British Embassy Addis Ababa would like to invites competent and interested candidates for the following Positions.

Position 1: Humanitarian Adviser

In the is role, you will be expected to:

  • Provide technical advice to inform FCDO humanitarian policy and programming.
  • Lead for a number of components of the Embassy’s flagship ‘Ethiopia Crisis to Resilience’ multi-sector programme: emergency health, nutrition and WASH. You will ensure the programme delivers effectively through implementing partners while providing a clear sense of direction and ensuring excellence in programme management.
  • Keep embassy up-to-date on health, nutrition and WASH developments in Ethiopia, and feed into formation of humanitarian policy.
  • Represent the UK in coordination forum (including the health, nutrition and WASH clusters) and with the Government of Ethiopia (Ministry of Health, Ministry of Water, Infrastructure and Energy and Ethiopia Disaster Risk Management Committee) and key international partners. The candidate should be able to maintain an effective network within the Ethiopian humanitarian community.
  • Provide cross-cutting health and humanitarian analysis and advice to RHT and the wider embassy as required. Recent areas of focus have included advice on the cholera outbreak and its potential impact on other embassy activities.
  • Ensure protection risks and a focus on the most vulnerable civilians (including women, children, people with disabilities, and IDPs) are considered in all FCDO humanitarian programme and policy work.
  • Undertake regular field visits (at least 20 days per year) to monitor FCDO programmes and feed into situation assessment and policy development.

Job Requirements

  • Knowledge and experience of working on emergency health, nutrition and WASH.
  • Evidence of providing humanitarian analysis and advice to government, international or national humanitarian organisations and/or donors.
  • Relevant experience working on humanitarian programmes in Ethiopia and strong understanding of Ethiopian humanitarian policies and architecture.
  • Experience in influencing policies.
  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.
  • A proven ability to communicate clearly and confidently, verbally and in writing.

Language requirements: Fluent oral comprehension, reading, writing in both English and Amharic

Desirable qualifications, skills and experience 

  • FCDO assessment is competency-based rather than on years of experience, but previously most successful candidates have drawn on at least 5-10 years of relevant humanitarian experience to show sufficient evidence of the required competencies.
  • Knowledge and experience of working in fragile and conflict affected environments and on protection issues.
  • Masters level qualification in a relevant field, or additional relevant experience in lieu of Masters.

Position 2: Post Security Manager

Job Description:

The Post Security Manager (PSM) is responsible for overseeing the security and safety of the British Embassy and its staff in Ethiopia. They act as the main liaison point for security matters and monitor and analyze intelligence to provide advice for staff. In the absence of the Regional Overseas Security Manager (ROSM), the PSM is the sole focal point for all security matters and implements appropriate security solutions.

What will the jobholder be expected to achieve

Guarding:

  • Daily interface and management of the guard force, ensuring service delivery against key performance indicators, ensuring guard awareness and response to emergency procedures, including fire and terrorist drills, real or otherwise.
  • Preparation of security, emergency and event plans, guard briefing procedures, emergency plans.
  • Ensuring the function of guard force technical equipment.
  • Liaison with facilities management provider regarding guard appointments, security clearance, training.
  • Manage a Security Management Team.
  • Interaction and management meetings with subcontracted guarding company for off-site compounds.

Operation Security:

  • In collaboration with the ROSM, provide security advice including management and investigation of operational incidents.
  • Be point of contact for all event security, ensuring guest lists are received in sufficient time and additional resources deployed where necessary, taking into account budgetary constraints and any necessary changes and adjustments in the program when required. Ensure the proportionate safety and security measures are in place.
  • Advise the Post Security Officer (PSO) and ROSM of any security breaches and occurrences, concerns and requirements, including repair of security equipment, gates, blockers and perimeter fencing etc.
  • Security briefings for official visitors, temporary duty staff, new joiners and arriving families and assisting with training delivery to contractors.
  • Assist ROSM with implementing Security Advisor recommendations, local staff clearances, independent research, providing reports on security-related subjects as required, analysis of current crime figures and trends in liaison with the PSO and ROSM.
  • Be part of post’s crisis management plans and take part in crisis exercises as and when required.
  • Develop collaborative security knowledge via networks with other mission’s security staff, the Police and diplomatic and private security firms (covered above)
  • Monitor information and intelligence and advise staff of emerging threats and risks. Implement risk mitigations strategies.
  • Carry out regular emergency drills and security training for staff.
  • Be available to escort non-cleared contractors or visitors.

Equipment:

  • Issue staff entry passes, maintain access control system and database.
  • Supervise post security systems.
  • Annual evacuation drills.

Health & Safety:

  • Develop, implement and maintain a health & safety strategy and plans to support employees in association with the Facilities Management team.
  • Identify and report any hazards, risks or incidents.
  • Ensure all staff receive adequate training and instructions in emergencies and procedures.
  • Support on the post response to the annual Post Compliance Assessment.
  • Deputy Fire Safety Manager, conducting and recording weekly fire safety audit checks, maintaining the Mission Fire Safety Manual according to FCO requirements.
  • To deputise for the ROSM in his/her absence by:
  • Providing first rate professional and up to date security advice to all staff regarding the management and investigation of operational incidents
  • Manage any operational incidents with calmness, empathy and expertise in a way that ensures the security and reputation of the Embassy.
  • Liaise with CST to conduct residential security surveys on potential new properties
  • Act as point of contact for any local security projects under the guidance of the ROSM.

Resources managed:

Line management of a three-person management team as well as the British Embassy guard force and oversight of the sub contracted security provider for off-site compounds.

Job Requirements

Essential qualifications, skills and experience:

  • Experience in security management in corporate, military / government sectors, or other relevant experience.
  • Experience/knowledge of Health & Safety work practices.
  • Proven ability to communicate effectively (both verbal and written) to staff and other external parties, including law enforcement organisations.
  • Proven record of strong problem-solving skills backed by sound judgement, discretion and diplomacy.
  • Attention to detail.

Desirable qualifications, skills and experience:

  • Knowledge of global health architecture
  • Experience of working with development agencies
  • Understanding of the global health architecture
  • Post-graduate degree in public health, an allied subject or equivalent work experience.
  • Experience of health systems development with a strong focus on low- and middle-income countries
