ICAP would like to invites competent and interested candidates for the following Positions.

Position 1: Regional Lab Advisor  

Main duties and responsibilities:

  • As the Laboratory Advisor to the region, the incumbent will have the following responsibilities:
  • Provide high level technical assistance to RHBs/RRLs in planning, implementation, monitoring, and evaluation of laboratory programs of CU ICAP in Ethiopia.
  • Provide high level technical assistance to RHBs/RRLs to identify performance gaps/ challenges and working strategies to improve VL testing coverage and suppression.
  • Identify performance gaps and support RHBs/RRLs to implement quality improvement initiatives to increase access and quality of viral load service in ICAP supported regions.
  • Provide technical assistance to the National/ Sub National Units (SNUs)/ RRLs in developing/updating different guidelines, working formats, monitoring, and evaluation indicators.
  • Provide support to print and distribute specimen referral SOPs and mapping and remapping.
  • Provide TA to RHBs/RRLs to print and distribute viral load demand creation tools, specimen referral SOPs, request forms, registers, and different provider support tools.
  • Provide high level technical assistance to RHBs/RRLs to sustain routine Viral Load Monitoring (RVLM) service at all ICAP supported regions.
  • Provide TA support to RHBs/RRLs in the establishment/ strengthening of tracking system (line listing) for routine VL testing for clients that need to be tested based on the national guideline recommendations.
  • Provide TA support to RHBs/RRLs to support health facilities to increase access to viral load testing and result utilization by improving clinic-laboratory interface and strengthening viremia clinics.
  • Support RHBs/RRL and testing sites to ensure comprehensive and uninterrupted specimen referral services for viral load, EID, CD4, and Gene Xpert testing services.
  • Provide high level technical assistance to RHBs/RRLs to strengthen AHD screening and management practice.
  • Provide high level technical assistance to RHBs/RRLs to implement new HIV related testing technologies/methods.
  • Support viral load testing sites and referring health facilities to reduce backlog samples and data to improve viral load testing Turnaround Time (TAT)
  • Provide TA to RHBs/RRLs to plan and conduct capacity building activities.
  • Provide technical support to RHBs/RRLs viral load specimen referral network mapping and remapping process.
  • Facilitate timely equipment maintenance and testing commodities refill.
  • Provide high level technical assistance to RHBs/RRLs to ensure a strong supply management system.
  • Provides technical support to RRLs to strengthen implementation of International/ National External Quality Assessment Scheme (IEQAS/NEQAS) and Regional External Quality Assessment Scheme (REQAS) in the regions.
  • Provide technical support RRLs/RHBs to strengthen implementation of Point of Care (POC) RHT Continuous Quality Improvement (CQI) and certification programs.
  • Provide technical support to RRLs to implement WHO AFRO Laboratory accreditation process.
  • Coordinate and provide technical assistance in planning, implementation, monitoring, and evaluation of viral load monitoring of CU ICAP supported regions.
  • Participate in the regional office weekly and monthly performance review meetings.
  • Participate in health facility mentoring, joint supportive supervision with RHBs and RRLs.
  • Follow and ensure all SNUs/RRLs to conduct SIMS for respective high load health facilities.
  • Prepare and evaluate annual work plan with targeted benchmark indicators and evaluate them quarterly and harmonize annual, semi-annual, and quarterly basis.
  • Support the establishment and strengthening of biomedical centers.
  • Participate in the regional offices’ monthly performance review meetings.
  • Support the RHBs in preparation of continuation application (CA)
  • Participate in joint supportive supervision with RHBs and hospital-based mentors.
  • Represent ICAP-Ethiopia in different forums when assigned by the supervisor.
  • Present and participate actively in monthly, quarterly, semi-annual, and annual ICAP performance review meetings.
  • Prepare and submit weekly, monthly, quarterly, semi-annual, and annual activity reports.
  • Ensure that all lab related targets are met.
  • Perform other duties as assigned by the regional and central supervisor.

Required qualification and work experience:

  • MSc degree or above in Laboratory Science or related from recognized university.
  • Minimum of 5 years work in country experience, including laboratory support to HIV program
  • Has TOT/ basic training on EID/VL testing, specimen referral, rapid HIV testing, CD4, TB diagnosis and DST, LQMS, SLMTA, and PT preparation and interpretation, etc.
  • Experience in teaching, mentoring, organizing, and conducting related training.
  • Experience in mentoring and assessing WHO-AFRO SLIPTA and accreditation.
  • Experience in development of national/ regional documents related to specimen referral, testing and laboratory accreditation process.
  • Excellent interpersonal and coordination skills.
  • Proficiency in written and spoken English.
  • Computer skills (MS Office, power point, excel and statistical packages.
  • Need based travel as scheduled by regional directors.

Position 2: Central Lab Advisor    

Required qualification and work experience:

  • MSc degree or above in Laboratory Science or related from recognized university.
  • Minimum of 5 years work in country experience, including laboratory support to HIV program
  • Experience in development of national/ regional documents related to specimen referral, testing and laboratory accreditation process.
  • Has TOT/ basic training on EID/VL testing, specimen referral, rapid HIV testing, CD4, TB diagnosis and DST, LQMS, SLMTA, and PT preparation and interpretation, etc.
  • Experience in teaching, mentoring, organizing, and conducting related training.
  • Experience in mentoring and assessing WHO-AFRO SLIPTA and accreditation.
  • Excellent interpersonal and coordination skills.
  • Proficiency in written and spoken English.
  • Computer skills (MS Office, power point, excel and statistical packages).

Position 3: Regional Case identification and Prevention Advisor

Required qualifications and experiences.

  • Physician or Health related BSC with a minimum of 5 years of experience involved in Prevention and HIV case Identification: Having MPH is an advantage.
  • Experience in HIV regional program technical coordination.
  • Experience in teaching, mentoring, organizing, and conducting training.
  • Experience in the development of documents related to HIV/AIDS Programs.
  • Excellent interpersonal and coordination skills.
  • Proficiency in written and spoken English.
  • Computer skills (MS Office and statistical packages).

Position 4: Monitoring & Evaluation advisor  

REQUIRED QUALIFICATION AND WORK EXPERIENCE:

  • MD or equivalent plus MPH with minimum of 5 years’ work experience in HIV/AIDS     M& E, of which at least two years should be on data quality and data use.
  • Experience in development of national documents related to HIV/AIDS programs monitoring and evaluation.
  • Excellent interpersonal and leadership skills
  • Proficiency in written and spoken English.
  • Computer skills (MS Office and statistical packages)
  • The incumbent may be requested to spend 75% of the time on a travel.

Position 5: Logistics Officer –Purchasing

Job Description:

  • Collect pro-forma /quotations from vendors
  • Deliver properties to the Store Keeper and obtain Goods Receiving Note as evidence of receipt.
  • Perform execution of all regular purchasing duties
  • Maintain complete updated purchasing records/data and pricing in the system.
  • Execution and monitoring of all regular purchasing duties.
  • Assist in managing and following up overseas orders.
  • Fulfill and the required customs formalities to clear goods from customs ware house
  • Handling and monitoring of claims to vendors for defectives, shortage, missing parts.
  • Coordinate with suppliers to ensure on-time delivery.
  • Responsible for the preparation and process purchase orders and documents in accordance with the established policies and procedures.
  • Monitor and co-ordinate deliveries of items between suppliers to ensure that all items are delivered to site/store on time.
  • Source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers.
  • Negotiate for best purchasing package (in terms of quality, price, term, delivery and service) with suppliers and sub-contractors assigned.
  • Purchase and issue order in accordance to specification.
  • Monitor and co-ordinate deliveries of items between suppliers (local and overseas).
  • Perform other tasks as assigned to him/her by the immediate supervisor.

Job Requirements:

  • BA degree in Purchasing and Supplies Management with two years of related experience
  • Diploma in Purchasing and Supplies Management with four years of related experience

Position 6: Assistant Logistics Officer- Procurement  

Required Qualification and Work Experience:

A Graduate Degree in Procurement, Marketing, Management, or in related fields.

Position 7: Office Attendant 

Job Description:

  • Move material to and from storage, pick up and deliver supplies and materials to and from different work units;
  • Participate in monthly and annual physical inventories, packs and crates material for shipment;
  • Perform custodial duties in keeping storage facilities yard and the compound clean and orderly;
  • Perform minor maintenance on furniture, restroom facilities and fixtures including sinks, urinals and toilets, windows, mirrors and walls;
  • Move and arrange furniture and equipment and set up rooms for conferences and meetings;
  • Take care of the garden in the compound, including the dumping of trash
  • Perform other related tasks as assigned by his/her immediate supervisor.

Position 8: Photocopy Clerk 

Major Duties and responsibilities:

  • Photocopies materials in accordance with the orders and right number of copies as requested;
  • Distribute photocopied materials to concerned persons;
  • Binds or staples duplicated materials in accordance with instructions;
  • Maintain updated photocopy log sheet and records quantity of paper used for photocopying materials;
  • Handles and maintains photocopying machine properly;
  • Ensures there is adequate supply of papers, ink and all other items and the proper utilization of same;
  • Make request for supply of stationary materials such as papers, ink and all other items required for proper functioning of the photocopy machine and supply of the required service;
  • Performs routine work like collecting and delivering documents and materials to and within different work units/departments;
  • Perform other related tasks as assigned to him/her by the immediate supervisor.

8th Grade and 0 years of experience,

5th Grade and 2 years of experience

Position 9: Mail and File Clerk      

Major Accountabilities:

  • Record all incoming and outgoing correspondence
  • Follow-up overdue actions with office secretaries and prepare delinquent action reports from the automated tracking system.
  • Maintaining up-to-date files on daily basis and retrieving records when requested by staff.
  • Ensure that out-going letters are received by the concerned organization/person
  • Provide document reproduction, binding, scanning and laminating services.
  • Receive and distribute letters, faxes and other types of correspondence.
  • Write Support Letters to be issued to other entities
  • Perform Other Tasks as instructed by immediate Supervisor.  To serve as the Mail and File Clerk for incoming/outgoing mails and interdepartmental correspondences.

Job Requirements:

  • Diploma in Secretarial Science and one year of experience. Or
  • Certificate in Secretarial Science and 3 years of experience.

Position 10: Regional Monitoring & Evaluation Advisor   

Required Qualification and Work Experience:

  • BSC/MSc Degree in Health informatics or M&E from recognized college/university
  • Health background will be an asset
  • 5 years related work experience
  • Ability to establish and maintain excellent work relationship.
  • Strong interpersonal communication skills
  • Proficiency in written and spoken English.
  • Basic computer knowledge with ability to use the MS office application.

Position 11: Regional HIV Care & Treatment Advisor       

Required qualifications and experience:

  • MD (Medical Doctor) with a minimum of 5(five) years of experience in care and treatment of HIV/AIDS clients.
  • Experience in HIV program technical coordination
  • Experience in teaching, mentoring, organizing, and conducting training.
  • Experience in development of national documents related to HIV/AIDS Programs
  • Excellent interpersonal and coordination skills 
  • Proficiency in written and spoken English.
  • Computer skills (MS Office and statistical packages)

Position 12: Software Developer    

Qualification and Work Experience:

  • BSc. degree in software engineering, software development, or appropriate field of study and more than 4 years of experience in software and systems design.
  • Proficient with the latest versions of ECMAScript (JavaScript) as well as HTML and CSS
  • An understanding of common programming paradigms and fundamental React principles, such as React components, hooks, and the React lifecycle
  • Familiarity in Micro-frontend architecture.
  • Understanding of Single SPA framework
  • Familiarity with modern front-end build pipelines and tools
  • Hands on experience using Spring, Restful web services, Maven
  • Experience with React and Micro-frontends-based architectures
  • Experience in developing data-driven applications utilizing significant relational database engines as part of the overall application architecture (experience with any or all of the following highly desirable: PostgreSQL, MySQL, Oracle, MS SQL Server)
  • Experience working with any of the technologies such as Debezium, Elastic search, Spark, Apache airflow, Apache Parquet, Apache Camel, Apache Avro, Bunsen, Apache ActiveMQ, Apache Kafka
  • Proficiency developing and troubleshooting complex software systems that run in mixed environments including Linux, Unix and/or Windows on desktop, server, tablet, and mobile systems
  • Experience on setting up and optimizing a CI/CD pipeline.
  • Proficiency using Docker, Docker Swarm, Kubernetes.
  • Experience working within a large team.
  • Ability to work with customers/benefiters/domain specialists to define and execute on functional requirements
  • Experience working in health-related software
