Finnish Refugee Council would like to invites competent and interested candidates for the following Positions.

Position 1: MEAL Specialist-Addis Ababa Country Office

Specific Duties and Responsibilities

Monitoring and Evaluation

  • Take a lead on the MEAL activities of the project at the CO level in planning, implementation, monitoring, evaluation and learning of the program quality function at the country level and ensure quality and timely reporting
  • Develop and/or update quality MEAL tools and databases for projects and responsible for monitoring/data collection in collaboration with field level program team and conducting the analysis 
  • Support the project teams in assessing the project progress by providing timely data/analysis to measure the outputs, outcomes, and impact of programs/project progress.
  • Provide capacity support and training on MEAL and all respective program staff.
  • Development and roll-out of digital M&E platforms and tools according to the organizational plans, and in cooperation with the FRC network
  • Ensure gender and disability mainstreaming within the overall MEAL system and during the project and program cycle management.

Accountability

  • Contribute to the development/review of tools for tracking community-based feedback and complaints
  • Through working in close collaboration with the program team at all levels, monitor the functionality of mainstream accountability mechanisms throughout the program cycle.
  • Provide guidance and input in the compilation and analysis of aggregated feedback and complaints data from FRC service users and various stakeholders
  • Generate analysis on the trend of feedback and complaints from right holders and stakeholders and contribute to learning towards improving the quality of FRC’s service delivery

Learning

  • Lead in reviews and lessons learned exercises among the partners and stakeholders including the targeted communities and beneficiaries.
  • Collaborate with colleagues to ensure learning events are conducted to document learnings and best practices on the projects for future implementation.
  • Participate in proactive impact data gathering to analyze specific activities or component outcomes.
  • Compile and consolidate learnings during organizational self-review and reflection sessions.

Reporting

  • Generate periodic program quality indicator reports for tracking program or project progress. Lead and participate in needs assessment exercises, beneficiary targeting, including the development of assessment protocols, data collection tools, data analysis and results-based reporting.
  • Compile and consolidate periodic MEAL reports and submit them to the program Manager and concerned departments.

Professional Standards:

FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct.

Education & Qualifications and experience

  • University degree in M&E, Economics, Statistics, Business Management, Social science, or related fields.
  • At least 6 years of work experience relevant to M&E or results-based project planning
  • NGO experience especially with refugee and humanitarian organizations,
  • Experience in both development and humanitarian contexts are requirement.

Technical skills & knowledges:

  • Proven knowledge, abilities, and skills in the areas of Monitoring and Evaluation and results-based management.
  • In-depth knowledge of monitoring and evaluation methods, and statistical applications (excel, SPSS, kobo tool etc.)
  • In depth knowledge and practical experience in data collection tool development.
  • Proven ability to create/use digital tools and data visualization platforms.
  • Demonstrated knowledge and skills in gender, age, and disability sensitive MEAL processes.
  • Working knowledge of Core Humanitarian Standards of Accountability to Affected Populations
  • Practical skills in supporting the establishment and tracking of Community Based Feedback and Complaints response Mechanisms.
  • Proven previous experience in working with PowerBi

 Competencies

  • Ability to visualize data in creative ways and able to see patterns and trends in data for analysis and decision making.
  • Detail-oriented, good time management/planning skills , people skills (training) /good communicator

Language

Fluency in English language both oral and written communication is a requirement

Workplace: Addis Ababa with frequent travel to FRC operations

Position 2: MEAL Officer-Dessie Field Office

Specific Duties and Responsibilities

Monitoring and Evaluation

  • Prepare and coordinate the MEAL plan implementation for the Field office.
  • Lead on, and participate in, needs assessment exercises, beneficiary targeting, including the development of assessment protocols, data collection tools, data analysis and results-based reporting.
  • Provide capacity development on M&E in the field office,
  • Lead in reviews and lessons learnt exercises among the partners and stakeholders including the targeted communities and beneficiaries.
  • Lead the project monitoring including post-distribution survey.
  • Generate evidence, lessons learned and recommendations to the field office based on evaluation and assessment findings.
  • In coordination with the MEAL Specialist and project Manager/Head of Field Office, monitor the progress of program implementation as per set objectives, indicators, and desire results.

Accountability

  • As a focal point, ensure functioning, use of and improvements to the community feedback and response mechanism, and adherence to cluster standards and expectations.
  • Contribute to staff understanding and capacity building of accountability principles.

Learning

  • Collaborate with colleagues to ensure learning events are conducted to document learnings and best practices on the projects for future implementation.
  • Participate on proactive impact data gathering to analyses specific activities or components outcomes.
  • Set up reflection practices around evaluation results.

Reporting

  • Facilitate the collection and compilation surveys (baseline, mid-term, end-line, PDM etc), and give inputs to ensure FRC standard reporting,
  • Gather information and develop case stories, and success stories relevant to programs
  • Compile and consolidate periodic MEAL reports and submit them to the Field Office Manager and Head of Field Office as per the template communicated.

Duration up to March 31, 2024 – with the possibility of extension

Professional Standards:

A. Education & Qualifications:

University degree in M&E, Economics, Statistics, project management, Social science, or related fields.

B. Experience:

  • 4 years’ experience focusing on M&E, results-based project planning and management.
  • NGO experience is desirable.
  • Has experience in grassroots-level surveys, and multiple assessments at different levels, including the design, data collection and analysis.
  • Experience in both development and humanitarian contexts particularly emergency support, cash distribution, GBV, etc.

C. Technical skills & knowledges:

  • Proven knowledge, abilities, and skills in the areas of Monitoring and Evaluation and results-based management.
  • In-depth knowledge of monitoring and evaluation methods, and statistical applications (excel, PBI, SPSS, kobo tool, etc );
  • Data collection tool development.

D. Competencies

  • Ability to visualize data in creative ways and able to see patterns and trends in data for analysis and decision making.
  • Commitment to Mission, vision, and values of FRC
  • Takes a data-oriented approach to decision making.
  • Self-motivated and results oriented.

E. Language

Fluency in both oral and written communication in English and Amharic language is a requirement.

Workplace: Dessie with frequent travel to 5 targeted Woredas
