Position 1: Roving Cashier
Key Areas of Accountability:
- Maintain custody of the office cash fund; ensure adequate level of petty cash available in the office. And make daily payments of approved transactions.
- Issue cash/ cheque for payment to the supplier. Supplier signs invoice authorisation forms/payment voucher as proof of receipt. The cashier should stamp the invoices as PAID.
- Takes bank transfer forms to the bank and obtains evidence of payment from the bank (e.g. bank receipt/ statement showing recipient’s name, bank account and date of deposit).
- Disbursements from cash holdings/ petty cash
- Passes the payment documents to the finance officer.
- Preparation of requests for reimbursement to cash holdings/ petty cash
- Perform weekly and monthly cash count with the Finance Officer/Head of Office.
- Prepare checks based on fully approved documents and present to approved check-signers for review and signature.
- Prepare bank payment vouchers and ensure that all bank transactions are properly and fully documented.
- Prepare scanned documents of transactions and other supporting documents as required for the weekly financial review and posting.
- File all cash and bank vouchers and maintain voucher filing system such that files are updated, complete and safeguarded
- Calculating and deducting all applicable taxes from all payments.
- Working as a custodian of all financial vouchers including journal vouchers, receipt vouchers, cash and bank vouchers, check pads, withholding tax receipts and follow up of print order of all these vouchers.
- Ensure timely settlement of advances disbursed from JigJiga office
- Other duties as assigned.

Qualifications and Experience:
- Diploma or Bachelor’s degree from recognized University in Accounting or Finance, Business administration.

- Computer literate (i.e. WORD, advanced Excel, Outlook, financial systems).
- Experience of and well-developed skills in staff management, supervision, and capacity building
- Highly developed interpersonal and communication skills including influencing, negotiation, and coaching

Position 2: Information Technology (IT) Assistant
Key Areas of Accountability:
- Configuration of new computers or existing CAAP-owned computers for new users as per the organizational standards for computer setup
- Processing of CAAP email accounts for incoming staff
- Installation of wired and wireless local area networks
- Developing basic user manuals for Microsoft Office applications
- Training Programs Online Development (POD) users
- Install Food systems software
- Support Targeting and Digital Registration of beneficiaries
- Keeping software on all CAAP-owned computers and ICT devices up-to-date
- Scheduling preventive maintenance of ICT assets in respective assigned woreda
- Guiding colleagues through troubleshooting procedures of computer issues via email, phone calls, face to face discussions or Skype

Position 3: Commodity Accountant
Responsibilities:
- Work on data inputs in Food Commodities systems, ensuring it is accurate and liabilities and assets are accounted for at any given point in time.
- Serve as focal point for food commodities data entry and deliver on timely reporting concern transitions.
- Be the focal point for the specific assigned Zone and prepare system inputs for Physical Inventories, including verification and reconciliation in the system before the closure deadline.
- Be responsible for monitoring commodity accounting activities in specific assigned Zone and ensure stock data is accurate.
- Follow up on waybill confirmation and inclusion of data in Food Commodities Tracking systems
- Collate data and contribute to the preparation of accurate and timely reports of Logistics activities, to contribute to building consistency of information related to food distributions and Inventory records.
- Monitor data quality and take corrective actions to rectify wrongly captured data and ensure downtime is kept to a minimum.
- Deliver on data analysis and reporting on stock movements and follow-up in case of misalignments.

Qualifications and Experience:
- Degree in Logistics, procurement, Food Science, management and Business/Public Administration or related subject
- Significant prior NGO experience in logistics management, within a complex/large emergency
- Technical experience/training in specific areas of logistics e.g. fleet mechanics, IT/communications networks
- Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
- Experience of developing / implementing a complex supply chain to support different types of programmes, and coordinating resources to meet the programme objectives
- Proven track-record in managing and supervising others in logistics, including training and capacity building
- Excellent planning, management, and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks, and responsibilities
- Strong communication (written and spoken), and interpersonal skills in English, Somali, and Amharic, with experience in managing multicultural teams

Position 4: Program Manager
Job Purpose Summary: Under the supervision of the Executive Director, the PM will be responsible for the overall General Food Distribution program, budget and human resource planning for 22 woredas; ensure quality, efficient and timely implementation of the project activities; ensure efficient use of financial and other project resources; manage and lead large team effectively. The PM will directly manage the entire GFD team in Sitti and Fafen Zones and will also provide technical oversight of the food assistance program to ensure high quality program delivery, adherence to strong systems, compliance with all procedures, and full accountability within the framework of CAAP and WFP standards and guidelines. The PM will closely collaborate and coordinate with CAAP colleagues, partners, donors, and government counter parts in the design and implementation of the general food distribution Programme.
Qualifications and Experience:
- Education: Master’s degree or Bachelor Degree in the field of public health, development studies, nutrition, management, from a recognized university with five years related experience for master’s holders or seven years relevant experience for bachelor holders.
- At least five years of experience in Somali Region working as project manager/ senior Coordinator in NGO especially on General Food Distribution, Nutrition, or livelihoods
- Have basic training on project cycle management and proven experience in program planning skills financial planning, documentation and report writing,
- Must have strong coordination, human resource management, financial management (budget preparation and monitoring) and M & E skills.
- Experience managing large teams and annual budget of more than one million USD annually.
- Knowledge of CAAP, donor regulations about relief food commodities tracking accounting and reporting.
- Must have excellent understanding of Nutrition and Livelihoods Ethiopia context. Familiarity with General Food Distribution is favorable
- Experience of establishing strong working relationships with colleagues from different sectors and cultures
- Knowledge of UN Rules and Regulations. Experience of managing UN projects is mandatory
- Self-starter and able to deliver on organizational goals with good communication and interpersonal skills

Position 5: Field Monitor Assistant
Key Areas of Accountability:
- Lead the targeting, registration and verification of household beneficiaries according to their level of vulnerability and ensure that food assistance is targeted to households based on their vulnerability.
- Lead the planning, implementation, and monitoring of the General Food Distribution in the respective assigned woreda
- Facilitate the establishment of the food management committee, CRM Committees and community targeting/registration committee, ensure fair representatives for the communities.
- Ensure functional Community Based Complaints and feedback mechanism
- Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the MEAL Officer for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with CAAP and WFP standards.
- Maintain records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.
- Regularly review the beneficiary’s list/data base and ensure its accuracy
- Liaise with Woreda/Zonal Officials, Partners, Community Leaders, and other stakeholders for smooth food distribution to beneficiaries.
- Prepare field mission and distribution reports to document programme implementation.
- Follow set emergency response processes and procedures for emergency food assistance
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines
- Comply with all relevant CAAP policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities, and other relevant policies.

- Communication skill, good human relations, willingness to reside in rural areas;
- Fluency in Somali and English, both written and verbal
- High level of commitment and willingness to travel frequent/long distance in hardship areas
- Demonstrated skills in partnership building and interpersonal communication

Position 6: Targeting and Registration Officers
Key Areas of Accountability:
- Classify households according to their level of vulnerability and ensure that food assistance is targeted to households based on their vulnerability.
- Involved in Community-based preliminary registration.
- Establish community registration or targeting committee and ensure are good representative for the community
- Establish a Community registration/targeting committee based on the village context and also establish primary, secondary and exclusion criteria.
- Facilitate the creation and functioning of appeals committee
- Analysis of feedback mechanism from Appeals committee
- Ensure all the processes are duly recorded and publicly announced to all households within the community
- Training of community targeting committee on how to use targeting criteria.
- Provide the registration format/forms to establish the draft registration master list
- Overseeing the beneficiary’s registration database, ensuring that each registration record is comprehensive through the development of cross-checking mechanisms

Position 7: Targeting and Registration Assistants (Enumerators)
Key Areas Of Accountability:
- Collect data on KOBO/ODK tools for survey data collection in Fafen and Sitti Zones
- Conduct House to house Interview and fill all the required questionnaires as per standard and required procedures.
- Collect data and record responses as instructed using the appropriate tools.
- Comply with the requirements necessary as per the organization guidelines for data collection
- Facilitate and support team leader during focus group discussion and key informants’ interviews.
- Participate in daily briefs to report on the previous day’s activities and get updates/instructions from the Field supervisor.
- Undertake any other duties as may be assigned by the Officer or designated supervisor.

Position 8: Logistics Officer
Responsibilities:
- Management of all logistics; develop/implement the logistics policies and procedures for the management of the supply chain, including procurement, transport and distribution, warehousing, and stock management, and for the management of vehicle fleets, communication systems, and assets
- Ensure that CAAP minimum standards of logistics procedures and policies are implemented and adhered to, to ensure the logistic system is functioning well through regular review and updating of the procurement plans, procurement tracker, identifying bottlenecks and providing timely solutions
- Manage and support logistics staff including ensuring appropriate team structures, clear division of responsibilities, clear objectives, and management of performance
- Assess fleet management standards; ensure appropriate allocation and safe use is achieved throughout the servicing of programme and staff; rental service agreements and contracting is done in alignment with CAAP procurement standards and fuel and maintenance systems are in place
- Take overall responsibility for fuel control system, ensuring proper control, utilization, reporting and accountability for fuel stocks, including conducting random spot check and reviewing/signing off on all monthly fuel reports
- Support warehouse teams to ensure systems and reporting are in place for the effective storage and distribution of all program stocks. Support in the trial of an inventory management system for pharmaceutical stocks
- Oversee warehouse management and organization, ensuring monthly spot checks are conducted by delegated program staff and reported to Operations Manager
- Oversee the receipt of goods and ensure invoices are received and payment requests are delivered to finance within two days to ensure timely payment to the vendors
- Based on CAAP policies and procedures, improve and/or define logistic and procurement processes
- Ensure that the supply chain is appropriate and cost effective, based on budget, markets, infrastructure, nature of the programs, and need for timely delivery and fully compliant with CAAP and donor policies and standards.
- Provide advice and support to senior management on logistics issues, and collaborate with staff on budgets, technical aspects of the program, and implementation mechanisms as required
- Where delegated, lead security management in line with CAAP guidelines and procedures.

Position 9: Distribution Supervisor
Key Areas Of Accountability:
- Facilitate the planning, implementation, and monitoring of the General Food Distribution in the respective assigned woreda
- Perform a monthly inventory of distribution materials to ensure all materials are available and ready to use before the monthly cycle
- Coordinate with community leaders to hire casual labor for off-loading trucks and/or preparing rations at distribution site
- Assist in training hired laborers on proper unloading of commodity at the distribution
- Organize and assist in conducting post-distribution discussions with beneficiaries and community leaders after each distribution cycle
- Assist the FMAs in coordinating the reception of commodity from WFP and monthly physical inventory
- Oversee the reception of food commodity, accounting for the number of units received from WFP against the dispatch waybill
- Ensure the commodities are neatly stored in the warehouse
- Ensure the commodity tracking paperwork is being completed by the General Food Distribution Assistants, including stack cards, warehouse ledgers
- Support FMAs in post-distribution physical inventories
