues;
  • Maintain records of court adjournments, and make sure that assignments are completed in accordance with timely scheduled in order not to lose cases.
  • Monitor new developments on laws, proclamations, regulations, orders, and advise the management and concerned organs of Vision Fund MFI the implications thereof;
  • Deliver trainings and awareness creation on legal issues to staff of the Vision Fund MFI;
  • Generic Duties   
  • Develop and implement the annual plan and budget of the division;
  • Engage in the development and review of directorate policy, procedure, guideline, and controls in line with laws and regulations applicable to the Vision Fund MFI business environment and risk profile and ensure such documents are communicating to all concerned staff;
  • Coach and mentor employees within the division towards effective career development;
  • Evaluate the periodic performance of her/his subordinates;
  • Demonstrate the Vision Fund MFI code of conduct, ascertain that subordinates abide by same and manage disciplinary concerns of the division staff;
  • Provide the concerned organ with timely, relevant, accurate and complete required reports;
  • Adhere to internal control system and risk management program of Vision Fund MFI, ensure that risks are identified assessed and mitigated within her/his domain;
  • Implement timely corrective action on deficiencies and issues that have been raised or reported by the National Bank of Ethiopia, external and internal auditors, risk and compliance managers and other pertinent organs within her/his domain;  
  • Cultivate working environment that celebrates success, and promotes teamwork, collaboration, and transparency within work unit;
  • Handle additional assignments as directed by immediate supervisor.

Job Requirements:

  • LLM/LLB degree in Law.
  • A minimum of 7/9 years of relevant work experience, out of which 2 years in a senior position.
  • Demonstrated technical and managerial ability, sound judgement, and ability to interact and work effectively with others at all levels.
  • Excellent written and oral communication and presentation skills.
  • Good knowledge of Legal research methods, the court system and procedures, legal ethics.
  • Ability to interpret, analyse and solve problems.
  • Ability to act in professional and ethical manner.
  • Special Training; Computer literate

Position 3: Foreclosure and Debt Recovery Division Manager

Duties and Responsibilities:

  • Direct and coordinates the debt recovery and foreclosure services of Vision Fund MFI;
  • Formulate detailed frameworks to accomplish mandated functions;
  • Prepare letters to defaulters for the settlement of arrears on loans granted by Vision Fund MFI,
  • Endeavors to settle cases amicably in consultation with supervisor, through negotiation with defaulters;
  • Prepares statements of clam, defense, pleadings, declaration of affidavit and memorandum of appeal;
  • Assigns foreclosure and court cases to attorneys and closely follows up progress;
  • Reviews report of subordinates, and gives legal and procedural guidance in the litigation of cases;
  • Represents Vision Fund MFI in complex and sensitive court litigations, in hearings and investigations before courts or administrative tribunals;
  • Examine judgments and court orders and advises supervisor on the appropriate action to be taken;
  • Handles and processes foreclosure cases in accordance with the foreclosure proclamation and ruling of courts;
  • Prepare and summits periodic reports on status of cases handled by the service;
  • Supervises and evaluate the performance of subordinates;
  • Ensures that legal documents and files are kept safely and in strict confidentially;
  • Performs other related duties as required.

Job Requirements

  • LLM/LLB degree in Law.
  • A minimum of 7/9 years of relevant work experience, out of which 3 years in supervisory position.
  • Demonstrated technical and managerial ability, sound judgement, and ability to interact and work effectively with others at all levels.
  • Excellent written and oral communication and presentation skills.
  • Good knowledge of Legal research methods, the court system and procedures, legal ethics.
  • Ability to interpret, analyse and solve problems.
  • Ability to act in professional and ethical manner.
