Position 1: Emergency Project Coordinator
Personal Specification
Formal Education/Qualification and Work Experience
Master’s Degree in rural development/agriculture, sociology, management, Water resource management, or any other relevant field including WASH and agriculture with at least 4 years of work experience. Or Bachelor’s degree in rural development/agriculture, sociology, management, or any other relevant field including with at least 8 years plus working experience in development or emergency settings.
Required Skills & Competencies
- Substantial knowledge regarding the program management on the field level especially FSL, Protection, and WASH programs.
- Good understanding of financial and HR procedures required.
- Excellent communication and representative skills (written, oral, cross-cultural)
- Ability to multitask and deal with stressful situations.
- A proven track record in project management on one of the following topics (FSL, Protection, WASH ) or a proven track record of support management of humanitarian-development projects (Admin, Log, HR).
- Strong management skills and leadership, pro-activity
- Strong communication, networking, representation, and an ability to work with a multi-sectorial team
- Good team worker, facilitator, and mediator
- Fluency in written and spoken English.
- Fluency in written and spoken Somali language is preferable.
- Excellent command of office software, such as word processors, spreadsheets, and databases.
- Enthusiasm to work with the local communities.
- Experience in working with government counterparts and other partners at the woreda/regional level
- Working knowledge of computers particularly Excel, Word, and databases
- Previous relevant experience in the INGO sector is an asset

Position 2: Emergency WASH Officer
Job Purpose
The post holder will provide strategic guidance and leadership to our emergency water, sanitation, and hygiene intervention in Bare Woreda. He/she will lead the design, monitoring, and evaluation of Islamic Relief’s emergency water-related works and supplies together with the sanitation and hygiene components. He/she will provide technical support to the field teams and represent Islamic Relief in the Regional and Zonal water and Humanitarian forums and other related clusters. Central to his role will be building the capacity of field staff, community, and relevant partner offices.
Personal Specification
Formal Education/Qualification and Work Experience
Bachelor’s degree in Water Resources Management, hydraulics, Environmental, or any other related discipline with hand on WASH experience and training with at least 3 years relevant experience preferably who works in NGO setups
Skills and Competences
- Demonstrated skills in design preparation, bill of quantities, and specifications
- Proven skills in project planning, design, implementation, and M&E;
- Demonstrated ability in proposal and report writing skills;
- Proven management and people coaching, mentoring, and supervisory skills;
- Good communication skills, ability to convey complex information in a straightforward manner to target communities and staff under his supervision.
- Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi-ethnic teams, including working with partner organizations
- Experience in training and capacity building and ability to carry out training needs analysis and develop capacity building, Mentoring, and coaching skills
- Ability to work in hardship and longer hours and good skill of data collection
- Proven experience in networking, influencing, and negotiation skills
- Strong commitment and sympathy to core Islamic Relief Values
- Knowledge of the government’s current systems and policy environment specifically at the Woreda level;
- Willing to work in remote areas, committed to challenging work, and value-centered individual;
- Fluency in oral and written communications in English. The local language (Somali) is preferable
- Demonstrated skills working in computer software, Spreadsheet etc.

Position 3: Water Technician
Job Purpose
Reporting to the Emergency WASH Officer, the Water Technician will be responsible to provide technical support to the outlined project in assessing and specifying maintenance needs, and preparation of simple and practical operation guidelines for pumps and gen-sets. He/she will work closely with the Emergency WASH Officer; specifically, be charged with supporting the WASH teams in planning, designing, and development of BoQs and overall budgeting, technical implementation of water supply systems including rehabilitation and training of Operation & Maintenance teams, and Water Management Committees and Woreda water office staffs.
Personal Specification
Formal Education/Qualification
· Diploma in water technology electromechanical works or other related field of studies.
Work Experience:
Minimum Four (4) years’ experience in the implementation of Water Work projects, preferably emergency WASH projects in humanitarian, NGO, or Government organizations.
Required Skills & Competencies:
- Proven knowledge of water works, construction management, and emergency response activities.
- Computer literacy in MS Word, Excel, and CAD.
- Fluency in Somali language is Mandatory
- Good in written and spoken English
- Previous relevant experience in the INGO sector is an asset
