The International Institute for Primary Health Care – Ethiopia (IPHC-E) is an organization affiliated with the Ministry of Health – Ethiopia. We provide technical support to countries in building strong Primary Health Care systems, through capacity building training, program design and implementation. We support the Ministry of Health through evidence-based policy recommendations, training of primary health care leaders, implementation of innovation labs, and engagement on PHC strategy designs. We advocate globally for Primary Health Care as a primary driver of achieving Universal Health coverage. We are seeking a motivated Primary Health Care Advocacy program officer to join our team.

Position 1: Junior Advocacy officer

Scope of work:

The Primary Health Care Advocacy program officer will be a member of the core IPHC-E team operating under the supervision of the Primary Health Care Advocacy and Partnerships Lead and in close collaboration with other members of the core team. The Primary Health Care Advocacy program officer will closely work with the Institute’s advocacy and partnership lead and key stakeholder to identify and prioritize primary health care advocacy issues; develop advocacy materials, including policy briefs, fact sheets, and presentations, to support primary health care initiatives and coordinate with partners to organize advocacy events, workshops, and meetings.

  • Under the supervision of, and in collaboration with, the advocacy and communications lead the the Primary Health Care Advocacy program officer will be responsible for, but not limited to:  
  • Develop and implement advocacy strategies to promote primary health care initiatives at local, national, and international levels.
  • Collaborate with stakeholders, including the Ethiopian Ministry of Health, HPN partners, and community organizations, to advocate for policies and programs that support primary health care.
  • Conduct analysis to identify key advocacy issues and opportunities related to primary health care.
  • Organize advocacy campaigns, events, and meetings to raise awareness and mobilize support for primary health care initiatives.
  • Represent the organization in relevant advocacy forums, coalitions, and working groups.
  • Provide technical support and capacity building to staff and partners on advocacy strategies and best practices.
  • Monitor and evaluate the impact of advocacy efforts and contribute to the development of evidence-based advocacy approaches.

Required number: 1 (one)

Terms of employment: One Year contract with possible extension based on performance.

Qualifications, experience and skills

  • Bachelor’s or Master’s degree in public health, international development, or a related health field.
  • Proven experience in organizations working on Primary Health  Care advocacy campaigns and  Primary Health Care advocacy capacity building.
  • Strong understanding of primary health care principles and the Ethiopian health system.
  • Excellent communication, networking, and interpersonal skills.
  • Ability to work effectively in a multicultural and multidisciplinary environment.
  • Excellent command of English and Amharic, (written, oral, comprehension) including highly developed drafting skills.
  • Good organizational skills and ability to pay close attention to details 
  • Preferably with health background or has previously worked for a health-related organization.

Position 2: – Junior Primary Health Care Partnership officer

Scope of work:

 The Primary Health Care Partnership program officer will be a member of the core IPHC-E team operating under the supervision of the Primary Health Care Advocacy and Partnership Lead and in close collaboration with other members of the core team. The Primary Health Care Partnership program officer will be responsible for identifying potential partner organization and establish strategic collaborations to advance PHC goals.

Under the supervision of, and in collaboration with, the advocacy and communications lead the the Primary Health Care Advocacy program officer will be responsible for, but not limited to:  

  • Develop and manage partnerships with local and international organizations to support primary health care programs and initiatives.
  • Coordinate collaborative activities and projects with partner organizations including joint planning, implementation, and monitoring of collaborative project,  to strengthen primary health care delivery and capacity building.
  • Facilitate regular communication and engagement with partner organizations to foster strong working relationships.
  • Facilitate knowledge sharing and best practice exchange among partner organizations to enhance primary health care outcomes.
  • Support the development and implementation of joint initiatives and programs aimed at improving primary health care services.
  • Support the development of partnership agreements, memoranda of understanding, and other relevant documents.
  • Monitor and evaluate partnership activities to ensure alignment with organizational goals and objectives.
  • Contribute to the documentation and dissemination of partnership achievements and lessons learned.

Required number: 1 (one)

Qualifications, experience and skills

  • Bachelor’s or Master’s degree in public health, international development, or a related health field.
  • Proven 9 month experience in non-governmental organization working in Primary Health Care.
  • Strong understanding of primary health care principles and the Ethiopian health system.
  • Experience in planning and managing partnership projects, including setting goals, timelines, and budgets, specific experience with international partners.
  • Excellent communication, networking, and interpersonal skills.
  • Ability to work effectively in a multicultural and multidisciplinary environment.
  • Excellent command of English and Amharic, (written, oral, comprehension) including highly developed drafting skills.
  • Good organizational skills and ability to pay close attention to details 
  • Preferably with health background or has previously worked for a health-related organization.
