Association of Pastoralist Community for Change (APCfC) would like to invites competent and interested candidates for the following positions.

Position 1: Community Mobilizer/Field Officer

Job Description

Association of Pastoralist Community for Change (APCfC) is a local Non-Governmental Organization registered with Oromia Attorney General Bureau (OAGB) in accordance with the Oromia Regional State proclamation for Civil Society Organizations with a certificate No WB/03/0099.

APCfC is currently implementing a Peace Building Project funded by DCA-Ethiopia in Dillo Woreda of Borena zone with aims to enhance participation of Women in community Peace Building Process.

APCfC would like to employ interested and qualified candidate for the vacant position.

Position Description/Summary:

Under direct supervision of APCfC Field Project Coordinator, the purpose of Community Mobiliser/Field Officer is to coordinate overall planning and implementation of the Project and mobilize and engage target Women and local community smooth delivery of the project in selected kebeles in Dillo Woreda, Borena zone. 

Key Duties and Responsibilities:

  • Participate in the planning, implementation and reviewing project scopes of work, training programs and awareness raising sessions.
  • In close collaboration with Government Stakeholders coordinate targeting and establishment/revitalization of the Women Peace Forum/structures from across the project target kebeles.
  • Facilitate training and intra and inter community peace dialogues.
  • Prepare timely project implementation reports including documentation of project best practices.
  • Conduct awareness raising and sensitization sessions for Customary leaders, elders and community representatives on the importance and benefits of Women’s engagement and participation local Peace building and conflict transformation efforts.
  • Provide and facilitate capacity building trainings for the Project target Women on VSLA, THM and Conflict early warning and early response.
  • Provide regular support to the Project target Women through their Weekly saving and meetings.
  • Support coaching and cascading of the skills obtained through the training provided by the project and facilitate household level THM exercise and review activities in project target kebeles.
  • Participate in designing and implementing women’s focused Peace building initiatives that Create opportunities and leverage participation of target Women in Local Peace Building and conflict transformation process.
  • Representing APCfC with meetings and other areas that needs communication at Woreda level.
  • Carrying out other appropriate activities that will contribute to project success, as requested by the Program Coordinator.

Required number: One (1)

Duty Station:  Dillo with frequent travel to project target kebeles.

Terms of Employment: Eight months (with the possibility of extension), Full time

Basic Salary: Birr 17,730.50(seventeen thousand seven hundred thirty and fifty cents) plus 30% Hardship Allowance.

Job Requirements

Education and Work Experience Required:

  • Degree/Diploma in Social Sciences, gender studies, sociology, Education, development studies or related fields.
  • At least 3-5 years’ work experience as a Community Mobiliser, Gender and Peace Building Officer or Field Officer on Gender, Women Empowerment or Peace Building related Project or Programme.
  • Additional certification/training on Peace Building, Community Mobilization/engagement and Women Empowerment and related areas is an additional asset.

Skills and Qualifications:

  • Solid knowledge of Peace Building and Conflict transformation, Women Empowerment and Community engagement related project management.
  • Understanding and practical experience in community Mobilization, VSLA and Training facilitation and stakeholder’s engagement.
  • Knowledge of culture, norms and belief and geographical areas of the target Woreda is an assest.
  • Good understanding of the Women’s Empowerment and cultural problems and issues in pastoralist setting and practical experience working with the Women group.

Position 2: Field Finance Officer (Re-advert)

Job Description

Background

Association of Pastoralist Community for Change (APCfC) is a local Non-Governmental Organization registered with Oromia Attorney General Bureau (OAGB) in accordance with the Oromia Regional State proclamation for Civil Society Organizations with a certificate No WB/03/0099. APCfC is currently implementing a five years (2023-2027) nexus project funded by CST-Ethiopia in Dire and Moyale Woredas, in Borana zone. The project is implemented with the overall aim to promote women and older adolescent girls have sustainable lives including diverse food sources and economic well-being, increased safety, psychosocial wellbeing, and meaningful participation and leadership; and Women and men affected by crisis can meet their basic needs, transition from reliance on relief assistance towards meeting and/or protecting their food and livelihoods needs independently.

Job position summary:

Under direct supervision of the APCfC Senior Finance Officer, the Field Finance Officer is responsible for all aspects of financial management of the project in Dire and Moyale woredas, ensuring compliance with APCfC internal policies and procedures as well as donor regulations. The candidate for this position needs to demonstrate strong knowledge and skills for smooth accounting operations including payments and banking, budgeting, financial reporting, procurement, and asset management.

Key Duties and Responsibilities:

  • Oversee and manage daily projects accounting and finance functions including timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
  • Prepare monthly standard accounting reports to APCfC Headquarters, for review by HO finance team, including general ledger files, account reconciliations, expenditures by cost center/project, as well as other financial information in a timely and accurate manner.
  • Ensure monthly settlements of government obligations such as tax and pensions.
  • Ensure timely settlements of work advances, travel advances, purchase advances, petty cash, and supplier advances.
  • Update internal systems with financial data on daily basis including but not limited to tracking bank deposits and payments timely.
  • Prepare monthly, quarterly, and annual financial reports and submit to APCfC Head Office
  • Review all the payments documents for proper coding and supporting documents.
  • Keeping updated records of prepayments in respective rents for all project and keeping track of their utility bills and travel expenses where applicable.
  • Review Purchase Orders and Purchase Requests for proper coding and budget adequacy before approval.
  • Perform the monthly cash forecast in coordination with relevant team members and send it to the Finance team in Addis Ababa.
  • Revise the spending plan on monthly basis and analyze the spent against forecast for the review of the Admin & Finance manager (AFM).
  • Perform regular cash count with the Field Project Coordinator
  • Manage the payment turn-over period at Field office to avoid delays in handling requests submitted to finance.
  • Insure and follow up the updated monthly accurate records (soft and hard copies) of financial supporting documents segregated by donor for purposes of internal, donor reporting and audit purposes in coordination with the junior Finance Officer.
  • Review all payment requests of regular and unpaid reimbursement for accuracy and completeness before Authorization by the Field Project Coordinator.
  • Prepare bank reconciliations to ensure the balances are accurate and all the payments in the bank statements are accounted for.
  • Ensure internal control of the master list of all physical assets in the APCfC Mega Field Office and participate in conducting physical verification of inventory and assets on a regular basis.
  • Prepare supporting documents and assist during month-end and year-end financial reporting and audits as directed by supervisor.

Required number: 1 (One)

Terms of Employment: Ten months (with the possibility of extension), Full time

Gross Salary: Birr 22,360 (Twenty-two thousand three hundred sixty) plus 30 % Hardship allowance.

Job Requirements

Education and Work Experience Required:

  • Bachelor’s degree (B.A) or equivalent in accounting or finance with a minimum of Six (6) years of progressive accountancy experience is required.
  • Experience of working in an NGO setting is an asset.

Required Skills and Qualifications:

  • Strong accounting skills and experience, including management of general ledger, journal entries, payables, Receivables and financial reporting.
  • Advanced computer skills in MS Office programs, particularly Excel
  • Experience in Project accounting and Strong organizational skills.
  • Good knowledge and skills in financial software; working knowledge of Peachtree Accounting would be considered an asset.
  • Good communication skills and fluency in written and spoken English and Afan Oromo languages is mandatory.
  • Ability to work under minimal supervision and deliver on set objectives within given deadlines.
  • Ability to work under pressure.
