They have implemented over 60 projects across all regions, focusing on improving health outcomes, quality, and equity in access to RMNCAH services, primary health care, digital health, health information systems, supply chain management, public health emergency responses, and social and behavior change.
JSI would like to invite qualified and interested job seekers to apply for the following different position.
Position 1: – Driver and Logistics Assistant – Tigray Area Implementation Office /2/
Duties and Responsibilities:
- Provide transportation and logistics services by ensuring the safety of passengers and adhering to organizational policies and regulations regarding driving and vehicle use;
- Maintain cleanliness of assigned vehicle;
- Perform daily inspections of vehicles and maintain accurate vehicle logs to record fuel consumption, mileage, repairs and other reports as required;
- Ensure GPS units are operating correctly.
- Handle the store or petty cash based on the assignment from his/her supervisor
- Assist with inventory management, ensure any inventory movement is properly documented and reflected on the inventory list.
- Ensure equipment release forms are issued and change in the equipment location is reflected on the inventory list;
- Manage office supplies. Maintain stock cards, prepare and submit purchase requests to restock supplies to the position title in timely manner;
- Ensure vehicles are used for project purposes only and any irregularities or misuse is reported;
- Perform other administrative tasks on behalf of the project including but not limited to: event management, procurement, collection of goods or documents, making administrative arrangements and handling payments (if needed)
- Support the Activity by maintaining different equipment while traveling to the field
- Inform the operations Manager and JSI Security Advisor, in a timely manner of all accidents, breakdowns, mechanical failures, faulty equipment or suspected defective or malfunctioning equipment as required by the JSI operations manual.
- Act as a representative of the project at all times being responsive and courteous to visitors, clients and partners;
- Other duties as assigned by supervisor.
Job Requirements
- Clean Driver’s License;
- At least 8 years of experience working as a driver or logistician, experience with a donor-funded project is preferred;
- Knowledge of basic auto repair/mechanics and other equipment maintenance
- Additional short term training/certificate on supply chain, accounting, and management are preferred
- Good interpersonal skills and professionally interact with partners and clients; and
- Ability to communicate in English.
- Reading and writing skills to complete administrative tasks and perform other duties
- Basic computer skill is desirable.
- Speaking of more than one local language is a plus.

Position 2: – Finance Officer Tigray Area Implementation Office
Duties and Responsibilities:
- Maintain proper documentation of financial transactions and submit to the Regional Operations Coordinator for review.
- Coordinate per diem and other workshop/training related payments and effect per diem payment to training participants and maintain proper documentation of such payments
- Process travel advance and travel expense reports for the regional office, checking for accuracy and compliance.
- Liaise with the bank regarding all financial matters linked to project’s bank account and work with the Finance & Operations Coordinator(ROC) in wiring and receiving funds
- Support the Finance & Operations Coordinator during annual planning and budget preparations
- Provide input to Finance & Operations Coordinator while preparing cash flow and budget trucking sheet(BTS)
- Initiate payment, prepare check/bank transfer and submit to authorized person for signature
- Prepare financial reports to Tax authority and Regional Bureaus
- Perform accounting functions related to cash collection & disbursement, voucher preparations & bank reconciliation.
- S/He checks request for payment for completeness, correctness & ensure adherence to policies and procedure of the organization, local government and donor requirement
- Prepare monthly staff receivable and payable schedules, bank reconciliation statement, payroll payment sheet for staff and ascertain all the regions payment vouchers are properly coded
- Review financial documents and enter into quick book
- Ensures no multiple advances are disbursed at a time and follows up the timely reconciliation of advances
- Maintains the integrity and confidentiality of all records and information entrusted to her/ him at all times
- Work with the Finance & Operations Coordinator to establish and maintain all project financial files
- Support staff with regards to project finance management
- Provide information to Finance & Operations Coordinator and/or appropriate technical staff concerning payments, advances, required documentation and other financial aspects of the Project.
- Process registration of staff on pension fund scheme
- Review and summarize medical expenses of staff and their dependents and submit to insurance.
- Support the finance and operations coordinator in timely submission of transactions involving VAT
- Support proper documentation of financial transactions and ensure all are stamped “PAID”
- Support the finance and operations coordinator in facilitation of sub grant related activities
- Carries out all other duties and responsibilities as required by management.
Job Requirements:
- Recipient of a College degree in Accountancy or finance or business administration
- At least 5 years of experience as an accountant, preferably with a USAID-funded project
- Good computer skills (windows, Microsoft Office, accounting software, such as, quick book)
- Must have strong writing and communication.
- Ability to work independently, solve problems and follow-up
- Must have demonstrable personal integrity and honesty and must have pleasant personality.
- Must be willing to travel frequently to project activity regions and woredas as needed.
- Speaking of more than one local language is a plus. Knowing the local language of area of assignment is mandatory.

Position 3: – Finance & Administrative Manager
Main duties & Responsibilities:
- Oversee project finance, operational, and HR duties, compliance, procurement, and safety and security.
- Ensure that financial systems and internal controls are in place and comply with the standard US Government, JSI and other donor’s policies and procedures.
- She/he will work closely with the project senior-management team to provide all financial and operational support required to successfully implement program activities.
- Establish, integrate, and institutionalize financial, administrative, operational, contractual, and human resources systems to ensure proper oversight over the contract and the implementation of activities.
- Ensure accurate and timely financial and operational information is presented to donor, management, and project staff for decision-making.
- Ensure overall compliance with donor and JSI policies, procedures, and regulations across the implementation of all activities.
- Supervise Finance & Operations team and provide staff capacity building, mentorship, and coaching.
- Ensure the development and updating of Project’s operational policies and manuals, including the Local Hire Employee Manual (LHEM), Operations Manual, and Field Office Safety and Security Manual (FOSSM).
- Work closely with the finance staff to monitor the program budget and coordinate regularly with the rest of the project’s management team to ensure the budget is up to date and technical activities align to the budget
- Oversee procurement of equipment and commodities, including the overall procurement process and implementation/management of contracts.
- Ensure compliance with local statutes like Authority for Civil Society Organizations (ACSO) for annual audits, annual plans and activity reports including taxation and labor law etc.
- Manage annual audit process and serve as the primary liaison with audit missions, in coordination with Finance staff.
- Oversee HR management, ensuring compliance with local labor law and JSI policies, troubleshoot performance management issues, and ensure adequate HR tracking and monitoring systems are in place.
- Serve as the primary point of contact for safety and security of staff, ensuring regular contact with relevant sources of up-to-date security information, and working closely with the Activity Manager
- Provide training and/or guidance to all Project staff on financial controls and operational systems, as needed.
- Coordinate regularly with the home office backstopping team to ensure transparency and communication regarding financial and operational activities.
- Lead the enforcement of JSI’s policies around accountability and fraud/ethics management; Implement JSI Accountability Framework and Code of Conduct, and adhere to JSI’s policies on fraud management.
- Any additional responsibilities, as assigned.
Job Requirements
Job Requirements Qualifications:
- A master’s degree in business administration, finance, accounting, or other relevant field with at least 10 years of professional and related experience, A minimum of eight years of experience in administrative and financial management of international development assistance programs, demonstrating increasing levels of responsibility.
- Experience working with USAID preferred
- Experience with a wide variety of donors preferred.
- Demonstrated management experience in finance, operations, and HR required. At least five years’ experience serving in a management role, with supervisory responsibility.
- Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, procurement, contracts management, logistics, and human resources preferred.
- Experience developing work plan and proposal budgets and costing activities, in coordination with technical and program teams.
- Demonstrated ability to work effectively as part of a team and strong interpersonal skills are essential.
- Ability to take initiative and work under minimal supervision.
- Ability to handle confidential information with care.
- Excellent oral and written communication and presentation skills in Amharic and English required.
- Expert computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook.
- Advanced knowledge and experience with accounting software (preferably QuickBooks).
- Familiarity with the Google Suite preferred.
- Ability to travel up to 10% time to regions throughout Ethiopia. Qualified and Experienced Female candidates are highly encouraged to apply.
