National Electoral Board of Ethiopia (NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch offices at both the federal and regional levels including the two administrative cities. The NEBE has conducted five national elections, two local elections, and six referendums.

Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members that serve full time for a period of six years. According to Proclamation no.1133/2019, the board has the following powers and duties.

CAF(African Football) would like to invites competent and interested candidates for the following position.

Position 1: Program Assistant

Education and Work Experience:

• BA or MA degree in Management, Public Administration, Secretarial Science and Office Management, Law, Political Science or related fields.
• 3 years and Bachelor | 0 years in Masters.
• Including strong experience in event management and travel

Knowledge:

• Proficiency in written and spoken English and Amharic is required.
• Computer literate.
• Knowledge of other local languages is advantageous.

Duty station: Addis Ababa

Position 2: Cyber Security Expert

Education and Experience:

• BSc. CS, CE, SE, and related fields with min 3 years of experience in this position

Technical Skills:

• Strong knowledge of network security, cryptography, malware analysis, cloud security (AWS/Azure/GCP), and zero-trust architecture.
• Proficiency in scripting (Python, Bash, PowerShell) for automation.

Soft Skills:

• Strong problem-solving, analytical, and communication skills.
• Ability to work under pressure during security incidents.

Preferred Qualifications:

• Experience with threat intelligence platforms (MISP, Recorded Future).
• Knowledge of DevSecOps & secure SDLC practices.
• Background in red teaming/blue teaming exercises.

Duty station: Addis Ababa

Position 3: DevOps Engineer

Education and Experience

BSc. CS, CE, SE and related fields with min 3 yrs of experience

Technical Skills

• Cloud Platforms: AWS/GCP/Azure (certifications preferred).
  • Containers & K8s: Docker, Nomad, Kubernetes (CKA/CKAD a plus).
  • CI/CD Tools: GitHub Actions, ArgoCD, Jenkins.
  • Scripting: Bash, Python, or Go.
  • Monitoring: Prometheus, Grafana, Kibana, ELK.

Soft Skills

• Strong problem-solving and collaboration with Dev/QA teams.
  • Ability to document processes and mentor junior engineers.

Bonus Skills:

• GitOps (FluxCD, ArgoCD).
  • Service Mesh (Istio, Linkerd).
  • Multi-cloud/Edge deployments.

Duty station: Addis Ababa

Position 4: Head, Civic and Voter Education Department

Education and Work Experience:

• MA/M.Sc. degree or PHD in Social Work, Business Administration, Sociology, Civics Education, Political Science and International Relations, Law, Public Administration, Pedagogical Studies, Education, Development Studies, and related social science fields.
• 10 years and Masters | 8 years and Ph.D.| 4 years in a leadership role.

Knowledge and Skills

• Strong understanding of civic education principles, voter rights, and electoral processes.
• Excellent communication and presentation skills, with the ability to convey complex information clearly and effectively.
• Leadership abilities, with experience in managing teams and collaborating with diverse stakeholders.
• Ethical mindset with a commitment to transparency, fairness, and impartiality.
• Fluency in English and Amharic required (written and spoken),

Duty station: Addis Ababa

Position 5: Deputy Head, General Service Management Department

Education and Work Experience:

• Ph.D.| master’s in business administration, Public Administration, Facilities Management, Logistics & Supply Chain, Civil Engineering, or other related fields.
• 9 years and Masters | 7 years and Ph.D.| 4 years in a leadership role.
• Proven experience in General services, facilities, logistics, or operations in medium to large organizations.
• Experiences on supervising staff and managing contracts is required.
• NGO, Corporate, or Government sector experience is an asset.Know-How (Skills) (Technical competencies):
• Strong understanding of facilities and logistics operations, procurement processes, and administrative services.
• Excellent leadership, decision-making, and problem-solving skills.
• Ability to collaborate effectively with cross-functional teams and stakeholders.
• Strong communication and negotiation skills.
• Proficiency in relevant software and tools for facilities management, procurement, and administrative services.

Position 6: Election Operations Advisor to the Chairperson

Education and Work Experience:

• MA degree or PHD in Management, Economics, Project Management, Business administration or public administration and other related fields.
• 9 years for Masters or 7 years for PHD (4 years in leadership position)

Know-How (Skills) (Technical competencies):

• Strong analytical and strategic thinking abilities.
• Excellent communication and interpersonal skills.
• Proficiency in operational planning and logistics.
• Budget management expertise.
• Conflict resolution and problem-solving capabilities.
• High ethical standards and integrity.
• Ability to work collaboratively and efficiently within a team.
• Familiarity with electoral processes is a plus.

Position 6: Frontend Developer

Education and Work Experience:

BSc. CS, CE, SE and related fields with min 3 yrs of experience

Technical Skills Technologies:

• Strong proficiency in HTML5, CSS3, JavaScript (ES6+).
  • Experience with React.js, Vue.js, or Angular (at least one modern framework).

Styling & Tools:

• CSS preprocessors (Sass, Less) and CSS-in-JS (Styled-Components, Emotion).
  • Package managers (npm, yarn) and build tools (Webpack, Vite, Babel).

Version Control:

• Git (GitHub, GitLab, Bitbucket).

Basic Backend Understanding:

• Familiarity with Node.js, Express, or API concepts (REST/GraphQL).

Soft Skills:

• Strong problem-solving and attention to detail.
  • Ability to collaborate with designers, PMs, and backend teams.
  • Good communication to explain technical concepts to non-technical stakeholders.

Preferred Qualifications:

• Experience with TypeScript.
  • Knowledge of Progressive Web Apps (PWAs) and Web Accessibility (WCAG).
  • Familiarity with headless CMS (Strapi, Contentful) or static site generators (Next.js, Gatsby).

Exposure to Docker, CI/CD pipelines, or cloud platforms (AWS, Vercel, Netlify).

Position 7: Mobile App Developer

Education and Experience

• BSc. CS, CE, SE, and related fields with min 3 yrs of experienceTechnical Skills
  • Flutter & Dart: 2+ years of production-level experience.
    • UI/UX: Expertise in Material Design/Cupertino widgets, custom animations.
    • State Management: Provider, Riverpod, or Bloc patterns.
    • Backend Integration: Firebase (Auth, Firestore), REST/GraphQL, WebSockets.
    • Tools: Android Studio/Xcode, Git, JIRA.

Bonus Skills

• Native mobile development (Swift/Kotlin).
  • Flutter Web/Desktop experience.
    • CI/CD setup for Flutter apps.

Soft Skills

• Strong problem-solving and attention to detail.
  • Ability to translate business requirements into technical solutions.
