Addis Ababa city administration Health Bureau wants to hire interested and qualified candidates for the following position:-

1.       Senior TB/HIV Clinical Advisor

Job Summary: She/he will be responsible for coordinating the overall clinical pillars of regional HIV care and treatment program.  The position holder will be responsible for conducting regular monitoring and review the progress of regional and sub city level implementation of activities towards attaining the 3 90’s targets. He/she oversees, coordinates and regularly reviews performance and the activities of all the regional clinical personnel associated with the project. Continuously identify internal and external gaps and risk and design strategies for improvement.

Major Duties and responsibilities:

•        Oversee the development of overall technical components of CoAg plan and ensure individual level cascading of the plan to clinical personnel

•        Provide technical oversight, strategic direction and ensure appropriate support for the implementation of program activities in HIV and TB

•        Coordinate overall clinical programmatic activities

•        Conduct regular performance monitoring, evaluation and appraisal of the project’s clinical personnel

•        Identify gaps in program implementation and progress and develop as well as lead the implementation of performance improvement plans

•        Ensure the regular reporting documentation and review of program technical activities

•        Coordinate the necessary support and capacity building activities of technical personnel across the tier system

Requirements:

       Education: MD with MPH or MD with Specialty in internal Medicine

Work experience: –

•        At least 5 years in clinical medicine with 3 years and above on HIV/AIDS care and treatment programs.

•        Providing technical support to adult HIV care and treatment program.

•        Experience in mentoring other professionals and conducting training on ART.

•        Recent experience delivering HIV prevention, care, and treatment programs

Training:

•        Trainings on consolidated ART (Basic or TOT) and Clinical mentoring is mandatory

Skills: –

•        Strong communications skills

2.       Job Title: Senior PMTCT & Pediatrics HIV treatment, care & support Advisor 

Job Summary

Under the general guidance of Family Health Directorate and the Project coordinator,  the Senior PMTCT & Pediatrics HIV treatment, care & support Advisor   will  be  responsible  for  the  design,  planning,  delivery,  monitoring and evaluation  of  high-quality  pediatrics HIV  program, and  the  triple elimination  of  mother  to  child  transmission  (eMTCT) services.

Actively participate in the planning and implementation of CDC/COAG project related PMTCT and pediatric treatment care and support activities within the Regional Health Bureau, sub city health offices and health facilities.

Major Duties and responsibilities:

•        Support implementation of CDC project COAG related PMTCT and pediatrics HIV treatment, care and support activities at facility, sub city and RHB

•        Provide technical assistance in planning, development, implementation and monitoring in PMTCT in the HFs, sub cities and regional office levels

•        Support rolling out of triple elimination of eMTCT program through training and mentoring of health care providers at facilities providing PMTCT services

•        Assist  in  implementation  of  quality  improvement  approaches  to  improve retention  of  HIV  positive  mother  and HEIs  in  care  services.

•        Assist and actively participate in integration of FP and TB screening in PMTCT services

•        Support in Scale-up of couples counseling and partner testing, facilitate male friendly services, and establish a monitoring system related to these services.

•        Assist in the monitoring of performance of Case managers and MSG in retention of PMTCT Clients and establish/strengthen linkages with community based PMTCT support services

•        Lead  and/or  oversee  identification  of,  and  activities  related  to integration  of  PMTCT services with broader HIV and AIDS services as well as family planning, maternal health and other reproductive health services

Requirements

•        MD/with specialty in pediatrics/Gyn-OBs, with MPH

•        At least 5 years’ experience in PMTCT /pediatric HIV care

•        Recent experience delivering HIV prevention, care, and treatment programs

Training

•        Basic and TOT trainings in PMTCT(including Option B+)is required

•        Comprehensive /basic ART (Adult and pediatric)/

Skills

•        Demonstrated experience of developing effective working relationships with stakeholders from government agencies, NGO, academics and opinion leaders, including successful advocacy and influencing.

•        Strong communications skills

3.       Job Title: Private Health Facilities Mentor Coordinator

Job Summery

Under the guidance of HPDP Directorate the private health facilities mentor coordinator will support in planning and implementation of quality comprehensive HIV care and treatment services at private health facilities, The incumbent will optimize linkage, rapid ART initiation, retention in care/treatment, access to VL/result utilization, DSD, lab support, M&E and quality improvement activities at supported private health facilities in Addis Ababa.

Major Duties and responsibilities:

•        Lead private health facilities  annual planning  preparation for comprehensive HIV/AIDS prevention, care and treatment services

•        Coordinate/monitor implementation of comprehensive HIV care and treatment services at private health facilities

•        Conduct clinical mentorship at private health facilities as per regional clinical mentorship platform by preparing annual and monthly mentorship plan/schedule and use revised mentorship instrument,

•        Support implementation of customized and innovative approaches to enhance case detection, linkage, rapid ART initiation, protecting ART treatment cohort by preventing and bringing back lost to follow up clients at private health facilities

•        Optimize access to VL service and result utilization including high VL management as per national guideline at private health facilities

•        Implement/strengthen new and existing  differentiated service delivery models (e.g. ASM,MMDs DSD for advanced HIV disease) at private health facilities

•        Ensure cascading of identified new initiatives at private health facilities (e.g Cervical cancer screening integration to ART service)

•        Ensure availability of latest Guideline/provider support tools/client education materials and job-aides at private health facilities

•        Regularly assess for training need and provide orientation/training on new initiative at private health facilities by discussing with regional project coordinator

•        Implement quality improvement projects on major identified gap in comprehensive HIV prevention, care and treatment services at private health facilities

Requirements:

•        MD (GP) with minimum of 5 years’ experience and working as clinical mentor in HIV program for at least 2 years

•        Experience in teaching, mentoring, organizing and conducting training in HIV program

•        Experience as practicing clinicians in ART clinic for at least 2 years

Training

•        Comprehensive /basic ART (Adult and pediatric)/

•        Basic trainings in PMTCT is required

•        Basic mentorship is mandatory

•        Received training on HIV and new initiatives in the last 3 years is plus

Skill

4.       Case Based Surveillance Advisor

Job Summary:

The purpose of this position is to strengthen the regional health bureaus capacity on HIV epidemic investigation and response, support the establishment of Emergency Operation Center (EOC), lead HIV case-based surveillance and propose practices that will promote evidence-based decision making at all levels. The work requires considerable independent judgment and advanced knowledge of field epidemiology. The field epidemiologist will work under the general supervision of regional health bureau head  

Major Duties and responsibilities:

•        Support the establishment of regional Emergency Operation Center

•        Real-time monitoring of functional RHB command posts and field investigation of incident cases 

•        Prioritize and track incident cases with high viral load for timely intervention and monitoring of response

•        Generate, analyze, and visualization of program performance report across the regional clinical cascade and dissemination to towns, Woreda health office and facilities

•        Support the development of information systems to improve effectiveness of surveillance, investigation, and other epidemiologic practices

•        Apply principles of informatics, including data collection, processing, and analysis, in support of epidemiologic practice

•        Formulate new interventions on the basis of evidence when available, and control measures in response to epidemiologic findings

•        Reinforce incidence surveillance and response, data management and use

•        Reinforce data management, information use and information system training through routine review and feedback.

•        Use skills that foster collaborations, strong partnerships, and team-building to reach epidemiology program objectives

•        Promote the epidemiologic perspective in the regional strategic planning process

•        Conduct epidemiologic activities within the financial and operational plan

•        Implement operational and financial plans for assigned objectives

•        Identify regional health bureau development and training need and facilitate/conduct training and regular mentoring.

Requirements:

•        Master’s Degree in Epidemiology or Public Health

•        Must have at least 4 years of experience in Public Health surveillance

5.       Job Title: PMTCT and Cervical Cancer Prevention Coordinator

Job Summary

Under the guidance of the Sub-city Health Office, the PMTCT and cervical cancer Prevention Coordinator will support the planning & implementation of cervical cancer screening, prevention treatment and control program at Sub-city level and respective health facilities. He/she will also be responsible for the implementation of eMTCT program in the sub city and selected catchment health facilities.

Major Duties and Responsibilities:

•        Oversee the planning, implementation, monitoring and evaluation of eMTCT & Cervical screening, prevention, treatment and control at Sub-City Health office and health facilities

•        Work with Regional Health Bureau in the planning, organizing and execution of trainings on eMTCT & Cervical cancer related training. 

•        Support the distribution and availability of  the necessary Guidelines, SOPS, Providers Support Tools, Client Education Materials and M&E tools to all sites with PMTCT & Cx Ca screening service

•        Work with RHB to facilitate the distribution of medical equipment as well as accessories, and supplies to ensure continues availability of eMTCT & cx Ca screening service

•        Support HFs to improve uptake of CxCa screening among WLHIV by demonstrating maximum effort.

•        Support HFs to ensure 90% of clients identified as VIA positive get Cryotherapy or thermal ablation on the same day by supporting the implementation of single visit approach

•        Ensure the availability of Cervical screening, prevention, treatment and control minimum services package in the Selected catchment HFs 

•        Support facilities in conducting cervical screening, prevention, treatment and control quality improvement initiatives and build capacity to benchmark and scale-up best Cervical screening, prevention, treatment and control

•        Mentor PMTCT and MCH Health Care workers at health centers and oversee the quality of PMTCT services at health centers

Requirements:

Master’s Degree in Public Health with Health background (1st degree in Nursing or Health officer) with 4 years’ experience, of which 3 years on HIV prevention care & Treatment program -OR-

BSc degree in Nursing, Midwife or Public health with 6 years’ experience of which 5 years on HIV prevention care & Treatment program

Basic Trainings

•        Basic PMTCT training (Must)

•        Basic training on Cervical Cancer prevention and management

Skill

•        Basic computer skills in statistical applications

•        Strong oral and written skills in English

•        Ability to establish and maintain an effective working relationship

•        Experience in Cervical screening, prevention, treatment and control program is preferable

6.       Job Description for Sub City TB/HIV & Case Based Surveillance Coordinator

Job Summary

The Sub city TB/HIV and Case Based surveillance coordinator will lead the implementation of care & support and HIV case-based surveillance under his/her supervision and is in charge of ensuring their implementation. They Will work in coordination with their regional team members in development of annual implementation plans, Organizes, coordinate and facilitate capacity building activities and rollout training, undertake continuous monitoring of implementing Care & support and HIV Case-based surveillance including conduct supportive supervision and site readiness assessment, data analysis and visualization of the program data and producing quarterly surveillance reports.

Major Duties and Responsibilities:

•        Develops annual implementation plans for CBS & Care and support programs in collaboration with the regional team.

•        Organizes, coordinate and facilitate capacity building activities and rollout training for CBS & Care and support programs

•        Conduct continuous and Periodic monitoring in health facilities implementing Care & Support and HIV Case based surveillance.

•        Collaborate with the regional team and conduct supportive supervision and site readiness assessment.

•        Establish and maintain successful work relationships with Sub city Health office, PHEM, RHBs, ICAP and CDC.

•        Collaborate with the regional team and produce periodic surveillance reports.

•        Assist PHEM and the region in data analysis and visualization of the program data.

•        Continually document and disseminate program successes, case studies and lessons learned.

Requirements:

Master’s Degree in Public Health with Health background (1st degree in Nursing or Health officer) with 6 years’ experience after Masters, of which 5 years on HIV prevention care & Treatment program, OR

BSc degree in Nursing or Public health with 10 years’ experience of which 5 years on HIV prevention care & Treatment program

Trainings

•        Basic ART training (Required)

•        Basic training on Case Based Surveillance (Required)

Skill

•        Supervision and strong interpersonal skills

•        Basic computer skills in statistical applications\

7.       Job Title/Position: Sub city HIV care & Treatment Coordinator

Job Summary:

The job holder will be responsible for leading and coordinating comprehensive HIV/AIDS programs in the catchment of the sub city. She/he will also be responsible for supporting the sub city Health Office and the health facilities to implement the three 95 activities. He/she will organize, lead and represent the project activities. The Sub city’s HIV Treatment coordinator is also expected to conduct weekly mentorship at Health Facilities. He/she submits regular reports of sub city level project activities to RHB and follows the program implementation of both public and private health facilities in the sub city.

Requirement:

Education: BSc degree in Public Health or Nursing with MPH

Experience: A minimum of 5 years’ experience and at least 3 years verifiable experience on TB/HIV program

Required Trainings

•        Comprehensive or Consolidated ART training is a must

•        Training on Clinical Mentorship is advantageous 

Skill

•        Interpersonal Communication

•        Ability to work in extra times including weekend days as required

•        Proven ability to lead/coordinate team works

8.       Job Title:  Sub-city HTS/KP /PS Coordinator

Job Summary The Sub-city HTS/PS/Key Population Service Coordinator is expected to oversee HIV coordination and implementation of HIV testing and counselling service and support Key and Priority Populations services under the Sub-City. He/ She will provide technical assistance to health facilities under the sub-city, provide onsite mentorship when there is gap, and is also responsible for all consultations requested from sites. He/ She reports to Sub City Health Office disease prevention and health Promotion process owner and AACAHB.

Major Duties and Responsibilities:

•        Lead in micro-planning, Implementation, monitoring & evaluation of targeted testing.

•        Support HTS, Partner service(PS) and Key population (KP) services in selected sites within the sub-city

•        Support sites to achieve HIV positive target

•        Support and monitor Initiation and implementation of PS at health facilities.

•        Map hot spot areas under the sub-city and support the integration of KP friendly service at facility level

•        Monitor Rapid test kit (RTK) allocation, distribution & utilization at selected sites. Closely work with stakeholders to address supplies gaps

•        Coordinate with community based organizations to facilitate HTS for high risk population

•        Coordinate case detection and linkage activities within the sub-city

•        Coordinate bilateral community – facility referral system at the sub-city level

•        Review and analyze site & sub-city level HTS/PS/KP related reports for data use & decision making

Requirement:

•        Education: BSc degree in Public Health or Nursing with MPH

Experience

•        A minimum of three years of progressively responsible professional level experience in the area of HIV prevention interventions in Ethiopia

•        Knowledge on current national HTS direction and guiding principles is desirable.

•        Experience with the health structure and health services delivery systems of FMOH of Ethiopia in particular of Addis Ababa City health bureau.

9.       Job Title:- Health Facility Monitoring & Evaluation Officer

Job Summary

The Monitoring & Evaluation coordinator will be under the direct supervision of Health Facility Head work closely with sub-city Health office, Woreda, HFs and AACAHB planning, Monitoring and Evaluation Sub Process on M & E and HMIS related activities.

Major Duties and Responsibilities

•        Share site level PEPFAR targets, avail epidemiologic estimates

•        Ensure HIV/AIDS data availability 

•        Monitor availability of standard patient level tools and register at each SDP

•        Collaborate with Performance monitoring team (PMT) and conduct LQAS for HIV indicators regularly

•        Mentor all HIV program staffs on recording, reporting, analysis and use

•        Troubleshoot EMR, e-HMIS

•        Data analysis, synthesis, presentation and information use

o        Produce and share summary data with appropriate data visualization (cascade, Net new Vs Treatment new, actual linkage, yield by service delivery point (SDP) / modality, etc.) for management, Multi- disciplinary team (MDT), Catchment area meeting (CAM) and other forum.

Requirement:

Education: BSc in Public health, Bio Statistics, Statistics

Experience: Minimum of four years of professional experience in M&E related activities

Training:

•        Basic training in M & E is a mandatory

•        Training on HMIS is advantageous

Skill

10.     Job Title: – Facility Data clerk

Job Summary:  The data clerk is an IT person who has Certificate in the profession. She/he is responsible to handle comprehensive ART/HIV program data in the form of capturing/abstracting from patient card/chart and entering to appropriate registration on Pre-ART, ART, Electronic ROBs, Store and report data.

Duties and responsibilities

•        Assist ART clinicians with capture of patient file information to facilitate accurate and complete data collection

•        Provides daily data entry services to the ARV computerized management information system

•        Assures the hard-copy patient records and the data stored in the MIS machine remains confidential and only limited access by approved individuals is maintained.

•        Assist in Management of patient records, ensuring that patient files for scheduled visits on any given day are provided to the ART clinicians and that data is completely and accurately captured (including laboratory results) before the file is stored.

•        Assist with capture, Quality-check TB, PMTCT, TB, and VCT data   in register to promote completeness and quality.

•        Produce ARV monthly summary statistics on monthly basis: copies, distributes to ARV clinical staff, regional

•        Produce automated reports on request of authorized individuals.

Requirements:

Qualifications: BSc in Computer Sciences, Information Technology (IT) or Health Informatics (HI)  0 Year work experience Or HIT with two years related work experience

Knowledge and skills

•        Good Computer literacy levels, with specific reference to MS Word and Excel.

•        Excellence driven with an appreciation for accuracy.

•        Unquestioned integrity and ability to deal with confidential matters.

•        Fluency in written and spoken English

•        Ability to work in a team environment
