ICAP would like to invites competent and interested candidates for the following different positions.

Position 1: DHIS2 Database Manager and System Developer

Major Duties and responsibilities:

 As a member of Monitoring, Evaluation and Learning  team; actively participates in the designing of indicators, develop forms and electronic based systems in collaboration and cooperation with partners like MoH, EPHI, regional health bureaus, regional reference laboratories, and USAID

Built an open access domain to facilitate Implementation of DHIS2 based database.

Develop an APIs required for the integration of the DHIS2 to any other systems internally and with external partners.

Installation, updates, and maintenance of all DB relates software i.e., Java script, Postgres.

Develop a web-based reporting system that can validate and clean collected data for program indicators monthly.

Configuration, backup and regular maintenance of the DHIS2 databases to ensure sustainable access of the system.

Follow up the new features of dhis2 versions and make necessary recommendations for improvement and ensure secure and safe upgrade

Write technical procedures and documentation for the applications including operating procedures, user guides and more.

Maintain the program’s databases integrity including monitor performance; backup and recovery; managing users; secure data; and upgrade hardware and software as needed

Provide innovation solution to satisfy any addition features not supported by DHIS2 system.

Support the timely and high-quality collection, analysis, production and dissemination of data/information.

Support the development of interoperability and data exchange between DHIS 2 and other systems.

Any other tasks as needed.

 Competency (knowledge, skills and abilities)

  • Ability to map database  ‘conceptual design’
  • Ability to refine the ‘logical design’ so that it can be translated into a specific data model;
  • Ability to further refining the ‘physical design’ to meet system storage requirements;
  • Ability of installing and testing new versions of the database management system (DBMS);
  • Good knowledge of developing, managing and testing backup and recovery plans;
  • Ability to ensure that storage, archiving, backup and recovery procedures are functioning correctly;
  • Knowledge of commissioning and installing new applications

Job Requirements

Minimum Qualification, Skills and Experience Required

  • Bachelor’s degree from college or university in Statistics, Computer Science, Computer Engineering, Information Systems Technology or a related field. A postgraduate degree is desirable.
  • Minimum of 5 years documented practical DHIS 2 implementation experience.
  • Minimum of 5 years experience in data management and analysis.
  • Experience developing, upgrading and repairing DHIS 2 modules.
  • Experience in applying user-centered requirements processes for design.
  • Experience developing web-based and/or mobile applications, web programming language (e.g. JavaScript), and Unix/Linux system management.
  • Experience collecting and/or managing public health data on a national level.
  • Knowledge of monitoring and evaluation practices.
  • Experience in Software Development (JavaScript and/or Python esp.) is desirable.
  • Experience using cloud services (AWS preferred) and using a variety of open source technologies
  • Supervision experience.
  • Demonstrated ability to take ownership working in a small team where each team member can make a big impact is desired.
  • Excellent communication skills, an ability to work independently and comfortable coordinating staff across multiple locations.
  • Organizational skills, great attention to detail. Must be able to work as a member of a team and possess good problem­ solving skills.
  • Ability to perform multiple tasks simultaneously

Knowledge Requirements

  • Language Proficiency: Proficiency in written and spoken English; with strong ability to write letter and report.
  • Job Knowledge: A good understanding of public health, data compilation and management and data analysis.
  • Skills and Abilities: Possess advanced data management and analysis skills and proficiency with data management software (Microsoft Excel, Access, SAS, SQL, or Tableau/PowerBI). Experience with web-based applications is desired.

Position 2: Regional Monitoring, Evaluation and Learning Advisor

Major Duties and responsibilities:

 As a member of Monitoring, Evaluation and Learning team actively participates in the designing of  indicators, develop forms and electronic based systems in collaboration and cooperation with the team

  • Make sure this indicators are incorporated in the health institutions data capturing system;
  • Train CU-ICAP-Ethiopia staff on the indicators, data collection system, analysis and changing to a management function;
  • Train RHB health personnel and data clerks in the indicators, data collection, electronic system, analysis and changing to management function;
  • Assist the CU-ICAP-Ethiopia regional staff, RHBs and health facilities in quality data collection;
  • Receive health institutions data as per the scheduled reporting period from the regional offices;
  • Check the quality of data, analyze the data and prepare reports for the donor and internal use;
  • Give feed backs to the regional offices, technical advisors and all CU-ICAP staff on the strong sides, weak points and areas needs improvement or follow-up.
  • Follow the implementation of the previous quarter comments;
  • Follow and give support for the timely implementation of the planning activities;
  • Take part in evaluations,  publication of interest areas and dissemination of the information in consultation with the supervisor
  • Assist in coordination of knowledge management activities in ICAP/CU Ethiopia to document, share and archive data to build institutional memory as well as to inform programmatic direction.
  • Identify areas for advocacy and  advise the management in designing and implementing advocacy work;
  • Represent the organization in M and E issues

Perform other duties and responsibilities as assigned by supervisor

 to supported health facilities.

Job Requirements

  • Bachelor degree in health sciences or related discipline preferably with advanced degree in Epidemiology, Biostatistics or Equivalent combination of education and experience
  • Two + years of experience in the design, implementation and management of health monitoring, evaluation and learning systems.
  • Strong data management and analysis skills are a must, including experience with primary collection of clinical data, design of forms and data collection instruments, and data analysis.
  • Extensive experience with Microsoft Access and Excel and one or more of the following statistical analysis packages (SAS, SPSS, STATA) is required.
  • Proficiency in written and spoken English, ability to draft letters and reports.
  • Strong interpersonal skills
  • Excellent business and interpersonal communication skills with excellent team building and working experience.
  • Ability to establish and maintain effective working relationships with subordinates associates, other department directors and managers and external bodies.
  • Ability to perform multiple tasks simultaneously.
  • Knowledge of local language is an added advantage

 Travel Requirements

Approximately 80% travel

Position 3: Regional Clinical Advisor

Major duties and responsibilities:

The incumbent will be responsible to provide technical supports to the case management activities in the following areas:

  • Provide technical assistance for regional planning, implementation, monitoring and evaluation of malaria diagnosis and case management activities.
  • Assist development and/or review of support tools to improve fever case management.
  • Conducting baseline and follow up assessment on malaria diagnosis and case management activities.
  • Assist development of  MDT training materials and conducting onsite and offsite trainings
  • Provide comprehensive support including the distribution of essential job aids, guidelines and  manuals as well as case management  commodities to health facilities
  • Assist design of quality assurance program for fever case management and facilitate its implementation at the supported health facilities
  • Provide regular mentorship and supportive supervision to health facility staff including health posts, regional and woreda malaria programs on fever case management
  • Participate in the regular regional technical working group meetings
  • Perform other duties and responsibilities as assigned by supervisor

Job Requirements

Minimum Qualifications & Requirements

  • MD with at least two years of experience in clinical practice
  • Experience in conducting trainings, supervisions, and clinical mentorship
  • Experience in development and review of documents related to clinical case management services
  • Ability to work in team with good team spirit
  • Computer skills ( Word, Power point, Spread sheet, etc)

 Travel Requirements: Approximately 80% travel to supported health facilities
