Position 1: Planning, Resource Mobilization and M&E Unit Coordinator
Job Summery:
The Resource Mobilization, Planning, M & E Senior Officer will be accountable to program Director and shall advice and provide notes on high level issues or trends of changes of the organization programs, strategic plans to the Executive Director in a timely manner. More specifically initiate and undertake design of M &E system, planning tools and resources mobilization strategies. Make sure that the organization’s Strategic and individual projects Plan is well designed, sufficient resources mobilized and efficiently used, implemented and evaluated in congruent to the institutional vision and mission statements, as well as applicable institutional plans and projects, government and partners’ policies. . She or he monitors progress, ensures a timely action, prepare reports, document results, and make available to all concerned in a timely and appropriate channels and format.
Major duties of the Position holder:
- Establish and administer value for money, results based and up-to-date M &E system and associated tools and ensure that the required system is adopted by all projects and programs functions.
- Design and monitoring visits to see project progress and made internal evaluation as well as facilitate and work with external evaluators when needed.
- Assist the development of annual work plan (AWP), performance management frameworks, and logic models and track the project’s operation accordingly
- Assist in development of projects for fund raising and their associated M &E matrix and results indicators, drafting TOR for Baseline and Evaluation,
- Document, publish and share evaluation results and lessons to all concerned in a timely manner
- Assist and build capacity of project teams to maintain proper quality and timely reporting standards, and proper operationalization of the M & E system.
- Contribute to the overall program of MELCA strategy including actively identifying opportunities for collaboration with donors, stakeholders and needs from project areas
- Ensure the values of participation, effectiveness, efficiency, big picture impacts, partnership, sustainability, social responsibility, and transparency in MELCA’s day to day engagement.
Job Requirement Job Requirement:
- Degree in planning, Monitoring and evaluation, project management and related subjects with additional training on reporting, resources mobilization, communication and documentation, etc.
- 3 years of experience in M &E, Project and programing administration, resources mobilization and documentation preferably in environment and natural resources. Livelihood, agriculture sectors, notably in NGO environment
- High competence in M &E design and implementation, fund raising, proposal and report writing, communication skill, team work, and risk and conflicts management
- Have a comprehensive understanding of system and strategic level thinking and sustainable development and environmental governance principles, and big picture impacts
- Working knowledge of sustainability, value for money, result based planning and monitoring, M & E systems, sustainability of results and impacts, accountability and transparency
- Fluency in English language usage, both in writing and reporting.
- Appreciable analytical and computer skills in MS Office including Word, statistics, Excel, PPT, e-mail, ICT based M & E system and, website management
Place of work: At MELCA-Ethiopia Head office, Addis Ababa with occasional travel to project sites
Position 2: Environmental Governance Unit Coordinator
Job Summery:
The Environmental Governance Unit Coordinator shall assist the program director of the organization in all organizational programs related to Environmental Governance policy, strategy, approaches and interventions, in line with the organization vision and mission as well as project specific undertakings. Above all, he or she should make sure that the organization’s Strategic and individual projects Plan is well designed, sufficient resources mobilized, implemented and evaluated in congruent to the institutional vision and mission statements, as well as applicable institutional, government and partners’ policies and agreements. He or she responsible for planning, overseeing and guide the implementation, program and the project, prepare and submit reports on regular basis and liaises with stakeholder, beneficiaries and partner organizations.
Major duties of the Position holder (Job Description):
- Coordinate program, projects and system design and their effective implementation
- Ensure that all works are carried out in conformity with the organization’s, donors’, government’s policies, strategy, strategic plan, guidelines, applicable agreements, project goals/outcomes, logics, acceptable standards and procedures. And report accordingly.
- Lead and engage in resources mobilization and in its effective channeling and productive use
- Coordinate and lead the development and implementation of monitoring and evaluation system
- Ensure transparency, effectiveness and efficiency in the implementation of interventions,
- Device and make use of innovative methods and approaches to ensure higher level impacts
- Establish, maintain, promote and advance partnership among different players
- Design and implement Institutional, staff and stakeholders’ capacity building undertakings and advice the director on strategic issue.
- Ensure the documentation of key achievements, change stories and disseminate to all concerned.
Job Requirement
- Degree in natural resources and related subject with special training in strategic planning and program management, project cycle management, monitoring and evaluation, as well as result based reporting, etc.
- 5 years of experience in planning and programing preferably in environment and natural resources sector notably in NGO environment
- High competence in fund raising, proposal and report writing, communication skill, monitoring and evaluation, HR management, organizational development, and team building
- Have a comprehensive understanding of system and strategic level thinking and sustainable development and environmental governance principles,
- Working knowledge of Biosphere reserve governance, ecological knowledge and conservation and sustainable production system cross cutting issues such as gender, population, health, livelihood, interface between culture and nature, Traditional
- Workable command of environmental policies, strategies, and related international environmental sustainable agenda as well as skills and technical knowledge,
Fluency in English language usage
- Appreciable analytical and computer skills in MS Office including Word, Excel, PPT and e-mail
