ALIGHT would like to invites competent and interested candidates for the following positions.

Position 1: Sanitation & Hygiene Promotion (SHP) Officer

Major/Key Responsibilities:

  • In coordination with the WASH officer, undertake/take part in quantitative/qualitative assessments to identify key risky hygiene behaviors to work on and to capture key achievements with-in the framework of project/s,
  • Work with hygiene promotion incentive workers and target beneficiaries to identify volunteers for hygiene promotion/education,
  • Train volunteers/incentive workers on basics of hygiene promotion/education, hygiene promotion/education methods/approaches, communication, and facilitation skills,
  • Prepare detail implementation plan for hygiene promotion/education activities in coordination with the WASH officer and other WASH staff,
  • Ensure implementation of hygiene promotion activities as per planned approaches/methods through use of volunteers/incentive workers,
  • Work with WASH officer on development, testing, printing, and positioning of culturally appropriate IEC materials, and monitoring tools and ensure proper use of the same,
  • Prepare weekly and monthly progress reports/updates,
  • Ensure needs of most vulnerable are taken in to account at all stages of hygiene promotion intervention/s,
  • Coordinate and integrate with other IPs in harmonizing hygiene promotion/education interventions,
  • Document and share lessons learned and success stories in relation to hygiene to inform future programming,
  • Ensure proper implementation of hygiene and sanitation component of WASH projects with-in allocated budget and timeline meeting international standards,
  • Ensure integration of Water, sanitation, and hygiene promotion components of projects,
  • Prepare monthly field reports covering all hygiene and sanitation components and submit them to the WASH officer,
  • Undertake need assessments and contribute to the preparation of new proposals,
  • Visit the target areas regularly and provide on-site mentoring to hygiene and sanitation team in the IDP camp/host community,
  • Ensure that procurements are timely initiated, monitored and prioritized by the operation team,
  • Monitor and ensure spending against plan and analyze monthly financial reports,
  • Ensure that program spending is in line with the original plan and burn rate balances with implementation progress,
  • Work with finance and operations to ensure the program quality,
  • Support WASH staff and non-WASH sectors to ensure a quality program implementation.
  • Foster linkages with partners including CCCM for effective implementation of the program,
  • Attending Task force and coordination meeting at Camp as instructed by supervisor,
  • Any additional tasks as assigned by his/her supervisor.

Job Requirements

  • BSc Degree in Environmental Health or any other related field from recognized University with a minimum of four-year relevant work experience on hygiene promotion with I/NGO in emergency and IDP and/or refugee settings.
  • 4 years’ experience for bachelor’s degree holders and 3 years’ experience for postgraduates.
  • Previous experience of implementing participatory hygiene promotion and sanitation methods (e.g., PHAST, CLTS/H,) and organizing campaigns on key hygiene themes.
  • Previous experience of implementing institutional (schools & health facilities) hygiene promotions/educations.
  • Ability to work in stressful conditions and with limited social services and insecure environments.
  • Ability to work independently with minimum supervision and in a highly results oriented work culture.
  • Knowledge, skill, and experience in participatory methods for promoting sustainability of WASH interventions.

KEY BEHAVIORS AND ABILITIES:

  • Strong communication, organizational and interpersonal skills
  • Ability to work as part of a team as well as to work autonomously when required.
  • Very good at computer- Microsoft Office (Word, Excel, Power Point, and e-mail).
  • Fluency in English (Oral and Written); and other local language is a plus advantage for the position.

Workplace: Semera, Afar

Position 3: Roving WASH Officer

Major/Key Responsibilities:

  • Supervise and manage hygiene and sanitation officers based on field offices and support WASH program implementation.
  • Ensure the tracking, monitoring, and quality reporting of all WASH and infrastructure interventions.
  • Complete budget pipeline planning, monitoring, and monthly follow-up in coordination with the WASH Program manager.
  • Supervise and monitor the implementation of WASH activities, ensuring that all activities are compliant with the grant and ALIGHT requirements.  Prepare subsequent reports.
  • Contribute to the design of new WASH projects based on sectoral and general knowledge.
  • Contributing to contingency planning for possible WASH emergency response if required.
  • To undertake community mobilization and organizational needs assessments and research, ensuring that Hygiene promotion activity is meeting the needs of the public, service users, service providers, and the WASH sector Agenda.
  • Prepare procurement plans based on the project cycle for WASH and infrastructure work; ensure all PRFs are accurately prepared and submitted on time.
  • Ensure all interventions adhere to ALIGHT Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Support the development of monthly, quarterly, semi-annual, and end-of-project reports on WASH components of the project and ensure that the reports are prepared on time and in accordance with donors and ALIGHT requirements under the guidance of the WASH Manager.
  • Provide regular reports on water supply and sanitation activities and program progress against work plan and program activities including donor reports according to donor requirements.
  • Work with line departments to develop needs assessment tools and strategies, and train and supervise staff through field surveys and assessments.
  • Work with line departments to measure outcome indicators and outputs to determine the success of interventions.
  • Work with the WASH Program Manager to identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, and other stakeholders.
  • Actively participate in monthly management and team meetings.
  • Represent Alight in attending health and/or WASH Cluster regional coordination meetings and national WASH cluster meetings, if assigned.
  • Identifying and addressing staff capacity-building opportunities.
  • When required support HR in Hygiene promoters, Community volunteers, and sanitation technicians, this includes writing job descriptions, interviews, etc.
  • Any additional tasks as assigned by his/her supervisor.

Job Requirements

  • BSc Degree in water engineering or equivalent disciplines from recognized University with a minimum of four-year relevant work experience on WASH with I/NGO in emergency and IDP and/or refugee settings.
  • 5 years’ experience for bachelor’s degree holders and 4 years’ experience for postgraduates.
  • Emergency experience is essential, ideally with an NGO, with a proven application at the field level.
  • Good analytical skills demonstrated through proven experience in working in relevant project monitoring systems, assessment design, and program execution processes.
  • Considerable experience in training, mentoring, and coaching skills building and ability to carry out training needs analysis and develop capacity-building training for community-based hygiene promoters based on this analysis.
  • Possess well-developed interpersonal and team skills and proven ability to be flexible in a demanding situation.
  • Good Knowledge of finance and budget management.

Position 4: Health & Nutrition Manager

PRIMARY PURPOSE OF THE POSITION:

The Health and Nutrition Manager is responsible for the overall design and implementation of health activities under ALIGHT programs. In this capacity, She/he will provide leadership, direct management, and technical guidance to the health team and is accountable for the development and implementation of high-quality services. S/he will be the lead in the development of proposals and program reports for all health activities; coordinate internally and externally sector activities; establish and maintain public relations with government authorities, UN agencies, other NGOs, and Implementing partners. This position will conduct quarterly monitoring and supervision visits to all ALIGHT health and Nutrition service points throughout the Country program.

This position requires extensive internal and external collaboration. S/he will represent ALIGHT at donor meetings, cluster meetings, and other inter-agency meetings and will collaborate with national counterparts and other key stakeholders (Ministry of Health, WHO, UNICEF, WFP). Within ALIGHT, S/he will coordinate closely with the WASH, Nutrition, and Protection Managers to ensure the integration of programming across the sectors and regions. This position will work under the supervision of the Program Coordinator and in collaboration with the HOA Region technical Coordinator, and HQ Global Health Advisors.

Job Requirements

  • BSc in public health, Nutrition, epidemiology, MPH or other related.
  • 8 years of relevant experience for first degree holders and 6 years of relevant experience for post graduate degree holders.
  • 5 or more years’ experience in managing health programs in emergency settings and health staff is preferred.
  • Familiarity with Primary Health Care, Infectious Diseases, Disease Surveillance, and Reproductive Health (MISP experience highly desirable).
  • International experience is required.
  • Experience in analyzing and interpreting health data and writing reports to a high technical standard.
  • Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting multiple staff members, and effectively managing multiple priorities.
  • Emergency response and proposal writing experience (familiarity with cluster systems, OFDA, UNICEF, WFP, ECHO, CERF, and UN donors).
  • Strong computer literacy; strong skills in Microsoft Office.
  • High level of computer literacy.
  • Demonstrated experience in conducting rapid health assessments.
  • Must be fluent in English and Amharic.

  • Highly motivated self-starter who takes direction well, but also works independently.
  • Ability to work well under unstable security environments and programmatic pressures.
  • Must be available for some evening and weekend hours.
  • Ability to travel 50 percent of the time with short notice.
