World Vision Ethiopia would like to invites competent and interested candidates for the following positions.

Position 1: – Peace building officer

Job Description:

  • Target youth: support the assessment, identification and implementation of community connector projects. Cooperate with, local government offices, private sectors and other stakeholders in 1he project site to identify job and training opportunities.
  • Engage in the preparation of the project operational plan and contribute to the timely submission of standardized mission reports to project donors and    other relevant bodies.
  • Ensure that at all time the project target achievement is in line with the planned log frame milestones and the budget bum rate arc up to date with the planned cash now and Prepares ToR and monthly cash need for activity implementation. And Closely monitors and ensure proper utilization of project budget as per the approved cash flow
  • Maintain and strengthen existing partnerships and develop new ones to ensure delivery of objectives; ensure application of WVE’s people first principles and values in the partnerships
  • Ensure timely submission of timely project reports as per World I Produce quality report as per the donor interest Vision Korea and Donor requirements. And conduct timely
  • documentation of project progress through case studies, stories, photos, videos, context monitoring among others.
  • Develop project implementation tools including implementation I Produce or adopt project implementation tools manual, Detailed Implementation Plans (DIPs), MEAL Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.

Job Requirements

Required Professional Experience:

2-3 years Relevant work experience, at least I year must be in similar position; livelihood project officer and experience in working on peace­ building or security sector reform in a conflict affected environment

Education, Training and Certification:

Ability to work with locaI organizations and actors with knowledge about and experience from the relevant  East and west Wollega and Kamashi Zone context, to utilize and ensure their capacity and continuous capacity development and to otherwise adapt ways of working according. registration.     

Preferred Knowledge and Qualifications:

 BA/BSc. in Sociology, Economics, Development Studies, Agricultural Sciences, or other related field of studies

Travel and Work Environment:

The position requires to travel physically

Position 2: – Emergency Livelihood Recovery Officer

MAJOR RESPONSIBILITIES

  • Facilitate selection; registration and verification of beneficiary HHs to be addressed and submit the list in excel to integrated multisector project coordinator.
  • Most vulnerable and affected HHs are fairly selected and verified for support
  • Ensure project information is shared, complaints are managed correctly and feed backs are provided to the complaints, and beneficiary selection is validated by relevant stakeholders.
  • Feedback of the target HHs collected and appropriate action is taken and accountability is ensured.
  • Facilitate implementation of emergency livelihood project in the target woreda as per the detail implementation plan in alignment with donor and government requirements.
  • Livelihood projects will be implemented as per the plan
  • Prepare input distribution plan, facilitate the distribution, collect and document input distribution list and report to integrated multisector project coordinator.
  • Inputs are distributed to the beneficiary on time participating partners at all level
  • Facilitate training of agricultural extension agents and roll out of the training to targeted beneficiary together with agriculture office 
  • Extension agents are capacitated and provided extension service to targeted beneficiaries
  • Monitor and collect data of project implementation regularly and report the progress and challenges and lessons learned to the integrated multisector project coordinator. 
  • Partners and leadership at different level will be aware of the situation.

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience:

  • 3 years’ and above experience in livelihood project implementation and/or emergency response
  • NGO experience is preferable.
  • Knowledge and experience of emergency response is an advantage.
  • Grass root work experience in development projects management, emergency response, especially in hardship environment.
  • Experience of working in the work location is a plus

Required Education, training, license, registration, and certification

Minimum BSc/BA in the fields of Agriculture, Rural Development and related field of study.

Preferred Knowledge and Qualifications

  • Intensive skills of working on MS-word and MS-excel
  • Experience of supervising emergency projects
  • Analytical skills of field data recording, good report writing and presentation

Position 3: Field Security Coordinator

Job Requirements

Required Education, training, license, registration, and certification

BA degree in relevant field.

Police/Law Enforcement Training.

Required Professional Experience

  • At least three (3) years’ experience in a proven security field (public, private, and government or NGO sectors).
  • No previous criminal record or convictions
  • REQUIRED: Confirmed employment of the security coordinator is contingent on him/her passing the HEAT training course within 90 days of employment or approved OCS equivalent   (probation period)

Position 4: Water & Civil Works Engineer

Major Responsibility:

  • Coordinate and ensure the Civil and Water Works planning, study, design, implementation and monitoring of the Projects and programs Civil and Water Works within the designated geographic area of operation.
  • Ensure the implementation of the Civil and Water Works Component of the projects is in compliance with donor’s requirements, WV and government policies and global standards. Collect drawings/designs, specifications, bill of quantities from concerned government offices and review/verify technical compliance
  • Ensure the Civil and Water Works projects delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
  • Develop and regularly update Civil and Water Works work plan guiding the projects implementation and ensure this is used by the project team to monitor projects progress. •       Review APs water resource development and other civil works document and make regular discussions with government line offices to create smooth relationships, mutual understanding and support;
  • Engage in the preparation of the annual operation plan of the program and ensure timely submission of standardized quarter, biannual and annual accomplishment reports. Engage in reviewing activity vs. budget plan in quarter, biannual and annual basis to monitor the activity progress and budget utilization.
  • Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment.

Job Requirements

MSc /BSc Degree in Water Resource Engineering, Hydrogeology, Sanitary Engineering, Hydraulics and other related fields.

Required Professional Experience

  • 4 and above Years related work experience

Position 5: IYCF Officer

MAJOR RESPONSIBILITIES OF THE POSITION HOLDER WILL BE:

  • Responsible to support Districts and PHCU in collaboration with OTP/SC officers in planning and conducting nutrition screening activities, Ensuring existence of functional referral pathways and linkages between communities and HF and vice versa on TFP/SFP beneficiaries.
  • Support and assist Woreda Health Offices and PHCUs in the piloting of Family MUAC approach.
  • Implement and provide technical support for TFP on (IDPs), and mobilization of community, and nutritional screening for both host & IDPs.
  • Conduct regular supportive supervision and provide technical support on stabilization Center and Outpatient Therapeutic Program sites every week.
  • Ensure linkage of OTP/SC discharges, to distribution of protection and TSF ration (If applicable), in order to prevent further deterioration.
  • Print, laminate and provide the necessary OTP/SC guidelines and protocols for running OTP/SC, photocopy for other related activities.
  • Integrate the TFP activities with IYCF Activities, including health facilities with due emphasis on enhancing the availability and integration of IYCF counselling services.
  • Ensure Job aids are available in Health posts (HEW quick reference, Look up table, report format, tally sheet, Plump nut and drug stock control balance form

  • BSc degree in Public Health/ Clinical Nursing/Nutrition and related health field of study preferred from accredited universities or health colleges

Knowledge, training and experience in management of MAM and SAM with/without medical complication Demonstrated skills in IYCF-E with CMAM program planning, implementation and monitoring. Demonstrated ability to work effectively in a team environment. Good human relation skills. Willingness to work under pressure and extra hours Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions; Strong adherence to World Vision values; Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity; Prepared to live and work in a remote and uncertain security environment Fluent in oral and written English, Tigrigna and Amharic.

Position 6: CMAM Officer

MAJOR RESPONSIBILITIES OF THE POSION HOLDER WILL BE:

  • Supporting woredas and PHCU in planning and conducting nutrition screening activities; Ensuring existence of functional referral pathways and linkages between communities and HF and vice versa; Promoting the availability of services to which beneficiaries can be referred, training of staff in nutrition screening and referral services; Ensuring that HFs are equipped with minimum supplies needed for nutrition screening activities, (e.g. MUAC tapes, registration and reporting format, referral forms, guidelines etc.); Promoting and supporting community mobilization and sensitization activities towards nutrition screening program.
  • Support and assist Woreda Health Offices and PHCUs in the piloting of Family MUAC approach.
  • Implement and Provide technical support for TSFP (food distribution), Site preparation (IDPs), and mobilization of community, and nutritional screening for both host & IDPs
  • Conduct regular supportive supervision and provide technical support on stabilization Center and Outpatient Therapeutic Program sites every week;
  • Ensure linkage of OTP discharges, MAM children, and acutely Malnourished PLW to distribution of protection and TSF ration (If applicable);

  • Protect, promote and support  Infant and Young Child Feeding (IYCF) program in the health system, including health facilities with due emphasis on enhancing the availability and integration of IYCF counselling services in coordination with IYCF team members .
  • Ensure Job aids are available in Health posts (HEW quick reference, Look up table, report format, tally sheet, Plump nut and drug stock control balance form)
  • Ensure the integration of IYCF to CMAM programming through strengthening of psychosocial & emotional sites & IYCF promotion & counseling with assigned team members.

Position 7: Zonal Health and-Nutrition Coordinator

MAJOR RESPONSIBILITIES OF THE POSITION HOLDER WILL BE:

Objective 1: Establish and supervise Health and Nutrition activities.

  • Working with other sectors PMs to analyze needs in the area and propose activities & locations accordingly.
  • Provide inputs for the development of a concept note and/or project proposal with other sectors with a view to developing shared and integrated approaches.
  • Ensuring quality implementation of health nutritional packages, including CMAM/IMAM, IMNCI, ANC-PNC, IPLS
  • Develop Detailed Implementation Plan (DIP), Project Procurement Plan, Supply Plan at start of a project.
  • Develop M&E tools (APR) for ongoing and new projects in collaboration with MEAL Teams.
  • Participating in the preparation and execution of health and nutritional assessments (provide information to those conducting the study: local geographical, economic, social and anthropological data)
  • Conduct rapid needs assessments as required in collaboration with other WVE sectors.
  • Creating and developing a network for the detection and referral of clients, notably by the use of community mobilization techniques
  • Preparing timely procurement requests according to BoQ and budgets, monitoring and controlling nutrition stocks & consumption in collaboration with supply chain, Logistics/fleet, Hub Leads and HO technical teams.
  • Objective 2:   P&C Management and staff development
  • Determine the HR needs for the implementation of the health and nutrition activities.
  • Taking part in the recruitment of staff in line with P &C procedures and in consultation with P&C coordinators/Managers
  • Conduct staff appraisals and support Zonal Coordinators in the implementation of staff appraisals & development of work/action plans.
  • Develop and follow up on individual work/ action plans.
  • Identifying the training needs of WVE teams on the basis of skills assessments and observation in collaboration
  • Organizing and carrying out training sessions, On Job training, Mentoring and Supervision
  • Organize and lead (in collaboration with TA) monthly team meetings to identify challenges and track progress in the program implementation at the different centers and develop action plan and follow up accordingly.
  • Organizing and leading meetings with the team and individual staff members, on both a regular and ad hoc basis
  • Follow up on staff leave planning, absence, late coming in collaboration with P&C
  • Objective 3: Develop and direct operations.
  • Contribute to the development of the WVE Health & Nutrition strategy and roll out strategy as required.
  • Analysis and follow up of the health and nutrition situation in the region- outbreaks, health and nutrition status and other issues affecting the health and nutrition status of the population.
  • Contributing to the preparation of new project proposals (text, budget, BoQ and HR needs) in collaboration with other other sectors’ PMs, Coordinators and Nutrition & health Technical Advisor/specialists
  • Ensure accurate and quality monthly reporting (MMR narrative and quantitative report,SiTrip Reports
  • Ensure that staff are adhering to the reporting and recording system (beneficiary cards, register books, daily, weekly, monthly reports)- accuracy and timely submission.
  • Contribute to donor reporting (frequency according to the donor requirements) by compiling and writing of nutrition narrative on progress while ensuring accurate data.
  • Presenting the Health and Nutrition program to partners (the authorities, donors etc).
  • Objective 4: Internal and External Coordination
  • Participate in the different external coordination mechanisms at Regional, Zonal and woreda level.
  • Develop network of contacts at base level (INGOs, LNGOs, government, technical or scientific) to allow a smooth implementation of the project.
  • Provide updates on WVE health and nutrition activities in the different external coordination meetings.
  • Provide technical inputs according to WVE guidelines, positioning papers, and strategy in the external coordination mechanisms as well as technical working groups.
  • Liaison with international and local partners regarding health and nutrition activities
  • Lead and provide support to health and nutrition team on external partners’ (including donor visits) field visits – represent WVE, development of briefing papers etc.
  • Share minutes of meetings attended including summary of action points.
  • Ensure timely submission ENCU and Health Cluster report at national level/sub national.

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum five years working experience with NGOs in Emergency Health and Nutrition programs; 
  • Required Education, training, license, registration, and certification
  • Master’s degree in public health or nutrition with clinical health background (degree in Public Health or Clinical Nursing) from accredited universities or health colleges

Certificates on:

  • ToT training in Acute Malnutrition 2019 revised guideline
  • ToT training in revised 2019 IMAM guideline
  • Integrated Pharmaceuticals Logistics System (IPLS)
  • Certificate of training on SPHERE standards
  • Trained on Family MUAC approach
  • Health and Nutrition Assessments/Survey ToT/basic training
  • Training on IMNCI/ICCM/FP/EPI and PHEM

Preferred Knowledge and Qualifications

  • Knowledge on Red Cross/Red Crescent Code of Conduct, WV’s disaster management cycle and Sphere standards Knowledge, training and experience in management of MAM and SAM with/without medical complication Demonstrated skills in CMAM/IMAM program planning, implementation and monitoring. Experience in cascading family MUAC approach  Demonstrated ability to work effectively in a team environment. Willingness to work under pressure and extra hours, and out of assigned implementation area Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions; Excellent training and facilitation skills, and Negotiation’s skills Strong adherence to World Vision values; Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity; Prepared to live and work in an remote and uncertain security environment Fluent in oral and written English, Amharic and other local  language will be an advantageous.
