Position 1: – WASH Business Development Officer
Department: WASH
Level: B3
Reports to: Region Based Associate Manager, Business Development
Duration of contract: Indefinite based on performance and availability of funds.
Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits.

Job Requirements
Key Responsibilities:
1. WASH Business
- Ensure daily sales registration sales agents’ formats are appropriately used by business partners and sales agents
- Oversee routine planning and reporting among business partner and sales agents is maintained
- Monitor and report on implementation of local marketing events and appropriate use of sales and marketing tools by business partners and sales agents
- Support businesses to promote their products and services and ensure standard and quality of marketing activities.
- Conduct routine coaching for Mason installers to improve their capacity in conducting door to door sales
- Conduct routine check in and personal conferences for Mason installers and other demand creators to have aim and Plan hence improve their execution.
- Facilitate business development support for businesses by woreda BDS providers.
2. Monitoring and evaluation
- Collect regular Business Partner information using Business partner survey in MWATER platform
- Collect verify and encode Monthly, sales Data and weekly door to door promotion and sales information into DHIS 2
- Ensure the deployment and correct utilization of innovative electronic data capture systems and protocols
- Facilitate/Follow the submission quality and timely reporting and documenting of project activities.
3. Sector coordination, networking and Partnership
- Facilitate the annual and quarterly woreda WASH/Sanitation & Hygiene work plan preparation.
- Follow the woreda project sub- award budget utilization and timely liquidation, in consultation with woreda finance trigger the proper utilization.
- Support WWT/WWTT conduct periodical meeting and support the documentation of the meeting and other relevant meetings to the USAID transform WASH project to help coordinate and prioritize key tasks.
4. Community mobilization and demand creation
- Support the link between saving groups with sanitation product retailors, producers and/or suppliers.
- Support district office, Kebele Administrators, HEWs, and other local level actors to employ proven SBCC approaches, according to the national strategy, to promote demand creation for improved sanitation and health hygienic behavior
- Ensure all SBCC strategy activities documentation is filed and organized for accountability purposes
- Monitor and gather report on demand creation and linkage and sales referrals from HEW.

B.A in Management, business administration, Economics, Marketing Management, public health/ environmental health
Four years’ relevant experience in market development and health programs

Position 2: – Regional Integrated Program Implementation Manager
Function: Integrated Field Program Implementation

Main Duties and Responsibilities:
- Lead implementation of the IFI office to meet annual program targets and deliverables in subnational units such as towns, woredas and Kebeles (Program Implementation)
- Develop annual IFI plans including program work-plan, procurement and budget in accordance with overall PSI and program/s strategy and objectives (Planning)
- Represent PSI in respective regional relationships, joint planning, implementation, monitoring and evaluation with GoE structures in the regions including sub-agreement between PSI and regional HAPCOs/HBs (Representation)
- Own local implementing partners’ work plan and budget development, review and support the head quarter for invoice review; and lead bottom up performance of LIPs (Work plan budgeting and performance)
- Own PSI procedures in the respective area office; oversee IFI office logistics and administration; ensure strong “dotted line” linkages between area office and headquarters technical, finance and operations staff (Procedure ownership in the IFI office)
- Serve as a signatory of the regional office on financial transactions based on the approval limit set and coordinate IFI office monthly budget, advance and liquidation between program and admin/finance staff and contribute to area office standard operating procedures development (Financial oversight and procedure strengthening)
- Collaborate closely with head office technical team and operational team both programmatically and administratively including co-location issues (Collaboration)
- Coordinate town-level monitoring, evaluation and learning (MEL) activities including standardizing and rolling up indicators, data collection, supportive supervision tools, and regular data quality assessments of town-level implementation and lead accurate and timely reporting to PSI, GoE and others as necessary (Research and MEL including reporting)
- Ensure IFI office compliance with GoE, donor and PSI rules, regulations and procedures; and facilitate internal and external audit activities where required (Compliance)
- Supervise IFI office staff providing clear job descriptions, annual MBO, ongoing support and feedback, capacity building, and annual performance evaluations (Staff management and Internal Capacity Building)
- Timely flag up issues to associate director of field implementation and other responsible head office staff for timely intervention and support mobilization
- Ensure operational excellence of IFI and sub IFI offices by securing appropriate support from central office
- Perform any other related activities as assigned by immediate supervisor.

Generic Duties of the Position:
- Develop and implement the IFI office operational plans and objectives.
- Monitor and ensure proper utilization of the IFI Office’s budgets.
- Identify human resources requirements of the IFI Office and develop plan for meeting the requirements.
- Lead the development, implementation and review of relevant IFI office policies and procedures.
- Review, approve and submit IFI office reports to relevant organs.
- Support the development of subordinates through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback.
- Manage disciplinary concerns of the IFI Office staff.
- Represent the PSI Ethiopia in external relationships in matters related to the IFI Office mandate.
- Participate in group decision making processes by forming part of different groups/committees at IFI level as well at PSI level as advised by immediate supervisor.
Job Requirements
Background
Qualification and Experience:
- Master’s degree in Public Health, Health Service Management, Economics, Management or related fields with five (7) years of demonstrated experience in Ethiopian Health System and/Or NGO setting out of which three (3) years at a Managerial level
OR
- Bachelor’s degree in Public Health, Health Economics or related fields with Eight (8) years of demonstrated experience out of which four (4) years at a Managerial level
- Demonstrated experience in managing at least two of donor-funded programs: WASH, FP(AYSRH), and NCD programs in remote regional offices, with decentralized implementation across health programs focused on prevention, care and support
- Proficient in English, Amharic and local languages (Amharic in this case), both written and verbal communication
- Willingness to travel 25% of the time along the assignment area
