Position 1: WASH Officer
Location: (Berhale/Aballa in Afar Region)

Salary: USD 540.00 to USD 656.00 based on you work experience and educational qualification.
RESPONSIBILITIES
- The essential functions of this position include, but are not limited to:
- Identify and select the Community outreach agents from IDPs who will be part of the Community Hygiene and Sanitation mobilization and co-ordinate their work
- Design the contents and methodology of the Community Hygiene and Sanitation mobilization campaign as required by the project and according to the instructions of the WASH Team Leader and the guidelines of the humanitarian cluster working group;
- Prepares detail implementation plan, monitor and follow up the timely implementation of activities;
- Provides support and take part to identify, facilitate and provide various trainings for hygiene promoters, sanitation monitors and solid waste supervisors;
- Collects, compile and analyze baseline data; facilitate KAP/KPC surveys and present the result assessed about hygiene and sanitation situation of the target population before and after intervention;
- Monitors and follow-up to ensure the proper dissemination of hygiene and sanitation messages to the target beneficiaries;
- Devise different methodologies for successful achievement of DRC goal by providing technical and technology assistance;
- Provide technical advice for hygiene promoters, sanitation monitors and solid waste supervisors and monitor the activities;
- Scheduling most of his/her time to spend on field work attend hygiene and sanitation activities to facilitate for improved hygiene practices;
- Monitors the hygiene and sanitation situation in the project area and provide regular updates;
- Maintains close working relationship with government and other relevant partners in the target area;
- Collect, analyze and compile reports from hygiene and sanitation activities and propose better implementation strategy in consultation with the WASH Manager
- Represent DRC externally with community, local government, cluster coordination meeting and other stakeholders
- Mobilize the subordinates and lead WASH NFI distribution
- Collect and disseminate the outputs and drawbacks gained from hygiene and sanitation team in every month report of hygiene and sanitation promotion activities;
- Carry out other additional duties as assigned by line-manager.
Experience and technical competencies: (include years of experience)
- Have technical background and knowledge in environmental health and 3 years of demonstrated work experience in designing and implementing hygiene and sanitation programs;
- Knowledge and experience in proper excreta disposal, solid waste management;
- Excellent interpersonal, organizational and time management skills;
- Capable of training IDPs and motivating community support;
- Ability to understand the cultural context of the community, Experience in participatory techniques and community mobilization;
- Positive and professional attitude, able to organize, maintain and prioritize work under pressure and able to work in an insecure environment;
- Excellent communication skill, preferably with the host community and IDPs
- Accountability & responsiveness within areas of responsibilities,
EDUCATION: (include certificates, licenses, etc.)
BSC degree in environmental health science, environmental engineering, public health, water supply and sanitation or other related fields.
LANGUAGE: (Preferable)
- Excellent skills in speaking, reading and writing English
- Knowledge of Afar language is an advantage

RESPONSIBILITIES

Position 3: National Protection Cluster Co-coordinator

RESPONSIBILITIES
The Co-coordinator is responsible for performing the following Protection Cluster activities and delivering the following outputs alongside and in collaboration with the UNHCR-appointed Coordinator, and in coordination with the relevant Areas of Responsibilities (AoRs) and technical working groups. The Co-Coordinator represents the Protection Cluster jointly with the Coordinator and ensures an NGO voice in humanitarian coordination. The Co-Coordinator complements the Coordinator and provides a representation of NGOs in this essential coordination body.
The Protection Cluster Co-Coordinator will support the Protection Cluster Coordinator to carry out activities outlined in the Protection Clusters ToRs and Protection Cluster Strategy. Activities will be shared and divided as agreed, with the ultimate responsibility remaining with the Protection Cluster Coordinator who reports through UNHCR on the implementation of the Protection Cluster ToRs.
Experience and technical competencies: (include years of experience)
- Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, standards and relevant legal frameworks (e.g. human rights, international humanitarian law, Guiding Principles on Internal Displacement).
- Excellent leadership, coordination, capacity building, planning, advocacy and analytical skills.
- Minimum of 7years proven experience working on protection related issues in humanitarian environments, including provision of technical advice to field teams.
- Previous experience in cluster/sector coordination in complex emergency context; Previous experience as cluster coordinator or co-coordinator preferred.
- Proven experience with protection monitoring, documentation and analysis of protection data.
- Excellent analytical and report writing skills.
- Excellent representation and interpersonal skills and demonstrated ability to establish effective and working relationships with members of cluster, consortiums, or other groups with diverse members.
- Preferred: experience in development of advocacy strategy and messaging.

Postgraduate degree in international law, social sciences or related field

RESPONSIBILITIES
External Representation (Legal Compliance)
- Ensure DRC operations follow the local legislations, advise SMT on any changes in NGO law or risks associated with the operations in due course
- Work closely with the lawyer re CoC cases ensuring best outcomes for DRC
- Ensure timely registration of the DRC projects with GoA, as required by the current legislation
- Coordinate and lead the process of the timely submission of the mandatory reports to Government
- Provide support to teams on field level regarding implementation of local compliance requirements.
Risk Management:
- Regular risk assessment and its systematic follow-up guided by DRC’s Risk Management process.
- Develop action plans based on the Risk Mitigation plans agreed by SMT and follow-up on implementation.
- Organize regular trainings/refreshers on Risk management framework for DRC and Partners to ensure staff awareness.
- Take lead on new staff induction regarding Risk and Compliance processes.
- Conduct internal audits of risk mitigation measures.
- Coordinating Risk Register process with County SMT, Regional / HQ focal points.
Compliance
- In consultation with SMT, develop compliance framework and processes for all business areas.
- Ensure systematic vetting process of program and operations from legal Compliance perspective.
- Develop tools and provide training to specific staff with role in day-to-day compliance requirements.
- Conduct Compliance reviews/audits on periodic basis in all field offices.
- Assist management to conduct specific non-compliance investigations at CO level.
- Take lead on Compliance section of Result Contract and provide quarterly report/update.
- Establish external resources i.e., Legal consultants in regard to compliance initiatives.
- Prepare briefings for SMT on risks considering legal opinions to take informed decisions.
Code of Conduct & Accountability
- Ensure CO has smooth functioning COCRM committees and to provide training to all members on their roles.
- Establish regular/correct functioning of operational feedback committee or beneficiary feedback mechanism in coordination with MEAL Manager.
- Ensure a sufficient availability of trained investigators in CO.
- Conduct trainings/refresher for staff round the year. Conduct CoC inductions to all new staff.
- Ensure proper visibility materials are rolled out for CoC/Accountability/ COCRM in all operational areas.
- Develop a proper mechanism to train every staff, especially front-line staff on CoC/CoCRM
- Any other tasks as required by the scope
Experience and Technical Competencies: (include years of experience)
- At least 3-5 years professional work experience in humanitarian organizations in the same field.
- Experience with reporting, compliance, grant management
- Understanding of displacement issues and related international standards/frameworks.
- Knowledge of the local laws related to NGO and context in Ethiopia is a required.
Education (include certificates, licenses etc.):
- University degree in organizational development, international relations, humanities, public and social policy or related field(s)
- Excellent writing and communication skills.
- Strong interpersonal skills and demonstrated ability to establish effective working relations with national staff and other stakeholders.
- Ability to work in a deadline driven environment and undertake a proactive approach;
Languages: (indicate fluency level)
Fluent in written and spoken English.
