Position 1: ECHO HIP 2023 Project Officer, Benishangul Gumuz
Key Performance Areas
Support Project Management:
- Support the project management of the ECHO projects in Benishangul Gumuz region, including preparation of plans, following up on timely and quality implementation and reporting of the project progress. Take timely and appropriate action to address delays and challenges in relation to project implementation when needed.
- Monitor the progress on implementation of the project’s activities against the plan of action, indicators, and approved budget.
- Support capacity building of the branch staff to achieve better results through the implementation of project activities together
- Support WASH activities and training of volunteers, staff and local government stakeholders as needed for implementation, in coordination with the project coordinator.
- Ensure the Community Engagement and Accountability (CEA) approach is included in data collection, implementation, monitoring and evaluation of the project execution.
- Report regularly to the Project coordinator on the status of the project activities in Metekel, challenges faced and actions taken related to the implementation of the project.
- Monitor project’s financial management in coordination with ERCS project coordinator, ERCS Senior Finance and Administration Officer and ERCS project accountant.
- Maintain and ensure the confidentiality of all related information of the project by implementing the National Society’s relevant policy and procedures.
- Coordination & Representation
- In consultation with the Project Coordinator and the regional branch, liaise with external partners, including government partner offices in Benishangul Gumuz, NGOs and other relevant stakeholders.
- Act as a liaison between the project and relevant stakeholders to ensure efficient inclusion of the high risk and vulnerable groups of the community.
- Establish and promote smooth communication among regional branch and field level staffs, project beneficiaries and the community at large.
- Contribute to coordination and sharing of lessons learned, good practices and tools with ERCS and other stakeholders.
- Represent the project in meetings and workshops at zonal level when needed. Prepare reports, briefings, background information, narratives, and statistical reporting as necessary and required.

Qualification Requirements:
- MSC and/or BSC degree in disaster risk management, project management, development studies, environmental health, public health or another relevant field of expertise.
- Minimum of 4/6 years of relevant NGO supported project/programme management experience and expertise is required.
- Proven work experience in relevant areas such as WASH, health, and CVA is an asset.
- Proven project management and coordination skills and experience.
- Knowledge of other Ethiopian languages (relevant for Benishangul Gumuz) is an asset.
- Commitment to Ethiopian Red Cross values and ethical standards.
Key competencies:
- Excellent coordinator and communication skills with strong interpersonal and coaching skills.
- Demonstrated orientation on results, process, and people.
- Cultural awareness is essential and previous experience in a multi-cultural environment.
- Good IT skills in particular in Microsoft Office Application (i.e. Word, Excel, Power Point) etc.
- Good communication skills (fluency in both written and spoken communication) in Amharic and English.

Position 2: Senior Youth and Social Cohesion Officer
Main tasks
Project implementation, monitoring, evaluation, and reporting:
- Planning and designing the implementation of project activities in the target ERCS Branches as per the Project description and specific needs of vulnerable communities affected by displacement in respective regions.
- Support branch level staff to organize and facilitate training and workshop for different target groups related to life-skills, social entrepreneurship, conflict management and mediation etc.
- Support branch level staff to set-up Red Cross clubs in and out of schools.
- Overall responsible for monitoring the progress and result of youth and social cohesion related activities under the supervision of the overall coordinator for the Social Cohesion project.
- Coordinate with MHPSS and Social Cohesion officer in the roll out of MHPSS activities and the inclusion of youth and other vulnerable groups in these activities.
- Ensure effective and timely project activity implementation by the implementing branches in accordance with the plan of action and log frame for the Project
- Monitor, guide, give feedback etc. as per the project description and support branches in implementations
- Ensure implementing branches are working to foster a safe and inclusive environment for community member and particularly youth to actively participate in humanitarian activities.
- Promote youth leadership and encourage young people to take on active roles within the organization.
- Producing periodical reports and after events, dialogues and submit timely reports to the project coordinator based on agreed requirements.
- Monitoring of the progress of project activities and financial settlement by working closely with the branch finance personnels, accountants to maintain proper financial standards as per the ERCS/DRC financial SOPs and EU grant requirements
- Advise, monitor and give feedback on the branches level outreach activities which are aimed to promote social cohesion.
- Contribute for training manuals and guidelines based on need.
- Develop and implement a monitoring and evaluation plan in coordination with the overall project team, to ensure timely and regular monitoring of the project.
- Monitor developments regarding peace and social cohesion, Gender Based Violence (GBV) to ensure that ERCS responds as appropriate and takes the new advances into programme designing and planning
- Contribute for preparation of both narrative and financial reports of the project
- Engage in all the activities of ERCS’s at AoB related to the project attended to increase social cohesiveness of the youth
- Perform/ carry out any other duties as may be required by ERCS
- Capacity development and technical support
- Supporting branch staff and volunteers to deliver quality and timely services through on the job trainings and by facilitating workshops in coordination with the relevant colleagues and stakeholders
- Participation in coordination meeting of all relevant stakeholders and ERCS staff at HQ level to ensure ownership and sustainability.
- Conduct supportive supervision to staff and volunteers delivering project activities and provide technical support as needed
Advocacy and Representation
- Support advocacy and negotiation activities with relevant authorities and partners promoting peace and social cohesion at national level
- Attend relevant meetings that promote partnership and collaboration among relevant project stakeholders at the HQ level in the area of youth’s social cohesion

Personal qualifications
Education:
BA/MA Degree in youth development, social work, conflict management, community development, psychology, sociology, anthropology, and related Social Science fields.
Experience and Knowledge
- Experience in a similar position preferably in a humanitarian organization or NGO 8 years’ experience for BA and 6 years for MA).
- Proven experience in program development, and project management related to thematic areas such as social cohesion, community dialogue and youth engagement
- Excellent communication and interpersonal skills, with the ability to engage and motivate young people.
- Demonstrated leadership abilities and the capacity to work effectively in a team.
- Knowledge of current social cohesion and youth-related issues and challenges.
- Proficiency in using technology and social media platforms for community and youth engagement.
- Experience working in the area of displacement (e.g. with internally displaced people, host communities, refugees and returnees) is an advantage
- Experience in project management /implementation
- Strong interpersonal and cross-cultural skills for building synergies and collaboration with partners, beneficiaries, and donor agencies
- Ability to develop, monitor, report, and evaluate activities
- Previous experience working with social cohesion, youth or community organizations is an advantage
- Experience in supervision and mentoring
- Self-supporting in computers (Windows, spreadsheets, PowerPoint)
- Ability to effectively work remotely if necessary (via email, online)
Languages
- Fluency in English-spoken and written
- Fluency in Amharic – spoken and written
- Knowledge of other local languages relevant for the specific project sites could be an advantage.

Position 3: Admin and Finance Manager
Key Performance Areas:
- Plans, coordinates and supervises activities of customer service management, human resource management, general service, general accounts and property administration activities of the region in accordance with the policy of the Society;
- Supervises the recording, analysis and financial statement preparation activities of core cost and projects in accordance with the Society’s policies and procedures in place;
- Identifies and assesses the need for additional human resource and looks for ways of filling vacant positions; Verifies or approves correctness of statement of accounts for receivable and payable accounts as well as bank reconciliation; Ensures that all transactions of disbursements and receivables are journalized and posted into respective ledgers timely;
- Prepares monthly, quarterly, bi-annually and annual consolidated financial reports of the core cost; Assesses competent employees to fill vacant jobs by way of promotion on competitive basis as per level of delegation;
- Follows up on the collection of receivables in due course and reports on over dues for immediate action; Gives orientations/inductions to new employees transferred, or promoted or recruited to fill the post;
- Ensures that fixed assets of the regional, zonal and woreda branches are properly registered, classified and codified or tagged for ease of tracing and identification;
- Checks and verifies as to payment orders and purchasing transactions are duly approved by authorized personnel; Ensures that cash and check payments are prepared and effected in due course;
- Counter signs payments verifying correctness and completeness of supporting documents; Checks receiving vouchers and payment vouchers are posted to general ledgers and respective subsidiary ledgers;
- Ensures that legal and authorized deductions are made from employee’s salary income during payroll preparation; Make sure that there is no uncollected amount at the end of the year or there is no receivable shown in the annual financial report of the branch;
- Ensures that all the deduction from employees are timely paid to the concerned bodies; Consolidate the accounts of the regional branch (regional and zonal branch balance sheet and statement of income and expenditure) quarterly, semiannually and yearly;
- Make sure that the zonal branches are properly undertaking the administration and financial activities of their respective zone as per the rules and regulations of the national society; Ensures that the necessary supports are provided to zonal and woreda branches in the areas of human resource, finance and property administration;
- Works to promote and enable a working environment that nurtures “a learning-together” attitude and practice; Ensures proper administration and utilization of resources at regional, zonal and woreda branches including telephone and stationery items;
- Ensures that the zonal branches are timely sending their financial reports (balance sheet, income and expenditure statement, bank reconciliation statement of each bank account and the necessary schedules) to the region;
- Ensures that the financial reports of the zonal branches are complete and prepared according to the financial rules and account closing and report preparation directive of the national society;
- Ascertains that fixed assets are properly registered and periodic inventory taking is done; Ensures that the property of the region, zonal and woreda branches are properly used and administered by the property administration rule of the national society;
- Ensures that the financial transactions of the region are recorded and data entries thereof processed, accounts timely closed, interim and end-of-period financial reports produced in accordance with the overall financial system in place;
- Provide consolidated quarter and annual financial reports along with the necessary schedules and monthly bank reconciliation statement of each back account to HQ timely; Make sure that the log books are established and kept functional for all the vehicles of the regional and zonal branches;
- Conducts performance appraisal of subordinates, recommends appropriate trainings and coaches them to fill the gaps; Appraises the performance of subordinates in accordance with the performance appraisal system in place; Reports on the performance of the work unit to the head of the region for humanitarian Services;

8/10 years relevant experience and out of these 4/6 years in managerial position. Knowledge of accounting software is mandatory.
