Position 1: – Financial Inclusion Technical Specialist- Highlands Resilience Activity

General Position Summary:

The Financial Inclusion Specialist will support implementation of high-quality financial inclusion through capacity-building for teams, conducting market assessments and designing interventions and building relationships with key market actors from the private sector and government. The  Specialist will also be involved in designing Intervention Concept notes (ICN) that have financial inclusion, and helping to ensure robust M&E, working with our MEL team. S/he will also play a role in representing Mercy Corps’ financial inclusion work externally, through building relationships with key partners and participating in relevant coordination and learning events.

Knowledge and Experience:

  • BA degree in Business, Economics, Development Studies, Program Management, or related Social Science fields.
  • At least 4 years work experience in program management and coordination, preferably in financial inclusion, digital financial services (DFS), product & strategy development; financial literacy programs, and community awareness campaigns.
  • Previous work experience in the financial sector and international development organization is an advantage.
  • Familiar with all aspects of the relevant market systems including key actors, micro-financial institutions (MFIs), and banks,
  • Understanding of Markets Systems Development (MSD) approach.
  • Familiarity with Village Saving and Loan Association (VSLA) methodology and practices is advantageous.
  • Understanding of the PSNP program and the interplay between key agricultural market actors like financial service providers (MFI, Banks, and insurers), input suppliers, producers, and traders.
  • Very good written and verbal communication skills in English.

Position 2: – Accountability and Safeguarding Officer – Highlands Resilience Activity

Knowledge and Experience:

  • BA/S or equivalent, preferable in social sciences including sociology, law, business administration, economics or international development.
  • At least 3 years of related work experience, preferably with an international or local Non-Governmental Organization (NGO) with previous experience on similar post.
  • Experience and/or training in handling sensitive information – Core Humanitarian Standards (CHS) training is an advantage, including Gender-Based Violence (GBV), Protection from Sexual Exploitation and Abuse (PSEA) and Child Protection knowledge and capacities.
  • Experience working in high-risk contexts preferred.
  • Proven commitment to humanitarian and development principles and a demonstrable understanding of conflict contexts and remote work.
  • Proven experience in data collection, data-entry, data/information management and analysis.
  • At least 2(two) years of experience in maintaining feedback mechanisms.
  • Proven experience in developing or contributing to accountability framework or standard operating procedures for feedback mechanisms.
  • Ability to work in a fast-paced emergency response environment and adapt to the rapidly evolving context as necessary
  • Excellent listening, interpersonal, communication and networking skills; and the ability to work with diversified populations.
  • High level of self-awareness and self-development with the maturity to deal with constructive feedback
  • Excellent Computer skills: proficiency in MS Office package, and some knowledge of database management would be an asset

Position 3: – GYSI Technical Specialist- Highlands Resilience Activity

Knowledge and Experience:

BA degree in Gender and social development, Sociology, Psychology, Social work, political science and governance or other similar social science field of studies

Minimum four (4) years of work experience as GYSI or on positions related to gender, and social inclusion in development and humanitarian settings

Experience working with NGOs and USAID funded projects has advantage

Position 4: Finance Officer- Highlands Resilience Activity

Knowledge and Experience

  • Three years and more progressive experience in the non-profit organization and mainly experience gained in the INGO is required.
  • Experience in managing USAID, BHA, EU, WFP, and other private donor grants at least for two(2) years.
  • First Degree in Accounting, Business Administration, Finance, or related discipline. Compensating Education + Experience can be considered.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly in Excel
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills.

Position 5: OFF- Farm Enterprise Technical Specialist- Highlands Resilience Activity

Knowledge and Experience:

  • A degree in Economics, Business Administration, Marketing Agricultural Economics, or related Social Science fields.
  • At least 4(four) years work experience in agricultural value chain development, agricultural marketing, local economic development, business development and entrepreneurship interventions/programs.
  • Experience on increasing off-farm productivity including collaborating with private sector national and international actors to achieve sustainable and scalable solutions for hard-to-reach communities (preferably experience in working with the PSNP program).
  • Understanding of Markets Systems Development (MSD) approach.
  • Very good written and verbal communication skills in English.
  • Fluency in the local language is required.

  • At least 4 years work experience in agricultural value chain development interventions/programs.
  • Experience on increasing agricultural productivity including collaborating with private sector national and international actors to achieve sustainable and scalable solutions for hard-to-reach communities (preferably experience in working with the PSNP program).
  • Understanding of Markets Systems Development (MSD) approach.
  • Understanding of the PSNP program and the interplay between key agricultural market actors like financial service providers, input suppliers, producers, and traders.

Position 7: Monitoring, Evaluation and Learning (MEL) Specialist

Knowledge and Experience:

  • BA/BSC or equivalent, preferable in Economics, statistics, and other development studies.
  • 4 years M&E experience
  • Fluent in both spoken and written English language with excellent knowledge of Somali Language.
  • Previous experience working on donor funded programs in refugee’s context preferred.
  • Demonstrate proficiency in field survey/data collection techniques, data entry, verification, and analysis using mobile data collection platforms/tools such as CommCare, ODK, Survey CPO, and expertise in statistical data analysis software like SPSS, STATA, and others.
