The GIZ Office in Addis Ababa oversees projects in Ethiopia and Djibouti where GIZ works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry of Nutrition and Agriculture (BMEL) and other commissioning parties.

Based on GIZ corporate policy guidelines, the GIZ Office supports the preparation and implementation of international cooperation projects, as well as the administrative implementation on site. The GIZ Office represents the GIZ to government authorities and national partners in Ethiopia and Djibouti and maintains close communication with the German Embassy and other German implementing organizations as well as with international donors. 

 GIZ seeks a qualified candidate for the position of Junior technical operation/security Analyst

 Core tasks

In your role you support all tasks that arise in the thematic area of security analysis. In consultation with your line manager, you are assigned individual tasks related to drawing up analysis reports and other security-related products. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.

You clearly communicate the relevant requirements, conditions, and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regard for all the legal, contractual, socio-political, and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.

Working with experienced specialists, you resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.

In addition, you deal with all associated matters in your thematic area promptly and competently.

You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.

You perform the tasks assigned to you by your line manager, where required.

The Technical Operations Officer and Junior Security Risk Management Analyst

 Prepare, print, and program ID cards for all new national and international staff; have additional cards ready for development advisers, interns, cim experts and visitors.

Monitor the access system, work with its software, and be the focal point for contact with the supplier

Maintain and control the tracking system for GIZ vehicles, inform the projects in case of technical problems with the system and advice how to solve them. Maintain necessary contacts with the provider of the tracking system.

Monitor the GIZ CCTV system, inform the security guards and the SRMAs about possible problems

Database Management: Works with the Analyst, maintains and updates various databases and conflict mapping tools, ensuring data quality for accuracy and consistency to ensure data standards.

Compiles ad-hoc queries using the safety and security databases and mapping tools.

Updates the security information and documents on DMS and GIZ IDA page.

Geographic Information System (GIS) & Mapping. Assist in creating and editing various mapping systems using QGIS software systems. Support the production and updating of high-quality map products, maintain a repository of spatial data (Excel) and ensure the data are documented.  Provide GIS support to the office and assist in developing appropriate maps and infographic products.

B. Tasks

Database management & maintenance

Maintains the ID card database.

Maintains the vehicle database with regards to the tracking.

Monitor the CCTV system

Monitor the access system

Assists in establishing and maintaining the SRM access map for all project activities in Ethiopia

Assist in compiling and maintaining office and staff residences map.

Assist the SRM analyst in maintaining the conflict database/mapping.

Facilitates problem-solving of CCTV, tracking, and access systems with GIZ ICT.

Reporting and analysis

Assists in editing the weekly SRM report based on the available sources of information about the current security situation

Assists in collecting SRM relevant information to update GIZ travel warnings

Assist the SRM analyst in any other duty that might arise (if no other tasks have priority).

Information

Collects and organizes safety and security-related information, using media reports and social media such as Facebook/Twitter report on developments impacting safety and security in Ethiopia and GIZ operations.

Mapping

Geographic Information System (GIS) & Mapping.

Support creating and editing various mapping systems using QGIS software

Support the production and updating of high-quality map products, assist in maintaining a repository of spatial data and ensure the data are documented.

Assist in updating the access map every week

Administration

Ensures that all relevant data (e.g., relevant lists, files, documentation) is handled thoroughly and promptly.

Ensures that all relevant data and files are constantly updated in coordination with the SRM team.

Ensures data protection within the duty areas agrees to German data protection legislation in coordination with the data protection office at headquarters.

Other duties and additional tasks

Performs other duties as assigned by their line supervisor.

Substitute the office manager or the SRM analyst if necessary.

Job Requirements

C.   Required qualifications, competencies, and experience

Qualifications

Bachelor’s degree in an area related to the project/program objectives (security and risk management) with a focus on a relevant field or relevant experience.

Security-related courses and training would be considered an asset.

 Have profound expertise in using GEO software (i.e., QGIS) and Exce

 Professional experience

 At least one year’s professional experience in a comparable position.

 Additional competencies and other knowledge

 Excellent command of English language in all terms,

Experience in using computers and office software packages (MS Access, MS Excel, MS PowerPoint and MS word) is required

Data Management: Design, develop and manage databases, spreadsheets, and other data tools. Understand, document, and ensure data quality for accuracy, consistency, and comparability. Consolidate operational information on a regular schedule to support analysis.

Good knowledge of GIS systems and supporting software (QGIS) and experience developing and managing spatial/geographic data layers.

Publication development/production, especially drafting the text, the design of graphic elements and layout

Proven ability to work under stress and time pressure, frequently outside regular office hours.

Proven internal and external communication skills.

Discretion, flexibility, commitment, and dedication.

Organization, thoroughness, and great attention to detail.

Willing to learn to use additional software applications
