Population Health and Environment – Ethiopia Consortium (PHE EC) would like to invites competent and interested candidates for the following positions.

Position 1: Program Accountant

Duties and Responsibilities

FINANCE:

  • Develop and coordinate financial reports and audits.
  • Work closely with the program staffs and allocable expenses and projection of expenses on monthly and quarter basis or depending on the donor requirements
  • In collaboration with the cluster coordinator will prepare and submit cash requests and financial reports to successfully administer finance.
  • Work with cluster coordinator to ensure compliance and effective and proactive fiscal management
  • Maintain financial files and records according to PHE-EC’s, MCF’s and the government standards.
  • Manage cluster level program payroll and legal deductions, and submit the same copies to PHE-EC head office.
  • Control and oversee annual budget preparations which include overseeing work plan costing and the integration of work plan and donor-approved budgets.

GRANT AND PROCUREMENTS

  • Assist in the design, development and implementation of services, under supervision of Program focal staff and in close coordination with cluster coordinator and other relevant Program staffs, to ensure compliance with donor and Organization’s policies and procedures, and achievement of intended results.
  • Ensuring compliance with all donor requirements and policies,
  • Works closely with sub-national hub PHE-EC programs and provide support focusing on compliance, grant and contracts management, and successful implementation of grant and contracts in the cluster level.
  • Works closely with relevant program at cluster level and ensure the proper preparation and execution of grant and contract documents and grant disbursements are consistent and compliant with donor and Organization’s requirements, policies and best practices.
  • Actively participate in the preparation of program procurement plan.
  • Control and led logistics and other logistics assignments that ensure goods, works and services are procured timely to facilitate program implementation and at the same time ensure value for money is in place at cluster level.
  • Work with PHE-EC head office procurement department to ensure vendors follow all the tendering regulations, procedures and instructions and meet organization procurement internal policies.
  • Ensure that program resources are effectively managed (assets and equipment, human resources, finance).
  • Perform other duties as deemed necessary.

Duty Station: Debre-Birhan with frequent travel to project Woredas and/or kebeles

Reports to: Cluster Coordinator

Education Background

BA/MA in Accounting, Finance, Business Administration in finance, Business management.

Work Experience:

  • Minimum of six years with relevant experience of three years in accounting or Finance manger positions
  • Two years of experience in national CSOs or international NGO

Skills/Knowledge and Competencies

Ability to exercise sound and timely judgment and maintain the confidentiality of sensitive information.

  • Good skills in application of accounting software
  • Proficient skill in excel and other MS computer applications
  • Ability to perform and prioritize multiple tasks.
  • High degree of professionalism
  • Good interpersonal (verbal and written) communication skills, including professional fluency in English.

Position 2: Gender, Youth Engagement and Safeguarding Advisor

Duties and Responsibilities:

  • Developing and leading on gender, youth engagement and safeguarding initiatives
  • Developing and delivering TOT to PHE-EC with specific focus to MaYEA program cluster staffs on gender, youth engagement and safeguarding
  • Creating outreach and engagement programmes for young people
  • Proactively works with other program team members of the PHE-EC and partners to ensure the safe and meaningful engagement of female and young people.
  • Ensure Organization safeguarding policy is familiarized among the program staff.
  • Work with Organization HR and program staffs on installing safeguarding cases reporting system and functioning of the system.
  • Aware on MCF Child and Youth Safeguarding Guideline for the MaYEA program and other PHE- EC staffs.
  • Ensure that the 80% the MaYEA program beneficiaries are young women.
  • Provide technical backstopping to clusters on the theme
  • Supporting youth groups to build capacity and develop effective strategies on safeguarding and gender
  • Prepare gender and safeguarding related reports for the MaYEA program and other PHE-EC Program if needed.
  • Conduct other activities as deemed necessary.

Reports to: Executive DirectorDuty Station: Addis Ababa with frequent travel to program/project areas

Job Requirements:

Minimum qualifications and requirements:

Education Background:

MA/MSc in Gender, Social works, sociology, psychology and other related social science fields with proven practical experiences,

Work Experience:

  • Minimum of three years relevant experience to the job position
  • Two years experiences in promoting gender equality and social inclusion
  • Atleast two years of experience in CSOs/NGOs
  • Substantial experience of gender and youth engagement and safe guarding in development setting
  • Experience at providing advice, developing and delivering on keeping female and young people safe on a diverse range of issues and to a diverse audience
  • Demonstrable experience of working with youth

 Skills/Knowledge and Competencies

  • Knowledge and understanding of meaningful participation and engagement of female and young people and deep understanding of safeguarding and protection issues that may arise.
  • Expertise, technical knowledge and substantial experience in responding to issues, breaches and investigation and case management.
  • Strong communication and facilitation skills.
  • Knowledge of human rights, national, regional and international legal frameworks, young people rights, inclusion and gender equality
  • Knowledge and experience on safe programming
  • Ability to change behaviour/attitudes in non-confrontational manner and with evidence.
  • Excellent report writing and communication in English
  • Advanced computer skills

Position 3: Enterprise Development Officer

Duties and Responsibilities:

  • Map cluster level existing agribusinesses (beekeepers, pullet growers and other input suppliers, output operators and agro processors).
  • Technically lead the implementation of commercial apiculture and other commodity enterprises development related activities at cluster level.
  • Ensure effective operational planning of business enterprise development related interventions and activities, budgeting, implementation, monitoring and reporting, and communications with cluster coordinator and relevant programs in the organization is in place.
  • Provide training on enterprises development to service beneficiary women and youth in the cluster.
  • Provide technical backstopping to woreda based organizational staffs and woreda level Enterprise development experts and works closely with.
  • Provide and ensures the timely supply of finance and non-finance resources needed by the youth agribusiness enterprises in collaboration with governmental and other stakeholders.
  • In collaboration with cluster coordinator work with commercial banks and Micro finance Institutions to facilitate youth friendly financial services.
  • Establishment and strengthen youth owned and youth led                    credit and saving cooperatives/associations.
  • Facilitate and proved innovation and technology based approach to youth owned or youth led apiculture based agribusiness to transform production, marketing and financial services.
  • Ensure that all ecosystem actors in the cluster are engaged to create enabling environment for the flourishing of apiculture and other commodities based agribusinesses.
  • Ensure Organization Safeguarding policy is effectively implemented and report any form of abuse to the gender and safeguarding officer
  • Conduct other activities as deemed necessary.

Reports to: Cluster Coordinator

Duty Station:  Debre-Birhan with frequent travel to project Woredas and/or kebeles

Educational Background:

BSc/MA/MSc in Agribusiness, Agricultural Economics, Economics, and related field of studies

 Work Experience:

  • Minimum of 6 years and three years of relevant experience
  • Two years of Agribusiness enterprise    experience    (working    with    Agribusiness based cooperatives/enterprise, linking with financial sources and marketing).
  • Experience in CSOs/NGOs
  • Strong understanding and practical experience with good practice in agribusiness development, value chains development, Agricultural commodity based marketing and trade development.
  • Willing to innovate, design and implementable interventions to address major enterprise development bottlenecks at community level
  • Skills/Knowledge and Competencies
  • Stakeholder management skills, including experience in working with government institutions, development partners, private sector stakeholders and youth agribusiness groups.
  • Demonstrated team player
  • Good communication and facilitation skills.
  • Ability to work in and perform under pressure and in a dynamic fast paced environment.
  • Good report writing in English.
  • Basic computer skills.

Position 4: Apiculture Development Officer

Duties and Responsibilities:

  • Participate in map existing beekeepers and support them to transform into commercial apiculture business owners.
  • Technically leads the implementation of apiculture related activities and results of the program in your specific cluster
  • Conduct effective operational planning of apiculture related interventions and activities, budgeting, Supervision, monitoring, reporting and communications with government partners and relevant cluster staffs.
  • Provide technical backstopping to woreda based officers and Young people engaged on apiculture enterprise
  • Ensure that 80% of program participants in your specific cluster are women in apiculture enterprise and value chain
  • Provide and also ensures the timely supply of beekeeping tools, bees, and honey extraction materials for youth led agribusiness organized by the support of the program.
  • Conduct identification of commercial opportunities and conduct market analysis for apiculture value chain in collaboration with other stakeholders.
  • Ensure the value addition in the value chain-safety and quality of the product, branding and labeling, social, gender related and environmental norms and sustainability standards at the cluster level
  • Impact the value addition of youth enterprises apiculture products through quality assurance, packaging and marketing.
  • Provide technical training to the woreda level program staffs, government and private apiculture experts in relation to apiculture and related matters
  • Ensure the strengthening of government-private apiculture extension system.
  • Actively engage in apiculture production aggregation, value addition and market driven works.
  • Plan, organize and lead the implementation of holistic approach to apiculture-centred value chains.
  • Identify, implement and ensure innovation and technology based approach is used to transform production, marketing and financial services.
  • Ensure that all ecosystem actors in the cluster are engaged to create enabling environment for the flourishing of apiculture based agribusinesses.
  • Works closely with cluster coordinator and relevant PHE-EC head office to improve the value chain system to ensure direct linkages of the youth agribusinesses with major markets.
  • Ensure PHE-EC Safeguarding policy is effectively implemented and report any form of abuse to the Gender and safeguarding officer
  • Conduct other activities as deemed necessary.

Reports to: Cluster Coordinator

Duty Station: Debre-Birhan with frequent travel to project Woredas and/or kebeles

Educational background:

BSc/MSC in apiculture /Beekeeping, Livestock Production

Work Experience:

  • Minimum of eight years for BSc and 6 years for MSc with relevant experience.
  • Two years of experience in Apiculture or related positions.
  • CSO work experience is advantageous
  • Strong understanding and practical experience with good practice in Apiculture based agribusiness development, value chains development, Working with youth and women engagements, and marketing
  • Specific experience in apiculture commodity value chain, including processing of honey and honey/wax for business marketing.
  • Skills/Knowledge and Competencies
  • Willing to innovate, design and plan catalytic and implementable interventions to address major value chain, institutional and operational bottlenecks.
  • Extensive experience in working with government institutions, development partners, private sector stakeholders and youth agribusiness groups.
  • Strong communication and facilitation skills.
  • Demonstrated team player
  • Ability to work in and perform under pressure and in a dynamic fast paced environment.
  • Very good report writing in English.
  • Basic computer skills

Position 5: Cluster Coordinator

Overall cluster program coordination roles

With regard to program field level cluster coordination will have the following roles and responsibilities.

  • Prepare project all year, annual, bi-annual, quarterly and monthly plan in the light of different demands (Consortium lead, donor and government)
  • Continuously revise and submit plans in the light of the feedback from beneficiaries, donors and other partners and ensure that activities in the plan are rightly contributing to the attainment of the objectives of the program
  • Support the project staff and implementing partners in prioritizing and implementation of activities in the light of emergency of needs and importance
  • Coordinate the field level implementation in the targeted woredas through consultation and active involvement of the respective stakeholders
  • Conduct continuous supportive supervision and document the findings for improving results
  • Provide the necessary support to cluster level program staffs and partners
  • Ensure that the program staffs at cluster levels are undertaking their duties and delivering the results required
  • Coordinate and collaborate with program implementer to ensure timely communications and availing all program related data
  • Ensure all program activities implemented are gender responsive and enhance SRHR issues
  • Ensure that all activities are accomplished maintaining its standard and quality results are delivered
  • Initiate and involve in the preparation of different training manuals and IEC/BCC materials
  • Make sure that the training manuals and IEC/BCC materials are maintaining their standard and get approval from the respective sector  before use
  • Prepare capacity building related reports for the Sub National Hub Program Director.
  • Ensure Organization Safeguarding policy is effectively implemented and report any form of abuse to the safeguarding officer.
  • Prepare monthly, quarterly and annual reports and submit timely
  • Document and prepare reports on any events like training and workshops, case stories and monitoring activities and submit timely
  • Conduct other activities as deemed necessary.

 III. Financial management

  • Prepare budget request and timely submit to the program focal and Finance department at PHE EC Addis office and follow up timey release of the budget
  • Coordinate the preparation and timely submission of reports in line with the expected standards
  • Analyze critical and emerging issues in the course of program implementation and give timey responses either at the field level or in consultation with the management at the head office
  • Ensure budgets are properly utilized to the purpose with consideration of value for money (VfM) and ensure transparency in budget utilization
  • Make sure that the budget utilization are complying with donor and other requirements and regulations
  • Regularly track the budget with the finance people
  • Make sure that any budget request is prepared in detail and in line with the agreement and policy and also the plan in the program document

IV. Networking and Partnership

 1. Liaise with all stakeholders and create positive relationship and partnership

2. Initiate and lead the establishment of multi-sectorial platforms/task-forces at kebele, woreda and zonal levels and ensure that they are used as coordination, learning and knowledge management platforms

3. In consultation with relevant PHE-EC national office representing PHE EC Participate in any joint platforms of the MaYEA consortium members like technical team meetings and any other government and partners’ platforms

4. Play key role for all implementing and other partners to create partnership, synergy of interventions and collaboration for the effective and efficient implementation of the program

5. Ensure that strong partnership and collaboration is created at local levels and among program consortium member

I. Required qualification, Experience, Knowledge and Skills

a. Education Background

Master’s degree in Animal Science, Agricultural Economics, Agribusiness, Rural Development, Animal Husbandry (apiculture management)

b. Work experience

  • Minimum of eight years of experience in development programs of which at least six years of relevant experience in Supervision, Coordination, and Project and/or program management for national/international organizations.
  • Three years of experience in managerial positions.
  • Experience in managing apiculture development programs and value chain development.

c. Knowledge/Skills and Competencies

  • Strong coordination and management skills.
  • Skills on Consortium based project and/or program management
  • Strong stakeholder management skills, including thorough extensive experience with government institutions, development partners, private sector stakeholders and youth agribusiness groups.
  • Strong communication and facilitation skills.
  • Demonstrated team player
  • Ability to work in and perform under pressure and in a dynamic fast paced environment.
  • Excellent report writing in English.
  • Advanced computer skills
