Position 1: Surveillance Officer
Key performance Areas:
- Conduct supportive supervision and mentorship for Woreda Health Offices (WrHO) and health facilities (HFs) regarding EWARS (Preparedness, Early warning/surveillance, Response & Recovery components of PHEM)
- Provide capacity-building trainings on various PHEM agendas for PHEM officers, HCWs and HEWs.
- Assist WrHOs/HFs to conduct the early warning, alert and response tasks (EWARS)
- Provide technical assistance to WrHOs/HFs to conduct both event and indicator-based surveillances.
- Provide Technical Assistant (TA) to strengthen cross-border surveillance activities at point of entries.
- Assist public health risk communication & community engagement tasks (RCCE)
- Provide technical support to ensure the surveillance data qualities like report timeliness, completeness, etc are kept at national/international standards.
- Assist WrHO, HFs and ZHD in EWARS/PHEM data management and visualization, report-write ups, and dissemination.
- Assist in periodic surveillance reports productions like weekly epidemiological bulletin, feedbacks, SitRep/SpotRep, technical reports, presentations, and ad hoc reports on a weekly, monthly, and quarterly basis.
- Support emergency coordination platforms like PHEOC, RRT, TWG, DRM Council and DMAT in order to establish a functional PHEM system.
- Participate in public health emergencies responses and investigations like epidemic/pandemic response, health and nutrition emergency response and the likes.
- Participates and represent the organization in different regional/sub-regional level review meetings, annual work plan, conference calls, coordination forums, etc
- Prepare different proposals and budget plans to implement surveillance agendas and emergency response.
- Prepare all weekly/quarterly progress reports, annual project report, ad-hoc technical reports, success stories and timely submit to the central team using required formats.
- Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
- Collaborate and work with key technical and program stakeholders on different PHEM agendas.

Qualification Requirements:
- Master/Degree in any health backgrounds in Field Epidemiology or other public health fields.
- 4/6 years related work experience at regional or sub-regional level in the field of Public Health Emergency Management (PHEM).
Key competencies:
- Deep understanding and knowledge of the Early Warning and Alert Response System (EWARS), particularly public health surveillance and emergency response
- Having previous work experience in PHEOC is an added advantage.
- Experience of conducting trainings, supervision and mentorship
- Experience in proposal development, scientific report write ups and disseminations, as proven with publications.
- Excellent ability in software’s like Microsoft offices, Power BI, DHIS2-PHEM, ODK, SPSS, etc

Position 2: PMER Coordinator
Duties and Responsibilities
For every position: Respect and promote Red Cross/Red Crescent principles, values and comply with ERCS security regulations, code of conduct and relevant guidelines.
Overall responsibility:
Ensure effective and efficient monitoring of the above-mentioned projects to contribute to timely and excellent quality project implementation.
Support branches to ensure proper data collection for monitoring of the projects, both qualitative and quantitative.
Ensure timely compilation and submission of quality narrative reports to NLRC delegates and HQ.
Work closely with the ERCS PMER and project staff to ensure reports are submitted timely and in line with the donor rules and procedures.
Contribute to proper evaluation of the projects, mid-term reviews, case studies, documentation.
Contribute to new projects design by supporting data collection at the field level and analysis
Specific roles and responsibilities:
- Design Monitoring and evaluation plans for each the projects under his/her area of responsibility, based on the specific projects log frames and monitoring requirements. That should include the use of specific tools to be used for quantitative / qualitative data collection.
- Closely coordinate and collaborate with ERCS PMER, project managers for each of the projects, both at the HQ and branch level, to ensure monitoring plans are in place and effectively implemented.
- Provide support and guidance to relevant ERCS staff, on the use of the monitoring plan and tools.
- Verify data collected and reported by ERCS in the field locations.
- Assist ERCS project managers and NLRC delegates in the preparation of timely and quality narrative and financial reports that comply with the donors’ requirements.
- Conduct regular monitoring visits to oversee field data collection, investigate project implementation progresses, verify data, and suggest possible improvements in data collection and reporting.
- Provide technical support to ERCS HQ – PMER, Project team and branch for proper identification, documentation and sharing of field lessons, success stories, and challenges.
- Support ERCS PMER, project managers and NLRC delegates in the preparation of project mid-term reviews and evaluations by contributing to ToR preparation, to the planning of field data collection exercises (baseline / end-line surveys), triangulating and analysing data collected and preparation of report.
- Support proposal development, annual plans, budget preparation and monitoring.
- Other duties assigned by his/her supervisor (NLRC country representative).
Lines of responsibility
The PMER coordinator will report directly to the NLRC Country Representative in Addis Ababa. For additional technical issues, s/he will receive support from the various departments of NLRC HQ.
Duty Station
The PMER coordinator will be based in Addis Ababa with regular visits 40% to project areas (Tigray Amhara, Oromia, and Somali region).

Reports to:- NLRC Country Representative in Addis Ababa
Terms of employment: – Contract for one year
Qualification Requirements:
- Master / first degree in Social Science/Development Studies or other relevant field related to project management, PMER, Economics, Management, Statistics, Regional Local and Development Studies
- With proven work experience of 8/10 years related work experience out of which 4/6 years in a coordinator position(s) in humanitarian/development projects monitoring and evaluation including extensive field.
Additional skills:
- Proved experience in designing projects M&E frameworks and plans and in collecting field data.
- Experience in participatory planning and review techniques.
- Experience in quantitative monitoring and evaluation techniques.
- Experience in Program Coordination, including narrative and financial reporting, financial management, budget control.
- Proved experience and skills in donor reporting in English.
- Experience with Red Cross and Red Crescent is an added value.
- Practical knowledge of computer skills (MS Word, Excel and Powerpoint);
- Ability to work in a challenging environment with a minimum supervision and meeting deadlines without compromising qualities
- Fluency in spoken and written English;

Position 3: Leadership Development Officer
Key performance Areas:
- Provide technical support on leadership development skills by planning and implementing different methods appropriate for local context
- In collaboration with LDM advisor cascade the capacity building training on leading in emergencies using guidelines and tools for Zonal and Woreda PHEM leaders, and activity leadership officers.
- Follow the implementation of standard operating procedures (SOPs) on PHEM leadership development at Zonal, Woreda & Kebele levels.
- Conduct supportive supervision and mentorship for zonal & Woreda PHEM officers, and health facilities (HFs) to strengthen local leadership capacity for health emergency management.
- Develop work plan that details the activities needed activities for the development of PHEM leadership capacity at zonal, woreda and community levels.
- Provide technical assistance to woreda PHEM leaders in conducting simulation exercises (tabletop, drills, functional exercises, and full-scale) and after-action reviews to facilitate learn by doing, identify capacity assets and gaps, and develop improvement plans to strengthen public health emergency management.
- Assist the integration of leadership development plans into the Public Health Emergency Preparedness and Response Plans at zonal and woreda levels.
- Prepare all weekly/quarterly progress reports, technical reports, and success stories in the assigned woredas.
- Monitor and evaluate progress towards annual work plans, expected outputs and results related to PHEM leadership capacity development in activity focus woreda and zones.
- Collaborate and work with key technical and program stakeholders on different PHEM agendas.

Qualification Requirements:
Second/First degree in Management, Leadership, health-related field or management field required
4/6 years related work experience.
Key competencies:
- Knowledge of and experience related to public health emergency management is highly preferred.
- Proven experience in facilitating training, supervising and mentoring technical staff.
- Demonstrated conflict management, team building, written and oral communication, presentation, and negotiation skills.
- Experience organizing and working with teams to produce high-quality deliverables.
- Previous experience supporting a USAID-funded project, a plus
- Ability to work under tight deadline
- Fluency in English and regional working language required.
- Excellent skills in MS Excel, Word, PowerPoint.
- Willing to travel assigned woredas frequently

Position 4: Service Deliver Manager
Key Performance Areas:
Job Summary
Under the general direction and guidance of the Deputy Secretary General , the Service Delivery Manager plans, directs and controls the Liaison, Logistics, finance, Security & facilities activities of the PNS Office; facilitates & ensures the timely execution of Liaoning, Logistics, finance & facilities activities of the PNS Office or Administration Support Services; systematize the service delivery support process to PNS Offices; Solves problems encountered in his areas of responsibilities; Submits periodic Report about the performance of the division.
Specific Duties & Responsibilities:
- Plans, organizes, coordinates & directs the Liaison, Logistics, finance & facilities activities of the Partner National Society (PNS) Office or Administration Support Services.
- Partner with various PNS Offices, Program and Support Service departments in connection with Service delivery support to PNS.
- Advise members of the PNS on protocol issues as they relate to different service delivery & Security issues
- Develop working procedures & as per the authorization ensure their proper implementation; Systematize the service delivery support process to PNS Offices; Solves problems encountered in his areas of responsibilities.
- Manages & deals with all the functions including work permit and security issues of PNS.
- Organize & Manage the provision of warehouse services for the delegates when their stuff arrive in the country before the arrangement of their housing.
- Ensures the provision of appropriate desk space, working internet, uninterrupted power supply, visa processing, security adviser, work permit, maintenance of the delegate’s houses, and payment of the delegate utility bills.
- Direct, Organizes, manage & follow up Vehicle maintenance, office cleaning services and provision of the common area stationery.
- Organizes & directs cleaning & Security issues of the PNS., Ensures the liaison activities of PNS.
- Ensures the timely purchase of items required for the PNS Offices
- Ensures the timely payment requests of PNS Offices.
- Serves as a focal person to service delivery issues to PNS.

- Strong coordination and communication skill (verbal and written)
