Position 1: Senior Regional Programs Coordinator
Job Summary:
The Regional Programs Manager (RPM) will be the lead of the “Integrating Health into the PSNP” project at the regional level with a mandate to work closely with the Regional Health Bureaus (RHBs) and the local implementing partners and other related project-implementing partners in the region. The RPM will also assist in collaborating and coordinating other donor funded activities in the regions. The position requires to work with multiple projects in which Project HOPE is a lead partner and sub partner. The task requires closely working with Regional Health Bureaus, Sub-awarded LIPs, and other governmental and non-governmental stakeholders.
Specific Responsibilities:
- The Regional Programs Manager (RPM) will lead the implementation of the project and coordinate with local implementing partners within the three target regions (Afar, Amhara and Tigray).
- With guidance from the Senior Program Manager, lead capacity building of primary health care workers, in RMNCH service delivery, monitoring and evaluation.
- Together with Regional coordinators and local implementing partners and Regional Health Bureaus (RHBs), lead the preparation of regional work plans and budget.
- Guide regional coordinators to assess needs and organize trainings in line with national standards and guidelines.
- Work closely with the local implementing partners (sub-recipients) in the implementation of the program within the region.
- Work with RHBs, Woreda Health Offices and primary health facilities of targeted districts to ensure PSNP beneficiaries receive RMNCH services.
- Organize and lead the quarterly and annual review meetings between local implementing partners, woredas, PHC facilities and RHBs.
- Prepare monthly, quarterly, annual, and ad hoc reports (when required) and submit to the immediate supervisor.
- Assist the Senior Program Manager to obtain and maintain updated summary information on the regions’ performance status, and to help draft summaries as requested.
- Actively follow and be informed about programmatic issues, security, and political developments in all implementation districts and share information as appropriate.
- In collaboration with MERL Officers and M&E Manager, coordinate all project-related data archiving and filing for Project HOPE activities.
- In collaboration with the M&E staff, support regional GoE structures and LIPs with supportive supervision during data collection and data compilation activities.
- With guidance from the immediate supervisor, coordinate and provide technical support to regional coordinators and district program officers.
- Lead, organize and coordinate site visits by the donor, FMoH, HQ staff and other stakeholders.
- Provide support to the Senior Program Manager in grant modifications; review and provide substantive feedback on grant reports prior to donor submission and ensure timely submission of these reports.
- Supervise Regional Coordinators, review and approve weekly work plans and travel plans.
- Liaise with Operations and Logistics coordinator to manage vehicle deployment and other operations.
- Ensure proper documentation of data and best practices in both hard and electronic copy.
- Undertake other responsibilities as assigned by the supervisor.
Job Requirements:
- Master’s degree in public health or equivalent with minimum of 12 years of experience, including prior experience with RMNCH services and PHC.
- Previous five or more years of managerial experience in similar positions
- Demonstrated ability to communicate clearly and concisely in written and spoken English.
- Proven ability to develop effective working relationships with and technical assistance to partners particularly Regional Health Bureaus.
- Excellent organizational and prioritization skills, and attention to detail.
- Ability to travel up to 50% of the time in program implementation areas.

Position 2: – Senior Program Manager
Job Summary:
Reporting to the country representative, the Senior Program Manager (SPM) will be the primary lead of the “Integrating Health into the PSNP” project and will be responsible for the project with technical, managerial, and representative roles. The SPM will be responsible for providing an overall guidance for the project in planning, implementation, monitoring and evaluation. The SPM will be the main focal person representing the project at national level with FMoH, the donor and other external stakeholders.
Specific Responsibilities:
- Provide technical direction and manage implementation of the project activities to support the IMNCI, iCCM, CBNC, ANC, PNC, TT, HPV vaccine, EPI, FP/STI service delivery in an integrated and comprehensive fashion.
- Responsible for cross cutting activities such as Social and Behavioral Change Communications (SBCC), Continuous Quality Improvement (CQI), Monitoring and Evaluation and Learning (MEL).
- Liaise and collaborate with other BMGF investments especially the WFP Nutrition Sensitive Program in the same geographic areas and with programs funded by other donors for synergy, better outcome and minimize duplication of efforts.
- Work with the national multi-sectoral Core and Technical working groups/teams established by MoAg and WFP to expediate the development of minimum health and nutrition service packages to be integrated in to the PSNP platform.
- Facilitate the national level data sharing agreement through the coordination platforms and Memorandum of Understanding (MoU) with important stakeholders (e.g., MoH, MoAg, EPHI, WFP).
- Oversee the planning and implementation of improved RMNCH services in selected districts of target regions.
- Lead the design, implementation, follow up and review of the pilot result and compile evidence and recommendations for scale up.
- Map out and select PSNP districts in the three target regions and determine the number/ size, location/ distribution, client segment, types of services, and existing quality of service. Analyze the information to produce best model for integration of RMNCH service into PSNP.
- In collaboration with the FMoH, prepare and adopt relevant job aids, posters, reference materials, registers, and all necessary materials for RMNCH service.
- Assess training needs and organize innovative competency-based training and technical assistance for health care workers in target health facilities to improve the quality of RMNCH services for PSNP beneficiaries.
- Work closely with the RMNCH Service Delivery Director, Regional Program Director, and regional coordinators to assess the quality of integrated RMNCH services, and target achievement at woreda and community level.
- Support the systems for supervision, quality assurance/quality improvement, clinical mentoring, and training to build and maintain quality services.
- Establish strong collaboration and facilitate networking between targeted primary health care facilities, woreda health offices and community through the health extension program on referrals for RMNCH services.
- Work closely with PH’s Digital Health Advisor to digitize case management procedures, data collection, and referral linkage tools for various RMNCH services.
- Participate in the national technical working groups for RMNCH & adolescent health, Safe delivery, and FP.
- Identify and discuss with respective regions on policy and regulatory issues related to RMNCH service integration into PSNP.
- Prepare performance reports monthly, quarterly, and annually and ad hoc reports and presentations in addition to the calendar on the investment document.
- Prepare and present technical presentations at different level (national and regional meetings, Global Health Team of Project HOPE HQ, the donor, FMoH, partners and others) and workshops as appropriate.
- Facilitate and coordinate summative program evaluation to document program successes, challenges faced, and lessons learned to help direct subsequent programming at all levels.
- In collaboration with FMoH and RHBs lead the organization of advocacy workshops at different levels to increase RMNCH service uptakes by PSNP beneficiaries.
- Monitor and analyze equity trends and issues related to RMNCH services among PSNP beneficiaries and apply these analyses to national level programs.
- In collaboration with PH’s Research, Learning and Publication team, participate and contribute to production of analysis, communications materials, talking points, briefers, reports, and publications.
- Consult and work closely with the RMNCH Service Delivery Director.
- Supervise, mentor, and guide the Regional Program Director and Coordinators working at national and regional level.
- Develop detailed activity/budget plan and activity tracking matrix and lead the implementation, coordination, and oversight of the project activities.
- As directed by the RMNCH Service Delivery Director, assist in the review, design, and implementation of strategies for RMNCH programing, including monitoring of work plans and budgets, supporting site visits to monitor performance, and reviewing reports and accomplishment of milestones.
- Perform other duties as assigned by the RMNCH Director and the Country representative.
Job Requirements:
- MD with MPH or master’s in public health or Reproductive Health or other related fields with a minimum of 15 years of professional experience of which 8 years on RMNCH related programs.
- Demonstrated knowledge of RMNCH+ services with global and national policies and strategies.
- Demonstrated experience in organizing, leading, and monitoring a similar project.
- Ability to work with global and country stakeholders in the formulation of policy, assessment and program design and monitoring.
- Excellent interpersonal and team skills–demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
- Ability to work independently, manages multiple tasks concurrently, and meets deadlines with attention to detail and quality.
- Excellent written and oral communication and computer skills.
- Willingness to travel at least 50% of the time.
