The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Ethiopian Red Cross Society (ERCS) would like to invites competent and interested candidates for the following Positions.
Position 1: Senior Planning, Monitoring, Evaluation & Reporting Expert
Key performance Areas:
- Collaborate with head planning, monitoring, evaluation reporting and learning in the preparation of Plans and coordination of planning, monitoring, evaluation, learning and CEA activities of the National Society;
- Actively takes part in the development, adoption and contextualization of Standard Operations Procedures and operational guidelines on Planning, Monitoring, Evaluation, Learning and program/project quality assurance frameworks such as Community Engagement and Accountability and other overseas their implementation;
- Take part and plays a key role in coordinating strategic plan preparation & review;Coordinate and provide technical support to HQ work units and branches on Annual Operational Plan preparation;
- Ensure the quality of Annual Operational Plan prepared by HQ work units and branches and ensure their vertical and horizontal integration;
- In close collaboration and coordination with program responsible work units at HQ annually compile Annual Operational Plan, consolidated budget and periodic reports of the NS;
- Takes part in Project Planning Process; Works with Program/Project Coordinators in the preparation of Program/Project Monitoring and Evaluation Plan;
- Collect, document, incorporate key issues from Project Field Monitoring Reports in to the NS Periodic reports and disseminate for enhancement of organizational learning;
- Prepare reporting time table and monitor timely preparation and submission of reports to internal and external stakeholders; lead, coordinate and provide technical support to HQ work units and branches on periodic report preparation;
- In close collaboration and coordination with program responsible work units at HQ compile periodic reports of the NS; In close collaboration and coordination with responsible work units at HQ and branches organize periodic program review sessions to review the progress of the Program Plan;
- Coordinate a joint field monitoring visits, prepare their reports and disseminate the findings to all relevant stakeholders; Develop Internal and joint project evaluations’ TOR based on their M&E plan and upon the approval of the internal/joint evaluation TOR organize Evaluation steering team, Evaluation team and undertake the evaluation;
- Prepare and document evaluation reports and disseminate for relevant stakeholders; Assist Management Action Plan preparation as a result of evaluation reports and follows-up their implementation;
- Assure the quality of TORs prepared for external evaluations, inception and final reports thereof;
- Organize and coordinate relief items post distribution monitoring of for distributions directly undertaken by the HQ;
- Organize community of practices[1], develop wikis and blogs in major program thematic areas to enhance learning in the NS;
- Work to support planning, monitoring, evaluation and learning activities with up to date technologies;
- Set out how CEA activities and approaches will be implemented as part of ensuring the quality of Programs/Projects; Integrate CEA into M&E processes for Programs/Projects, ensure communities are consulted and feedback is regularly collected and documented to understand levels of satisfaction with the Programs/Projects;
- Deliver PMEL & CEA training to staffs, management and volunteers in collaboration with the capacity building work unit; Reports periodically its performance to planning, monitoring, evaluation and learning director;

Qualification Requirements:
- Second/First Degree in Economics, Management, Statistics, Development Studies, Regional Local and Development Studies,
- 6/8 year work experience on humanitarian and development projects’
Trainings and Skills-
- Advanced training and skills on the following is required:
- Training on Project/Program Planning, Monitoring and Evaluation
- Training on Community Engagement and Accountability
- Training on Project Management;
- Training on Mobile & remote Data Collection systems such as Kobo Toolbox, ODK, Magpi, Commcare
- Training on Microsoft Office package especially advanced skill on Microsoft Excel; and data Visualization tools such as Power BI, Tableau
- Training on Analytical tools such as SPSS, Stata;

Position 2: Service /Communication and Liaising Manager for Partner National Society (PNS)
Job Summary:
Under the general direction and guidance of the Deputy Secretary General , the Service /Communication and Liaising Manager for Partner National Society (PNS) plans, directs and controls the Liaison, Logistics, finance, Security & facilities activities of the PNS Office; facilitates & ensures the timely execution of Liaoning, Logistics, finance & facilities activities of the PNS Office or Administration Support Services; systematize the service delivery support process to PNS Offices; Solves problems encountered in his areas of responsibilities; Submits periodic Report about the performance of the division.
Specific Duties & Responsibilities:
- Plans, organizes, coordinates & directs the Liaison, Logistics, finance & facilities activities of the Partner National Society (PNS) Office or Administration Support Services.
- Partner with various PNS Offices, Program and Support Service departments in connection with Service delivery support to PNS.
- Advise members of the PNS on protocol issues as they relate to different service delivery & Security issues
- Develop working procedures & as per the authorization ensure their proper implementation; Systematize the service delivery support process to PNS Offices; Solves problems encountered in his areas of responsibilities.
- Manages & deals with all the functions including work permit and security issues of PNS.
- Organize & Manage the provision of warehouse services for the delegates when their stuff arrive in the country before the arrangement of their housing.
- Ensures the provision of appropriate desk space, working internet, uninterrupted power supply, visa processing, security adviser, work permit, maintenance of the delegate’s houses, and payment of the delegate utility bills.
- Direct, Organizes, manage & follow up Vehicle maintenance, office cleaning services and provision of the common area stationery.
- Organizes & directs cleaning & Security issues of the PNS., Ensures the liaison activities of PNS.
- Ensures the timely purchase of items required for the PNS Offices
- Ensures the timely payment requests of PNS Offices.
- Serves as a focal person to service delivery issues to PNS.
- Supervises & supports staff`s performance with in the His/hers Division.
- Submits periodic Report about the performance of the division. Timely reports to the DSG, issues which requires attention & timely decision.

Qualification Requirements:
Second/First degree in Management/Leadership & Development study/ Marketing management /Political Science and International Relation/ Journalism and Communication/Foreign language and literature.
8/10 years’ relevant work experience and out of this 2/4 working with humanitarian organizations as Liaison Manager, Senior Liaison Officer, Communication Manager, Senior Communication Officer or Administration Manager position.
Key competencies:
- Strong skill in management, problem solving reporting and leadership
- Strong coordination and communication skill (verbal and written)
- Well organized self-start, Motivated and detail talented.

Position 3: School of Humanity Director
Job Summary:
Under the general direction and guidance of Secretary General, the Director of the School of Humanity plans, organizes, coordinates, controls and supervises the establishment of the School of humanity, ensures the development of the training manuals, modules and curriculum for specific trainings and courses; conduct periodic need assessment of the trainings; leads/manages the School of Humanity; develops marketing and publicity strategy to promote the activities of the School and implements same upon approval; hosts training programs in collaboration with the CCDHS and strives to devise ways of effectively running the School with the aim of establishing the Center of excellence School of Humanity; administers and coordinates the activities and resources of the School; reports periodically on the performance of the Center.
Specific Duties and Responsibilities:
- Works to realize the establishment of the School of Humanity
- Plans, organizes, coordinates, leads and controls trainings and resources of the School.
- Ensures the development of training modules.
- Develop curriculum for the specific trainings and courses.
- Ensures the proper implementation of policies, strategy, procedures and manuals of the NS;
- Initiates and proposes changes in the Policy, Strategy and Procedure manuals for the realization of the mission of the School;
- Assesses the actual and potential training needs of humanitarian sectors and other related institutions in the country;
- Designs and provide tailor made and standardized humanitarian training programs and other capacity development packages for humanitarian sector and others;
- Design, develop /update training manuals as per the need and endorsed title/ topics;
- Provides research and other consultancy services for ERCS and other humanitarian sectors and related organizations in the country.
- Initiate and design service infrastructure development, expansion, diversification and implement accordingly;
- Collaborates with CCDHS in business development and marketing School of humanity Services.
- Ensure existence and handling of proper database of trainers, researches and consultants both within and outside of ERCS that the School intends to work with;
- Put in place system that promote efficient service and apply ICT application for the entire School;
- Develop marketing and publicity strategy to promote the activity of the School and implement the same upon approval;
- Evaluates the entire work process periodically and take corrective measure;
- Devises ways of effectively running the School with the aim establishing the center of Excellence in humanitarian training.
- Develop the recruitment system/mechanism of the professional trainers
- Identify associate trainers and professionals to be included in the trainers’ database and assign them when the need arises as per the procedure;
- Initiates studies to the expansion and diversification of services;
- Reports periodically on the performance of the School to SG.
- Performs other related duties and responsibilities of the School as assigned by the SG.

Second degree/first degree in Management, Business Administration., Educational Planning & Management, Human Resource Management, Educational Administration, Pedagogical Science.
