The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.
The National ID Program is looking for an Enrollment Technical Expert who will play a crucial role in carrying out the technical aspects of enrollment operation of the National ID Program of Ethiopia; from identifying technical problems across registration centers, liaising between registration partners and biometric device vendors, provide technical support and troubleshooting; supporting the overall registration process flow and services and further improve team’s technical capacity. For the successful implementation of the mass enrollment, the expert will collaborate closely with cross-functional teams, including program management, technology, legal, use-case, administration, communication, monitoring and evaluation, but also government/public, private stakeholders, registration entities and registrants.
Specific responsibilities for the Enrollment Technical Expert II will include, but are not limited to, the following activities:
1. Provide Technical Support & maintenance services
Diagnose and resolve hardware malfunctions on registration kits that exceed the technical capabilities of the local technical experts that are on boarded by registration partners
Troubleshoot client application (FAYDA) errors and performance issues.
Assist with database connectivity problems from enrollment workstations.
Implement standardized installation procedures for registration kits.
Perform initial setup and configuration of new enrollment devices and software.
Conduct pre-deployment testing of kits to ensure full functionality.
Provide step-by-step troubleshooting guidance to enrollment officers for common issues.
Document solutions to recurring technical problems in a knowledge base.
Escalate complex hardware/software defects to Enrollment Technical Specialist and vendor technical support.
Deploy client application updates to all registration centers and monitor client-side logs to identify and preempt potential issues.
Ensure data synchronization between client applications and the central database.
2. Credentials & Personnel Management
Issue user accounts, permissions, and access levels for enrollment personnel.
Implement password policies and secure access protocols.
Periodically audit user access for compliance.
Mapping registration kits to specific centers and assigned personnel in the system.
Update system records for kit transfers or personnel reassignments.
Monitor the health of all deployed kits and their operational status.
Register and de-register enrollment centers within the system and generate reports on center activity and status.
Manage remote access tools for efficient troubleshooting.
Conduct regular on-site support visits to registration centers.
Provide emergency on-call technical assistance as needed.
Create detailed technical documentation, troubleshooting guides, and standard operating procedures (SOPs).
Contribute to the centralized knowledge base for all technical solutions and FAQs.
3. Enrollment Operations Oversight & Implementation
Monitor daily enrollment progress against targets across all modalities.
Generate regular reports on enrollment performance and challenges.
Ensure all technical prerequisites are met for a successful launch/deployment by registration entities(registration partner and Super agents).
Track the operational status and location of all registration kits.
Collaborate with the NIDP technology team for software image deployment and updates.
Conduct registration and supervision activities, data verification, grievance resolution, adjudication and other enrollment related processes as required.
Implement a clear incident management protocol for enrollment system failures and ensure timely escalation of unresolved issues to relevant internal or external teams.
Enact contingency plans for device failures or network outages at centers and propose technical solutions to overcome operational challenges.
Develop a checklist for technical aspects during on-spot checks of centers.
Recommend technical corrective actions for non-compliance or suboptimal performance.
4. Registration Monitoring & Quality Assurance
Implement standardized reporting templates for technical supervision findings.
Implement tools for remote technical monitoring of enrollment operations.
Monitor the technical integrity of data packets as they are collected and transmitted.
Conduct random checks to verify the completeness and quality compliance of uploaded registration data.
Track data rejection rates and identify root causes related to technical issues.
Investigate trends in registration data quality and registration performance for appropriate intervention.
5. Training & Capacity Development
Provide technical training for personnel handling registration data (registration officers and supervisors).
Provide technical training on Fayda registration client and biometric registration kit
Develop technical guidelines for secure operation of kits and data handling.
National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget.
The shortlisting criteria include the following;
Bachelor’s degree in computer science, information technology, engineering, or related fields with 3 years experience (or Master’s degree with 1 year experience).
Prior experience as a technical personnel or similar role is a plus.
Knowledge of Biometric data registration, software system/client, data quality assurance, and hardware maintenance is preferred
Strong analytical and problem-solving skills, with a detail-oriented approach.
Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
Familiarity with biometric kits, maintenance and troubleshooting, Fayda registration client and SBI, MOSIP platform, Java, programming skill, Jira software and other work management tools is required.
Basic understanding of software development processes and tools.
Creative, problem-solving skills, and a passion for digital technology solutions, conflict handling skill, and high tolerance for hectic and demanding work environments.

The National ID Program is looking for Enrollment Program Assistant who will provide essential administrative, operational, and programmatic support to ensure the effective execution of the Director’s responsibilities. This role involves managing the Director’s schedule, supporting coordination within the enrollment unit but also across other units of the Program, tracking actionable items, and ensuring the timely delivery of program objectives. The Assistant will also engage in program-related activities to enhance team efficiency and overall program success.
Specific responsibilities will include, but not be limited to, the following:
Maintain and manage the Enrollment Director’s calendar, scheduling meetings, appointments, and program reviews while ensuring key deadlines and milestones are tracked.
Organize correspondence, manage emails, and draft, edit, and organize documents, presentations, and reports for the Director’s use.
Ensure meeting agendas and materials are prepared, take accurate minutes, and follow up with team members to ensure timely completion of actionable items.
Assist in tracking key enrollment activities, providing regular updates to the Director, and ensuring alignment with program goals.
Act as a liaison between the Director and teams, facilitating communication and collaboration to support enrollment objectives.
Oversee logistical arrangements for the Director’s travel, field visits, and stakeholder engagements, as well as workshops and team meetings.
Assist the director in drafting program plans and proposals, and support in identifying operational inefficiencies with recommended solutions.
Track team deliverables, enrollment progress, and key performance indicators, providing detailed updates and reports to the Director.
Prepare, agendas, and talking points, and represent the Enrollment Director in meetings when required.
Facilitate communication and coordination among team members, mentoring junior staff on documentation, reporting, and administrative processes.
Identify potential schedule delays, overspending, or operational issues, and alert the Director with actionable recommendations.
Provide ad hoc support as required to ensure the success of enrollment program initiatives and overall program objectives.
Perform other duties as required or assigned
The shortlisting criteria include the following;
Applicants for this position should possess the following qualifications:
Bachelor’s degree in a relevant discipline (Business Administration, Management, Social Studies, Technology, Engineering or related field) is required. Masters is a plus.
At least four year experience in coordinating programs, providing administrative, logistical, communication and operational support.
Experience working with public and government projects, international organizations and donors projects preferred
Proven ability to manage project activities
