Position 1: Natural Resource Management officer

Job Description:

Lead the overall progress of landscape restoration project implementing planned activities, monitoring implementation progress, managing the project risks, capturing lessons learned, etc.

Facilitating and coordinating  capacity building training , stakeholders learning and reflection workshop, and FMNR and livelihood field exchange visits,

Promote local livelihood improvement via green livelihood input support and endorse saving group formation in order to improve household income and diversify livelihood options so at to enhance the local economy.

Establishing and maintaining effective partnership and working relationships with local level partners and stakeholders

Prepare quality and timely regular reports and submit the same to AP, concerned Hub office , GO and the project coordinator at  HO. ,

Lead dissemination of learning and advocacy materials, FMNR training manuals, guides and other tools for landscape restoration technical practices through technical platforms and capacity building events.

Job Requirements

Qualification required MSc/BSc in Natural resource management, Forestry, Environment, Rural development and related fields.

Experience: 5 years’ experience on field level implementation of Landscape Restoration, Agroforestry, FMNR, and climate change, forest inventory, resilient rural livelihood in INGOs Context. Working experience in community led natural resource management and exposure to evergreen agriculture, climate smart agriculture and degraded land management.

Additional working experience on promotion and advocacy related activities. 

Work environment:  Office-based with frequent travel to the field.

Travel:  60% Domestic.

On call and email: 40%

Computer literate (Operate MS Word and MS Excel)

Perform other duties as required.

Good reporting skill

Language, fluent in English language writing and reading skill

Speaking and Listening skills of communities’ languages is more preferable.

Position 2: Anticipatory Action Project Officer

Meet all the performances that envisaged in the project proposal by carrying out with accountability and by coming up with better results and timely deliverance.

  • Carry out the monitoring of early warning to come up with anticipatory action aiming at using weather, climate and impact-based forecasts to trigger actions which reduce the loss and damage from hazards
  • Ensure the tools, procedures, and systems of EW are followed and the project anticipatory action is in line with the disaster risk information tracked from stakeholders step up in taking action of project activities deliverance reaching out the vulnerable communities. 
  • Work out on the local level partnership with the relevant stakeholders ensuring the effectiveness of intentional networking with field coordination of NGOs and Government entities so as to enable the field activities realization with collaboration.    
  • To enable the project performance effectiveness by taking in consideration of partners/stakeholders’ views and decision altogether made for the chalk up success toward to the project goal. 
  • Ensure the proper physical & financial implementation of the project as planned during the desired timeframe, while ensuring efficient and effective utilization of project resources    
  • ensured the compilation and submission of consolidated financial and narrative reports are get ready to the donor alignment to the Contract and the MoU
  • Oversee and ensure the development and execution of a result oriented participatory M&E and knowledge management system, to enhance accountability and impact demonstration as well as enable the project end result as stepping-stone to come up with experience sharing steps to other agencies.    
  • To make certain the monitoring and evaluation and knowledge management system of Anticipatory Action is to make a steppingstone and as a learning processes steps that passed through with the experience sharing internally as well as externally to sister organizations.
  • Oversee, ensure and coordinate the execution of the entire project in accordance with Anticipatory Action project proposal document, WVE policies, donor guidelines of ADH and government regulations.
  • The envisaged project outcomes are achieved, activities are easily delivered, and the collaboration of working together with the stakeholders is maintained and promising for future acting together adhering to the required policies, donors’ requirements and government regulations.
  • Active representation in any risk monitoring meetings and compliance sessions like technical working group.
  • Ensure representation of WVE in external meetings and technical working group to confirm compliance and risk monitoring issues are addressed.
  • Build and develop the capacity of the field staff in Anticipatory Action to ensure an early action in emergency response is sustainably and effectively maintained.

Job Requirements

Required Professional Experience

5 years of experience in relief and/or any emergency response, disaster risk reduction, disaster risk management

Required Education, training, license, registration, and certification

BA/BSc Degree in Disaster Risk Management, Agriculture, agricultural economics, Economics, Development studies, emergency response related or other social science related fields

Technical capacity on Early Warning monitoring and Training qualifications required on rapid response mechanism in addressing hazards affected communities is required

Preferred Knowledge and Qualifications

Program interventions implementation related to Early Warning monitoring and effective performance in emergency response, Disaster Risk Management etc…

Computer literate,

Providing technical support and/ or strong organizational skills is required.

Capacity of community mobilization, facilitation and project management skill, enrolling participatory assessment and Early Warning monitoring experience is required,

NGO experience is preferred,

Rapid Response Mechanism monitoring and implementation is preferred (Excellent experience in field level facilitation and coordination and report writing is also the added advantage)

Safety net programs of food provision to the affected communities’ groups as well as school feeding programmers for children is an advantage.

Position 3: IWASH Technical Program Coordinator

WASH activities implemented in the project area. He/She has functional (matrix) responsibility for head office respective Regional /WASH Program manager.

  • Manage the planning, study & design of all WASH project activities of the program hub within the designated geographic area of operation.
  • Design using AUTOCAD, WATER CAD, WATERGEMS and Other Engineering Software, and/ or approve all designs to be efficient ,cost effective, inclusive, innovative and appropriate to the local conditions;
  • Ensure the WASH project activities comply with donor’s requirements, WV and government policies and global standards.
  • Ensure the ground water investigation, study and implementation works of the project comply with donor’s requirements, WV and government policies and global standards by closely working with concerned Gov’t professionals AP engineers.
  • Plan, facilitate and conduct capacity building trainings to ensure proper sanitation and hygiene implementation in World Vision Ethiopia operation areas; Follow up the overall implementation of sanitation and hygiene activities;
  • Play leadership role for the sustainable of WASH projects, coordinate the water safety plan performances in the intervention woredas, coordination of WASH governance and water quality assessment and monitoring activities of newly constructed & rehabilitated schemes implemented in the project area in collaboration with Gov’t concerned officials and AP WASH staffs.
  • Engage in and ensure proper liaison and networking with government, NGOs and other partners working in the project areas.
  • Engage in reviewing activity vs. budget plan to monitor the activity progress and budget utilization.; Guide and ensure the preparation of high quality programmatic and financial reports, for donors and support offices.
  • Good financial management; Excellent financial management with 10% range at the end of the fiscal year
  • Monitor or track WASH projects progress, develop & submit periodic WASH reports of all APs, generate learning and ensure proper documentation is in place.
  • Ensure WASH projects monitoring, reporting, learning and documentation
  • Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability.
  • Proper coaching mechanism in placed for staffs under supervision
  • Promote major cross cutting themes including environment, gender, protection, advocacy, disability, peace building and Christian commitment.
  • All project implementation includes this cross cutting themes.

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Experience on WASH Program design, planning, implementation, supervision, management and technical support.

Have experience on electrification and solar system design, plan and implementation.

Required Education, training, license, registration, and certification

Qualification required: M.Sc /B.Sc Degree in Water Resource Engineering, Civil Engineering, Sanitary Engineering, Hydraulics Engineering and other related fields;

Experience:  at least 6 years for M.Sc and 8 years for B.Sc with minimum of 2 years on WASH programs management experience in an international NGO or similar organization. Demonstrated knowledge on different water schemes study and design is preferable.

Preferred Knowledge and Qualifications

Basic computer knowledge (word, Excel) and advanced knowledge of current up-to-date design software such as AUTOCAD, WATER CAD. Special training on design, Construction Supervision and Contract Administration. Effective in written and verbal communication in English. Experience on WBC, CLTSH, MHH, CASH, WASH Governance.

Position 4: Operation Center Coordinator

Job Description Summary

The purpose of the Operations Centre Coordinator, is to have full operational management of the Operations Centre at the National Office. He/She will manage the day to day functionality of the Operations Centre, be the direct focal point/manager in-charge of managing all journey, incident, medical and communications management. Organisational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalising an organisational culture and practice of staff safety and security across Ethiopia.

Minimum education, training and experience requirements to qualify for the position:

Bachelor’s degree social sciences or in relevant fields. Police/Law Enforcement Training.

Confirmed employment of the security coordinator is contingent on him/her passing the HEAT training course within 90 days of employment or approved OCS equivalent(probation period) At least three (3) years’ experience in a proven security field (public, private, and government or NGO sectors). Strategic / Managerial

Position 5: Area Program Finance Officer

Major Responsibility:

  • Prepare complete, accurate and timely AP financial/grant reports and submit to the AP Supervisor, other internal and external stakeholders as per WVE financial manual
  • Ensure proper approval for all payment requests in accordance with WVE authorisation limit
  • Handles all bank matters including bank signatories,  bank reconciliation and  bank deposits
  • Ensure AP projects financial data processing and keep all accounts are current and up-to-date
  • Review payroll preparation for AP level hired staff and casual workers and effect timely payment
  • Review business & travel advance requests & ensure timely settlement
  • Involve in budget preparation, cash flow analysis, budget management and control in collaboration with program staff.
  • Coordinate the pre-audit preparation for the AP internal, local external and Global Centre (GC) audit and ensure implementation of audit recommendations
  • Engage in maintaining monthly and annual fixed asset inventory register of the AP and ensure timely submission to RO.
  • Handle cash request and management to ensure APs month end cash balance according to the APs target low (i.e.,1.12 of the AP’s annual budget) and request fuel coupon as per the need
  • Engage in and ensure that appropriate tools like Coaching for Performance (CFP) and mentoring, etc are practices within the department to enhance smooth staff relations and accountability;
  • Review and submit insurance data related to vehicle, motor cycle to RO and annual insurance survey data to National Office for timely annual insurance renewal
  • Follow-up and ensure purchased items of the project at HO and RO are collected as per the requested date of delivery
  • Advice the AP manager on Financial and Administrative Issues.

Job Description

The position holder will base at Wollega , Kondola woreda  and responsible to ensure the implementation of Shelter and NFI activities   specifically relocation,  provision shelter repair kits for most vulnerable households in Kondala woreda and smoothly works with respective district government and WVE department. He/ She will engage lead the operationalize the projects such provision Shelter repair kits and monitoring of the progress of the damaged households.

In collaboration with all partners at different level. She/He is responsible to coordinate both physical implementation, financial accomplishment and beneficiaries targeting and monitoring of the impact in the target area.

  • Ensure appropriate provision of Shelter repair kits for most vulnerable groups.
  • Participating in quality assurance of monitoring conducted at field level;
  • Implement site closure strategies and ensure rehabilitation of areas formerly occupied by camps or collective centers.
  • Prepare reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements  to WV.
  • Ensure appropriate coordination with all humanitarian partners as well as with Zonal authorities and local structures

Humanitarian field experience with substantial exposure to aid agencies’

At least three 2 years’ experience in implementing shelter and infrastructure projects in humanitarian context and previous involvement in implementation processes (including development of bill of quantities, analysis of local capacity and local markets, cost estimations, etc.)

Required Education, training, license, registration, and certification

University Degree in Engineering; – (e.g. Civil, hydraulic, Construction Management a related field), or an equivalent Shelter and NFIs in humanitarian experience.

• Excellent English communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
