Position 1: MEL Officer
Overview:
The Strengthening Host and Refugee Populations in Ethiopia (SHARPE) programme uses a market systems development approach to stimulate private sector investment and increase livelihoods opportunities for refugees and host communities. SHARPE operates in three locations in Ethiopia, Jijiga, Dollo Ado and Gambella, with a coordinating office in Addis. The programme commenced in September 2019 and is due to finish in March 2025
Role and responsibilities
The MEL Officer (field researcher) is based in field offices in Jijiga and Dollo Ado and will support its implementation team gather information required to monitor current and anticipated partnerships. These partnerships are primarily in the finance, livestock, and agricultural input sectors as well as in other sectors that provide pathways to improved livelihood opportunities for refugees and host communities.
The MEL officer will engage with current and intended beneficiaries to gain in-depth understanding of how SHARPE interventions are impacting the lives of local communities with special focus on gender dynamics and refugee status
- Support SHARPE’s implementation team in designing and executing periodic monitoring visits, impact assessments and other research efforts.
- Conduct regular travel to refugee camps in Jijiga/Dollo Ado on a schedule agreed with SHARPE’s implementation and MEL team to record data and report on intervention progress.
- Enter the data collected into formats provided by SHARPE and conduct preliminary quantitative and qualitative data analysis.
- Ensure that detailed and feasible project monitoring field plans are developed that: i) consider ethical and safe collection and storage of data, ii) consider data quality, iii) consider storing, protecting, and sharing project documents.
- Closely work with the SHARPE MEL Manager and technical advisors to make sure the project has adequate and tested standard monitoring tools that capture intervention activities and outputs.
- Maintain a good working relationship with other development partners and government agencies in Jijiga & Dollo Ado.
- Assist in identifying, documenting, storing, and sharing lessons learned that have implications for refinement of best programmatic practice.
- In consultation with the SHARPE MEL Manager and Hub lead, organize lesson sharing events with internal and external programme stakeholders as planned.

Desired requirements
- Excellent communication skills (written and verbal) in English, Amharic and Somali.
- Extensive experience in qualitative and quantitative research and data entry methods.
- Ability to record data/information accurately without any prejudice.
- The MEL Officer will be based in one of the regional SHARPE offices (Jijiga or Dollo Ado) with some travel to Addis Ababa. This is a full-time role and will report to the SHARPE MEL Manager, with matrix management inputs from the relevant Hub Lead.

Job Description
Overview

SHARPE operates in 3 locations in Ethiopia, Jijiga, Dollo Ado and Gambella, with a coordinating office in Addis Ababa. The programme will run from September 2019 until March 2025.
Roles and responsibilities
The Business Advisor will be responsible for supporting market analysis on the SHARPE focus sectors, and lead on the design of potential interventions within a specific region. The Business Advisor will work as a team with all other SHARPE colleagues to assess the sectors and identify and support interventions and partnerships for SHARPE engagement using the market systems approach. During implementation, the Business Advisor will be responsible for monitoring, managing, reporting on and scaling up of the interventions.
Undertaking Market Systems Analysis
- Work closely, as part of a team, with all Addis based staff and technical advisors as relevant and conduct data collection for market systems analysis – to identify critical and emerging constraints within the sectors and plan potential strategic interventions in line with SHARPE’s market systems approach and strategic priorities.
- Interview partners in both the public and private sectors for better understanding, building detailed value chain and sector maps working as a dynamic team.
- Work closely with SHARPE team to identify and define appropriate intervention areas and develop potential SHARPE interventions in close collaboration with external partners and stakeholders in the market. Collect relevant data for intervention design and implementation.
- Facilitate the business plan development for local private sector actors that SHARPE will work with in the process of stimulating markets towards local economic development.
- Monitor local markets with special focus on SHARPE sectors and keep SHARPE team updated.
Intervention Management
- In collaboration with Addis and hub based colleagues develop and manage a portfolio of private sector interventions.
- Involve in and contribute to the development of detailed intervention work plans and budgets for each intervention
- Ensure that intervention records, data and files are up to-date and accessible for review as needed by the team.
- Contribute as appropriate and as agreed to the development of intervention tools and the capacity strengthening of key stakeholders in the market.
- Ensure that the documentation required by SHARPE at each stage of the project cycle is completed in an adequate and timely fashion.
- Collect relevant data for vetting process for potential grantees as required.
- Contribute to the provision of accurate forecasts and budgets for interventions to the Finance and Operations Director
- Conduct and participate in internal programme as well as stakeholder workshops
- Liaison with SHARPE expert advisor teams as required
- Identify where capacity building is required by intervention partners in order to design and manage appropriate capacity building initiatives.
Partnership and Stakeholder Management
- Manage stakeholder relationships with intervention partners, creating detailed partnership agreements and ensuring that partners are achieving results defined in the partnership agreements.
- Build and manage relationships with stakeholders, including local government, beneficiaries, and potential partners in the sector.
- Identify potential new or additional partners relevant to SHARPE sectors and interventions in line with the market and sector strategies and recommend willing partners.
- Intervention Monitoring, Research and Learning
- Support intervention monitoring and timely reporting of credible results in line with SHARPE Logframe indicators articulated in the intervention results chains and monitoring and results measurement plan.
- Support intervention research agenda and participate in focussed research assignments, case study documentation and other early warning and verification measurement events.
- Support high quality intervention level record keeping sufficiently disaggregated to monitor outreach and inclusion of targeted beneficiaries.
Reporting
- S/he will report day to day activities to the Hub Lead.
- Contribute to the Hub Level reporting deliverables as directed by the Hub Lead, including activity and intervention progress reports.
- The Business Advisors will manage a portfolio of interventions across different sectors and will report intervention progress to the appropriate thematic/sector lead and/or business advisors as appropriate.
- The Business Advisor will be required to work with SHARPE Short Term Technical Advisors (STTA).
- The Business Advisor is based in Dollo Ado Hub and may require regular travel to Addis Ababa as needed.
Job Requirements
Qualifications
- 4 years of relevant experience with first degree in Management, Economics or related fields of study
- 3 years of relevant experience with the post graduate degree
- NGO experience is a plus
- Supervisory skills is a plus
