Ethiopian Agricultural Transformation Agency (ATA) would like to invites competent and interested candidates for the following positions.

Position 1: Finance Officer – Treasury

Essential Duties:

  • Monitor the rate and nature of flow of cash, both inward and outwards, as incurred by the organization.
  • Administer the financial records, files of disbursement, and cash flow statements.
  • Ensure proper entry of details in bank statements, and determine resultant available cash and/or dues at each step, such that the state of treasury can be properly assessed at any point of time.
  • Prepare bank reconciliation statements.
  • Participate in various audits and study financial reports thoroughly, in a way that helps determine the possession – assets and liabilities, of the organization as a whole.
  • Clarification regarding financial aspects from bank, client group, or partner organization, or confirmation of bank statements, etc.
  • Management of system databases and files that contain information related to the organization’s treasury.
  • Payroll preparation/review.
  • Ensure fixed assets register and inventories are secure and records updated quarterly.
  • Code and post payment vouchers.
  • Prepare month-end reconciliation and review monthly bank balances,
  • Supervise the input of transactions and maintain and reconcile the General Ledger.
  • Liaise between external auditors, internal auditors and the rest of the Finance team.
  • Review payment requests for compliance to EATA requirements, and coding of expenditures and ensure documentation is complete.
  • Prepare direct payment requests to Donors and partners.
  • Support Senior Finance Officer in ensuring EATA and Government policy & procedures are implemented and minimum financial standards are achieved.
  • Assist in analyzing and verifying various transactional issues and statements
  • Play a support role in the annual budgeting process.
  • Coordinate all project and statutory audits.
  • Supervise tasks assigned to other associates and assistants of the department.
  • Supervise Banking and liaison person with the Bank.
  • Maintain day-to-day control over financial and accounting operational processes to ensure complete and accurate processing of financial data in accordance with established procedures.
  • Work with relevant staff in order to develop and maintain an effective budget monitoring and reporting system.
  • Monitor utilization of specific allocations within budgetary limits and prepare budget component based reports, including Donor reports.
  • Perform other tasks as instructed by the Senior Finance Officer.

Job Requirements

  • Bachelor’s or Master’s Degree in Accounting and Finance field of study with 4 years or 2 years relevant experience respectively.
  • Computer knowledge, MS Office (Excel, Word, particularly QuickBooks, etc.).
  • Knowledge of local laws of the country.
  • Willing to work long hours and ability to work with other teams.

Position 2: Director- Natural Resources and Climate

Major Duties and Responsibilities:

  • Serve as the leader of the NRM and climate Program, with responsibility for the overall direction and management of the Program.
  • Accountable for planning and delivery of all projects and interventions in the program focusing on environmental sustainability.
  • Engage stakeholders across the priority NRM and climate interventions (government, private sector, non-governmental organizations, universities, research canters, cooperatives, farmers unions, farmers, donors, etc.) to identify and prioritize actions to improve all components of key areas in the NRM and climate.
  • Integrate the NRM and climate program interventions with other ATI programs to achieve synergies and outcomes that impact the broader agricultural system and project sustainability.
  • Work with stakeholders to design and then implement high-priority interventions to bring about sustainable management and use of natural resources lasting transformation of the smallholder while adapting or mitigating climate change.
  • Identify capacity gaps of the project team that hinder effective implementation of prioritized interventions and design and develop approaches for improving capabilities as required.
  • Proactively identify gaps in prioritized NRM and climate and initiate the development of NRM and climate programs and projects and provide technical support.
  • Provide advisory service and technical support for preparation and implementation of NRM and climate related activities implemented by other programs at ATI.
  • Coordinate with federal and regional ACC Directors for planning and execution of all relevant activities in NRM and climate.
  • Lead progress review of prioritized projects and interventions across NRM and climate program
  • Review/approve program teams leave, plan, performance goals/targets, budgets, reports, procurement, travel, etc.
  • Support the SD and other stakeholders to mobilize needed financial, human, or organizational resources for implementation of prioritized projects and interventions.
  • Ensure the delivery of the ACC program outcome #4, targets, and KPIs effectively and efficiently.
  • Manage and lead problem-solving sessions, provide high caliber support to project team members and ensure team alignment, coordination, and build high performance culture and delivery on priority objectives.
  • Supervise and manage project personnel, including the preparation of annual work plans and budgets, establishing performance objectives and standards, and ensuring timely and appropriate feedback, guidance, and support for optimum performance.
  • Provide technical and strategic advice to all members of the program and facilitate capacity building when needed.
  • Oversee the monitoring of project progress and the evaluation of results.
  • Monitor project risks, supervise implementation of risk mitigation measures, and update the risk and mitigation measures yearly.
  • Identify needs for external technical support for effective implementation, organize and oversee short-term missions.
  • Oversee administrative and financial management, including procurement of goods and services, budget and expenditure analysis or contractual management.
  • Coordinate the drafting of all project-related reports in a timely manner (annual, semi-annual or quarterly progress and operational reports, as per requirements).
  • Build partnerships whenever relevant and possible.
  • Facilitate knowledge management, particularly in terms of lessons learned and best practices which may feed a dialogue with government authorities and other DPs as well as contribute to future interventions and policy making.
  • Responsible for any additional interventions and projects as assigned by ACC SD.

Job Requirements

  • Master’s degree/PhD in Soil Science, climate, irrigation agronomy, irrigation engineering agricultural engineering and related fields.
  • Minimum 12 years for Masters and 6 years for PhD relevant work experience out of which 6 years is in leadership and managerial position.
  • An understanding of the NRM & climate sector dynamics in Ethiopia with a preference for solid knowledge in the Ethiopian agriculture, particularly NRM & climate strategic directions.
  • Very good experience in project management and capacity development of actors
  • Collaborative attitude for working with other Directors and teams of the ATI for integrated-VC delivery.
  • Insightful thinking for proactive, evidence-based decision-making.
  • Excellent track record of working relationship and stakeholder management skills including thorough knowledge and understanding of various regional and federal level institutions.
  • Extensive experience in organizing and facilitating dialogue with relevant public and private stakeholders.
  • Strong management skills for optimal allocation of resources for making progress against the plans and KPIs.
  • Understanding and experience in developing NRM and climate interventions, particularly in Ethiopia and in developing countries, and addressing obstacles that hinder the strengthening of key components including the adoption of natural resource management practices, new climate-smart agricultural technologies, and practices by smallholder.
  • Practical experience in implementing high-level interventions to address systemic bottlenecks of NRM and climate-smart agriculture at the local level.
  • Experience in prioritizing and sequencing both programmatic and operation activities. Experience in creating public-private partnerships in NRM and climate programs.
  • Demonstrable track record of success with program and project design, performance management, learning systems, and monitoring & evaluation.
  • Experience in leading and contributing to successful designing and implementation of donor-funded projects.

Position 3: Senior Project Officer I – Backend Developer (Re-Advert)

Essential Duties:

  • Technical Support, Maintenance, Updating and Upgrading the existing system
  • Carries out the operation and support of digital solutions, IT, and/or telecom products and/or services, coordinating with internal teams and external IT and telecom service providers as necessary.
  • Provide technical support for the existing systems such as 8028 Farmer hotline, National Market Information System, E-Voucher system that is developed with the web, mobile apps, IVR, and/or SMS, database, Jaspersoft reporting templates.
  • Identify technical problems on the telecom equipment (including E1 lines, modems, etc) and services, on the systems at different tiers (front, middle and backend),  on the data collection applications (such as ODK and web applications), delivery channels such as IVR, SMS, website, and email subscriptions
  • Experienced in monitoring and ensuring the proper functioning of existing systems such as the Incoming IVR Server, outgoing IVR push service, SMS application, Web application, Report service, and database service
  • Performs technical support and maintenance on existing mobile and web applications, as well as other digital solutions, with minimum documentation.

  • Expert in various Web development technologies including C#, Python, Ruby, Node.js, Angular, Java Script, and the latest Java Framework Technologies.
  • Advanced skills and experience in different open source technologies used for developing IVR and SMS-based technologies such as FreeSWITCH, Adheresion, and other related technologies.
  • Advanced skills and experience with the following software tools, including rolling out to users with training and troubleshooting support: MS Power BI, Database Management (MySQL, Oracle, Microsoft SQL Server, or others)
  • Expert in designing and developing data collection tools or applications specifically using ODK and other related technologies
  • Strong understanding of IVR and/or SMS technologies and other advanced technologies and tools such as remote sensing, satellite, drones, internet of things, Unmanned Aerial Vehicles (UAVs), etc

Position 4: Senior Project Officer I – Full Stack Developer (Re-Advert)

Essential Duties:

  • Leads the requirements gathering, analysis and produce a document that can be used for the development of the product
  • Focus on designing the physical appearance of mobile and web applications with front-end programming languages.
  • Create the structure or logic of a mobile and web application by using server-side programming languages
  • Develop and customize data collection tools or applications developed with ODK and/or similar technologies based on the identified requirements
  • Collaborate with development teams and product managers to brainstorm software solutions.
  • provide client-side and server-side architecture; provide appealing visual design for application front ends.
  • Create and manage functional databases and applications, as well as build effective APIs.

Position 5: Senior Finance and Compliance Officer ( Re-Advert)

ESSENTIAL DUTIES:

 1.   Support and ensure a robust and timely budgeting and planning process:

  • Organize and Provide training, and closely support the budget holders during the development of the budget formulation process.
  • Review the draft budget submitted by SD, and provide feedback before it is submitted to the CEO to ensure that accurate budget is submitted to the CEO;
  • Ensure that the approved budgets and subsequent amendments are correctly uploaded into the system.
  • Support the Budget & Planning Manager to ensure budget adjustments are made in accordance with program changes.
  • Assist the Budget and Planning Manager in invalidating the proposed budget is formulated in accordance with established policies and guidelines.
  • Compile periodical BVA and parliament reports and submit them for review in a timely manner.
  • Follow up and incorporate feedback and action on budget variances in future planning and budget amendments.
  • Ensure budget amendment processes are in accordance with ATI policies and procedures.
  • Review program and project spending against approved budgets and highlight any variances to budget holders.
  • Analyze transactions and investigate any unusual items and take appropriate corrective actions.
  • Reconciliation of accounts between the two systems (AGRESSO & IFMIS) and follow-up advances for timely settlements
  • Support auditors (Both the IA & External auditors) during the audit and respond to audit queries.
  • Put the approved Gov’t budget into IFMIS and perform budget transfer/realignment as required.

  • Conduct analysis and validate and review budgets periodically.
  • Assist in the coordination of budget preparation and support in the preparation of regular and special budget reports.
  • Handle budget-checking tasks of all ATA requests using ERP based on the pre-set threshold.
  • Manage year-end closing routines and submit all the required financial reports to MOF and IA per the timeline prescribed by the MOF financial management directive.
  • Facilitate and follow up annual OFAG and Quarterly Internal audits, handle audit queries, and provide a response to the audit findings in consultation with the budget and planning manager, and track audit action plans and ensure timely implementation of the audit action plans as per the timeline set in the audit reports.

2.   Treasury, Reconciliation, Disbursement, and Data Management related roles:

  • Supervise & directly lead the disbursements, Treasury and data management officers, Accounts clerks, and assistants (Doc. & Admin.)
  • Ensure all financial transactions including disbursement and treasury-related activities and transactions are conducted promptly and efficiently and in accordance with accounting practices and ATI guidelines.
  • Assist the Finance Manager in ensuring the application of robust and adequate financial controls and procedures in line with ATA finance policies and good accounting practices.
  • Ensure all financial controls are accurately and consistently applied across all aspects of financial transaction processing, financial management, record keeping, and reporting.
  • Ensure the timely and accurate completion of all financial transactions and related activities by overseeing and working closely with the finance officers and other team members.
  • Ensure data integrity and accurate and timely recording of all financial transactions in the ERP accounting systems/ books.
  • Ensure internal working procedures and controls on cash, creditor, and debtor management.
  • Ensure all bank reconciliations are performed on timely basis
  • Maintain accrual and prepayment accounts in accordance with ATI policies.
  • Ensure financial transactions are processed in accordance with ATI policies and reconciled monthly with the financial records.
  • Esure taxes are deducted from salaries and paid according to government legislation requirements.
  • Ensure integrity of cash management and of transfers to field offices.
  • Coordinate the reconciliation process of data between IFMIS and AGRESSO and HQ & ROs on a regular basis and take appropriate corrective actions in a timely manner.
  • Ensure accurate cash flow forecasts are completed, and cash and bank balances are managed in the organization to prevent cash overrun.
  • Carry out Approval, checking & verifying payment requests/Vouchers before effecting payments in Agresso ERP/IFMIS.
  • Ensure that all financial transactions are fully supported, and accurately coded and that they are all captured in Agresso ERP on a timely basis – supporting documentation is properly filed for ease of retrieval.
  • Maintain accrual and prepayment accounts in accordance with ATI policies.
  • Ensure petty cash, banks, floats, and advances are processed in accordance with ATI policies and reconciled monthly.
  • Ensure the safe security of cash in the office and coordinate weekly and monthly cash counts, including spot counts.
  • Ensure accurate cash flow forecasts from the 4 regional office is received and reviewed, and make the required cash transfers to the field offices on a timely basis;
  • Ensure that systems are put in place to assure document security and ease of retrieval for a complete audit trail from the System Accounts records to supporting documentation and vice–versa.
  • Ensure that internal financial controls relating to Financial Data, Receivables, cash on hand, and bank are consistently applied e.g., maintaining authorized bank signatories list in accordance with the scheme of delegation.
  • Directly lead, manage, and motivate the disbursement officers, accounts clerk & cashiers and ensure that they have clear work plans & performance management is integrated into day-to-work activities.
  • Ensure that systems are put in place to assure document security and ease of retrieval for a complete audit trail from the System Accounts records to supporting documentation and vice versa.
  • Mange /Handle batch upload when rectification or bulk adjustments are raised.

 3.   Receivables/Payables, and Payroll Management

  • Supervise & directly lead the Receivables, Payroll & tax officer.
  • Assist the Finance Manager in ensuring smooth implementation of robust and adequate financial systems and procedures in line with ATI finance policies and good accounting practices.
  • Implement the tasks within the finance daily to make sure that month-end and year-end routine are performed as directed by the Finance Manager and in accordance with ATI timescales.
  • Make sure that monthly payroll for employees, contractors, and casual staff are released timely and accurately.
  • Make sure that any employee-related payments like-Resigned employees’ settlements, data enumerators, etc, were effected on monthly basis.
  • Follow up that the monthly Government Obligations like VAT, withholding tax, income tax, pension, etc, & settle to the respective Gov’t Organ as per the prescribed submission date;
  • Follow up the Collection monthly employee’s attendance sheet & validate it with monthly payroll;
  • Respond to employee /staff-related queries on payroll & prepare regular management payroll reports.
  • Follow up the monthly posting of payroll transactions in ERP.
  • Research and resolve payroll & Obligation transaction-related discrepancies and clear on monthly basis & all accounts have a clear and normal balance.
  • Supervise/Make sure receivables-related transactions, maintain accurate records and reconcile the General Ledger A/R.
  • Manage Travel advance request review both (local and international) and follow up subsequent settlement.
  • Check the completeness & validate the documents related to the settlement of advances related to local/international travel,
  • Initiate Journal vouchers for settlement of sub-grant advances.
  • Manage the proper capturing of advance to be collected from staffs & follow up the subsequent collection/Settlement, Monitor staffs/customer’s account details for non-payments, delayed payments, and other irregularities.
  • Supervise/Participate in checking of advance settlements such as procurement, workshop, work, etc advance as per the pre-seated threshold.
  • Initiate /Register receivables/Payables related settlements/adjustments using Journal vouchers.
  • Generate receivables age analysis & review the AR aging to ensure compliance.
  • Research and resolve receivables transaction-related discrepancies and Clear abnormal receivables, Clear abnormal balances on monthly basis & make sure all ledger accounts have clear and normal Ledger balance.

4.   Compliance/Yearend routines/Financial reports /Audit related tasks

  • Prepare & submit draft year-end reports for review by the Finance Manager timely, accurate, and efficient financial reporting MGMT.
  • Support in all audit, Reporting and compliance-related activities of Donors
  • Provision of ad-hoc financial management information and analysis from the system for the use of management and budget holder as required.
  • Support internal and external audit processes & Assist the Finance Manager in producing Financial Reports.
  • Support in ensuring that audit recommendations (internal and external) are implemented.
  • Check the financial transactions recorded in the financial system and make adjustments to account for accruals for utilities and other commitments, clear abnormal balances before preparing reports.
  • Back up the Finance Manager and perform other duties assigned by the immediate supervisor and or finance Director.
  • Directly lead Junior finance officers & finance officers and perform other duties as assigned by the Finance Manager and or Budget & Reporting-Manager

Job Requirements

  • Bachelor or Masters degree from a recognized University in Accounting or Accounting & Finance.
  • Experience: At least 6 years for BA/4 Years for MA professional experience, out of which 2-3 years’ experience is as Sr. Finance Officer, Compliance/Reporting Officer in Gov’t, Donor Gov’t Bilateral & Multilateral organizations, International/Local NGO’s or relevant professional experience
  • Special Training- Computer knowledge in MS Office (Excel, Word, particularly QuickBooks etc.)
  • Prior Knowledge of Automated Accounting systems like Agresso ERP/Oracle-IFMIS is an asset
  • Knowledge of local laws of the country

Position 6: Project Officer II– 8028 Farmers’ Hotline

RESPONSIBILITIES:

Responsibilities of PO-I Helpdesk and Surveys for 8028 include, but are not limited to:

Assist and coordinate with the federal 8028-team to ensure on time completion of Helpdesk and Survey deliverables

  • Work with IVR/SMS Senior Project Officer to manage and implement the IVR Helpdesk across the selected woredas, in Amhara, Oromia, SNNP and Tirgay regions
  • Conduct visits to selected IVR Helpdesk region/zone/woredas periodically to create awareness and ensure the system is being used properly
  • Lead and manage respective work streams of the 8028 Farmers’ Hotline project with consultation, guidance and supervision by the Senior Project Officer and ICT team lead
  • Ensure that identified service interruptions are fixed and communicated back to the users of the system in the area where the service was interrupted
  • Coordinate cross-regional activities such as trainings and workshops for development agents.
  • Provide timely reports to implementation partners in the regions.
  • Support the SPO-I Helpdesk and survey to increase the accuracy of survey responses.
  • Provide a regular update on any disease related questions asked or reported through the Helpdesk system

 Assist the Project Team lead   in results-focused stakeholder management in order to build collaborative relationships with key internal, Federal, and Regional stakeholders

  • Work with the relevant stakeholders, such as Ethio telecom, MoANR, EIAR, Digital Green, and Regional/Zonal/Woredas BoA to expand and roll out services
  • Liaise with a wide range of stakeholders
  • Assist the project team lead in creating alignment on projects/interventions to be owned by the ATA and reserved for other stakeholders
  • Assist ATA program teams and stakeholders develop IVR and/or SMS alerts and surveys
  • Establish a working relationship with implementation partners.
  • Assist the Project team lead in refining the program’s strategy and designing new projects in order to ensure the intended impact of using ICT within the Ethiopian agriculture sector
  • Identify additional approaches to create awareness at the region, zone, and specifically with farmers and DAs at the woredas level
  • Assist the project team lead in conducting assessments, prioritize and finalize interventions best implemented by ATA
  • Assist the project team lead by provide problem solving support during the design or enhancement of projects
  • Support the Senior Project Officer update and/or incorporate agronomic content, update menu structure, integrate additional content and information into the system, coordinate national surveys, implement evaluation and diagnostic recommendations
  • Compile and submit data and reports to ensure internal alignment on project implementation
  • Collaborate with project team on the preparation of all performance reports as required by the Production Director to problem solve for implementation issues, to support strategic decisions, to develop solutions, etc.
  • Support the project team lead in the utilization of standard data collection processes, tools and requirements; work with the Performance Management Unit to ensure project Other
  • The Project officer is responsible for additional interventions assigned by the team lead to meet Digital Agriculture program functions

Job Requirements

  • Master’s degree in Computer Science, Information Systems, Agriculture, Rural Development, and other related fields
  • Experience working on ICT4D and/or ICT4AG related projects, preferably in Ethiopia

Position 7: Senior Officer, Resource allocation and grant management

POSITION SUMMARY:

The resource allocation and grant management Senior Officer will work to create, maintain, and facilitate effective grant management system within the organization.  The Senior Officer is responsible to ensure both ATI and GoE policies and procedures on grant management are implemented.  In addition, the SO is responsible to maintain the organization grant systems to ensure compliance as per the agreement  and deliver timely and coherent grant information and present to all concerned parties to support management decisions. The SO will work closely with focal point in respective Development Partners and MoF to provide and maintain financial requirement of the grants and budget from GoE.

Performance will be evaluated primarily on the operational effectiveness and efficiency of the grant management system that is satisfactory to internal management and external stakeholders.

The position holder shall report to the Director of Partnerships and Resource Mobilization.

Job Requirements

  • A minimum of Bachelor’s degree (Master’s Degree is preferable) in Accounting, Business, Finance, Economics, Administration or related field.
  • At least six (6) years for master’s degree holder or eight (8) years for BA degree holder; of which 1 year experience working in grant management and experience in senior position is a plus;
  • Experience in international development, including working in resource mobilization from multilateral and bilateral agencies, as well as sub-grant management to implementing partners is highly considered; experience within agricultural sector is a plus;
  • Professional certification in advanced training related to financial software (preferably in Agresso) and other donors’ procedures;

REQUIRED SKILLS:

  • Demonstrates ability to work effectively in diverse multicultural environments and to work and deliver under pressure;
  • Demonstrates analytical and organizational skills with excellent attention to detail and high degree of personal initiative;
  • Reasonable knowledge of relevant government laws and regulations in the country;

Position 8: Project Team Lead-I, Agriculture One-Stop Shop (AOSS)

POSITION SUMMARY:

The team leader will manage an operational team and oversee regional offices. S/he bears overall responsibility for program delivery and managing progress and expenditure against the project’s key deliverables. Key responsibilities include managing program delivery, ensuring strong operational systems are in place for finance, procurement, logistics, transport, converting detailed program agreements into implementable strategies. S/he will develop work plans against milestones with key deliverables and do Monitoring and Evaluation (M&E) to support project implementation. S/he will manage both federal and regional teams, and hold strong representation and coordination with partners, and partners/stakeholders, including AOSS owners. The Project Team Lead will also ensure planned activities are executed against the approved Project Management Plan (PMP) with M&E data indicators efficiently addressed with quality and professional ethical code of Conduct. In general, the project team lead manages the overall project’s physical and financial performances against annual and project’s plans and will report to the director of crop commercialization program.

Job Requirements

  • Minimum of master’s degree in agriculture, Development Studies, Agricultural Economics or Economics, Agribusiness, or related fields.
  • Minimum 10 years (only for master’s degree) of relevant experience and at least 5 years’ work experience in managing large and complex multi-year projects, mainly related to agricultural input supplies value chains, and programs with staff of diverse background.
  • Extensive experience in management of donor funded projects and good organizational, management and leadership skills.
  • Experience of building, leading, and developing teams with diverse backgrounds and expertise.
  • Experience managing complex procurement processes.
  • Strong communication and partnership management skills, with demonstrated experience in managing teams in a multicultural setting.
  • Experience in solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
  • Understanding of Ethiopia’s agricultural system, with a broad perspective of the inputs supply and distribution system, with particular focus on agrochemical and/or veterinary drug usage.
  • Strong technical and analytical capacities, problem solving and reporting skills.
  • Strong communication and partnership skills, with demonstrated experience in managing teams in an agricultural setting.
  • Strong experience in facilitation and process of procurements and sub-grants to achieve the goal of the project.
  • Ability and willingness to shoulder responsibilities under hectic conditions.
  • Team player.
  • Proficiency in Microsoft Office including advanced proficiency in Excel and required.
