Position 1: Senior Capacity Building Advisor
JOB SUMMARY
The purpose of the Senior Capacity Building Advisor is to serves both as project manager and as coach/follow-up for the CARE and partner staff in terms of Senior Capacity Building Advisor under the “She Thrives” project. As manager of the project the incumbent is responsible for overall planning, preparing budget, ensuring quality implementation and coordination of the project. S/he will also coordinate the Senior Capacity Building Advisor activities amongst CARE Ethiopia project staffs, CARE Ethiopia projects, partners and government institutions to make them better responsive to gender transformative child labor reduction programs. To this effect, the incumbent directs and coordinates the capacity need assessment, development of Senior Capacity Building Advisor strategies and plan and provides technical support to the implementation team. S/he works in close partnership with thematic leaders and specialists, taskforce members, community groups as necessary, and other partners to identify Senior Capacity Building Advisor needs and plays lead role in developing and executing Senior Capacity Building Advisor activities to targeted community, civil society and government institutions; and contributes to builds CARE Ethiopia’s capacity to gender transformative programming. S/he also participates and contributes in the project technical and management meetings and evaluation/assessment activities, research and documentation. Likewise, the incumbent also works with project staff and partners to ensure common approaches and best practices are applied in all components of the project.
QUALIFICATIONS (KNOW HOW)
A. EDUCATION
Required:
B.A. Degree in Social Sciences, sociology, social anthropology, Management, governance, Development Studies, or related.
Desired:
M.A. in Social work, Development studies, Business management, governance, M&E, sociology, or related field
B. EXPERIENCE:
Required:
- 5 years of relevant experience with the first degree and 4 years of relevant experience plus post graduate degree in training design and facilitation, and capacity building.
- At least 1 year of management experience.
- NGO experience is a plus.
Desired:
- Some background in the key result areas of the program design, e.g. Child labor, gender transformative programming, organizational capacity development, women’s empowerment, psychosocial support, life skill trainings, community saving programs, livelihood:
- Ability to think strategically about capacity and institutional building as a process, about strategic development of training materials, curriculums with government offices and SBCC materials
- Knowledge on preparation of M&E and learning, measurement.
- proven facilitation skills to ensure quality reflection and analysis in workshops
C. TECHNICAL SKILLS
Required:
- Computer skills (Word processing, database management); data analysis
- Excellent written and verbal communication in English Language;
- Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.
- Experience in gender transformative programming
Desired:

Position 2: Advisor – Economic Strengthening and Gender
JOB SUMMARY:
The Advisor-Economic Strengthening and Gender (EGA) for FUTURE PACKARD supported project will lead the quality design and implementation of initiatives that address women empowerment and gender equality issues, reduce barriers for SRH and family planning and improving access to family planning services. S/he will be responsible for building the partners capacity in understanding and applying both economic/Livelihood and gender and family planning approaches, tools, and best practices. It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation of training workshops, coaching and mentoring, and an ability to influence and facilitate change through high level interpersonal and communication skills. The EGA will work closely with other technical advisors, Partner staffs, government relevant sectors and program staff to ensure program quality and impact in line with the FUTURE project goals and objectives.
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
- Master’s Degree BSc and equivalent experience in international development field of study directly related to agricultural development, food security, micro finance or a related field.
Desired:
Academic experience and familiarity with issues related to Livelihood economy and Gender in family planning related with Ethiopia.
B) EXPERIENCE
Required:
- 5 years of relevant experience with the first degree and 4 years of relevant experience plus post graduate degree in development of rural livehood programs, food security interventions, SRH/families planning and program management.
- At least 1 year of management experience.
- NGO experience is a plus
Desired:
- Significant exposure to projects involving networking and multiple partnerships, particularly related to food security issues, good governance/democracy and advocacy;
- Experience in the design and delivery of micro finance programs in rural areas and the Village Savings and Loan Association methodology;
- Experience in using value chain approaches to agricultural development encompassing targeted production and marketing techniques in field program operations.
- Working knowledge of programming in chronically vulnerable environments.
C) Technical Skills
Required:
- Proficiency in verbal and written English, report development, strategic and operational planning, budget planning and management, monitoring and evaluation,
- Proficiency in standard office software package;
- Demonstrated leadership ability to inspire and empower others
- Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;
- Firm belief in teamwork, gender equality, and conceptual understanding of participatory approach and sustainable development.
Desired:
- Knowledge of local languages/Oromifa;
- Skills in organizing and facilitating training events;
- Expertise in one or more of the following program areas: nutrition/health, water/santitation, income generation, education or HIV/AIDS, especially with a rights-based approach (RBA) focus.
D) Competencies

Position 3: Senior Financial Planning Analysis and Reporting (Fpar) Specialist
Job Summary
The purpose of Senior-Financial Planning Analysis and Reporting Specialist is to undertake County office wide financial planning, analysis, and reporting. While all other subunits of Finance focus on production of financial data, the position will assist Financial Planning, Analysis and Reporting Manager in oversighting data quality and undertaking of financial analysis and reporting for overall CO performance She/he is required to closely work with the FPAR Manager and provide assistance on the overall management of the CO multiyear budgeting exercise and financial viability analysis and reporting of the CO.
The position is also responsible for ensuring the accuracy and timeliness of books of records of the country office, including but not limited to: Trial Balance review; VAT analysis and reporting; ensuring right access to people soft; provision of technical backstopping service on this to Field Offices.
Qualifications:
- BA in finance/accounting or equivalent combination of education and work experience.
- 4 years of relevant experience with the first degree and 3 years of relevant experience plus post graduate degree in related experience and Supervisory skills is Mandatory.
- NGO experience is a plus
Desirable
- Very good skills in data analysis.
- A professional accounting qualification either CPA or ACCA preferred.
- Very good communication and presentation skills
- Well organized, ability to work independently, ability to act in a professional and ethical manner.
- Very good skills in computer applications, especially advanced use of excel for financial analysis, business intelligence and reporting.
