CARE Ethiopia would like to invites competent and interested candidates for the following positions.

Position 1: Project Manager

Job Summary:

The purpose of the Project Manager (PM) position is to provide leadership and coordination for ensuring the proper implementation and accomplishment of the CARE DANIDA funded SPAII (Strategic Partnership Agreement II) Prosopis Innovation Project in Afar (PIPA) objective with special focus on CARE’s vision, goals, and program principles, standards, approaches, and long-range Strategic Plan. The PM will have joint responsibility for the project and will manage and support the day-to-day implementation of the project activities in coordination with the technical team in Afar Region. As the project is heavily focused on innovative approaches and solutions, the PM will be directly responsible for ensuring that implementation reflects the creativity and agility of innovation projects. In addition, s/he will be responsible for leading the planning of all the project activities, including the performances of the innovation and private sector partners that will be engaged with the project including leading the field team in implementation, ensuring all reports (financial and narrative) are prepared on time, among other functions. In consultation with the Program Coordinator and other technical advisors she/he develops annual implementation plans and budget, allocates appropriate resources to accomplish the plan and ensures that an appropriate monitoring system are in place to track progress and deviations of program implementation. To promote the highest level of staff performance the PM provides coaching to staff under her/ his direct supervision.  She/he establishes and maintains effective working relationships with key Regional and Woreda government and private sector partners working with SPAII PIPA. She/ he will provide the required support to the field team and ensure the day-to-day project information sharing and updates, joint field action planning and regular joint reviews of project progress and status.

EDUCATION/TRAINING

Required:

BSc in the field of Disaster Risk Management, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management or equivalent combination of education and work experience.

Desired:

Master’s Degree in Disaster Risk Management, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management, or equivalent combination of education and work experience

B EXPERIENCE

5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree proven field based working experience in pastoral development programs, out of which 1 year in managerial position.

Some experience working on innovation projects and/or the design thinking/human centered design approach.

Experience in pastoral area integrated development and Market System Development (MSD)/ Private sector engagement.

Knowhow of opportunities and challenges of development in Ethiopia.

C Technical Skills & Knowledge

Required:

Proficiency in verbal and written English and Afar-af languages;

Demonstrated interpersonal skills in working within a multi –disciplinary team and ability to liaise with government, community leaders and other stakeholders at all levels.

Understanding of the application of the human centered design approach in developmental programming

Practical skill in the areas of non-controversial community development programming.

Proven skill in DNH (Do-No-Harm) approaches in development.

Understanding of consortium based project including understanding of opportunities and challenges in pastoralist context;

Operational planning, budget planning and management, monitoring and evaluation, report writing;

Proven experience of working with pastoralist context;  

Demonstrated leadership and managerial ability to inspire and empower others;

Demonstrated technical and managerial ability, sound judgment, and ability to interact and work effectively with others at all levels.

Desired:

Experience of working in Afar Region;

Knowledge of the local Afa-af language;

Able to work in a very challenging environment and context;

Skills in organizing and facilitating training events.

Skills in facilitating and executing innovation focused workshops and/or trainings.

Expertise in one or more of the following program areas: Pastoralism, DRM, NRM, Gender and Conflict, especially with Gender & Rights Based Approach focus.

Position 2: GENDER SPECIALIST

JOB SUMMARY:

The Gender Specialist for Projects in Women Economic Justice (WEJ) unit will lead the efforts of the project towards quality, and inclusion through capacity building, strategy development, and advocacy. She/He will be responsible for building the project staff’s and the government partners’ capacity in understanding and applying gender and other empowerment approaches, tools, and best practices.  It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation of training workshops, coaching, and mentoring, and an ability to influence and facilitate change through high-level interpersonal and communication skills.  The Gender Specialist will report directly to WEJ’s Sr. Gender and Policy Advisor and will work closely with other project managers and staff to ensure program quality and impact in line with the projects’ goals and objectives.

EDUCATION/TRAINING

Required:

BSc/A in relevant disciplines i.e. Social Science, Gender Studies, Development Studies, Rural Development, or other related studies

Desired:

Professional training in gender

B) EXPERIENCE

Required:

Four (4) years of relevant experience with the first degree & 3 years of relevant experience plus post graduate degree in Developmental related areas, conversant with adult learning and training of trainers, methodologies, practical experience in women’s rights/livelihoods programming

Desired:

NGO experience

C) TECHNICAL SKILLS

Required:

  • Firm belief in teamwork, gender equality, transparent and participatory management
  • Sensitivity to different aspects of diversity (cultural, religious, economic, disability) and sensitivity to HIV/AIDS
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.
  • Training/facilitation skills
  • Writing skills (for report), proficiency in oral and written English
  • Computer literacy in MS Word, Spreadsheet, Microsoft PowerPoint, etc

Desired:

  • Project Design, Monitoring and Evaluation
  • Quantitative and qualitative data analysis skills
  • Action learning/research methodologies
  • Gender analysis, interpretation, and mainstreaming

Position 3: PROJECT OFFICER

JOB SUMMARY:

The Project Officer will play a pivotal role in the successful implementation of the AWE Phase II project, focusing on empowering women engaged in early-stage micro and small enterprises. This position involves overseeing a team of 3 staff members and coordinating activities related to capacity-building training, access to financial services, market linkage, business development services, monitoring, and report writing. The Project Officer will provide comprehensive programmatic, logistical, and all-around support to ensure the project’s objectives are met.

The ideal candidate will have a strong educational background, relevant training, and a passion for driving positive change in the lives of women engaged in micro and small enterprises. Excellent organizational and leadership skills, coupled with a deep understanding of gender-related issues, are essential for success in this role.

Education/training

Required:

BA degree in Gender, Law, Sociology, Social work, Development study, Social Science, or related areas of focus

Desired

Masters in related field is a plus.

B) Experience:

Required:

3- 5 years of relevant experience with first degree and youth Entrepreneurship focused projects in urban settings.

Experience working with micro and small enterprises, gender empowerment and financial inclusions

C) Technical skills

Required:

Language proficiency in written and spoken English.

Computer proficiency

Good communication and report-writing skills.

Firm belief in teamwork, gender equality, economic and social needs of young women, understanding of the participatory approach, and sustainable development.

D Competencies
