About the Organization

Development for Peace Organization (DPO) is an Ethiopian civil society organization established in 2020 with a mission of striving to meet the humanitarian and developmental needs of societies regardless of race, color, religion or cultural background. The organization is legally registered to work in Ethiopia (Reg. 5164), South Sudan (Reg. 4178), Kenya (OP.218/051/22-400/12732 and Somalia (Reg. NGOD/Moifar0422/022); it is also processing its registration in Yemen.

Development for Peace Organization (DPO) would like to invites competent and interested candidates for the following positions.

Position 1: ES/NFI Officer

Duties and Responsibilities

Conduct Vulnerability assessment of the IDPs house holds to ease targeting process

Conduct Beneficiary targeting, Registration and verification in collaboration of local administration

Prepare distribution plan and organize distribution of NFI by adhering to COVID 19 Infection prevention protocol

Initiate procurement of Emergency Shelter and NFI with support of Regional Coordinator

Plan and/or Facilitate integrated/joint institutional and community resource and capacity assessment including feasibility study

Strongly engage with sector offices and local administration on the course of rolling out planned Emergency Shelter and NFI activities

Monitor and supervise day to day activities of Emergency Shelter and NFI activities

Participate Project level Emergency Shelter and NFI activity plan and review

Participate and provide technical support to conduct training for Community volunteers,

Accountability:

Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling DPO values;

Holds the team and partners accountable to deliver on their responsibilities – giving them the freedom to deliver in the best way they see fit, providing the necessary

Job Requirements

Qualifications:

Educational

BSC degree in rural development, social science, Environmental health and other developmental field or equivalent related field

Experience

Minimum 5 years for BA or 3 years for MA of related work experience in the area of emergency Shelter and WASH out of which at least 1-year experience in humanitarian response

Experience working in NGO/INGO on emergency Shelter and WASH is an added advantage

Skill

Experience in working with in hygiene and sanitation promotions and Emergency Shelter assistance. This includes technical support, capacity building and coordination.

Excellent understanding of Emergency Shelter and WASH issues in Ethiopia/Region at both field and policy levels.

Experience in implementing Emergency Shelter and project.

Good presentation, training and facilitation skills

Good communication and interpersonal skills and an ability to train and mentor staff

Proven ability to manage a complex and demanding workload

Good spoken and written English,

Good computer and report writing skill

Knowing the Local language is a plus

Position 2: Logistics Admin and Finance(LAF) Officer

Duties and Responsibilities:

Transport & Logistics Responsibilities:

Collect monthly log sheet for office and rented vehicles and evaluate each vehicle’s

Understand and adhere to the rules and regulations of (Transport, Procurement and warehouse policy) lay down by DPO. If these regulations are not clear bring it to the attention of your line manager;

Make sure office vehicles are serviced periodically as per manufacturer’s maintenance guideline and insure all repair and maintenance are as per DPO vehicles maintenance guideline;

Check and review office` vehicles repair and spare part bills and make sure the invoices are   in accordance with the agreement before payment is effect;

Collect daily and weekly transport plan from the users and organize the transport in cost effective way;

Monitor office and rented vehicles daily movement and ensure that resources are effectively used for DPO interest only;

Produce monthly transport report with all formations like:  Maintenance cost, fuel consumption, availability, utilization, accident/incident and need satisfaction;

In case of accidents follow up necessary procedures (insurance company, traffic police, lawyer, reporting, visiting scene, etc);

Make sure all the procurement processes are as DPO and Donors procurement guideline;

Make sure all purchase` files are maintained as per DPO Finance, Procurement and Store guideline;

Maintain good stock records systems and make sure all relevant information are shown on the stock cards as per DPO’s guideline;

Produce monthly consolidate stock report and check/inventory process is undertaken at all-time in accordance with DPO inventory guidelines;

Make sure fixed assets in all office are updated and tagged as per DPO asset management guideline;

Make sure all agreements like; vehicles maintenance, spare part and office rent are timely renewed;

Monitor logbooks and vehicles charge out sheet of Drivers on a weekly basis ensuring that they are filled in properly fuel usage, KM analysis;

Financial Responsibilities:

Cash transfers to fields and others;

Responsible to fill the gaps when cashier is on annual leave;

Prepare and Check monthly financial report;

Ensure adequate fund/cash held in program for planned activities;

Monthly cash books and bank books;

Cash requests from the fields;

Adhere to the necessary accounting, documentation and reporting procedures required for the purchase of items based on purchases/procurement procedure, if any;

Responsible to check daily financial payments in line with organizational policies and procedures by giving due attention to authorization level and budget codes;

Ensuring close collaboration and communication with Finance and HR departments at HO and field level to facilitate and smoothen consistent running of the program;

Work closely and provide  technical support to the Cashier;

Check and review the external work done before any payment is effective;

Review and check monthly staffs’ payroll before the payment is effected;

HR & Admin Responsibilities:

Maintain and update personnel files of all staff at the project, including all documentation as required in line with DPO HR Manual guidelines;

Manage and address all staff personal issues following the Concern HR Manual guidelines;

Prepare HR report;

Provide the necessary materials and equipment to project staff for their day to day activities;

Receive, screen, log and route program related correspondences and maintain an effective follow-up system;

Maintain high standard of Health and Safety within the working environment;

Maintain good working relationships in the workplace;

Perform other duties assigned by line manager;

Performs any additional activities which may assigned by the Regional Coordinator.

Position 3: Liaison Officer

Duties and Responsibilities

Develop and maintain relationships with external stakeholders including government agencies, community leaders and other organizations

Coordinate and communicate with internal departments

Represent the organization at meetings and events to ensure that organizational goals are met

Represent DPO at cluster meetings and events

Provide information and updates to stakeholders

Negotiate agreements and contracts

Resolve conflicts and issues

Track and report on progress

Experience

Minimum 5 years for BA or 3 years for MA of related work experience in government relations, public relations

Position 4: Regional Coordinator

Job Summary:

Under the direct supervision of the Country Program Director,  the Regional coordinator responsible to manage the grass root implementation of the project and lead the project staffs and closely work with the Woreda, zonal and regional stakeholders to achieve the planned objectives. The RC will lead the DPO Somali  Region Humanitarian response  intervention, actively lead & engaged in emergency assessment,  proposal developments,  response planning and response setup, reporting, team management, monitoring and post intervention assessment, facilitating trainings, team development & capacity buildings and coordination & representation of DPO  in humanitarian coordination, Agricultural Task Forces and WASH cluster in the region and at the Zonal levels where  DPO  has presences in Humanitarian response projects/programs.

Qualification

Education

BSc/BA or MA/MSc in a related field of studies from a recognized University.

Minimum of 6 years of experience, preferably in an NGO/INGO setup

Experience

3 years of management experience on Humanitarian response.

2 years’ experience in managing and coordinating programs/projects.

Proven management experience

Skills

  • Previous coordination experience on multi sectors intervention.  
  • Knowledge and understanding of current contexts and management of emergencies.
  • Strong communication, networking, and representation skills.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Good project management skills.
  • Ability to plan, organize, and supervise implementation of Agriculture ( including Crop production  and Livestock Health),
  • Experience in leading emergency response team and implementing emergency response and development multi sector interventions in local community context at stretched geographic locations
  • Self-motivated, energetic, honest, highly responsible, and punctual;
  • Very good at computer skill- Microsoft Office (Word, Excel, Power Point and e-mail), 
  • Ability to organizing and facilitation of trainings.
  • Skills and experience in staff management, budget management and building effective teams.
  • Have good skill on coordination and integration with government actors and other stakeholders.
  • Have good report writing skill.
  • Good command of both spoken and written English and local language of the area is plus

Position 5: WaSH Officer

Job Description/Responsibilities:

Specific responsibilities include, but are not limited to:

Serve as the focal point person for all activities related to WASH at respective woredas in Dubluk and Moyale in Borena zone.

Participate on needs assessments, planning, organizing, and implementation, of WASH programs in the Borena.

Coordinate in site location, mobilizing the community to participate on the rehabilitation and construction of water schemes, promote community to use latrine for defecation,  proper waste management at village and household level, promote safe water management 

Participate on assessment/survey in collaboration with the national WASH teams, and other Woreda staffs.

Coordinate the construction skilled laborer to monitor the progress of the water schemes and sanitary infrastructure rehabilitation/construction.

Update the emergency situation in the Woreda on bi-weekly bases.

Facilitate in working with relevant partners government sector offices: water, health, and DPPC or other NGO’s and GO’s

Facilitate in the selection, designing, pre-testing, developing, dissemination and evaluation of appropriate hygiene educational materials for effective hygiene promotion program;

Facilitate in organizing WaSHCo and hygiene promotion trainings and workshops for the water management team and other partners (women groups, health agents, water committee, etc. in the woredas) and coordinate in preparation and organizing all the required training materials;

Facilitate in documenting health related data and keep records on activities of hygiene promotion and sanitation;

Prepare monthly reports and submit to the supervisor on the work progress of hygiene promotion and sanitation activities;

Participate in other WaSH activities as assigned by the supervisor.

Collaborate with other DPO programs in the target Woreda.

Represent the DPO in WASH cluster, other government meetings as a focal point.

Conduct other tasks as per assigned by the immediate supervisor.

Job Requirements

Education

BSc or MSc Degree in the area of Environmental Health, Behavioral Science, Health Education and Promotion or Public Health,

Experience

At least 3 years of relevant work experience.

Skills

Commitment to DPO’s mission- Improve the quality of life through health interventions and related activities that build local capacity.

Working knowledge of English and local language Afaan Oromoo (spoken and written)

Preferable to use Office Word, and Excel

Able to live and work with a multicultural team under difficult conditions

Position 7: Project Coordinator

ROLES & RESPONSIBILITY

Position 8: Protection Officer

Duties and Responsibilities

Undertake regular field visits to conduct interviews with target people and other relevant stakeholders in order to gather protection-related information;

Identify protection issues through an age, gender by focus group discussions and individual interviews in a safe environment;

Preparing protection information in an easily-understandable format for communities;

Plan, design and implement protection awareness-raising activities for communities, in consultation with the target audience;

Design, with the participation of representative community groups, appropriate protection interventions, including referrals to relevant authorities and agencies;

Initiate or support community or municipal level advocacy activities designed to improve the protection situation of target population;

Identify protection issues in beneficiary communities and flag them for the attention of the supervisor;

Follow up on individual protection cases within communities and with partner organizations.

Conduct impact monitoring of project activities, in accordance with the organization’s methodology;

Co-operate and interact with partner organizations, relevant government departments and local authorities, and other protection partners on a regular basis;

Actively participate in the Protection Cluster and work with appropriate stakeholders;

Accurately and responsibly document information and share with appropriate partners, Donors, with approval of supervisor or senior management;

Work within an agreed work plan and ensure timely attention to priority tasks;

Play an active role in developing new protection strategies within the organization;

Prepare documentation of all relevant activities (protection monitoring forms, field trip reports, Collective Centre database, minutes of meetings, work plans, budgets etc.) in accordance with the organization’s guidelines and regulations;

 Propose corrective actions where necessary;

Supervise and support protection field assistants/Community mobilizers, where relevant;

Protection monitoring, referrals and delivery of assistance;

Engage in planning and conducting rapid needs assessments to understand protection needs of target populations;

Collect intake and assistance provision data ensuring the highest standards of data protection and confidentiality;

Provide advice and guidance as well as referrals to target people on issues related to accessing required services;

Perform any other duties as requested by supervisor.

Job Requirements

Min. Education

BA  in Social Work, Sociology, Psychology, education, law or other related fields

Experiences

Minimum 3 years professional experience in a similar position, NGO/INGO Experience is Preferable

Experience in a social service, psychology, education, or development sector, of which at least 1year experience is working in development or humanitarian settings;

Essential Competencies & Skill

Technical understanding of core protection concepts including experience implementing protection programming in humanitarian contexts;

Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments;

Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures;

Good computer skills (Excel, Microsoft, PowerPoint and Outlook, ERP);

Good understanding of international human rights and principles of humanitarian work;

Previous working experience with humanitarian agencies will be considered as a strong advantage;

Language Requirements

Knowledge of English and working language of the duty station is an asset

Knowledge of the local language Oromiffaa is a plus

Key Responsibilities

  • Carry out agriculture activities including with specific focus on seed, Animal feed, tools and cash assistance.
  • Engage in beneficiary selection with specific selection criteria for crop and Animal feed and cash assistance.
  • Provide on/off farm trainings for farmers (beneficiaries) on specific topics
