Ethiopian Agricultural Transformation Agency (ATA) would like to invites competent and interested candidates for the following different vacant Positions.

Position 1: Program Director

Major Duties and Responsibilities:

  • Plan and direct the program based on the proposal submitted to the Foundation and initiate innovative interventions that contribute to the objective of the program as required.
  • Ensure the delivery of program outcomes, targets and KPIs effectively and efficiently.
  • Manage and lead problem solving sessions, provide high caliber support to project team members and ensure team alignment, coordination, and build high performance culture and delivery on priority objectives.
  • Closely follow-up with implementing partners (subgrants) for the proper implementation of technical and financial matters
  • Direct ADEY program with proper communication with donors, other implementing partners and stakeholders.
  • Coordinate project implementation and achieve planned results to international quality standards, including logistics, procurement, political, bottlenecks in implementation, project management compliance, etc
  • Supervise and manage project personnel, including the preparation of annual work plans and budgets, establishing performance objectives and standards, and ensuring timely and appropriate feedback, guidance, and support for optimum performance.
  • Provide technical and strategic advice to all members of the PMU and facilitate capacity building when needed.
  • Oversee the monitoring of project progress and the evaluation of results.
  • Monitor project risks, supervise implementation of risk mitigation measures, and update the risk and mitigation measures yearly.
  • Identify needs for external technical support for effective implementation, organize and oversee short term missions.
  • Oversee administrative and financial management, including procurement of goods and services, budget and expenditure analysis or contractual management.
  • Review/approve ADEY staff leaves, ADEY project plan, performance goals/targets, budgets, reports, procurement, travel, etc.
  • Liaise and coordinate with all project stakeholders such as MoA, MoLS, implementing partners and report to ATI and McF.
  • Coordinate the drafting of all project related reports in a timely manner (annual, semi-annual or quarterly progress and operational reports, as per requirements), including reporting to ADEY Steering and technical committee.
  • Build partnerships whenever relevant and possible.
  • Facilitate knowledge management, particularly in terms of lessons learned and best practices which may feed a dialogue with government authorities and other DPs as well as contribute to future interventions and policy making.
  • Identify needs and oversee the design and elaboration of project related communication and capitalization material.
  • Develop a strategy or plan for outreach and advocacy of the ADEY portfolio. Organize and prepare stakeholder meetings, workshops and related activities and prepare materials as needed to expand the outreach and advocacy.
  • Align and closely work with Women and Social Affairs, Crop commercialization program, Digital agriculture and rural financing, livestock directorate, natural resource and climate directorate, Agri-business and marketing directorate and other verticals in ATI for planning and execution of all relevant activities to ensure collaborative Value Chain.

Job Requirements

  • Master’s degree or PhD in Agricultural Economics, Project Management, Agricultural Science and Rural Development, and related fields.
  • Minimum 12-years for Master and 6 Years for PhD of relevant experience in implementing projects in international organizations at the regional or national level. Of which of Six years’ experience in leading country level program as a manager or deputy manager in international organization.
  • Experience in leading, designing and implementation of youth, gender-inclusive initiatives and peoples with disabilities along the agricultural value chains.
  • Experience in leading and contributing to successful designing and implementation of donor-funded projects.
  • Experience in providing management guidance and technical oversight on national level projects.
  • Experience in leading development of program learning – identify opportunities for learning, research, and publication.
  • Facilitate dissemination and institutionalization of best practices and lessons with implementing partners.
  • Experience leading multi-dimensional teams and complex work programs.
  • Analytical skills, including livelihood and farming system analysis.
  • Training or demonstrated experience of agricultural economy.
  • Experience in crop – livestock – Natural resource -Agri business value chains and MSME’s
  • Experience in successfully completing at least 2 donor projects with major impacts exceeding the indicator targets and receiving a recognition award for outstanding performance a plus.
  • Inclination towards participatory management (at team and beneficiary level), capacity to implement and experience of participatory planning methods.
  • Desire of improving the lives of smallholder farmers.
  • Leadership, autonomy, and integrity.
  • Strong capacity to facilitate teamwork.
  • Conflict management capacity.
  • Willingness to undertake frequent field visits.
  • Strong Communication skills (writing, speaking, composing, presenting, etc).
  • Proficiency in oral and written English and Amharic. Other local language is a plus.
  • Computer literacy.

Position 2: Senior Officer- Subgrant

Essential Duties:

  • Prepare and lead the development of grant agreements and other grant documentation consistent and compliant with donor and ATI requirements, procedures, and best practices.
  • Ensure efficient delivery of compliance with the development partner’s requirements.
  • Oversees the implementation of the Sub-grant manual which stipulates the key activities and actors involved in sub-grant inception, solicitation, evaluation, monitoring, and closeout process.
  • Develop and implement different manuals, tools, and systems to ease grant management processes.
  • Lead the sub-grant processes in collaboration with the respective program teams to ensure that they are properly coordinated and consistent with internal program priorities, cross-cutting issues, and donor priorities and requirements.
  • Support and facilitate both internal and external audits and sub-grant-related reviews.
  • Being the focal person to provide, where necessary, guiding support to government, NGOs, and private sector sub-grant applicants or to program teams in the preparation of proposals for sub-grant consideration;
  • Facilitate the technical and financial evaluation report with recommendations from the technical evaluation team for the consumption of the sub-grant review committee and take notes of the evaluation team;
  • Ensuring the proper documentation (proposals, due diligence reports, minutes, agreements, exchanged letters, reports, etc.) of each sub-grant on OneDrive and ERP and preparing up-to-date compiled reports over the overall status of ATI sub-grants;
  • Coordinate with teams to gather and consolidate information related to sub-grant progress that is required for narrative reports which in turn will be incorporated into the main reports submission to development partners as per the agreed timeframe;
  • Prepare and present monthly, quarterly, bi-annual, and annual reports and updates, summarize the results of program implementation through a sub-grant approach and identify potential areas of improvement;
  • Work closely with the program and grant team under the partnership and resource mobilization and management team for proper post-sub-grant monitoring and evaluation and to keep consistency between narrative and financial reports of sub-grants;
  • Initiate and lead the monitoring and evaluation of programs/projects implemented through a sub-grant approach based on the identified major issues while compiling the monthly and quarterly reports;
  • Assist in the development of guidelines and program-wide efforts to create continuity, consistency, and standardization of the sub-grant process;
  • Lead problem-solving efforts mainly related to sub-grants with complex legal and technical issues;
  • Draft different correspondences to government and non-government organizations and private sector partners;
  • Performing any other duties as assigned by the direct supervisor.

Job Requirements

  • Bachelor’s or master’s degree in economics, Business Administration, Finance, International Development, or another relevant field of study, obtained from a recognized University
  • At least Six (6) for a bachelor’s or four (4) years for a master’s degree of experience in grant administration, donor compliance management, and sub-recipient grant management. Of which two of those years were spent in a senior position.
  • Experience with multiple donor-funded programs and in the agriculture, sector is a plus
  • Excellent sub-grant management skills and ability to build relationships with government counterparts, NGOs, and private sectors.
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.
  • Display creative problem-solving in addressing and resolving emerging project needs.
  • In addition to one or more local language skills, strong written and oral communication skills in English.
  • Superior analytical and organizational skills with excellent attention to detail and a high degree of personal initiative
  • Experience in basic accounting and budget management, database administration, project management, and information gathering.
  • Experience in the area of development, including working in project management, donor relations, grant management, and resource mobilization for multilateral and bilateral agencies, private foundations, or NGOs.
  • Strong organizational, interpersonal, and communication skills.
  • Ability to establish priorities in a time-sensitive environment and meet deadlines
  • Ability to cooperate effectively and harmoniously with all stakeholders including different teams within ATI, government organizations, development and implementing partners, and other organizations
  • Fluency in English and Amharic, both verbal and written, and any other local language.

Position 3: Team Leader -Subgrant Management

Job Requirements:

  • Bachelor or master’s degree in economics, Business Administration, Finance, International Development, or another relevant field of study, obtained from a recognized University.
  • At least ten (10) bachelor’s or eight (8) years of master’s degree-relevant experience in grant administration, donor compliance management, and sub-recipient grant management. Of which Three years in a senior grant management position.
  • Experience with multiple donor-funded programs and in the agriculture sector is a plus
  • Excellent sub-grant management skills and ability to build relationships with government counterparts, NGOs, and private sectors.

Position 4: Senior Project Officer II – Livestock

Major duties and responsibilities:

  • Support management of the project in accordance with project documents, work plans and budgets and ensure that work is consistent with the project implementation document.
  • Actively involve in effective annual planning, budgeting, tracking & target setting activities for  the prioritized project in the program.
  • Support on the day-to-day management and implementation of the project activities.
  • Ensure all project outputs, as listed in the project documents, are effectively achieved.
  • Provide overall technical and management support for project implementation.
  • Monitor, evaluate and report performance of the projects through key reporting systems and tools periodically.
  • Contribute to ToRs, concept notes, studies, workshops, and training materials, directly related to prioritized project.
  • Identify and analyse critical technical issues directly related to design and implementation of prioritized projects.
  • Proactively engage with other team members of the ATI and external partners to develop solutions and recommendations to address identified technical issues.
  • Identify and escalate challenges around implementation as well as solutions and recommendations, to project leader or Director of the program.
  • Liaise with team lead and Director of the program and provide advisory service and capacity building to partners based on the identified gap.
  • Undertake any other duties as assigned by the team leader and Director of the program.

Job Requirements:

  • MSc in Animal Science, Animal Production, livestock value chains, or other related disciplines.
  • 8 years of relevant professional experience for MSc degree in the areas of livestock development, livestock value chain, livestock-related project management, and others directly relevant to the position.
  • Deep understanding of Ethiopia’s agricultural sector, and specifically the livestock sector, with a broad perspective on how the entire system operates and how public, private, and non-government organizations operate in the system
  • Expertise in planning, prioritizing, sequencing, managing, problem-solving, and reporting on projects
  • Good track record of working relationship with and for smallholder livestock keepers, research institutions, public institutions at various levels, non-governmental organizations, and other partners.
  • Understanding and experience in developing livestock value chains, particularly in Ethiopia and in developing countries, and addressing obstacles that hinder its effectiveness.
  • Practical experience in implementing high-level interventions to address systemic bottlenecks of livestock development at the local level.
  • Experience in creating public-private partnerships in livestock programs.
  • Self-starter with strong motivation, ownership, and commitment to deliver results.
  • Promotes data-driven and evidence-based problem-solving and decision-making.
  • Strong team player with excellent relationship-building and communication skills.
  • Desire to innovate and drive rapid change for Ethiopia’s livestock producers and other actors.
  • Strong set of personal values including integrity and honesty.
  • Highly developed interpersonal skills with a demonstrated ability to relate to and gain the confidence of the senior leadership immediately.
  • Proven leadership ability, with the skills to manage a team and influence other leaders across an organization through informal guidance, coaching, and feedback.
  • Ability to work effectively with the Regions and ensure timely data exchange and problem-solving between the Federal and Regional levels.
  • Excellent communication skills (both oral and written) in English and Amharic with the ability to create and deliver compelling presentations to diverse groups of stakeholders.
  • Ability to work under pressure and in a constantly evolving and challenging environment.

Position 5: Senior HR and Admin Officer

Job Requirements:

Position 6: Senior Technical Expert I- Regional Agricultural Inputs

Major Duties and Responsibilities:

  • Assess, plan, track and report agriculture related input supply, distribution, and utilization.
  • Identify key challenges related to agricultural inputs in the region and propose key interventions that involve government and private sectors.
  • Support execution and day-to-day project and activity management of the regional prioritized initiatives related with agricultural inputs, and design mechanisms for satisfying input demands for the special initiatives in the region.
  • Provide light analytical problem-solving support to senior leadership on high priority requests, such as analysis of trends, strategic planning, or policy analysis related to Agricultural inputs.
  • Develop high level technical advisory notes, concept notes, studies and facilitate workshops and develop training materials on Agricultural inputs.
  • Support linkage and coordination across key regional implementors, MoA, unions, research centers, and private sectors on priority areas related to agricultural inputs.
  • Coordinate and facilitate the development and use of appropriate planning techniques, provide technical guidance and leadership to regional government agricultural input initiatives and TADs.
  • Provide close follow-up and supervision for timely and quality annual target setting, technology demand, and need assessment and implementation processes.
  • Assist the Regional agricultural inputs specialist and professional staff to develop relevant regional-level indicators.
  • Work in consultation and collaboration with input project officers at Agricultural Transformation Centre (ATC) and compile input projects best practice and scale for its sustainability
  • Coordinate and conduct regional monitoring and evaluation activities based on performance indicators.
  • Provide technical support to Regional agricultural inputs experts in developing standard tools and templates, and Coordinate and conduct regional monitoring and evaluation activities based on performance indicators.
  • Work closely with regional teams to provide necessary data/evaluation results (including agricultural inputs case studies, success stories and lessons learnt).
  • With the approval of the SD Agricultural Transformation Centre (ATC ) and Regional Bureau Head , the STE can share data/documents with external stakeholders.

 Others:

The Regional agricultural inputs advisor STE is also responsible for tasks/assignments given by the SD Agricultural Transformation center (ATC), Regional senior advisor and Regional Bureau Head. 

Job Requirements:

  • Minimum of MSC in agricultural economics, project management, economics, statistics, agriculture, agriculture extension, Information Technology, business administration, and agribusiness.
  • At least six years of work experience in performance Management particularly in seed and other agricultural inputs planning, monitoring, evaluation, learning, and reporting in public, private and development sector organizations.
  • Knowledge of reporting management and MEL methods and approaches (quantitative, qualitative, and participatory).
  • Good understanding and exposure to data visualization.
  • Ability to thrive in a fast-moving, start-up environment, with an emphasis on high-performance, teamwork, accountability, and results.
  • Understanding of Ethiopia’s agricultural system with a broad perspective on interactions between public, private and informal actors in the seed and other agricultural inputs system
  • Excellent stakeholder management and communication skills.
  • Self-driven individual with ability to drive work with minimal supervision; demonstrated track record of organization, multi-tasking, and time management skills.
  • Experience leading multi-dimensional teams and complex work programs.

Position 7: Office and premises repair and maintenance technician

Job Requirements:

  • Completion of vocational school Diploma in related works like office and premises maintenance, plumbing work, construction management, networking, and electrical installation. Four years of experience in general.
  • Maintenance and repair work in the office and primness in interior fit-out works, like maintaining office furniture and electric maintenance workstation management at similar organizations.
  • Knowledge of common methods, practices, and materials used in maintenance and repair work of buildings and building facilities; various tools used in building maintenance and repair work.
  • Demonstrated experience as a maintenance technician.
  • Experience with electrical and plumbing systems; related experience with private or other organization
  • Sharp mind that is always alert, to be able to respond to situations requiring urgent attention.
  • Knowledge of general maintenance processes and methods
  • Working knowledge of tools, common appliances, and devices
  • Good physical condition and strength with a willingness to work out of office hours.
  • Work closely with the logistic team and try to stop problems at the earliest.
  • Good computer and English communication skills.

Position 9: Senior Project Officer I-Civil Engineer

Job Requirements:

  • BSc degree or master’s degree in civil engineering or construction management or another relevant field of study
  • A minimum of eight years of experience for BSc or six years for master’s degree in civil works as Site Engineer, Office Engineer, Project/construction Engineer, Resident/ Assistant Resident Engineer positions in at least 2 major construction projects
  • Experience in public sector construction projects highly sought
  • Experience in construction supervision, quality control and contract administration
  • Ability to learn, understand, and apply new technologies, both on a technical level as well as the impact/deployment implications of such
  • Ability to coordinate and supervise multiple projects at a time.
